The 63-page report, “‘We Deserve to Have a Place to Live:’ How US Underfunding Public Housing Harms Rights in New York, New Mexico, and Beyond,” examines the impact of a decline in federal funding for public housing, which has been accompanied by a modest increase in investment in affordable housing programs that rely on the private sector, such as voucher and subsidy programs. Human Rights Watch found that budget cuts have led to deteriorating living conditions in public housing in New York City, as well as in northern New Mexico, and have reduced the public housing stock nationwide. It also finds that other affordable housing programs, which rely on the private sector, have often failed to guarantee long-term affordability for people with the lowest incomes.

last couple hours. investigators are on scene here in novato where a large area of the safeway parking lot is still cordoned off as a crime scene. it was around 12:13 this morning that two men were shot inside a white toyota sedan parked adjacent to the main entrance of the store. the bullets shattered windows in the car. the men sustained life-threatening injuries. both of those victims have been transported to local medical facilities at this point. one is a 27 ye-year-old hispani male. i believe we had multiple calls around the same time. i m not sure which call was first but we had a number that came in almost simultaneously. no arrests so far. they are looking for suspects. investigators say they re looking into the possibility of gang connections. they say witness descriptions of the suspects are vague and they urgently ask anyone with information to call the novato police department. the safeway store is open for business but people coming here this morning will
