It is the first time in decades that the majority of ministers in the territory s 11 member collegial government are pro-independence Kanaks.
The two pro-independence groupings, UC FLNKS and UNI, have so far been unable to agree on a candidate for president.
An earlier attempt to elect a president saw a split vote with French Loyalist candidate Thierry Santa getting four votes, and Louis Mapou of UNI and Samuel Hnepeune of UC FLNKS getting three votes each.
The single Caledonie Ensemble minister abstained from voting on that occasion.
This is all against a backdrop of intense socioeconomic stress with the pandemic and trouble within the local nickel sector and a government budget needing to be passed by April.

The independentists managed to win the election thanks to an alliance with a small fringe party, the Eveil Océanien (EO), whose three elected members voted for the Union Calédonienne-FLNKS list. This list saw the election of three ministers.
The other nationalist list topped by the National Union for Independence-FLNKS (UNI-FLNKS) also obtained three members in the new cabinet.
On the other side, the pro-France loyalist parties were divided into two lists: that of the majority coalition from which the outgoing president came, the Avenir en Confiance (AEC) which won four ministerial portfolios thanks to 18 votes out of 54 in Congress, and Caledonie Ensemble, a centre-right party, which won one.

The vote follows the collapse this month of the tenuous power sharing government led by conservative president Thierry Santa.
New Caledonia s 54 seat Congress has cast its votes for a new 11 member government.
The anti-independence coalition of loyalists, L Avenir en Confiance got 18 votes securing four ministerial portfolios and Caledonie Ensemble secured one portfolio with six votes.
On the pro-independence side, the combined Kanak and Socialist National Liberation Front (FLNKS) and Pacific Awakening slate garnered 16 votes securing three portfolios and the National Union for Independence or UNI also secured three portfolios with 14 votes. Pacific Awakening is largely supported by constituents from Wallis and Futuna.
