Commissioner ross says it started when an officer who was driving witnesses from another case to the special victims unit saw a man riding erratically on a dirt bike. He told the man to stop. The man on the bike started to walk away from the officer. The officer put a hand on his waist and felt a gun on his belt. He tells the man not to pull the gun. Witnesses say the man pulls the gun, and the officer shoots him as hes running away. I did watch the video. Clearly, one of the shots was taken when the male was running away. No doubt about that. Being candid, theres some footage that shows some things that gives us pause. Right now weve got a lot of work to do. Reporter commissioner ross tells us the Department Policy on this is that if you have a fleeing felon, even that doesnt mean youre supposed to shoot if the felon is running away. The testimony was related to the civil suit brought by cosbys accus accuser, andrea constand. He admitted giving constand pills and engaging in a sexual encounter.
