Shearer started in 1992 with the Portland Police Bureau before retiring as the Assistant Chief of Police last year in August. Still new, having started May 31, Shearer said he wants the department and that includes building trust.
“I think it’s our duty as law enforcement leaders and police chiefs and police organizations around the country to constantly be weighing the type of service that our communities want,” Shearer.
Shearer is entering his position at a time when the department faces a civil rights lawsuit by the protest group Black Unity. SPD has also been given 33 recommendations for reform following an independent review on police conduct and use-of-force practices.

SPRINGFIELD, Ore. – Springfield Interim Police Chief Andrew Shearer has officially been on the job for five days. While it’s a temporary position, the new chief is looking to make some lasting changes.
In his first interview with the media since his swearing in Monday, Shearer said he didn’t have much knowledge of the Springfield Police Department before taking the job.

SPRINGFIELD, Ore. A Springfield police officer is under criminal investigation for allegedly sharing explicit photos of a former police trainee without her permission.
A complaint filed to the Department of Public Safety Standards and Training (DPSST) alleges Officer Robert Weaver bragged to other officers about having a sexual relationship with the trainee and created a fake phone account and texted another officer a nude photo of her torso.

SPRINGFIELD, Ore. Springfield police officers stifled protesters’ free-speech rights during protests against the police killings of George Floyd and Breonna Taylor, particularly during a July 29 march, according to a lawsuit filed Monday.
Black Unity, individual members of Black Unity and others allege in a federal lawsuit that Springfield Police Department officers “engaged in several unconstitutional actions to punish, prevent or chill Plaintiffs’ First Amendment activities” during the march.
The lawsuit names the city, Chief Richard Lewis and more than two dozen individual officers, The Register-Guard reported.
