a month ago, we announced requirements that foreign travelers must be vaccinated if entering the united states. this week i announced an additional action to strengthen international travel rules to give us more time to stop the spread and study the new variant. it used to be that international travel, flying to the a traveler flying to the united states had to test negatively three days before their departure from that country. well, i m announcing today that all inbound international travelers must test within one day of departure regardless of their vaccination status or nationality. this testing timetable provides an added degree of protection as scientists continue to study the omicron variant. and we are extending the requirement, both internationally and domestically, to wear masks for travel on aircraft, trains, public transportation, through the winter months. i ll close with this. again, the actions i m announcing are ones that all americans can rally behind and s

good morning and welcome to way too early. i m jonathan lemire on this monday, november 22nd. we ll start with the breaking news. at least five people are dead and 40 injured after an suv drove through a christmas parade in waukesha, wisconsin. yesterday afternoon an suv ran through a barricade, hitting dozens of people in attendance. the moment was caught on camera. we want to warn you, this video may be disturbing. law officials tell nbc news the police are questioning a person of interest who may have a long personal history. the person of interest may have been fleeing from an earlier incident involving a knife when the vehicle reached the parade. police are still getting. the vehicle struck more than 20 individuals. some of the individuals were children and there were some fatalities as a result of this incident. we will not be releasing information on fatalities at this time while we are working on notifying the family members of the deceased. strategy which

joining me are nbc reporter catie beck. we also have a policy adviser for joe biden on criminal justice. catie, this is the second day when travis mcmichael was on stand and he was cross-examined. bring us up to speed on what the prosecutor was able to get out of mcmichael. katy, this is the most explosive testimony we ve seen in the trial so far. under cross-examination, prosecutors clearly wanted to hammer some points to the jury. and they did that through a series of yes and no questions put before travis mcmichael. they asked him preempted if he felt like ahmaud arbery was a threat, what proof he had that he was a threat, did he pose any threat with a weapon, was there a knife or gun. mcmichael several times confronted arbery with questions and arbery said nothing and kept running. they were getting to the jury to this point of, could you have possibly walked away, could you have stayed in your vehicle? the answer to that was yes, i could have. so these were questions t

win an acquittal. this is an effort to hang the jury. they re trying to appeal to one or two jurors to convince them that they should not convict because of this reasonable notion of law enforcement training and arrest under georgia s then in place, now removed from the books, statute that permitted citizens arrests. this is i think something that could backfire. i expect the cross-examination of mr. mcmichael will be brutal. if it were me, i would dig up every training officer he had ever had at the coast guard and have them talk about whether the picture he puts on the witness stand of someone who is fully trained is consistent with how he behaved when he was on active duty. i suspect that they may even open the door to bringing in some of the racist statements that mcmichael made on the day that he killed mr. arbery. this is a very perplexing strategy. i wonder, did the defense potentially see that they didn t have much of a choice here given the picture that had been p
