Near the close of the 2021 legislative session, Senate lawmakers debated Engrossed Second Substitute Senate Bill 5126, focusing on the state’s climate change commitment toward reducing carbon emissions. The bill passed the House 54-43 on April 23, passing the Senate 27-22 on April 24, and has been delivered to the Governor’s office, for an opportunity to be signed into law.

My Edmonds News presents The Daily Legislative Report, covering the 2021 Washington State Legislature. For two days, House lawmakers debated Engrossed Substitute Senate Bill 5096, which would create a capital gains tax on those selling stocks, bonds, and would apply to sales of businesses. The bill passed the Senate on March 6, by a vote of 25-24. It passed the House 52-46 on April 21. The bill will now go into a matter of concurrence between the Senate and House on amendments, and if passed, will head to the Governor’s office to be potentially signed into law. The legislation is controversial, as it has failed by referendum 10 times and is illegal by state constitution, and will likely wind up as a state Supreme Court matter prior to implementation.

The Senate debated concurrence on Substitute Senate Bill 5185, which establishes a presumption that a young person has the capacity to make health care decisions even if their parents are opposed. Senate lawmakers voted on whether to concur with House Amendments to Substitute Senate Bill 5066, which would create a standard for a peace officer’s duty to intervene when it comes to a fellow officer’s actions. The Senate voted in concurrence with the House 31-18, which now sends the legislation to the Governor’s office, for an opportunity to be signed into law.
