Lee Moore, then chair of the Housing Authority of Portland (now Home Forward) talks about the intersection of race and gentrification as it pertains to the city s plans to make North Williams Avenue safer. The proposed project is drawing concerns from some residents and members of the Black community who say that the thoroughfare had been ignored for years, but is now a city priority because of bike advocates.
