(Steve Russell/Toronto Star) Premier Doug Ford’s government on Monday passed a controversial election-reform bill by overriding the Constitution for the first time in the province’s history.  To make that happen, the government invoked the notwithstanding clause of the Constitution, which gives provinces the power to ignore court rulings and override Charter rights. Opposition parties at Queen’s Park oppose the contentious tactic, which the government is taking less than a year away from the next provincial election.
