Mass climate change bill updates emission goals, environmental justice


BOSTON – Gov. Charlie Baker now has a climate change bill on his desk that represents the state s first major legislative effort in a dozen years to address one of the most pressing issues of our time.
On Monday night, both the Senate and the House passed a bill known as the Next-Generation Roadmap for Massachusetts Climate Policy by wide margins, with only two senators objecting and just nine of 154 representatives voting against the bill, which updates the Global Warming Solutions Act of 2008.
“Yesterday, the Legislature met the moment and passed generational legislation that gets Massachusetts to net-zero carbon emissions by 2050,” state Sen. Julian Cyr, D-Truro, said Tuesday. “In the process, we advance justice for the communities who spent decades bearing the brunt of our collective environmental neglect.” ....

As the sun set on his time in the Massachusetts House, Speaker Robert DeLeo took to the House floor one last time Tuesday to reflect on a three-decade Beacon Hill career that he said he tried to center around one overarching philosophy: that what this job is all about, very simply, is helping people.
The Winthrop Democrat resigned from the House effective 6 p.m. Tuesday and hopes to soon begin working for his alma mater, Northeastern University. So with less than three hours left in his career as a representative, DeLeo stood at the lectern in the well of the House Chamber to address the body he has been a part of for 30 years and has led for the last 12 years. ....

Cape Cod COVID-19 tests sites to open next week with sliding-scale fee

The barnlike marketplace building that houses commercial vendors during the Barnstable County Fair will have a new life as a coronavirus testing site as early as next week.
An additional site is opening up at the Cape Cod Melody Tent in Hyannis next week, to be followed by expanded test sites operated by Outer Cape Health Services at its offices in Wellfleet and Provincetown.
While the new sites offer expanded molecular PCR tests for COVID-19, the tests won’t be free for all, state legislators said Tuesday morning.
“It’s not a Stop the Spread site,” state Sen. Julian Cyr, D-Truro, said during a press teleconference Tuesday morning.  ....
