A bbc investigation has uncovered allegations of brutal beatings and torture by soldiers in indian administered kashmir. Its 25 days since the Indian Government withdrew the regions special semi autonomous status, clamping down fiercely on dissent and arresting thousands of people. Kashmir is claimed by both pakistan and india. The two Nuclear Armed neighbours control different sections of kashmir, and have fought two wars over it. Despite a near communications blackout, Sameer Hashmi has been inside kashmir, and sent this report. You may find some of it distressing. Behind these razor wires lies an uneasy calm. Restrictions everywhere we go. But for many kashmiris, the crackdown has come at a cost. We have come to investigate disturbing allegations. It comes back operationally, we do tolerate failure. The first thing in the field, this is not a zero mentality. People make mistakes. Theres fog and friction and we reward innovation and i think it exists. Constitutional ly institutionally, its a little harder. But in the acquisition realm the processes are not they grind on so its not that they dont reward innovation. Its that innovation and new ideas dont naturally arise from it because theres a risk aversion. Everybody wants a piece of it, they want to add their requirement to it. Its hard to get the process right. Intellectual intellectually, you read other things, you read small wars journal, every major interesting piece that are at odds often with what the secretary and the chief are saying. Thats a great thing. And the army has this incredible ferment. Do those people stay in the army . Are they punished for . I never really sayee that. The army is a culture, and so i have no doubt we have certain cultural biases. We try to no ....
First net is their first priority. Because this is no pra jorty of comment about people that we work with, but first net is a secondary item for them. They have a fulltime day job and we pile on top of that. We probably dont get the urgency that we feel about things. So to the degree we can take accountability and responsibility for those functions well obviously follow all the rules and regulations but we would have an opportunity to move more quickly. Id like to see what we can do about improving that and also taking responsibility from commerce and obviously e we wouldnt do that until such time were prepared. We went through that process with our finance organization. Initially, they provided support for us. Today we do a lot of that work ourselves. So i think we have demonstrated we can bring in the right resources with the right talent and training, put the controls in place to cause people to feel comfortable to fullfill that.
