Officials from the Colorado Department of Transportation, design and construction teams and both local and state representatives all came together for a celebration of the substantial completion of the multi-year, $250 million project Thursday morning, with the biggest news coming that both northbound and southbound express lanes on the interstate will open for use Dec. 15.
