Seeing none, Public Comment is closed. We will now move to the rates and benefits committee. We are now the committee as a whole on rates and benefits. We will take up action item 3. Item 3, action item. Approve Kaiser Permanente senior advantage fully insured retiree rates and premium contributions for 2017 plan year. We have before you a presentation or powerpoint document that outlines the requested rate increase for the Medicare Advantage kaiser senior care product. We have it correctly stated as the 2017 Kaiser Permanente managed prescriptions retiree. This is the material. What well go through in our summary on page 3. That as a matter of practice for this product which covers seniors only 55 plus which is a cms program that creates a capitation amount determined by calculations by kaiser to cover the specific medicare members that this addresses. This is how its done. Instead of permitting claims, they get the medical management skill set to cover underneath that cost. This has been a very well received program over many many years and kaiser is of course a leading Advantage Program in the state of california. With that being said, as a matter of practice and necessity in order to have the rates correctly reviewed by the board of supervisors, we did an Early Release of the number. So kaiser allows us and there are kaiser representatives here if there are questions about that exercise. They allow us to have an early number. What does that mean . They dont know the early number. What they are going to get from cms from kaiser, so they give their best estimate to us. We agree to this practice, so at the end of the day when they finally know what they are going to get, we get a number. If we bill for 2016 or 2015, if we find out the number should have been more, then we add the difference to next years rates. Thats what this is all about. For 2017 the estimate they can give us at this point in time is 331. For 2016, it was determined after they received the final remission from cms, that the number should have been 9. 76 higher. So we have to add those numbers together. So the billing rate is 340. 76. I would like you to also see page 4 of this document. When we have rate cards for any of our products for retirees and medical retirees, we have numbers in addition to the pure premium. Those numbers of vsp premium, our healthcare sustainability and then we have added best doctors. And very proactive Second Opinion that hopefully will allow us to manage medical care in the future. All of these have been reviewed by the board and accepted by the board. Additionally, we are adding the 9. 76. With that, i would like to turn your attention to page 5. Page 5. May i raise a question . Absolutely. What would kaiser assume the drivers to be in that negative variance . What would happen is we get a best estimate. I understand that. What caused the number to drive it . Cms determines for the entire basket of people at the end of the year. Once they get all the remissions in and figure out the judgement to the final request are, they say we can give you this amount of money. So, what turns out is they got less money than they expected to get. Which means the rates should have been higher. Weve been told through the last say 18 months that cms is rachting back money. To have this finally reconciled Going Forward, we are going to possibly be more short more often than not. This is not expected during this time. That helpful . Thats fine. Let me ask a question too. So the Medicare Advantage, what medicare returns the same for kaiser as it would be for blue shield . Its the amount of money thats area adjusted. Its the same for the blue shield people . When they look at it, its an area based number with statistics relative to that population. If they are a higher risk or different set of people, you have a fact that is calculated. If blue shield needs to be a certain number, they determine you get that amount of money. If your other Medicare Advantage filer is in the exact same situation with a better set of risks, chances are they get less money that is well documented in architecture that they pay you. You dont get the exactly same amount of money. Yes, sir . My understanding if kaiser docs forget to code their diabetes for the whole year, cms wouldnt have the diabetes. Would the numbers be what they think the diabetics get for cms. A lot of this is diagnosis driven and the providers attempt to capture the diagnosis to make sure the reimbursements are maximize. The more money they get, the less they have to charge the purchaser. Is that clear . It doesnt necessarily, well said, sir. You can look at it from different directions. Its an activity that requires very good documentation of diagnosis as was clearly spoken by the fine doctor and the risk. I know kaiser is best at collecting the data and make myselfing the reimbursement there is. Period. Im not selling you kaiser. They will be able to sustain a better set of numbers in terms of the what the city will have to pay for that population. Is that a reasonable statement . Yes. Thank you. If kaiser can get an early estimate, why doesnt blue shield get an early estimate. We have it. Why didnt we get that number. Theirs is the harder number. We havent combined this number. We didnt know that last month what blue shields medicare rate would be. Yes, maam. But i have not provided it in this form at this point in time. Okay. Is that correct. I didnt know we had the blue shield medicare reimbursement rate. Not yet. Did we know this exact same amount of information from blue shield, please restate the question. Yeah. I saw it said kaiser provided an early estimate but i dont remember you saying blue shield provided an early estimate of what the rates would be. That was my question. I dont remember seeing that last month. No. Blue shield did not provide and early estimate of the retiree medicare rate. Why not . Thats not the way they present the numbers. From kaiser they presented an early estimate and the way they recoupe the money, they do say in november, the way the program is structured under blue shield, the calculation they provide is april or may. Depending on the level of the calculation, we go into negotiations is their best and final. Where kaiser has reserved the right to say we wont know a hard number until later in the year. And historically when they have been able to release a number in july, they release their best and final and then ask us to change it to the difference from the july number to the november number. But they have said in essence, we can technically do that. But when we ask for a much earlier number, they say we want to put this process in place. Thats the way that works. So they put it on this process 3 years ago . Yes. We had the question asked and answered, are there any other questions . We are on page 5. This is how we bill the rates in all cases. We take the premium from the vendor and add the 3 pieces and the final number. By the rules of the 10 counties, the lesser of the premium or the ten county. Since the ten county was 604 604. I cant remember what it was. The retiree person pays exactly nothing for the rate for their coverage under this program. And we go through the other calculations. The only other thing that applies to the retirees is the subsidy. It was developed to adjust the rate to early retirees. That being said, here are the set of numbers. If we go to the next page, we look at how this applies to the member 216 versus 217. The number that i will highlight is with the addition of the reconciliation, the retiree plus one will go up 12. 88. Three retirees will go 38. 66 and nonmedicare dependent. These are all the numbers. I have shared. We have gone through the exercise of the reconciliation. We have all on page 9 we have our foot notes for the items on the rate cards. If there are any more questions, i will make my recommendation. Your recommendation is . Please approve as presented. You heard the recommendation from the medical advantage plan for kaiser. The only thing that i really have a question about because i do appreciate neals explanation of where the 9 came from and how its being calculated. I think we are missing the rates that have the medicare member plus the nonmedicare member. As i recall we would usually have the more of the rates that included that balance with other nonmedicare members because otherwise these rates, they are very good and we can see them, but we really dont know the impact on those members that have dependents that are nonmedicare. It would have been nice to see that also since i think it would go with this presentation and not the one we have seen before. And later i will express to you my other concerns about the blue shield rate and how they deal with it. Thats the only thing im looking for here. Thank you very much. This is a same chart that we have presented as i have been so privileged to be your actuary. Its no less than or no more than. Does that help . Okay. We have a comment from a kaiser representative. Hi. I want to add something. We are adding the rider. 50 copay per visit up to the combined 30 visits, with the chiral combined. It comes with that second benefit as well. The second benefit being added is what we call our silver and fit program. That provides a program for the participant to either join a participating gym thats part of the silver and fit network at no cost to them or receive a Home Fitness Program package. If they dont want to go into the gym, they can get a fitness package for walking or pilates at their home. Thank you. Any other comment . Questions. We have a motion and second. All right, we are now ready to move to the regular board agenda. And as she gets ready to leave, i would like to congratulate on her sons graduation this evening. Congratulations. [ applause ]. The first board item is no. 4. Clerk item 4, discussion item. President s report. The action item i have about the citys charter sent to the members of the board by through our counsel. At another meeting we will have a kind of chronology of changes in the charter over the years that have currently brought the current documents to their current state. So this is the first in a couple of steps. This has been requested by the Governance Committee at its regular meeting and i thought by starting out what is covered in our work which is covered in these and looking back over time changes in the charter provisions that go through the board. That has impacted this boards work. That was slightly delayed not only with erics absence today but there were no red line versions in the charter. Hes going through an analysis to figure out what actually changed in the before document and the resulting after document. Its a little diceey. I havent seen it, but thats what hes doing. But that will be presented at another meeting. I just wanted the board to be aware of that. Secondly, i wanted to congratulate. I had the privilege of attending a luncheon yesterday with commissioner breslin, the San Francisco county employees. I would like to thank the employees of the county of San Francisco and congratulate the officers. We had a good time. I did commend them on their work and thanked them for their continued service on behalf of the retiree system. Lastly, i would like to call attention to the board and i will ask the board to send it electronically. The california healthcare foundation. This is an annual study they do on employers across the state of california. It highlights a series of i think some people would say they are not very intuitive, they are kind of obvious trends in healthcare coverage in the state of california. I would encourage the commissioners to take time to read the link. There are several charts that accompany this information. But it does give a very good overview of the level of healthcare coverage across the state, what employers are doing, what copays, deductibles, increases we have seen over time and one of the whopping statistics for me was that since 2002, there has been a cumulative increase of 216 , 216 increase in the overall cost of healthcare to individuals. Its an astounding kind of thing to think its been a little bit more of a decade but thats been the impact to the marketplace over time. There are a number of other statistics and highlights contained in the report and its from the california healthcare foundation. It will be given to the Board Members by our secretary after this meeting. I commend it to you as a reading for the month of july if we act on the proposal today, you are not going to have a july meeting. So you can substitute that hours of work on that item. All right. Well move on to the directors report. Clerk item 5, directors report. Director . Thank you. Commissioners. I wanted to report on the personnel. Month after month we have left a position vacant for attrition savings. Attrition occurs when someone leaves a position and takes time to fill it. Thats the main reason. Because our staff is relatively stable, the average length of tenure is 8 years but it varies from 1 year to 37 years. We dont have a lot of attrition savings. We cant get credit for that so weve had to leave two positions vacant to achieve that for the budget. This year we just late late late yesterday afternoon got our budget from the board of supervisors budget analyst and they want to double our attrition savings which means we have to lay off two people or not fill two positions that we are currently have made offer letters to. There are also other additional budget cuts in the Analyst Recommendations. Im not going to be specific about them because the negotiations arent final and we dont want staff who are watching television to worry because hopefully well be able to save them. The proposals will result if they were implemented as proposed, would result in at least two lay offs. Which is unheard of at this time when the mayor presented a balanced budget, we were successful in getting the mayors approval for our budget that had already a 1. 5 decrease over the 2 years. We had our initial call this morning after pamela spent hours reviewing it and review it with me last night and she worked on it again this morning. We had one discussion with the budget analyst staff and im sure well have more in order to avoid that. But, i request that the commissioners individually and the members in the audience send their emails to the finance committee saying that the Health Services is doing a good job, weve kept the rates low and met all of our Member Service goals and we have innovated in terms of wellness and volunteer benefits, and the other things, all database analysis, etc. Its essential we continue on this path. We avoided 20 million worth of cost to this party, is that not correct . Yes. It would have been a cost to the city. Yes. At any rate. You work all year so hard and you get a blow like this which means an unpleasant month as well as july. I wanted to point that out. That is from the finance committee . Mark farrell is the chair and of course he will support us. Will someone with an iphone look . Well research that. Well say the names publically and tell them how to email city hall and get a hold of everyone. I believe its mark and scott wiener, last year it was jane kim and scott wiener; and london breed participates as chair of the board. Thank you for asking that question. I meant to look it up before i came. I will meet with either them or their staff which i have in years before. So how is this information going to be disseminated back to us then . We will articulate here at the meeting but well ask to distribute the names to the supervisors and the emails and phone numbers to be able to either call or write or otherwise camp out with them. Okay, thank you. Otherwise the map of providing testimony is to sit through an all day public hearing. I believe its not this friday, but next friday where every single issue thats going before them is heard. Its quite a laborious so, anyway, i appreciate your support especially since we took the mayors cuts and approved the budget and now we are being cut more. So, i wanted to point that out and also wanted to point out that we have begun administering this, the Employee Engagement survey at the Committee Meeting. We are taking a survey in a matter thatten insures employees responses are confidential and not disclosed and the employees anonymity is protected. Some responses might yield information about the respondent or other privacy information including supervisors. We want to make clear that we are doing this confidentially. And thats in an effort to have everyone participate. If they were to be made public, we shouldnt both undertaking this survey because people dont want to have their responses public. They have assured anonymity. May i Say Something . On behalf of the board, i would request from each and every staff member to please complete the survey. Its an effort by the Management Team of the system to get a better understanding of what can be done to help engage and respond to your needs. That can only be done if you participate. So, on behalf of myself, principally, but i think i speak for the other commissioners, we are asking each and everyone of you to please participate. Through the chair . Yes. Is it just for active members, the additional services, right, that are in the survey . You are talking about the volunteer benefits survey. We are talking about the staff Engagement Survey. Thats no. 7. Its been in my personnel report. Okay, well talk about volunteer benefits in a minute. The other thing is we will be presenting the results of the Engagement Survey at the august board meeting. Well have a report. In terms of operations. You have in your packet. As usual weve met all of our customer Service Goals even though our in person assistance continues to grow, but people keep retiring. But thats nice because they just come from downstairs into our office. We did an active survey on voluntary benefits. Its in your packet. As of june 1st, 2500, employees have responded. We are happy to offer those benefits. More and more employees are asking for voluntary benefits. It varies from paycheck to paycheck. Can i ask something about the volunteer benefits . Sure. How much is it going to cost us . It cost us nothing. How does that work . We are doing it through the Employment Benefits district, they are doing our mea benefits. It cost just a little on payroll lines. There are lines for colonial and flack and you name it. Whenever that leaves, they are making adjustments. Who is making money on this are the insurance companies. They are vetting rates so there is a place to go and complain. If there are idiosyncracies, the payroll departments will clean them up. Hopefully this will reduce the number of payroll lines than there are. It will be easier. But no extra staff time . No extra staff time. It really is a great benefit. I wanted to draw attention to the Data Analytics report thats in with the packet. This is the first time weve had a dashboard on the medicare retirees since the Third Quarter of 2010. Now that our data base is up and running, we cant do it all ourselves, but we can design the report and feed in the request and get it back and present it. I think its an example of the benefit of the database and you have information on who the retirees are. Kaiser has 45 of the medical retirees. Their average age is 72. 6. Blue shield, 69. 3. At least its what it says on the slide. You are right. 79. 1. I apologize. Ful city plans average ages 75. 2. This tells us about the admits per 2,000 members, the average length of stay and it does that by vendors so you can see on page 9 the average length of stay for medical retirees for blue shield is 6 days, then 4 days and kaiser 2 days. Similar impatient dates per thousand, again blue shield is the highest. Interestingly kaiser is the second highest. We also found this in our care organizations. What we need to look at is what are the readmission rates and then city plan is 5 days. An 8day length of stay is a long time in the hospital. Procedures per 1,000. This is an example script per member per month how many prescriptions and those have all decreased from 2. 11, to 2. 55. I just wanted to draw your attention to the work of the Data Analytics department. Its very exciting. Other things that are happening is we are building the New Enterprise management. You heard us talk about the ecm. Weve now got the equipment and building the processes to begin to scan all of those hundreds of thousands of records that we have in our record room and off site storage. We acquired new copiers that will save us money in printing cost. We are doing an actual enrollment process, management effort to really keep track of dates and times and hopefully reduce the stress that occurs since we are getting ready for open enrollment. In terms of finance, you will hear from the finance committee. But again well emphasize that we have cut 1. 5 this year and next year and the budget was approved by the mayor with no additional cuts. Then we have to be vigilant about not having further cuts from the board of supervisors. Our annual external audit kickoff occurred. In our 2015 post audit by the controllers offices yield no material weaknesses. Beyond that, we are in good shape. The other thing i wanted to, in terms of wellness, let me highlight. Can i just . Yeah. I think weve seen in the past sort of a comparison of medicare plan benefits for the different plans. So im wondering if enrollees get an opportunity to see a dashboard of some of these other things . Because their pharmacy cost depend upon whether the drug is generic or not. Their inpatient days varies per plan. Some of them look fairly modest and different until you look at the number of days. Im wondering if that is somewhat of a goal, at some point when you are fully staff. I dont know if people ask about this. But its the next logical attention for a consumer who want to know what they are buying. And what the potential risk maybe. How many inpatient days might there be while making the choice. And what are the most common diagnosis for those days. Im not asking for it. But if the board wants us to consider doing a forum on compare and contrast. Thats something possibly we can take up as part of the educational effort, but also some of this information, i know its posted as part of your directors report but there is also a notion of being more activity around this data and reports Going Forward. If that is the date to be true, it would say to me that we are going to have a link on the website so members can go into and review. This is a very good time to suggest that since we are looking at redoing the website. As more of these are being developed, you may want to plan on a link there. I know as part of your report, marina comes in and gives us a report, but they dont necessarily sit out alone and that can be a value as pointed out. Great suggestion. All right. I particularly appreciated the wellness thank you letter that was submitted by one of our members and its also part of our report. About colorful choices . Right. I want to highlight the wellness the eapa Counseling Services have reached the highest level in 2016 during the month of may. The addition of the counselor and having them do workshops onsite at different departments have really engaged employees and made them realize. Again, the National Literature shows that in all industries there is this depression in moral in every employer, i guess probably unless you work for google where they have free food and everything else. Commissioner breslin in particular has been concerned about nutrition and diabetes all along. Im excited to report that the recruitment for the Diabetes Prevention Program Research study that we are doing with kaiser that kaiser is leaving is we have already enrolled 200 employees and we plan to roll that out formally in june and july. Probably one of three employees develop diabetes. This is before you get diabetes. If we can teach them nutritional and behaviors would improve the diabetes situation. This directive came from this board of anticipation of trying to keep people healthy. I just wanted to underscore on the part of what i did. Review the budget materials, but i wanted to just say that our chief Financial Officer and her staff labor over the budget for hours and hours and they redo the numbers. Everything is as tight as a sealed tuna can. Our numbers, you cant question them and we are really lucky to have such good finance staff especially at this time of year. I can feel confident when i get a report that all i have to do is read into the microphone at the board of supervisors meeting. That concludes my report. Would you highlight the rates . I apologize. Yes. We revised the rates and benefits calendar to add a rates and benefits meeting on tuesday, june 21st, from 122. It will allow five members to be in attendance as opposed to just four. It also is giving extra time for the actuary to look at what alternatives there are or what can be reexamined and renegotiated because of the retiree rates from blue shield and uacn and ppo and city plans came so high. They are still working on trying to figure out, is this formula the best and who is disrupted in the formula. All of those alternatives will be presented on june 21st. All right. So, at the april, when we talked about the best doctors and at that time they said whoever presented said they would have the final rates for consideration at a meeting. When will that be . Will that be at the next meeting . They said at the time this may not be the final rate. I understand it is the final rate. Im not sure. I looked at my notes. You are asking about the best doctors rate . Right. They said for the future well obtain the final rates for consideration. I didnt know if that was going to be part of can you speak into the microphone . Yes, sorry. The final rates for best doctors. The 1. 40 is the final rate. Hss Financial Reporting as of april 30, 2016, and fy 20162017 and fy 201717 mayors budget report for hss. On director levin, i would like to commend on the report and would ask you to thank them all for the work they do day in and day out. Thank you. Good afternoon, chief Financial Officer. The Financial Report you have before you today summarize the revenues of the trust and general fund through april 30, 2016. We are projecting the trust will have a balance of 78. 1 million on january 30, 2016. This is only 300,000 less than what i reported last month. Has to the result of some ups and downs. The balance is from city plan due to unfavorable claims experience. Blue shield 500,000 is due to unfavorable claim experiences. There were increases to the fund balance from delta dental to 100,000 due to favorable claim experiences and then we received 300,000 for the forfeiture for the healthcare dollars. We also distributed a copy of the pages from the mayors proposing budget. They look for those of you that have the black and white, they look a whole lot better in color. Basically we had proposed, they did extend a couple of limited duration positions and we ended up taking the cut, but had some return in for that. As catherine mentioned or director dod mentioned that it was preliminary and they could work with us i hope thats true. We had a long discussion today about what we can and cant do and every effort is being made to ensure that we keep the department as a whole if we can. I know thats part of the directors concern and we are tight in our Staffing Levels and we cant afford to either have to keep two more positions vacant than we already have or make cuts to the rest of the staff. So that has been and will be clearly communicated to the budget analyst. I have looked into the Budget Committee, supervisor farrell, supervisor katie tang and norman yee and then supervisor kim and supervisor wiener are the temporary members that join during this budget process. With regard to the battle now before the board of supervisors, it sounds like we did okay with the Mayors Office, but now we are dealing with the board of supervisors cuts and looking to supervisor farrell to really take the lead on this and helping us out. We will send an email blast to the members and ask them to send a letter to the committee. You have been part of what we are doing at the retirement board with regards to our benefits. If they would like us to mobilize and show up at city hall, im sure we can put out the call and get that kind of turnout at city hall so they understand they cant mess with our delivery of Health Services as well as the retirees coalition. We are being quite activist in our old age and are here to support every effort that Health Services goes through and especially through back up pamela and also catherine in their efforts to really fight for our benefits. So whatever we can do, let us know and thank you very much. Thank you. Mr. Chairman, on the next item. I realize i didnt update you on the legislation. All right. This is to go back to the directors report to include a discussion of the legislative items, please. Right, sb 932 was a bill that pretty much prevented anticontracting within the Health Systems had been pulled from the agenda of the state legislative committee because there was a concern from San Francisco General Hospital and the San Francisco Health Network that it might apply negatively to them. The legislation was amended shortly after that Committee Meeting and i met with ppa and the staff and they in fact withdrew their opposition, but unfortunately the bill did not get out of the second policy committee. So its dead for the purposes of this legislative year. If there is a special session, it might be reintroduced, so we may do it again. The other bill sb 1010 from the same author and its still alive and well. They are trying to add transparency to pharmaceutical pricing. It requires to convoluted mechanism that pharma report to employers when there is going to be an increase of more than so of pharmaceutical cost or a 1 prescription is going to cost more than 10,000 for the course of that prescription. And then the employees have to report to the department of insurance and the department of managed care that this is happening. It doesnt do anything, it just shines the light in pharmacy cost. The remedy as we all know is to have cmms in the marketing of negotiating their rights. But im not going to say that again. Go right ahead. On the state level this is a step again to say pharma and its not okay in california. That went to the legislative committee yesterday and marina actually represented us there. I presume they approved it and the bill is still alive. It has a very small financial impact. It will probably pass through the state legislature and the Budget Committee and go on to the assembly. I will keep you informed. I apologize. Thank you for those updates. I saw this in the packet and i did a bit of reading as well because this is an issue that concerns everyone in this room. The sb 1010 has wide support including the california medical association, etc. And to be distinguished from a resolution in the November Ballot to tie it into a complicated formula with the va medical center, that is different from this and we need to kind of watch that which is much more controversial with a lot of Interest Groups being very concerned about what would happen to drug availability. This is a small step, but a positive one. Thank you. Director levine . Im sorry, i also forget something. We are now back to the finance report. We havent quite left the finance. The first hearing for our budgeted is next thursday between 10 001 p. M. I was again advised by our council that this board cant take positions on things organizations are doing that are lobbying. That thats the domain of the board of supervisors so we are essentially supporting their efforts and they are being done through a 501c 3 the National Organization on healthcare that doesnt lobby for the campaign against drug pricing. This is supported by the interNational Coalition on healthcare to work fore drug pricing and ask the board of supervisors to pass assimilation and share it with the state c sac. The state association of counties. Yes. The state association of counties to begin continue to build a momentum on drug pricing which is estimated by 2020 well makeup 50 of our medical spend. Are there any comments or questions about the resolution from Board Members . You are signing onto a campaign . No, we are stating our support of the International Healthcare coalitions educational effort and we are urging the board of supervisors to sign on the Actual Campaign for the sustainable drug pricing. We have to clarify that. It sounds as if we are signing onto the campaign an that is not what we are doing. We are encouraging the board of supervisors to engage in this. We changed the resolution, but we didnt change the agenda. Right, it needs to be consistent. I apologize for that. All right. Any other questions . We can do it all, i will remind everybody, but it should be those things that are going to be near term or longer term issues that we may want to get background on and better understanding in more detail of understanding. So we will plan to style one of our meetings this fall to do that. I also wanted to take this moment of personal privilege to thank the commissioners for working so diligently in the Committee Work during the course of the year in attending these meetings. Im going to put a ban in month of june. I strongly encourage people to look at the other times of the year as we get near the rates and benefits process because we do need to have everybody here to hear the result of this work. So, hopefully that could be and we can attend to that. I know that vacations for both of these members were long planned before this time. I wanted to give you a two 1 2 years notice for us to give you the amount of time for this concept. This was announced a year ago. I will give you more information. Kaiser permanente will be opening its own medical school in 2019. It will be located in pasadena. It will start with roughly 50 physician candidates. And essentially its really expanding our current foot print to the first year of the medical school. We already really do a significant amount of years two, three and four. We are adding the first year. Any questions . Well, the only comment i would add. We know the primary care physician pool in this country is drastically low and the demand is increasing given the expansion of the Accountable Care act. You are commended to taking that forward in a step in that area. I appreciate that. I will pass that along. In terms of value of medical care, but the medical school is being perceived in a format that will encourage primary Care Development or because, you know, because of the obvious concern, no offense to any specialty, [ laughter ] those specialist that clock in at 9 00 and leave at 5 00. I know of none of those. The mission of it is to provide a different focus and approach to those physicians in their early stages of education, and to inspire a different way of thinking about how to deliver care in an integrated model holistic approach that we hope will inspire more primary care physicians. Its mission is not to just funnel physicians for our own. Its all about spreading this perspective throughout the country, and the deficit in primary care physicians is at the top of mind for this. Did that answer your question . Yes. I just want to remind kaiser that there are many many physicians and Nurse Practitioners and nurses throughout kaiser currently throughout the areas who do teach, and it might be that an important impact would be to enhance the activities of their own teaching and give them some credit for their teaching so that it is not just add to their burden of work, but actually because you know, i had medical students throughout my career at Kaiser Permanente and frankly it just added to my. There is no acknowledgment from the organization in terms of work load or anything. Great. Thank you. Thank you very much for informing us and please plan on updating us on the progress on this activity. Are there any other health plan or Network Issues . Public comment . Public speaker i have a Public Comment. I really commend Kaiser Permanente for doing this. I have one request, that is that Kaiser Permanente open another school and they do it in the rural areas because those areas are really under served in the state. If you live in the central valley, i think you are at the mercy of physicians here in the city. Its a question of getting to them. The transportation aspect. Sometimes the medical care in the rural areas isnt exactly the best. So, i think there is a real demand for primary care in the rural areas. And i would like to commend Kaiser Permanente of the attempt to switch medical plans but i wont go that far. Thank you very much. May i just comment really quick . Yes. Its interesting to know that kaiser has had a medical office present in stockton for some time and in fresno. So when you think about the valley, but that they are and correct me if i am wrong, they going to co oenown dignity. They are working with dignity to straighten out the hospital which otherwise would close. Of all the hospital chains, kaiser is i think taking your advice to heart. In terms of being proper in rural areas, the California Office of managed care, governance how long people have to drive in order to call yourself a managed care organization. We talked about this yesterday at the Customer Advisory Group of kaiser. And because of telemedicine and because of so many things, those regulations really need to be looked at. It might be something that we ask our state elected officials to ease up on to provide access to integrative healthcare because it is hit and miss when you are in a rural area. Very good point. Thank you. Any other Public Comment . Public speaker thank you, claire vonsky. When they look at driving, they look at how many members they might have in an area to determine that. But, i strongly support that because of our twaul me mess because im concerned about stockton because they dont reach fresno. But stockton and if kaiser has presence in those areas, it helps members who are in tul me that help with that. We have been working with the retirees. I have been getting a number of complaints from our members with regard to Medicare Services for our retirees who are blue shield members. I have been working with mitchell and with staff on these issues. They are unresolved at the time but in lieu of the june 21st meeting coming up and seeing the rates that are coming down from blue shield, we really need to be concerned about whats going on in their rating of i think they are over rating. They continue i believe to over rate through their underwriters. They over rate their premiums and the risk coming down from cms and i think we really need to work hard on those rates and also the Service Delivery because i think they have miss coded some members and i dont know if they are wrong in premiums but they are being wronged with balance bill and harassed by the blue shield system that are refusing to affect the fact that our members are in fact hmo members and shouldnt be harassed over these bills and really deserve a better level of service from blue shield. They have an obligation to provide Medicare Services. We have a history on that where they have tried to get out of that and keep the cob plan for years. They are required to provide the Medicare Advantage. If we establish more competition because there is a different Playing Field, i think blue shield will be forced to take a look at different rates. This is a very important issue particularly for medicare retirees. I would like to thank the hss staff who work on behalf of retirees who are really struggling with this issue. Thank you. Thank you for your comment. Commissioner . Is anyone here from United Healthcare . No. I had a person who had a problem with the plan. All right. Are there any other comments from Network Representatives . If not we go to discussion item 12. Item 12, discussion item. Opportunities to place items on future agendas . Im concerned about Nutrition Counseling because it came up at the last meeting that blue shield doesnt have Nutrition Counseling unless you are diabetic. That is not correct. You can actually get Nutrition Counseling for other things than being diabetic. I thought that was good news. The only thing you have to cover now are the ones that are not involved, i think its important we demand Nutrition Counseling be included in these benefits. We are paying a lot of money out for wellness and they dont even have Nutrition Counseling. So United Healthcare doesnt have any at all from what i can see. I checked on 3 places with them and they dont cover it unless you are diabetic. The idea is to stop this before it starts. So, i mean there are so many list of things that could be helped with diet, and so many people are unaware of what to eat today. What the right thing to eat is a real thing. I think this should be added onto our next months agenda or is there someway that this needs to be included in our benefits for next year. I think it should be included in our planned Design Change and next year. It shouldnt really cost more when you consider the cost of obesity and consider the cost of cancer. Blood pressure and so forth. On and on. So it shouldnt be an extra cost. All right. Thank you. We will add that to our listing Going Forward for our benefits discussion next year. Next month, we dont have a meeting next month. So they go all year without Nutrition Counseling again . We can make clear in our open enrollment materials which of the vendors have Nutrition Counseling and then next year, this board can say, add to the plan design. When you open the book or open the web page and it list all the different services, we can expressly say we want Nutrition Counseling. Its so imrtant that it should be there now. You might be able to suggest they put it in our benefits at no extra cost. If you were prediabetic, it would be nice to go all the way diabetic. Well, i will ask the director to take their advisement what we can do in this years benefit cycle with our vendors and certainly do whatever we can in terms of publicizing the result of that. I have been doing largescale paintings in the galleries and museums, and the idea that in the future, i could do something that would hang out a little bit longer than the duration of the installation the kind of appeal to me. I quickly found out about the San Francisco Arts Commission school and realized there was a prequalified school you had to apply to, so i applied to the. How long did it take you to develop this work for the plaza . This was a fast track project. Design development was about a month. Lets look at the beautiful mural. I have never seen a mural created on asphalt. The heat of the asphalt, a new layer of asphalt. Then, these wire rope templates that were fabricated for the line work get laid down and literally stamped into the asphalt, and then everything was handpainted. Maybe you could talk about some of the symbolism, maybe starting in the middle and working out. [inaudible] the flower of industry. It is like a compass. Theres an arrow pointing north. Within the great bear consolation, there are two pointed stars here. They typically lead one to the northstar, otherwise known as polaris. So i thought it has a layer of theme. Lets talk about some of the other elements in the peace. We are walking along, and there is a weather vane. Theres a sweet little bird hanging on the side. What kind of bird is that . [inaudible] the smallest of the gulf species, and it lives around the bay area. You want to talk about the types of flour patterns that you send . [inaudible] around 1926 or so by the dahlia society. What is this bird here . That is the california quail. Coming up here, we had a little blustery theme. What is this area here . This is supposed to be the side view, the expense of the golden gate bridge. There it is. There are really beautiful elements of architecture still around, i would say that it gives that feeling over to the work. What are your hopes for it . That in a way it just becomes part of the area. I think it is starting to have that feeling. People utilize it. They sit and, and have their lunch and play on they sit and, and have their lunch and play on that they sit and come and have their lunch and play on it. Just for it to be part of the neighborhood. Im elnore and im first president of the commission on aging and i represent district two and i was appointed by angelina and by mark pharaoh. My background is in jarrentology. I have a phd and i emphasized my work, Community Based studies transitional care from hospital to home in mental Health Services for seniors and this part of my career where i did research and publish and presentations at the university of california of San Francisco. I started to work very early in four Community Based organizations outside the university. For example i worked as Program Evaluator for live voice Senior Services both in their first grant which was 74 to 76. And then later on a relative Impact Service studies from 84 to 87. And while it unlocked i met hale, executiver director north of market who is my inspiration and mentor in so many ways. I designed the Needs Assessment for planning for elders in the central city which became pcc and for the Community Living campaign which was an organization that i think marie started in the last decade. I later served on the board and as president for both organizations for clc twice. And i also chaired the program and Evaluation Committee there. Rejobbing has been another source of inspiration and information for me for many years. I sat on the board of the San Francisco Public Authority for inhome support services from 95 to 2000. And i have other Community Service such as Suicide Prevention from 91 to 97. Little brothers 90 and 93. And i worked most recently on the Advisory Committee with San Francisco village. I was appointed to the commission on aging in 2015 and it took me quite a while to understand the complex functions of the adviser committee, and all the Program Areas and areas of interests to the department of aging in Adult Services. I would say it took much of that first two yearterm to get up to speed and understand everything. The first thing i worked on was to revise the site visit form. It apart of our duties to visit sites under contract with the department of aging Adult Services and i have visited nutrition site. I reside to reflect more how a Community Member would see it. In 2012, using data from the 20052009 Community Survey and from zip skinny, an online data base that contains data on zip code by people on characters such as libraries, parks, transportation, number of single people, et cetera. I wrote a paper on characteristics of older People Living in district 2 which is supervisor farrels district. It now should be revised. In 2015, chaired the Advisory Council. Our charge was to effect changes in efficiency in our duty and working relationships and of course some things has already changed and bylaws had to be brought uptodate. Im very interested in the dignity fund which i hope will be on the ballot this coming november. I think this set of guide is very important in guaranteeing seniors and people with disabilities a descent ride in our increasingly expensive city. If it does pass, i would like to be a member from Advisory Council to the dignity fund. And id like to continue just to contributing to the Advisory Council, a few active participate and attendance is regular and when appropriate using skills in summarizing research and writing. Im very happy that the department of aging Adult Service will be working with the university of california Geriatric Program because i felt for a long time that closer relationships with the university and the department will benefit the wellbeing of older people in this city using the latest research in designing and delivering services. We do have Close Relationships or das does. We have mental services, parks and rec and the District Attorneys Office for who have experience elder abuse and i would like to see even closer relations with these departments. I feel that the executive director first can keep us well informed in current activities and issues. The services are based on the department of plannings Needs Assessment which seems very thorough. Maybe the Advisory Council could interact more with the department in determines how needs are prioritized because there are so many needs. Im really very happy with the continuing work of the the legislative committee and senior legislature. I think they keep us very well informed of whats happening and it has been important. We have to be on top of that. All these Advisory Council president s i have worked with has good connections with the community and i dont think i mentioned marie job land, but she has been the source of inspiration and information to me for a long time. I think overall the Advisory Council works very well given our time and strength with that. Many workers are still working. Would you like to ask questions. Thank you for your presentation. Being on the rules committee, we get briefed about the incredible work that we dont often get the information about. As we move into the senior boom population and hopefully a funding stream as you mentioned that the council plays a stronger role in advising the mayor and the board of supervisors in the city. You would think someone of her statute, but shes very regal and very down to earth. She went down there and she understood about the homeless problem. She reach out. She talked to the tenants down there at peer 180 and that was impressive to me and she understood we got money for wars but not for the poor. She understood that. Im excited to be here and thank you for your time today and for this opportunity to serve our city. I know this is a big responsibility and i will work hard to be a good listener and thoughtful board member. A little background on me. I like to describe myself as a first generation san franciscan. I was born over seas and my parents brought me over from iowa for a better life. And hard work and luck, i feel blessed to be here before you. I studied economics, law and worked for a judge and i worked in financial and technology and in education as a computer skils teacher at our Public Schools. I especially working in education because i believe a key to a better life he especially people from low income. I think we all believe that. What we have learned is transportation is just as important for upward mobility. There were several Research Studies last year that hit the point home including one from harvard that suggested that commuting time was the single most important factor in escaping poverty. Thats really interesting, right. But it makes sense. We always support education because it prepares you for jobs. But what this research makes clear is getting to those jobs is at least as important. I had doors open for me because of public education. But the reality was my parent his to work their butts off to make it all possible. I remember a time when my mom used to drive an hour to go to her the less took it took to get home the less time they had with their kids or catching their breath for the next workday. Thats what all people deal with whether families are single especially in a city like San Francisco thats denser and more expensive all the time. Education matters and so does transportation. I live in west port with my spouse and kids. We believe in doing public work. We feel lucky to live near muni station. Before that we lived in mission bay and we were in dog patch and those were our favorite plays to eat and go out. We spent time in the city. Were in the richmond regularly for school or after School Events and a lot of great play ground and parks over there. We drive, we take muni, we walk and we bike. Our routine centers around getting his kids to skill and our jobs. Walking and riding muni is my first choice. I have to drive my kid to school. I havent tried to uber or lift yet, but friends say thats neat and i can see why people like them. I like good old fashion taxi cabs. I took one over here now. Although we dont commute by bike, we do family biking as one of our favorite activities. We bike city streets and anywhere we can find a safe route where we want to explore. Were very much multi mobile. Ive taken light rail all the way to san jose and back on many occasions and its not a bad trip. It takes longer than the car but its something i do because its available in case we work on the train. Thats why i care a lot about a good balance that keeps opportunities open for everyone who lives or works in San Francisco. If we enabled faster commute and better access for those who want to take Public Transit, it means fewer cars on the road for those who cant give up their cars. Thats a winwin. Make it better for those who want to take Public Transit and works better for those who have to take cars. Those who have to take cars are kids and seniors. In my area, theres a lot of seniors. The ability to get to where they need is important, thats increasing all the time. So its very important. As far as kids, its an issue because were concerned about keeping families in San Francisco especially middle and income and lower income families. Some of them can take Public Transit, but a lot of time when you have young kids, its hard if you dont have a vehicle to get them around. So for the hard working families and singles who rely on mta to get them to where they need to go for work or jobs or for school or jobs, for seniors and kids and for those who needs cars and especially for those struggling to make ends meet and need Public Transit to improve their situation, i want to help however i can to make things work for them. The education and transportation, those are the two pillars of upward mobility. So ive been working education for a number of years and i keep on doing that and i would like to ask for your support for my nomination so i can get cracking on transportation as well. Thank you very much for your presentation and im really glad that the Mayors Office has finally made an appointment for this vacancy to replace the late jerry lee who was a wonderful director on the mta board of director and when he left i really felt that there was a gap missing in terms of making sure we have folks who are on that board who represent the views of the outer neighborhoods and making sure theres districts 4 and 10 where its harder for many of us to get around via public transportation, and many of our neighborhoods also have, as you said a lot more seniors, and a lot more families with children and as much as they would like to ride public transportation, do have to rely on driving and so i do appreciate that balance perspective that you bring. But again, one of the things that i think is really important to me and im sure to others as well is how it is that we really serve our outer neighborhoods where theres struggles. And so i dont know if you have any requesteds around how it is we can help some of those outlining districts, and im sure thats something that my colleagues will ask about as well. But thats something that you hear time and time again that it cant just be transient only. Yes, it might be transient first, but it cant be transient only for some families. Yeah, sure. I think that the options are pretty good going into downtown. I think the challenges are when you have to go from north to south or kind of connect on different directions, but it depends on the area. I think we live really close to muni station, so its a lot easier for us, but we still have to rely on our cars. I think thats going to be true. I believe the key is to kind of focus on the most heavily use the transient. We look at the lines used heavily. Bus rapid transient is good in some areas, but i do think we have to be mindful that some people are going to have to use their cars. The way i like to put it, we want to make transient better so cars are less attractive, but we dont want to make cars less attractive. A lot of good ideas are underway in terms of stream lining access from the furthest distance. The very end going in can be a long trip. The gear brt is very important project in speeding up the commute downtown. I think with district 10, the key challenges is with all the Development Going on, you have so many projects where there needs to be a lot of attention paid to those coming into the neighborhood because they have to get downtown for work. Actually i think its more complex. Its not just addressing the new the mtc. But we did go out there, and what i would say is this, i would love for you or anyone on your team to show me what your concerns are. I will go in person and ride trains. I can send the emails from constituents. Theyll show you. I figured id be getting those. Fair enough. One of the things that im already admire about many of the mta commissioner theyre accessible. Not only do you see them out on transportation. Ive ran into ramos many times on bart, but i would like you to i guess when you serve in Public Office whether an appointed position, you have an opportunity to grow. I want to encourage you as personal growth, but theres a professional growth that occurs in the lime light. Whats more indicative of a leader is how you recover from the stumbles and acknowledging mistakes. One of the things i would like to encourage you learning from my mistakes and stumbles is to be approachable and accessible so when constituents have concerns about transportation, the movement of the line or the movement of a bus stop, youre able to receive the emails and process them in the you joked about the change happening in the south eastern kwau drent of San Francisco. But its a real change and you have People Living there for generations thats nervous and unsure about the change. So weve got, for example, General Hospital, the rebuild of the hospital, its a beautiful new seismic building, but we did street scaping work on widening the streets and were talking about hours of Public Comment potentially moving the 22 line is it the 22 line, dylan. Or the 33 that runs in front of General Hospital. So you mentioned having a lot of seniors in your district. I have a significant enough. Were in the process of doing a Ground Breaking of a new Senior Center and campus, and its really important that we put our self in their position. We want our seniors to be fiercely independent, but its a challenge when on public transportation. Something else to consider when think beginning the southeast is its hilly and public housing, at least two of my units, patrel hill and hunters view. You have bus lines bringing those to the top of the hill and i have a big senior population to needs access to the Doctors Office and the grocery store. This is not so much of a question, but more of an opportunity just to share with you my experiences and some of my legitimate concerns. Mta has been phenomenal at being agreeable and understanding when concerns have come up and id love to see the commission, you, also remain in that same way just outside of your own experience, but being able to emphasize and connect with people. And then also needless to say, you mentioned in your personal story about coming to iowa as a child. Theres many people in the southeast that speaks it goes from san bruno valley into china town and making sure theyre safe on those transportations, that theyre not victims of crimes of opportunity. And or youre working with my office and other organizations and trying to bridge that barrier, that language barrier that exists, culture barrier that exists and you know, understanding some may be afraid and some may not be and so theres a lot of things thats at play here that im just highlighting for you for your attention. Sure. Thank you, i appreciate that. And please know im somebody who always id like to listen. Sometimes that can be a bad thing, but i want to be accessible and always look forward to hearing from you i dont think listening is ever a bad thing. But if you listen and dont respond, thats bad. Sometimes a response could be not exactly what the person is asking you to do, but a response is always needed and i think from my experience when you dont respond, thats where people get frustrated and they become with local government and you see the frustrations that we see almost everyday. But if were able to be responsive and say i disagree, heres my perspective, that goes a long way. Thank you chair. Im done. Supervisor mar. Just in responding to the dialogue between you and supervisor cohen, i appreciate your listening, but also your thoughtfulness in how youre thinking about not just the outlining area, but the south coast. You have expertise of how tricky west portal is and from the transient station to float which is another nightmare being fixed and the 19th avenue work that supervisor tang is working on, thats in the south south connecter thats forgotten not just from the areas in the southwest part of the city, but all the way north toward through the richmond and supervisor farrell district to golden bridge. I think you have a thoughtfulness that i really appreciate. The mta board is going to be more important as we pass transportation funding measures through t30. I think your leadership is great that supervisor cohen is mentioning. I appreciate your thoughtfulness. I would like to add onto what supervisor cohen said about switch backs. Its one of those things where we understand for mta, its necessary to do in our system. Just imagining youre getting home from a long day at work and kicked off the lline and you have to wait for the next train or bus to take you home or maybe its not coming within five minutes and you start walking and your whole day is ruined. I think its more so than the inconvenience. Its the fact that a lot of our residents feel the fact this can happen in the outer neighborhood means that mta doesnt care about the residents who live far out and im one of those, so thats something that even though we know is a necessary part of our mta system, but really trying to make sure that is not occurring during rush hour traffic time or travel commute times and making sure the department is following protocols and announcement and theres a train following within five minutes. Thats occurring. Taking this opportunity to share that. Supervisor and i have been trying to address this. Ill work hard on that. Thank you. All right. And found that hes very honorable, very efficient, a very good communicator. And i think you are all driving to that point. I think hes someone who does listen. I think he is someone who does respond. Hes led several school activities. Hes led several neighborhood organizations. All volunteerism and when you have children, it is very hard to volunteer. I ran into him the other day as he was taking his son from cariton school, i believe to catch the 44 tara cita 44 is thats the right number. Norman lee likes him and i like him. I think hell be a credit to the board, and i think hell solve great problems on the west side that have been stalled and i think it also be looking very carefully at the collins area and what can be done and visitation valley. Hes a great open, sympathetic, descent man who does listen to people. Hes an active member of the council and of our community as we have heard, hes a parent, and he understands the needs of west side residents for transportation, options and alternatives, i and i think hes tuned to the fact that the south western part of San Francisco like the south eastern part of San Francisco, often seems to be left out of some transportation advancements. Supervisor tang was mentioning the switch back problems, supervisor cohen mentioning the same problem and i think lee will work actively not only for our particular neighborhoods, but for the entire city, so our council has unanimously endorsed this nomination and respectfully urges the appointment to the commissioner. Thank you for referencing jerry lee who is a close friend of mine. It energizes me to be here to support lee. Jerry was appointed many years ago when i was serving as a commission and we would talk about our roles and responsibilities so i know he took this position very seriously. I think lee will continue that transition of course from what you have heard, but in addition to that, i want to share my experience getting to know lee and his family and why i believe strongly that he would be excellent appointment. As a west side resident for over 35 years ask a board member of west side i share with lee to preserve and enhance the wellbeings of our neighborhood. High quality transportation has been spoken to. Besides his dedication and leadership as president , he help today reorganization the west portal association and work with the merchant groups to enhance the commercial corridor. Lees personality created more Community Engagement in the west portal neighborhoods and Public Schools that has during his initial run for a seat on the San Francisco school board, i know lee worked very hard to understand city wide issues and improve Transportation Needs and pedestrian issues. Lee and his family are frequent users of Transportation Services and could be a voice. From the many constituents who care about transportation improvement and meet high quality levels i ask going your support for lees appointment on the metropolitan Transportation Agency. Thank you. Thank you very much. Next speaker, please. Good afternoon, everyone. My name is bez and im here today as a parent and a Community Member. Ive lived in San Francisco for the past 22 years. And we were one of the lucky families who won the lottery, so our daughter got into claire ton and she completed kindergarten this past year. Thats where i got to learn lee on a personal and professional level. I volunteer quite a bit for her Daughters School and i served on parent committees and i volunteer in the classroom and that is mainly where i got to know lee very closely. I worked in the computer lab as a parent volunteer where he was teaching, and there, i witnessed firsthand his ability to connect with all people. The kids loved him. It was a very Diverse Group of kids. They trusted him. They loved playing with the software. It was the only it wasnt really homework, but it was the only time my daughter would do anything after school is play with the program that lee taught her. So, his curriculum resonated with the kids and i watched their confidence build through the year. He was patient and calm and the kids loved him. But he connected well with parents. The teachers and staff. And you talk about you mentioned before his ability to listen and sort of respond to issues. I our daughter had one of the toughest teachers at claire ton and shes a kindergarten teacher, but hes tough and strict, and there were times when in the morning, i would talk to lee, how can i help and what should we do and we would set up and the teacher would say i dont like it like that and we want it that way. Lee wasnt attached to his way. He was willing to listen and make accommodations and i saw that in several situations where staff staff yes, we actually have time limits for each speaker. I apologize. If you finish your sentence. That would be great. I highly recommend lee. I think hes a great commuter, and an advocate for the community and he cares about people. He connects about everyone and i have confidence that is for the mta hell do a great job, and i live in amazon next to the thank you very much. Next speaker, please. Im frank noto of the Neighborhood Association, but im here as a parent, grandparent with kids in the schools and a Small Business owner in supervisor cohens district. While lee doesnt live in our neighborhood, we have worked with him on numerous civic issues and we found him [inaudible] of others very thoughtful and a good listener. I think its very important we have someone representing a variety of the demographics that he addresses in the asianamerican community which is not well represented on the board and parents with children that supervisor mar mentioned. I also think his background, you heard from supervisor yee in finance and economics will be helpful on the board. Since i work in the community almost everyday to my office in the southeast corner, you can be assure that i will be all over him on issues that are plenty Horror Stories to the bay view area. Im a west portal resident and a parent. And i want to speak in support of lee. But briefly i want to start with a quick story about the challenges that mta faces in our neighborhood particularly around communication and perception. So on my street, mta recently removed a Street Parking spot. There was no alert spot. No notification and my neighbor got a ticket the next day. We talked to yees office to try and resolve it and they said its something mta is dealing with. Everyone through their hands up in the air and they didnt know what to do. I and my neighbors were frustrated. I think lee has tremendous values in opening up those communication values more broadly. I have seen lee. Ive worked with lee on improving neighborhood schools. And ive seen lee in action. Hes a great listener and very accessible and i think hell help sfmta. Thank you very much. Next speaker, please. Good morning, supervisors. Im howard, and im pleased to support my neighbor. He lives two blocks closer to the west portal than i do. I asked him at our neighborhood meeting, why do you want this very hard job and he explained to me he wants it to for his boys. And hes dedicated. Not just today, but in the future. And i see that as being a very refreshing thing for any board and anything that happens in this city. And hes going to hear from people. I cant walk that extra block. I need this parking place in front of my shop today. Everybody is going to talk about today. We have one Environment Organization that says will you want to live in San Francisco tomorrow . Lee is saying, well, someone else want to live in San Francisco tomorrow. And im looking forward to that. He lives closer to me so we can chat about these things in the future. It involves tradeoffs and it involves a lot of groups, but lee understands the basic principals of safety, reliability and how we build that system and to listen, long term thinking. But i want you want to urge you in your questions to emphasize the need to appoint somebody to this vacancy who understands the vital environmental necessity of moving towards a truly transient city. We need to take seriously the warnings of client its a hard task ahead of us from moving away from a car based city to a city based on walking and public transportation. And i just, on my way here, i was on the 38 rapid, and i got stuck in traffic. Theres no better example of why its important to move brt along. It took me so long to get down here. I want to remind everybody including the nominee, its against the law for operators to its against the law to operating. Its a good reason. Endangering our Senior Citizens and children to preventing the current eviction and displacement prices ruling San Francisco. There should be a study somebody should be commissioning a study from the mta to find out the nexus between the private shuttle and housing crisis. Thank you. Thank you very much. And he always responds to me within 24 hours. I think lee would be an addition to the board and to the mta board of directors and a citizen of San Francisco. I think the point made by somebody about supervisor yees Office Effort to respond to Community Concerns about the loss of a parking space on west portal, its a challenge for us as supervisors because we have no authority over those issues and we have to go through the mta board or staff for those issues, but i know supervisor yee worked very hard and his staff to respond, but i think as we appoint mta commissioners, were looking at people that support strong Community Engagement like lee does and i know when he met with angelina from my staff, that was a key theme of ensuring that neighborhoods, Merchant Associates are listened to and thats a key role of the mta Board Members, but he has the big picture by understanding by maintaining the amount of parking spaces, sometimes has a negative impact on our transient first and issues first. So i like that lee has a Bigger Picture of San Francisco not as an island, but a bigger region we have to improve transient. I wanted to say to have howard from the sierra club and others support him in addition to neighborhood groups and others is significant. He can listen and be thoughtful about many different perspectives. To vaughns point, sue and i participated in a district 1 grouping of transient and sue missed the meeting where we discussed lees appointment. Im one of the journalist nominees for the San Francisco Sunshine Ordinance Task force. Im thrilled to be here today. Ive always had a firm belief in Public Service and i look for an opportunity to serve my Broader Community particularly on commitments dealing with those that the task force deals with. They come close to my professional interest. It has been apart of my professional interest since i became a journalist after college. I used the new york city freedom of information law to obtain documents about new york City Government. Afterwards i attended hard ward lawsuit and clerk for the United States Second Circuit for appeals where i helped propose briefs for my judge rosemary about the federal freedom of information act. After my clerkship, i worked at the New York Times company where once again i was a First Amendment fellow and worked on numerous information cases both on the federal, state, and city level across the country. I moved to the San Francisco region and i worked on these matters. I worked for the press foundation on the pro bono working on the freedom of information reform. Baranski. Mr. Eldon. My name is eric eldon and im a returning member to the task force. I was nominated as a replacement candidate last summer and began serving in september. I have been nominated to the seat 2 journalist position for the society of professional journalist. A little bit about myself, i am the cofounder and editor and chief of foot line which is a publication that covers an increasing number of neighborhoods around San Francisco. I cover everything from civic news, things like bike lanes and parking, fires, crimes, et cetera, neighbor associations. Thank you for covering bay view. Thank you. Were happy to be there. And we cover local businesses. We cover local arts and culture and i think that goes well with my task force because im familiar with the groups and people who are coming for the task force looking for information and it has helped me do a better job on hood line. What i hope to bring to the task force and i admit to still getting my im still getting my head around the nuts and bolts of how it has all works and how it works with the city is to help the Task Force Work with the rest of the city to automate the data and information requests that are coming across regularly. Now, some of the requests that well get complaints around is for thousands of lines of information, about bus routes or meeting agendas or all sorts of information. And a lot of that seems to be in a parallel tract to whats happening in other parts of this city with data sf and other data, open data projects that the city is working on. What im heaping to what im hoping to see happen is work with city agencies so they can easily in an automated manner is answering questions without taking up time in the city, our time and their time working through the rather complex systems together right now. So, thats the basics of what im doing. Im happy to answer any further questions. Im glad to hear about what youre working on. I have made no progress yet. At least youre trying. I want to acknowledge that hood line has been just a really wonderful resource, i think for our communities and the day when you can cover all of our districts, that would be wonderful. It has been very thorough coverage and you know, we havent seen that kind of reporting coverings for example, the outer sunset for i dont know how long. Maybe never. Any other questions. Your Technology Industry with sunshine is of interest to me because theres all kinds of new apps and messaging things and im wondering if you can talk about sunshine and the new technology that allows much more hiding of communications right now. Im sorry its a philosophical question. Im not expert on this. There are people who are. I think you have really great people, joy and jay and data officer of chief Technology Office for the city. They are very strong. What i think is happening on one hand, the sunshine ordinance when it was first introduced was the software was not in the same place it is now, and but it really addresses the sort of demand that people have to understand the details of how governments work and to get more transparency. Its really a matter of i think a lot of city it systems and the whole method of procurement and licensing is typically every organization has that problem whether or not theyre a government or tech company or anything else. So i think on the one hand what you have happening is sitdys realize the right thing to the public thats what the sunshine ordinance was about. Theres an increasing understanding to the public, like, hey, i can get this information and analyze it and i can learn from it. You see that like hood for america and you see independent thats Software Developers and those who have learned the skills on their own experimenting with Public Information. Its early days for all of this, but i believe the future of local news and the future of local government will be very much about automating and presenting much of what is hidden for technology reasons right now. And i think thats just going to be were heading towards a world where theyll be transparency and i think it will help trust to be built. Were confident that victoria and eric will serve the task force faithfully. Vicky comes before this committee as eric following a careful vetting process. Victoria has worked with the New York Times and the she earned her journalism degree. Victorias commitment to transparency is inherent to who she is and shes putting it to practice. I chair the free Information Committee of our local sp chapter and i just wanted to talk briefly about our nominating process which you know is in the ordinance itself for seats one and two. When a seat is open as the attorney seat was when their ramos stepped down, we offer notice of that broadly to the journalism and legal community. We had another very qualified candidate and frankly they were both interviewed for an hour each and vicky is an outstanding choice. Her First Amendment background is stellar. Her Legal Education is about reproach. We did not ask journalism to come forward for eldon seat because were pleased with his reputation on the task force. He has very quickly risen to be a leader there. He is chairing a committee. He is an advocate for change. We all know that the task force needs improvements in the way it does its business, frankly, meetings, backlogs, and were bringing you two highly qualified professionals who will work toward modernization, change, and efficiency. Eric, youre currently serving on the Sunshine Task force . How long . I think i was confirmed in august and my first meeting in september. Of . Last year. A few months. So so youre new to the task force which is fine. What are your thoughts around the task force. Thats one of the things i learned about the reputation like journalism it self, i think dealing with Public Information requests and figuring out the right answers is a messy and a messy process, but vital for democracy and theres going to be tension between a body like this and various other parts of the City Government in the say way theres going to be tension between journalist and the people we write about. But in order for everyone to Work Together and for us to function as a city and as a society, we have to deal with that. And i look at the task force and i look at the issues that have come up, calendars, agendas, minutes, things like that. And i think you know, an example, you may disagree with me, but i thought the work of michael patrellas and he criticizes us quite often. He does that to other people in the media and he does that to many of you here and to the task force. He brings a large number of requests, but the work hes done on calendars, i think, has really helped a lot of people in this city get information to the public that can built trust about how theyre spending their time, who theyre meeting with and those kinds of things. I can understand. I wouldnt personally wouldnt want to share my calendar with anyone, but thats an example of you might not like petrellas, but the way he operates, but its good about the sort of request that can lead to improvements to everyone that we can all benefit from. Its messy, but fun. We work in politics, we know a little thing about mess. I get that. My concerns are really my question isnt about personality, right, although its interesting that personalities can seep into the type of work thats being done. Certainly theres a way to request a calendar without being kond sending and overall over [bleep]. Do you agree . Certainly. Theres value in the Sunshine Task force. The reasons it was created. It fills an important function, an oversight and transparency. Whats happening is that personality is muddying the water a little bit to where its becoming unprofessional and i believe overall dysfunctional. How do you see yourself, and if you disagree, maybe you dont see it as dysfunctional. We probably have different views on that, but how do you see yourself continuing service on the Sunshine Task force, but bringing a since of decor um and respect, a member any member can come to the Sunshine Task force and spend hours waiting just to be heard. I have had personal experience, colleagues have had personal experience where theyve had childcare challenges. They spent hours waiting and need to pick up their children and there was no flexibility. Youre on this body, i would hope to empower you to feel as though you could raise your voice and began to assert yourself in a way that can be yielding positive discourse in conversation so we can get to the task force issues. I mean, in terms of the time that is spent on the task force and the time that it takes, for us, for the people bringing complaints, for the members of the city and responding to them, i think Everyone Wants it to be more efficient. What im hoping to do more specifically on that front is get the help the support of the task force, develop policy ideas there that we can work with the supervisors, the board, work with other city agencies to say, okay, heres the main kind of complaints that are coming up very frequently. What if we can solve this another way and have a website where calendars are published every month so theres no responding that needs to be done. Its all there. I think initially there needs to be more analysis of what are the main types of complaints and if theres low hanging fruit that can be developed for to save everyone time. And i think longer term, i dont know if theres room for another committee or resources for anything else, but i think its going to take a concerted effort by the task force, perhaps the board and for the various Technology Offices around this city to really try to get the information requests more stream lined. And decor i thought you were done. The decorum side, i try to connect myself that way. I dont have the Historical Context to know what things used to be like before last summer. So i cant speak to whether or not it was a more streamline than functional or polite body. I assume it was, but im working in that direction and ill again encouraging other people. In the last couple of months youve been on, whats your example of inefficient see on the body . Theres a lot of Different Levels to it. The easily solvable stuff, most easily solvable i wouldnt say easy, is someone will have an inform request thats large and city agencies will not be sure how to respond and theyll have different ideas of what is correct. And in some cases, the task force will follow different guidelines than what the City Attorney is selling city agencies which is an ongoing thing were trying to resolve. In many cases, theres human errors in putting together the larger requests that are problems that turn into complaints. If you can figure out some solutions to those sort of just like process problems, it will free up more time to get to the backlog and to get everyone through more quickly. In terms of any changes to parliament procedures, things the way thats conducted, i dont claim to know enough about that area to have any real advice, unfortunately. I mean, im not used to frankly sitting in these sort of committees in a meeting that last more than an hour for me is unusual. But you know, i think thats theres an effort right now to amend the ordinance that some of the people here today are working on are you working on that effort . I am not working on that directly. Im supporting it. I believe the changes are working on have well thought out and should be implemented. I dont feel im informed enough to say much right now. I appreciate your perspective. Item 5 is a Charter Amendment to amend the charter of the city and county of San Francisco to require the department of elections to hold a special election when there is a vacancy in the office of member of the board of supervisors, unless a regularly schedule election be held within 180 days of the vacancy and provide that the mayor shall appoint an interim supervisor to filet supervisor avalos. Thank you very much. Chair chang and thank you for scheduling this Charter Amendment. This is an amendment that has been before us in past committees and been at the full board as well. This is a new permutation of it addressing vacancies on the board of supervisors only and setting a time limit for vacancies in all offices on the in City Government in San Francisco. Theres one premise that overrides this Charter Amendment and that is we want to elect our elected officials and elect them from a level Playing Field where no one has the power of income want see by merely being appointed by the mayor of San Francisco. In 2013, lafco conducted a study about how jurisdictions fill vacancies in elected offices and when the striking results was how unique San Franciscos appointment is where and theres no public process of how the mayor makes the appointments and theres no time restraints and she was not appointed to be an assessor until february of 2013. Theres no examples of this lab of filling vacancy. The colorado appointees make in the District Attorney office. The mayor of philadelphia makes appointments to fill appointments on this Charter Amendment will bring us in line with the processes for filling vacancies in other state and federal legislative bodies. I said this is about electing elected officials from a levelling Playing Field, so really this measure is really about promoting democracy. It brings us in line as i said with other state and federal government and how they and how they handle vacancies. Also strengthens our separation of powers. And reduces to actually expand to a much greater body of people, the voters, of the work of elecng and not simply selecting who will represent them in office. And it limits incumbent see for those who win elections. This Charter Amendment will strengthen separations of powers. We learned about checks and balances, the separation between the executive branch, and the legislative branch, but that separation of powers breaks down when theyre in San Francisco when theres a vacancy on the board of supervisors. When theres a vacancy on the board, the mayor appoints a new member of our legislative branch. This Charter Amendment proposes as a solution to this hole in our powers, well let the voters elect our elected officials. The lack of checks and balances can create the temptation for unethical deal making. That happens when theres a small select group of people who are political insiders with the mayor. Who will determine who gets elected verses the actual voters of this city. The board of supervisors term limits create an incentive for supervisors to look for new jobs before this term expired. We have had a number of vacancies happen when people move to San Francisco, to a Public Office in San Francisco, and certainly we have that coming before us, this next year when one of two supervisors will be going to sacramento. So really we want to have a measure that will restore the publics faith in our City Government and do ensure voters are given the ability to choose their supervisors and not have their local supervisors selected for them by one person a vacancy is not an opportunity to give an incumbent an advantage, but where voters can determine who will represent them from a more even Playing Field of candidates. The way this proposal is going to work is that the mayor would have 28 days to appoint an interim supervisor who would not be eligible to run and subsequent runon election. The election would be scheduled create a special election for the determination of who will be the supervisor with incumbentcy. That run off would happen between 126 and 140 days in the future of that after that vacancy unless it could be consolidated with another election in 180 days or consolidated with election with more than 180 days if the mayor and the board approves board of elections. We want to have flexibility when these elections will occur and if theres we can consolidate if we need to. If theres just a special election for supervisor seat, were not going to be the director of elections would not be able to add any other ballot measures on the election. It would be about the election of the supervisor. I do have an amendment of the whole, so today will not be the day for a final vote on this measure and thats to create the technical amendment and ill pass these out to members of the committee. Its a technical amendment. Thank you. Currently, the vacancy election could be consolidated with another regular election, but not another special election that is also scheduled or another special election scheduled after the vacancy election is called. If we didnt change this language that im going to provide, we wouldnt be able to schedule a special election even if theres another special election happening. This amendment will allow the special election to be consolidated and the language is here. Do i need to read it into the record so i can submit that. Were ensuring if theres any special election that the special election for the supervisor and the supervisor district will be consolidated with that special election in the future. Okay. And i have one other amendment and that is on i did talk with deputy City Attorney john givener and thats on page 1, line 22. I believe thats where were going to add the mayor shall appoint to fill the vacancy within 28 days. That 28 day limit will apply to all vacancies and the mayor making an appointment for all vacancies in Elective Office in San Francisco. And that might trigger a change in the title, and if mr. Givener can explain how that would get done, make sure that we can have these all done today, so we can continue this to the next rules Committee Meeting. Sure, deputy City Attorney, john givener. Actually i dont have the final version in front of me, but basically well change the short title and long title to reflect that the Charter Amendment now applies to 28day window for appointment to all elected vacancy other than a vacancy in the office of the mayor. The other amendment that supervisor avalos mentioned regarding consolidation with a special election doesnt require a change in the title. So after this meeting, the Committee Adopts its amendments and well submit the final version to the clerk with the correct title. Great, thank you. Thank you, supervisor mar. I wanted to thank supervisor avalos for bringing this forward after a lot of thoughtfulness with the report from 2014 and analysis, and i wanted to thank aileen. We were at her memorial. Aileen from friends of ethics, championed so many different efforts from social justice to hiv and aids, but also cleaning up government and Good Government changes like this. I wanted to also say that the last coreport as supervisor avalos mentioned that San Francisco is an audit and theres only identified by the report. Although they werent able to track down the other charter cities in the state, but even the couple of examples when an individual appoints for vacancies are strange, its colorados governor and the university of colorado and board of regions and also the city of philadelphia, but it only impacts a city commissioner who is appointed by the mayor, so San Francisco is really a rarity and this would put us more in line with Good Government, better checks and balances as supervisor avalos mentioned and its good for democracy in our city. I wanted to be added as a coresponser, this takes away that incumbent advantage thats clear when we look at the Central Committee races to many other efforts and then how it has been abused by our city in the past where someone resigns and then its used to really give that leg up and a huge advantage to people, it really has been an abusive process thats against democracy. This helps set us like other jurisdiction so we have Good Government and democracy. I support the amendment. Thank you very much. I wasnt going to say much because i think ive said many comments about this. I will just say that, again, to repeat myself, i do actually support putting on a time cap for when that the mayor must make a decision. I think thats a good thing. Not putting people in limbo or informations in limbo and making sure that there is someone to fill that spot and there isnt that what i guess people would call bathroom dealing going on. I do support that. But ill stand by and say based on my previous comment, the last comment there wasnt a trend as to one type of system that any jurisdiction used to fill vacancy, and so i dont think that report was very conclusive, that what is proposed before us today is the best way to go. Secondly, as ive said before, our system right now in terms of filling vacancies is not perfect. I think it does work. We have seen that the mayor, mayor ed lee has a 50 success rate with his appointees actually being able to succeed in the elections that they go through which makes for appointments and two of them have continued in their roles. So again, that shows that even with the potential power of incumbent sees that these appointees could fail at elections. So again, im not going to repeat too much of what i said in the past. This proposal sounds good on paper, but in reality, i think that putting someone in an interim role who is not held accountable to constituents because theyre not allowed to continue in that position and run in a subsequent election, but who will be able to take votes at the board of supervisors, i think thats dangerous. Not to mention the difficulty in finding someone to fill in a role that might be three months or six months or so. So in any case, i still hold my same position as i did before, but ill be okay with supporting the amendments made today, and well look forward to our future discussions on this. I had a number of comments on the proposed my comments were expressed by mayor avalos elegantly. This is a great process and it creates an amendment thats fair and more open and more democratic and its common sense and i respectfully request its approved by the committee and the board. I do think this measure all thoel as you pointed out, the last report didnt say this is the the perfect way to do it. Its an improvement. It doesnt seem fair that one person would get to decide who represents an entire supervisor district. So to me thats the main reason to support this. And that choosing one person making that decision carries out. Thats the power of incumbent see even if its a short of time. I would think that would work for me. I think that person has to have time to prove themselves. They seem like they know what theyre doing. It does have an effect. I like the would not be eligible to run. Its called for special lucks no other elections held within 100 days of the notice of the vacancy and as continue excellent job. I wish we had a system in place by the late 1990s when mayor willie brown was appointing people to the board of supervisors on an ongoing basis. This proposal returns the power of the appointment quote on quote directly to the people. It was perceived accesses of willie broub that made voters return to district elections and this is going to finish this process. Supervisor tang, you started your appointment but there are two work arounds to this and one is anyone who wishes to run in a special election or a regularly scheduled one within 180 days can decline the appointment. Or two, anyone who wishes to serve as a member of the board of supervisors can accept the appointment and run in some election after the special election or the special or the one within 180 days, so it doesnt end at somebodys political career, just postpones it. neighborhood fix it programs that we want to announce before i begin i want to say that ill be here briefly because another trample has occurred in our city been an officerinvolved shooting in the bayview i have to get back to the office and Pay Attention and get all the facts but every incident in our city regarding an officerinvolved shooting is a tragedy and one were from the mist of reforms for the Police Department making sure that everybody is safe but whatever an incident of on officerinvolved shooting we want to make sure that that we understand and whether or not it fits both our reforms and why on officer will be required to use his or her weapon in heir circumstance i know your communities of San Francisco Everyone Wants to better understand to move on the santa sanctity of life the most important policy in the Police Department so i simultaneously right now chief suhr that providing information to the people there in the bayview on what happened i dont have all the circumstances by do know that involved an individual that was in a stolen vehicle but at the same time whether or not it required the use of deadly force is something we need to look at very, very specifically with the promise that our Police Department is improving its policies and should take life only when other lives are in danger and thats where the circumstances have to be reviewed specifically ufb im upset about that because i take all the officerinvolved shootings very sorrowful on behalf of everyone in the city and want everyone to know that that the purpose of this gathering today is to really keep our neighborhoods safe and clean with the tremendous amount of involvement we have and i dont want to ever loss it theme to make sure the city is safe and clean for everybody so let me spend a moment only simply thanking all the people hear our officers and muni, our pit stop monitor and volunteers as well as our departments 311, public works, Public Utilities Commission Commission the Homeless Outreach teams that are working with the Merchants Association with the cb d and castro all the groups that supervisor wiener and i have been lucky to go work within others past are beginning to come together on at least this immediate treatment of 5 neighborhood corridors in the city corridors that will we believe not only needs this immediate almost eco implies that Mohammed Nuru if dpw calls it we come in and try to fix things whether or not broken signs or faded out crosswalks or damaged things on the streets that dont work or anything that might make residents visitors, merchants and others feel unsafe in their neighborhoods needs to be fixed the assembly will be better coordinate under if program ive directed all the parks including the rec and Park Department and departments we nominated working together to make sure that we fix thats why the fix it teams are announced under the directorship of sandra a very veteran, if you will, within our Public Works Department and have my authority as the mayor to coordinate the departments and get them at a maintenance level when we fix things to maintain them great places like the castro where i often go or Mission Geneva or chinatown or fillmore all going to be part of these initial 5 neighborhoods in the next 3 years with the budget we have planning and hopefully gets approved in working with the board will be over 6 million to public works to make sure they do their job in cleaning but all the other departments that have access to the streets will collaborate in fixing the platform at the 311 calling center where we have a lot of people logan in but not know if, in fact, things are fixed sometimes they are and sometimes needs refixing thats the announcement today, i wanted to again thank the two pit stops monitor herman and another individual you delayed you were doing our job people call out for help recently you were there in preventing a robbery from happening thank you for those who step up to help others this is what the teamwork is an embracement of a team to keep the corridors we value to be kept clean and safe and more liveable but to keep up oftentimes im also sometimes do it ill come in with a parachute of people to do something we leave and great moment how about next week and the week after how to keep this up this is what the fix it teams are doing make sure that the Public Health Department Outreach workers are here part of team we have challenges on our streets with certain individuals who make take the opportunity and not using the pit stops and make sure that everybody is feeling safe i thought want to make that announcement and make sure you know that i wanted to celebrate but keep it going for the merchants that oftentimes are facing other challenges about the corridors for not only their driving but for all the residents and so forth but with that, i need to get back not only to the office but the ongoing conversations with the police chief and the Community Advocates that are concerned about the officerinvolved shooting hope you understand that it is a serious thing for the city i take it seriously we will have today or the next few days a clarification of what has happened and a response to it but thrill tell you it is very uneasy and tragedy to have an individual die on officerinvolved shooting and we just need to make sure quarry doing all the right thing to prevent that from happening thank you very much. inaudible . Well, you know again, i think well have to ask a lot of questions excluding that and are the officers following the protocol what were the circumstances that led up to it were trying to con stringent a circumstance in which an officer uses his or her gun that lethal force had not been at the center of attention for so many months i have internal listed if on ever shooting that happened and make sure that everybody is following the protocols in circumstances was that officers life challenged in any way were other peoples lives champed in any way those circumstances have to be looked at i need every single officer who carries a gun and authorized to use it only do that has a late result this and many other questions will be under review. Hes at the top ill be meeting to see what occurred obviously i have to hold the chief accountable and especially, when an officerinvolved shooting is the circumstance. Thank you. Thank you. Your heroic effort. clapping. and he really wanted want to thank mayor ed lee for this upcoming budget to really help to improve our neighborhood and increase cleaning and your ability to ronald to graffiti and broken street lights all the things that degrade the quality of life in a neighborhood it is incredibly important well also be able to step up the citys response in terms of entering departmental work to try to contribution people out of the homeless encampments into shuttle and housing and having that entering departmental with the Outreach Team with the police and department of public works and all people to get people off the streets we know those encampments that are inhuman for people in them are really unhealthy and unsafe for right down the street an 16th street a resounding occurring problem and need to keep our neighborhoods clean and people safe and grateful that the mayor and i hope the board will keep our commitment to the people of San Francisco to restaff our Police Department our Police Department staffing collapsed just as the city was growing sixth weve been aggressively Funding Police academy scomplaz to restaff the department so we have more beat officers keeping our neighborhood safe and officers with Traffic Enforcement people need to feel safe to the mayor is proposing 7 police mainstreamed classes might be close to a record and working hard to make sure that the budget weve passed actually includes the 78 Police Academy a classes towards the full staffing and have the Police Officers we need to have a city that is safe r safe for everyone i want to thank all the departments i know youll do amazing work in executing in in a humane way that keeps our neighborhood safe and clean thank you very much. clapping. thank you supervisor wiener 311 is the citys nonemergency number here today from 311 our 311 director nancy and morning everyone. clapping. im excited about this program again, a way of helping customers get things done and 311 is really our easy way to connect to government we can connect you by phone or web, by using our mobile aps a technology in particular has become really in high demand as of april of 2016 we actually saw 60 percent of our requests coming in through web or mobile that sewer placed phone calls so it shows the demand of technology for our customers we are introducing our new website which is my sf 311. Org my sf 311. Org we want to make sure that people can easily log in requests and create accounts and actually text the history of requests and they can submit requests in a single contributor page if you have facebook or google link to that you dont have to be remembering more passwords and 311 is our partner with all of the departments within the city so this is the best way of making sure you report our issues and we can provide very robust reporting that will assist sandra in getting things done a reminder of that.
