Centrist Sen. Joe Manchin (D-W.Va.) on Tuesday signaled he is open to a budget reconciliation bill in the ballpark of $1.9 trillion to $2.2 trillion, above the limit he set just last week of $1.5 trillion.
Instead, Biden will visit Congress and speak to a country seemingly just as divided as it was during last year’s presidential campaign and the polarizing months that followed.
Biden has yet to reach a compromise with Republicans on any legislative action, including the COVID-19 relief bill, which passed earlier this year with no GOP votes after Republicans offered a bill less than a third the size of the one favored by the White House.

There are some signs that Biden and Republicans may be able to strike a deal on infrastructure or police reform. But there is plenty of skepticism, too.
Navalny became ill last year on a domestic flight to Siberia and was rushed to a Berlin hospital, where he was placed in a medically induced coma. After he was released from the hospital, Russia’s prison agency informed him that he would be in violation of the terms of a 2014 suspended sentence unless he returned to Moscow immediately.
Officials told Navalny that if he returned to Russia any later, he would be subject to arrest. Navalny has maintained the 2014 embezzlement conviction was politically motivated. Officials took him into custody at Moscow s Sheremetyevo Airport Sunday.
