the first dog is back in the white house after a biting incident and two weeks of intensive training. i m christian fraser in london. laura trevelyan is in new york city. the european commission has set out plans today on how it will deal with vaccine exports. it wants tougher controls though it hasn t yet called for an outright ban. the commission will meet leaders virtually on thursday to finalise plans. going forward, whether vaccines are allowed to leave the eu will depend on three measures the destination country s level of infection, its rate of vaccination and whether they themselves export vaccines or components. clearly, the rules have been drawn up in the shadow of the eu s ongoing row with astrazeneca and a feeling on the continent that the uk is getting more than its fair share. but tonight, amid rising fears of an export ban, the two sides issued a joint statement to say they will continue working together on specific steps they can tak to create a win win sit
