State Sen. Dayna Polehanki (D-Livonia) recently introduced Senate Bill 395, which would amend the state constitution to require pet owners to keep pets in a warm environment when temperatures dip below 32 degrees Fahrenheit. The bill allows pets outside for 30 consecutive minutes at a time or for an extended time when participating in a recreational activity like walking.
Polehanki said discussion in Livonia prompted the bill. In late February, residents took to social media and city council meetings to protest a homeowner leaving his two beagles outdoors during a cold snap. The discussion also inspired a local ordinance to do the same.

LUSAKA, May 10 (Reuters) - Zambia s finance ministry said on
Monday that it had reached a broad agreement with the
International Monetary Fund (IMF) on macroeconomic parameters,
fiscal targets and policy objectives, during talks to secure a
lending programme.
Both Zambia - Africa s first pandemic-era sovereign default
- and the IMF said more talks were needed to finalise a
programme under the Fund s Extended Credit Facility.
But the finance ministry said enough progress had been made
to allow authorities to move ahead with preparations for debt
restructuring talks with official and commercial creditors under
a common framework backed by the Group of 20 major economies.
EDF Renewables Ireland has began construction of three new solar farms with a total capacity of 17MW.
This includes Coolroe Solar Farm (5MW), which is located in Coolroe, Ballycullane, Co. Wexford; Blusheens Solar Farm (8MW) in Killinick, Co. Wexford and Curraghmartin Solar Farm (4MW) in Curraghmartin, Carrigeen, Co. Kilkenny.
They are the first sites the French energy giant has begun in Ireland since it acquired 100% of Wexford Solar in October 2020. This included eight solar projects with a capacity of about 100MW, including four that were consented and were successful in the first RESS auction.
Blusheens, Coolroe and Curraghmartin make up the bulk of those successful bids, along with Stamullen (5.8 MW) in County Meath.

Construction is to begin on three new solar farms in counties Wexford and Kilkenny this month, according to EDF Renewables Ireland.
The three projects will be among the first utility-scale solar farms to be built in Ireland and, once complete, will have a combined capacity of 17MW.
Coolroe Solar Farm (5MW) is located in Coolroe, Ballycullane, Co. Wexford, with Blusheens Solar Farm (8MW) in Killinick, Co. Wexford, while Curraghmartin Solar Farm (4MW) is located in Curraghmartin, Carrigeen, Co. Kilkenny.
The projects are the first to begin construction following EDF Renewables’ acquisition of 100% of Wexford Solar Ltd. last year, which included eight projects with over 100MW of capacity across the country.
