The deal centers around the Salvation Army building and land on Maxwell Boulevard, that’s where the proposed whitewater facility will be built. Negotiations between the city and Salvation Army have been ongoing for more than a year now.
This multi-million dollar project was first announced in August of 2019 by the Montgomery County Commission. It will include an Olympic-standard whitewater rafting facility and is expected to include other developments including restaurants, hotels and more.
City Council President Charles Jinright says city council passed a resolution Tuesday night allowing Mayor Reed to move forward with purchasing the property for $5 million. The city would then donate the property to the Cooperative District, the group overseeing the whitewater project.

SIGNIFICANCE OF PROJECT: Emerick Construction is working closely with Waterleaf Architecture and O’Brien & Company, the construction manager, on this three-story, 46,000-square-foot project – the first full-production winery in the Portland metropolitan area. Approximately 3,600 cubic yards of concrete was used for the foundation and structure of the two lower levels that will serve winery production. Approximately 35,000 square feet of 12-inch, precast/prestressed, hollow-core planks were placed for the Level 2 and 3 suspended slabs. To mark the start of Black History Month, four current and former Black mayors from across the country gathered in a University of Chicago event to reflect on 2020 and the challenges ahead from the rise of domestic extremism to a broader discussion of race, politics and policy.
Hosted by the Harris School of Public Policy, the panelists were Karen Freeman-Wilson, the former mayor of Gary, Indiana; Michael A. Nutter, former mayor of Philadelphia and a senior fellow at Harris; Steven L. Reed, who became mayor of Montgomery, Alabama, in 2019; and Michael Tubbs, the former mayor of Stockton, California.
