Kulla: Reform Oregon land use to make system fair and just
One foundation of society entails property rights.
It starts with the right to do what you want with your land. The flip-side is the right to not have a neighbor’s protected activities extend past their boundaries and onto your land, or into land held in trust to support rivers, roads, parks and open spaces.

Casey Kulla is a fifth- generation Oregonian and first-generation farmer. He is the son
of a land use attorney, now retired. In addition to holding a seat on the Yamhill County Board of Commissioners, he co-manages Oakhill Organics, an organic fruit and vegetable farm, and Walnut Rise, a state-licensed cannabis farm, with his wife, Katie. In their free time, they enjoy exploring wild lands with their family.
And he has no plans to leave it.
âIt will be 20 years on Jan. 4,â he said Tuesday.
The road to Baker came via an advertisement he saw while watching the Super Bowl as a college freshman. He posted a job wanted ad on an online service he saw during the Super Bowl game.
It took five years, but he got a response from a radio station in Baker.
The Great Falls High graduate packed up his gold-colored mini-van and headed to eastern Montana at the age of 22, ready to start work not far from his hometown and his parents.
âI was working in Milwaukee, in Wisconsin, at the time. The first time I was ever in Baker was when I moved here Jan. 2,â he recalled. âI started on the air the day after that.â
