Video of a DWI arrest and a recording between that suspect and a local attorney is shining light on an alleged scheme that involved APD officers for years.
Carlos Smith said a DWI arrest from last year ruined his life. He also said the Albuquerque police officer who arrested him, referred him to an attorney who offered to wipe the case from his record for a price.
