While theres no question that roof decks provied a valuable outdoor amenity to augment open space in a dense urban setting, it must also be ak voltaged they can present an intensity of use that can negatively impact the quality of life of adjacent residents due to the openness and location. In recent years the Planning Commission has seen an increasing number of requests for discretionary review Residential Projects that include roof decks and penthouses or elevator penthouses. Over the past year and a half or so, the commission has made decisions on these cases with some pattern of consistency related to the impacts to neighbors in the form of location and size of the decks, with respect to adjacent conditions, and minimizing the means of accessing the decks.
