HF 428 (SF 488) is a Public Defense departmental bill. It allows properties to be leased to use for armory purposes for up to 30 years, rather than the current 20 years. It amends the Iowa Code of Military Justice so that military commanders [Grade Colonel/06] can hold service members accountable if they commit offenses while off duty when there is a nexus between military service and the offense (e.g., sexual harassment, sexual assault involving two service members). It allows the Adjutant General to include in the annual report on certain offenses, the number of sexual abuse cases reported to the U.S. Department of Defense that are not otherwise required to be reported. It also enhances the popular education benefits available that help the Guard recruit and retain members. ....

Future Ready Webinars To Aid In Application Process For Employer Innovation And Child Care Challenge Funds


Two webinars are scheduled for this week to aid in understanding the application process for Future Ready Iowa’s Employer Innovation Fund and Child Care Challenge Fund. The first webinar, for the Employer Innovation Fund, will take place on Tuesday, Jan. 26 at noon. The fund encourages employers, community leaders and others to develop their workforce through credit and non-credit education and training opportunities. The second, for the Child Care Challenge Fund, will be held on Wednesday, Jan. 27, also beginning at noon. This fund supports businesses, nonprofits and consortiums working on regional and community projects to establish local child care facilities and increase the availability of quality, affordable child care for working Iowans. Registration is required for both webinars and a link to do so can be found below. The application deadline for both funding opportunities is Feb. 12, 2021 through www.IowaGrants.gov. ....

Iowa Executive Branch Update
Governor Reynolds delivered the Condition of the State speech on Tuesday, January 12, at 6:00 p.m., breaking with the normal tradition of a morning joint convention. Governor Reynolds opened by addressing the challenges of 2020 - COVID-19, civil unrest, a drought, a derecho and she commended Iowans and their response to the challenges of 2020.
Highlights:
Increasing spending by 3.7% in FY2022 to $8.079 billion and by 2.3% in FY2023 to $8.275 billion (FY2022 increase includes the increased federal spending for Medicaid in the state)
Increasing mental health funding by $15 million over the next two years
Increasing school spending by 2.5% ($27 million) in 2022-2023 and by $143 million in 2023-2024 (additional $20 million for pandemic aid) ....
