idea why this happened to their daughter in the meantime homicide detectives are looking for a suspect and a motive. homicide detectives now say it was 23 year old a art institute graduate laura, found bound with duck tape and murdered inside a dufflebag on north third street monday morning. >> she had been badly beaten. she had been strangled. she was stuffed inside a dufflebag. report roar police found the new york native' body inside a trash bag her hands and feet were bound with duck tape. hours earlier they found her silver toyota rav four with oklahoma plates torched in south stick from delaware home. 47 year old richard wall set off an alarm in the home in lewes yesterday when officers got there, they say they saw walls getting into a car. police say they found the tv, trying to get into this buddy's car. the buddy came here we're expecting him shortly he gets his hand the thing and he feels like he's struck by lightning. you can see he was certainly hurt by this. he spent the night in the hospital and we're expecting him to be arriving within the next five minutes but this is what his brother said it was like. >> just really scared for him. i thought he wasn't going to make it honestly. dan says his brother had just run from the house to car right here by this telephone pole when all of a sudden he felt like he was struck by lightning. >> said he tried to open the car door and got struck right in his arm. >> reporter: dan is still reeling. he says the scene was really frightening. >> blood everywhere when i came in and scary. crazy. mind blowing. >> reporter: medics rushed dave to the hospital. he was treated overnight. when the athlete starts high school in the fall he'll have quite a story to tell but right now he tells his brother he's still rattled. >> he said i'm glad that be alive, and he felt -- his thumb was numb. >> reporter: so again we're hearing from all these friends showing up. so many people in this family, a big family. they were obviously completely upset when this happened for very very good reason. we are expecting him back we'll hang out and we're going to hope to speak with him when he does arrive here at this house. camden also burlington and ocean county now severe thunderstorm warning until 6:15. so very heavy rainfall around smyrna, delaware, salem moving toward the deptford area along the ac expressway. as move outside of philadelphia very heavy rainfall. severe thunderstorm lifting north of the trenton area right now in mercer county but as we move around philadelphia, very heavy rainfall right now toward the airport, mullica hill moving around the piles grove area. where you see the red and orange we're looking at rainfall rates one to 2-inches per hour and that is why we have that flash flood warning in effect until 8:30 for sections of south jersey because of that very heavy rain. many locations already receiving over 2-inches of rain. a couple of storm reports coming in to the weather from boston to new york city, philadelphia reporting some moderate to severe delays, also, moving down to the nation's capitol because of that severe weather. once again the entire area under the gun then took off in gold sedan. you can't see his face in these pictures but police want to you call them if you know anything that can help. tonight a berks county mother is under arrest for the death of her own child. back in may, the fire department responded to a home on the 1200 block of green street in reading. that's found an unresponsive one yeared boyger maya rivera later pronounced dead at the hospital. investigators say an autopsy revealed evidence of abuse. upon further questioning police say the toddler's mother myra smith admitted to grabbing the child because she was frustrated over his crying. smith is now in jail charged with third degree murder. >> bergen county north jersey purrs charged three teens with sexually assaulting a 15 year old girl and taping the on and iphone. 18 year olds craig how well, justin drape per and wilson accused of having sex with the woman while she was drunk in the backyard where two of the suspects lived. they now face sex assault charges one is also accused of child pornography. >> in tonight's fox 29 investigates a philadelphia cop says the city he swore to protect and even the union he belonged to have abandoned him in his time of need that way. here's fox 29's jeff cole. >> reporter: from a distance 50 year old herbert spellman has the body of a pro if the ball player, broad shoulders on 6-foot frame weighing 300-pound. but to see him walk is to witness a man who appears to be in bone grinding pain. >> what kind of pain are you feeling right now? back, neck, nerve damage, knees, you name it. it's painful. >> report roar spellman is a former philly cop. >> i love protecting and serving and helping people. that was my nature. >> reporter: who wore the uniform for 20 years. before he says a crash in his patrol vehicle back in 2006 ended his career. >> i got rear ended i believe and was knocked unconscious. as a result of that i'm in terrible pain. >> reporter: spellman says his pain is so severe he cannot return to work. he wants the city to grant him full pension and cover his medical benefits. but the city just does not believe he's injured. in fact, he's been denied full pension benefits related to his injury continually both in front of the pension board and in court. medical records given to fox 29 investigates by spellman show in july of 2006, just a month after his crash, dr. jay glickman found his trauma was directly related to the injuries sustained in the accident. in march of 2007, dr. glickman writes that his final diagnosis is that spellman's disabilities are a direct result of the confident. >> three years later today gene stalk ken treating spellman for neck and pack bane reports he is totally disabled from full duty police work. >> they look at the mri and said off permanent injury. you got several disc messed up and nerve damage and there's in way you can return back to work. >> spellman who fox 291st spoke with earlier in the year walks with an obvious limp and with the help of a cane. he says, other than several years of workers' comp payments which ended in 2012, he's been without an income. he says his wife supports his family but it's not enough to keep his home out of foreclosu foreclosure. >> i attempted to go back to work and got injured even more, and as a result of that, i lost my and come now and i'm without anything. >> reporter: here's a big reason why. in september of 2009, dr. arnold berman a drexel university professor of orthopedic surgery found that spellman's injuries were now fully resolved, and that he may work as a police officer full time without restrictions. >> let me just argue from the city's perspective. he's all right. he needs to go back to work, pension money is taxpayer money. we can't give him this. i know my body is not lying because i'm in pain all the ti time. >> reporter: in december of 2009, the deboard of pensions denied him disability benefits and did it again a year later. fox 29 called the pension board but it was the mayor's spokesperson who returned our calls to say spellman had access to due process. the police officers union said it couldn't talk. it said to do so would be violation of medical privacy. as for spellman, he regrets ever becoming a philly cop. i became police officer to better myself. to pro void for my family. and now, you know, it seems like i made the choice developing in the atmosphere as we take look around the center city philadelphia area. very moderate to heavy rainfall right now down toward the airport, camden looking at some of the shower and thunderstorm activity moving toward the narberth area. drexel hill as well getting in on the direction. take look outside of our studios. the umbrellas are up much those windshield wipers are going. the streets are wet if you encounter ponding just find a different route to go through. don't try and drive through flooded roadways. 74 degrees rain cooled, humidity at 85%. the entire area once again under the gun for damaging winds, hail as well as lightning until 9:00 o'clock this evening. we have that severe thunderstorm watch for the entire area. currently watching very heavy rainfall in south jersey as you move from deptford down to hammonton and we have a severe thunderstorm warning for sections of ocean and burlington county until 6:15. zoom in around the metro area right now you can see philadelphia moving into sections of camden county as we move into burlington county right now. very heavy rain moving toward tabernacle as well as browns mills. that's where we have that snear thunderstorm warning capable of winds over 60 miles per hour. heavy rain and comer land, salem county moving from new castle county into kent county around dover very heavy rainfall right now. that heavy rain has produced over 2-inches of rainfall. so the counties highlighted in green, flash flood warning until 8:30 this evening. watching out for that very heavy rainfall. you can see some hail reported earlier around lower makefield moving toward tabernacle, southampton, some hail reports pitts grove, some hail reports as well with the showers and storms popping up. so we're looking at the activity producing damaging winds, some hail. the heavy rain continues into the evening. the severe thunderstorm watch until 9:00 o'clock tonight. overnight leftover scattered showers and storms. but that severe weather threat will be diminishing. we have a cold front still off to the west. so warm and humid out ahead of it but drier air will be moving in during the day tomorrow. so as we time out the activity scattered showers, some of the heaviest rainfall by 8:00 o'clock into burlington, ocean county also moving toward cape may and comer land counties. still looking at activity by 10:00, 11:00 o'clock tonight. but we start to recover if you will in the atmosphere during the day tomorrow with decreasing clouds and we finally start to dry out. 91 degrees was the high temperature today. right now temperatures rain cooled into the 70s across the area. so overnight low temperatures, bottom out right around 70 degrees as you wake up tomorrow morning 84 degrees for the high temperature tomorrow with early showers. and then look at thursday. look at friday. sunshine, staying pretty nice. we'll give that a 10 forecast by the numbers on a scale of one to 10 looking pretty good. the weekend right now low 80s. there could be pop up storm on saturday. better chances sunday as we move nearly next week. we'll have another update with ultimate doppler coming up in a bit tracking these philadelphia area, down to camden, collingswood looking at some of the moderate to heavy rain. but we're watching the atmosphere in the vertical. you can see those thunderstorms growing to 30,000 feet. so strong up drafts can produce violent down drafts and that's what produced the damage in voorhees and sections of burlington county last night
