新疆兵团及时任新疆兵团政法委书记杨福林曾因积极追随中共江泽民集团参与迫害法轮功学员，被追查国际列入追查名单。
中共新疆兵团组建于1954年，是中共现存的最后一个生产建设兵团，实行“军、政、企合一”的特殊组织，犹如“独立王国”，属省（部）级单位，受中共国务院和自治区政府的双重领导。兵团的一级单位为“师”，师下设“团”或“农场”，现有14个师、174个农牧团场。
