Workers who like pham had had contact with Thomas Eric Duncan before his death. Of those 76 individuals, all will be monitored for fever or symptoms on a daily basis. Reporter part of the fight to save phams life and prevent the spread of the deadly virus. And one of those being monitored is a friend of phams who had contact with the nurse, and now has been protectively moved into the Isolation Unit here. Jay gray, nbc news, dallas. The increased awareness about ebola is leading to a number of false alarms. And that includes a brief scare in virginia. A patient at Vcu Medical Center in richmond tested negative for ebola. The woman was placed in isolation last night because she had a fever and recently returned from liberia. A man taken to Holy Cross Hospital in germantown in maryland does not have ebola. He recently traveled to africa and then developed aches and a fever. He was rushed to the hospital by ambulance. They say it was out of an abundance of caution yesterday. The hospital says he did not present any signs of ebola. And he was released. So the question tonight, are local hospitals prepared to handle a patient who has ebola . News4s chris gordon spoke with Montgomery County leaders about their response and their concerns. Chris . Good evening. They want to know how the Montgomery County Health Department is screening for ebola. They were told there are two criteria. Travel history and symptoms. If a person has been to one of the three west african countries that have ebola within the past 21 days, state Health Officials are immediately notified. With the ebola scare dominating the news, the Montgomery County council today asked for an update on the local state of readiness. Im confident that Montgomery County is safe, but i will not be so bold to say that we dont need to continue to prepare and to practice to be ready. Reporter just yesterday, the most recent patient with ebolalike symptoms was brought to the new holy Cross Germantown hospital, and determined not to have the disease. Earlier this month, a patient was taken to shady grove add venuiest hospital where it was determined not to be ebola. Montgomery county Council Members want to make sure proper protocols are in place, in case of an actual emergency. Were not sure if all of our hospitals are really ready to actually be able to treat an ebola patient. Keep in mind, there are only six throughout the nation that are actually deemed as places where the cdc would send a patient. Reporter but a patient could turn up any time or place. So the Montgomery County Health Department is being asked to reach further. Council member phil andrews says a dentist contacted him, saying she has heard nothing from the Health Department. I think its important for the department to reach out, especially to our own providers, but i think to all dentists and doctors and hygienists and so on in the county to let them know what they should be doing that might be different from what theyre already doing. Reporter the Montgomery County Health Department wants the public to keep all of this in perspective, saying, more people will die from the flu than from ebola. Wendy, jim . Thanks, chris. The continuing spread of the ebola virus in west africa is now creating a greater challenge for those involved in humanitarian aid efforts there. Sonia kutsche is with a group, save the children. She just returned from a month in liberia, where she found the impact was far beyond those who are sick. One of the most heartbreaking aspects of this for me was the way children have been affected by this emergency. They didnt have anywhere to go, they didnt have anywhere to sleep. They didnt have any regular source of food. Coming up at 6 30, kutsche will explain what she and her colleagues did to minimize their risk of ex poer to the poesh to the virus. Now that storm system is on the move, and were going to feel the impact of it tomorrow. Doug, just how severe is it going to be around here . The good news here, jim, were not going to see the severity they have seen to the west. But well see flight delays in our area, some localized power outages, too. Right now were just dealing with a little bit in the way of shower activity. Not a lot. And most of this is from i95 well to the west. So inside the d. C. Metro area, were okay. But look back towards winchester. Hagerstown, martinsburg towards warrenton and culpeper, we see rain move. And notice the movement here from south to north with a little bit of an easterly movement. So if you live in Loudoun County, Fauquier County, culpeper county, Jefferson County and in the western virginia panhandle, you will continue to see showers right through the night tonight. This is the area that were watching to the west. Very big line of showers and thunderstorms. Some of which continue to be on the strong to severe side. Thats whats coming in during the day tomorrow. So what to expect tomorrow . Lots of cloud cover, strong winds, flooding possible. The strongest rains between around 10 00 a. M. And 5 00 p. M. Im going to break do you knwn e attention for you, coming up next. Now there is a new plan to better serve d. C. s homeless population. This is an issue that came to the forefront after the disappearance ofyearold relisha rudd earlier this year. She has not been found. The man who has waft se last se with the child was at the shelter where relisha and her family were living and he has killed himself. As relisha became the face of thousands of Homeless Children in our city, her case exposed systemic problems at the largest shelter here in the nations capital. News4s Mark Segraves explains the plan that was presented today by the mayor. Were still waiting for housing. Reporter hers is more than 100 families living at the shelter and waiting to be moved into real apartments. And i just dont understand why im being were being passed up. Like, were so many families have come in, and they havent even been here as long as we have and theyre gone. Im not understanding it. Reporter under the mayors new plan, that mother and all the other families here at d. C. General would have to wait until the district can find landlords willing to rent apartment buildings to the city for 24 million a year, and until the district can actually build its own Housing Units for another 48 million. Until those two goals are reached, this shelter will stay open and families will continue to live here. And theres a catch for the families once they are offered an apartment. Once a family moves out of the shelter and into subsidized housing, the money for the rent is only guaranteed for 4 to 12 months. Then its up to the family to pay all of that rent. Knowing that leaves many families uneasy about leaving the shelter, knowing that when theyre living there, they have free food and a place to live yearround. How am i going to pay my rent . The whole fee went up, and im not working and all that. Reporter officials acknowledge, they wont be able to get enough adequate housing to meet all of the demand for this winter. And some homeless advocates wonder if the city will ever be able to keep up with the demand. And that means d. C. General will stay open as a homeless shelter for this year, and possibly even longer. From d. C. General, Mark Segraves, news4. Homelessness is one of the issues facing candidates in d. C. s race for mayor. Nbc 4 and the Washington Post are co hosting a candidates forum. Steve handelsman is on capitol hill now. Hes got more on this story. Reporter jim, thanks. Out at andrews today, president obama insists the plan to beat isis is still in its startup stage. If so, its a rough start. The Obama Coalition meeting brought in military leaders from 20 countries. Australia, canada, germany, the arab nations and turkey, and they agree, more has to be done to stop isis. This is going to be a longterm campaign. There are not quick fixes involved. Were still at the early stages. Reporter shortterm, the war is not going well. Despite many more u. S. Air strikes, isis could still ta take kobani, syria. And even though refugees are jamming into turkey, the turks wont send their tanks or troops against the islamic state. Instead today, turkey admitted shelling Kurdish Forces who were fighting isis. In iraq, where isis took over another army base after the iraqi army again fled, baghdad got hammered by suicide attacks, two dozen dead, amid a disturbing report. The shiite militias put together to fight isis are killing iraqi sunnis. Iraq in chaos. So were going to have to help the Iraqi Security forces get up to snuff. A terrifying situation on board a crosscountry flight that was forced to make an Emergency Landing after some of the interior wall panels started to break loose. This was flight 2293, headed from San Francisco to dallas. Passenger james wilson says just after takeoff, they felt the fuselage shake violently. That was followed by popping noises and then the plane appeared to be coming apart. All of a sudden there were loud popping and ripping noise. Row 14, both sides of the cabin started ribbing in and tearing in. And we started screaming and shouting. Reporter wilson says the flight attendants first checked the damage, they werent concerned. But passengers kept complaining and then the pilot went back to check and decided to turn the plane around. It landed safely about an hour after takeoff and there were no injuries. How scary that would scare me too. I dont want the plane to be doing anything. Is this hole in my plane normal . What have we got coming . Weve got some storms coming and rain out there right now. But the biggest thing we have across our area is very warm temperatures. Our average high today is actually only around 68 degrees. And were sit agent 78 degrees right now. So 10 degrees above average. Winds out of the southeast at 15 Miles Per Hour. But those winds gusting over 20 to even 25 Miles Per Hour, and those winds are going to continue to be that strong right on through the night tonight. So you will most likely hear the trees outside your house, maybe around your area too. 72 degrees in gaithersburg. 79 in frederick. 80 in fredericksburg and towards winchester. Not much in the way of sunshine. A lot of cloud cover and a few showers out there. Nothing around i95, nothing around d. C. Or fredericksburg or waldorf. But back toward the west, where we see showers through frederick county, virginia, western Loudoun County, parts of Fauquier County, cumberland county, all seeing that rain. And you notice here, where these areas are. If you live in and around this circle right here, youre going to continue to see the shower activity right on through the night tonight. Because thats the moisture feed coming right off the atlantic right across your area. So front royal seeing the rain, towards little washington, marshal, around the middleburg area, and then if we move right on up, look at bluemont and cabletown. Up towards charlestown. You will all see more showers as you move through the night tonight. Something to watch out for. These showers will be fairly quick tonight and you can see them. Look. Heres the atlantic. Look at the moisture feed through raleigh, through the area i just told you about. Here is yet another one. Thats the one were going to be waiting for that will move through tomorrow. And it will move through very slowly. Thats why were worried about the concern for heavier rainfall. 11 00 tonight, theres the shower, still back towards front royal, winchester, along the blue ridge. Tomorrow morning around 6 30 in the morning, notice were going to be dealing with some showers around d. C. But here comes the heavier rain with that second band that im talking about. Right around i81. And notice how it stays out there. This is the area were really concerned about as far as flooding is concerned back towards the front royal region, culpeper and the line through the d. C. Metro area between noon and maybe 3 00. Anywhere along that line we could see heavy downpours and more rain throughout the evening tomorrow. Your severe storm potential tomorrow looks like this. Tornado threat on the low side. Cant rule it out but its on the low side. High winds for sure, medium risk now. Heavy rain i think is the highest risk. And we have a Flash Flood Watch in effect. Not for the d. C. Metro area, but back towards regions i showed you, towards the Shenandoah Valley and blue ridge, locust dale on the right and charlottesville. 2 to 3 inches of rain possible in those locations. And remember, flash flooding can occur very, very quickly. So give yourself some extra time out there on the roadways during the day tomorrow. The rest of us, especially northern virginia, maryland, d. C. , maybe about 1 to 2 inches of rain here. So it can still pile up. 78 for a high tomorrow. Then 70 on your thursday. 71 on friday. We dry out very nicely starting on friday after a few showers on thursday. And then look at the weekend. Saturday, sunny with a high of 71. Then a cold front moves through. Doesnt bring us much, but much cooler weather on sunday with a high of 63. Thanks, doug. Breaking news out of boston right now. Jim handly is at our live desk. One thing that fans will notice about this team this season as opposed to years past, they are playing far more physical hockey this year under head coach barry trotz. Now one of the big pickups from the off season for the caps, it had to be former penguins defensem defe defens orpik, second only to Alex Ovechkin in hits. His teammates have definitely taken notice of his play. Weve always had guys like olve go out and make hits that you can see and hear and everyone gets excited. But we have a dman now that does it. So a little more wellrounded now, but playing more physical style. We have added some key guys to help fill that void a little bit. I think a lot of guys are just chipping in, obviously a lot of guys that came in had good energy, physicality i think in our own zone. A lot stronger for sure. Maryland is come offering a bye week, and not many people they believe in the terps moving to the big ten conference. Mixed reviews so far. Good win, a bad loss. But after this bye week, theyre trying to regroup on the field. It was definitely tough. I think it helped that we were able to get back on the practice field. And get two practices in during that bye week. We were able to get back out there, get better and dust it off a bit. We watched the film, critiqued ourselves and just moved on. Put it in the past.
