Register-Guard Something must be put in place  The “cap and trade” system in California is not perfect; however, it does reduce pollution levels, and over time it’ll make dirty energy  oil, coal, gas  too expensive to compete with clean energy. Some industrial polluters, however, use the credit scheme to continue polluting, and, in some cases, increase polluting in low-income communities.   While people fighting against environmental injustice are right to do so, sometimes they oppose good policy because it’s not perfect. A case in point is Washington state, which tried twice to enact tax policy aimed at reducing pollution only to be defeated both times by opposition from the environmental justice community. To date, Washington still has no tax to reduce pollution.
