moving here, as well as construction was a huge economic boom. as we go from agricultural to suburbia, one of the big contributing factors of that are these machines right here. so you have cooling, which this would have filled up with water and air would have been blown through it because in the desert it s so dry that the addition of humidity would cool he air down. but it didn t do as good a job. then you have this, which was brought to arizona via motorola. but it then made its way not just from that industrial use but then every home started having its own air conditioning as well. this really caused was one of the major factors in folks now moving to arizona. because before that, it was really the weather that prevented folks from being here year-round. but with the addition of air conditioning, you now had the ability to control your own climate and your house. arizona is a state that is very much still finding itself. it s a new state. 1912. we just celebrated, a fe
as i look back over the last year, i believe the board and the management team and employees have a lot to be proud of, regardless of what was just said. first and foremost is the safety culture is taking root at metro. it is. i ve seen it. it started, to be frank, when we shut the system down for the blizzard. and i particularly front line people were coming up to me and saying, finally someone gets it. they understand the risk we put ourselves at and our customers at when we try to put out service in 24 inches of snow. it just does not make sense from a safety perspective. clearly that point was further driven home in march, a week after i spoke here last time, when we shut down the system for the cable inspection. and again, i think that reinforced, obviously to the customers, to our employees and the stakeholders that we take safety as seriously as we should and we will going forward. just to talk certainly after that in late spring we announced the safe track program
minutes. we re only doing that 68% of the time. that is not good. we want that as the metric we can judge ourselves and the customer can judge how well we re performing. we re also launching a new customer experience raining metric. we do quarterly surveys for our employees. a real survey that gives a good sense of what s going on. we have 34 factors. we ve reduced those to three and combined a number of these things. they ll be around service reliability. service reliablity, customer service and personal safety and security service liability, was the train there in a reasonable amount of time or not? was the bus there? how do the bus operators, how do they interactwith our customers. and personal safety both police and in terms of just the feeling that they are they feel comfortable in our system. so we ll be doing that. we have been doing that. so we ve created the first mock-up of that based on the data we have. the scores are not anywhere near we need to be. they report
in treatment. and we have replaced those with homeless shelters and the county morgue because of the death rate , the higher rest rate 60 to ofp 80% in people and city jails who may have a mental illness problem at least half of those in state prisons. that s what we did. when a judge has someone before them with an arrest or crime and they see this person is to go to jail and the state has to provide for them. nobody has to do anything.idea s the blame is plenty to go around adult administrations and a strong bipartisan bill to make changes. we need to look forward. we understand mental health and we know it s a brain disease and we know that people get treatment they can get better. host: does that the bill provide new money for mentalan health care and where does the money come from? for t there s a lot of money money for number thinks is things is specifically for training more providers. there are about 50 million. we have an incredible shortage of psychiatrists. it
