This woman gave up on her car. i came out. all the roads were flooded. so i ended up just walking over there. but it s insane. i never knew we were going to get this much flooding. reporter: at one point the rain was coming down at an astounding two to three inches an hour. the city s drainage system was no match. look at what the water did to this manhole cover. the owner of an animal rescue ranch furiously moved dozens of dogs and horses to higher ground so they wouldn t drown. there are 56 dogs out here and five horses. two horses are in the flood zone right now. reporter: with the rain came the winds. ripping roofs off houses and causing power outages at more than 20,000 homes and businesses. at this elementary school parents and firefighters had to give children a lift just to get them out of school. after the driest year on record, plenty of texans were praying for rain. this thirsty state got too much ....
