There's a doctrine in America, not found in the Constitution by simply created by courts, to grant immunity to government officials for some events for which they otherwise could face liability.
Lower courts found qualified immunity applied to Jonathan Large when he stopped Central Specialties Inc. (CSI) trucks and told the drivers to wait for law enforcement. CSI claims Large acted as law enforcement, but Large's attorneys said he acted within the scope of his job after telling the company to not use the roads.
