Republican Barbara Carraway has served as Chesapeake City Treasurer for more than 30 years. In a memo sent to Chesapeake council members late last month, the city manager’s office said the level of service from the treasurer’s office has “steadily declined” over the last several years and recommended shifting some of the treasurer’s duties to other departments,
