The San Diego County Department of Animal Services says it is at a critical stage of overcrowding at dog shelters and residents were being asked to adopt or foster to help with the nationwide crisis.
Animal services officials are investigating a ranch in an unincorporated area of San Diego near Rancho Santa Fe, where about 40 to 50 horses are allegedly receiving substandard care, according to multiple news reports.
