House democrats introduced a single article of impeachment against President Trump yesterday, accusing him of inciting insurrection against the United States government. The house is set to vote tonight on a measure that calls for Vice President mike pence to invoke the 25th amendment to remove trump from office before his term ends in eight days. If pence doesnt take action, and sources say its likely he wont, the house will meet tomorrow morning to hold the impeachment vote. The measure, which has more than 200 democratic cosponsors, says the president , quote, willfully made statements that in context encouraged and foreseeably resulted in lawless action at the capitol. The impeachment measure also cites the president s january 2nd phone call urging georgias secretary of state to find enough votes to overturn the election. However, a group of Senate Republicans are imploring democrats to keep the article focused solely on what happened at the capitol. A Senate Republican aide tells nbc news, quote, keep it simple and factual, and make it impossible for republicans to argue with. That is the big question of this week how many republicans are willing to impeach and then, perhaps, convict President Trump . After initial silence, President Trump and Vice President pence finally met last evening in the oval office. The meeting comes as its emerged the president never called the Vice President , even as he was sheltering in a bunker with his family during the riot on capitol hill. Yesterday, trump and pence reportedly had whats been described as a good conversation, discussing the final days of the administration and its work over the last four years. But according to a person close to pence, the Vice President is, quote, very upset that trump didnt do more to dissuade the mob, some of whom were openly calling for pence to be executed. Gee, i wonder why. After issuing a generic statement to end all violence, the president still has not acknowledged that pence or any of the officials on capitol hill were at risk. And you can watch that video for yourself. It is clear that they were. Meanwhile, axios is reporting that during a phone call with House Minority leader Kevin Mccarthy yesterday, President Trump falsely blamed antifa people for storming the capitol last week. Not what happened. According to axios, trump threw out the line about antifa during a 30minuteplus phone call with mccarthy yesterday morning. A white house official and another source familiar with the call tell axios that mccarthy would have none of it, telling the president , quote, its not antifa, its maga. I know. I was there. The white house official described that call as tense and aggressive at times with trump ranting about Election Fraud and an exasperated mccarthy cutting in to say, stop it. Its over. The election is over. It is worth noting that during a Conference Call with House Republicans yesterday, mccarthy told members that trump bears some responsibility for the riot. But despite those remarks, mccarthy is voicing opposition to impeachment. Instead, he floated other options in a letter to the house gop. They include a censure resolution, a commission to investigate the attack, changes to the law governing the counting of electoral votes, and legislation to promote voter confidence in future elections. Okay. Meeanwhile, were learning more about the efforts to bring the rioters who attacked the capitol to justice. The doj and fbi are investigating more than 150 people from the riot and expect that number to grow as they pore through the intelligence, including more than 70,000 tips that theyve received. And we know that at least 25 domestic terrorism cases have been opened thus far. The Associated Press reports that those already arrested were, quote, overwhelmingly made up of longtime trump supporters, including Republican Party officials, gop political donors, farright qanon members. Aside from last weeks attack, Law Enforcement is also on high alert for further unrest, not only here in d. C. , but around the country. The fbi issued a bulletin warning of armed protests being planned at all 50 state capitols and the u. S. Capitol beginning this weekend. We just explained how Kevin Mccarthy, the House Republican leader, handled the president and his own conference yesterday. What do we know about how many House Republicans may be willing to vote to impeach this president . Well, kasie, we understand up to 20, according to our republican sources, which would be a major, major, major rebuke of the president , much more than the zero youll remember, kasie, that voted against impeachment back in 2019. But republicans are deeply split, kasie. Ive been covering House Republicans, as you have. Weve been doing it together for many, many years, for more than a decade. This is as divided as theyve ever been. And im not they came into this Congress Kind of riding high. They won seats when nobody expected them to. And here they are, deeply, deeply divided over pretty much everything strategy, tactics, and most of all, the outgoing president of the United States. So, jake, what do we know about, if, in fact, this is where we land and you know, ive been reporting over the course of the last 2448 hours that this could break either way, and your reporting suggests that we may be breaking toward a bigger bipartisan push for impeachment. What impact does that have on the senate and their willingness to potentially convict this president . Its a good question. I dont think theyre going to convict this president. I think, obviously, fewer republicans as of maybe not but as a percentage, i would imagine, perhaps, its the same. But listen, the real tell here, kasie, is that nobody, not one person that ive heard of and ive been listening very carefully is defending the president on the merits. Theyre just saying this is a bad idea strategically, because it divides an already divided country. Well, that doesnt hold a lot of weight, kasie, because nothing that republicans have been doing they havent been concerned about bringing the country together until it worked in their favor, right . I mean, they voted against the Election Results and they voted just a whole host of things that have divided the country. So listen, i would imagine, frankly, in the coming days, well see more, because the impeachment votes going to be wednesday, and i would imagine, kasie, in the new congress, there would be legislation that would indicate that trump could not serve in office again. I would imagine that could become law. Yeah, i mean, i think that there obviously are many democrats, but theres no shortage of republicans who would be perfectly fine saying that donald trump cant be president anymore. Just briefly, jake, mike pence in all of this. We know they met in the oval office. There are a lot of republicans who have been loyal to mike pence for a lot longer than theyve been loyal to donald trump, frankly. What do we know about what hes telling republican members of congress . Well, i would say this. I mean, pence its really remarkable the president didnt call pence, didnt call didnt say anything about the Vice President in this extremely perilous situation. But listen, i think pence is looking for distance here. Hes not looking to align himself with the president , clearly. He doesnt really want to go down with the ship. But kasie, i just cant imagine the Vice President bouncing back from Something Like this. Hes i think hes permanently going to be tied to this president and his political future is as well. The Washington Post reports trump was too busy watching the events unfold in real time to bother with addressing pleas from lawmakers who were under attack. The post spoke to 15 people with knowledge of what trump was doing during those six hours of mob rule and found a man who didnt care even as republican lawmakers begged him to speak out. Kevin mccarthy, the minority leader, finally got a hold of trump and says he found him distracted from watching tv, so his solution was to try to go on tv to try to get through to him. Eventually, aides convinced trump to release a video telling people to go home, but that was more than two hours after the siege had started, and much of the damage was already done. After all that, congress would go on to certify that joe biden would be the next president , and trump put out a video, acknowledging a new administration. But a senior white house official said he became angry and wished he hadnt done that, claiming he feared those calming words made him look weak. President trump is facing more fallout from the deadly capitol hill riot. Now two of his favorite banks are pulling away from him. A person with knowledge of the matter says Deutsche Bank has decided to refrain from further business with trump and his company. According to reports, trump owes the frankfurtbased lender more than 300 million. And signature bank, a new york lender thats long catered to his family, is pressing for trump to step down and is closing two personal accounts which hold about 5. 3 million. According to reports, a spokesperson in a statement for the firm said, we believe the appropriate action would be the resignation of the president of the United States, which is in the best interests of our nation and the American People. Maybe hitting him where it really hurts might actually make a difference. And meanwhile, a growing wave of big businesses say theyll suspend or review their Campaign Donations in the wake of last weeks riot at the capitol. Many are saying they would stop donating to republicans who objected to the election certification. What kind of impact does that have on someone like trump who, presumably, wants to go back to being a businessman after he leaves office . Well, certainly, getting loans in this environment of low Interest Rates is something that a lot of businesspeople want access to. So thats one of the first things. Weve also seen over the last few days and been reporting about multiple banks that are pulling their contributions, as you are saying, kasie. So, weve seen jpmorgan, citibank, goldman, multiple banks saying theyre looking at or spending for a period of time political donations, and thats really a moment. Weve seen over the last few years a lot of corporations be pressured to not only take the interests of their shareholders in account, but also the interests of their employees and of larger social issues. And this is really a moment that weve seen on the political front, rather than on social issues, like black lives matter or gay pride as well. So, peggy, can you help explain to me many of these companies are being very explicit. They are saying, if you voted to overturn the election, we know joe biden won, were not going to give any money to you. Some of the companies are going so far as to say were never going to give money to you ever again. But some other outfits seem to be saying, were just not going to give at all. What kind of message does that send . I want to say correct me if im wrong but goldman says said were not going to give any political money out at all . Why does punishing democrats make any sense in this . If youre trying to punish everyone, youre really punishing no one in the end. Well, i think a lot of the companies have said that theyre going to basically look at their political donations. Some, as you said, are pausing, and others are saying were stopping for a period of time, whether it be this quarter or six months. Jpmorgan was saying. So, i think, you know, money in politics has become a force of nature. And certainly, weve seen some of the biggest corporations in the u. S. As theyve become more global, be really a powerhouse in terms of whats happening on capitol hill and lobbying. So, i think were seeing companies acknowledge that they do have power in this political environment and trying to say, we are going to step back and look at whether or not people follow the law, as citigroup was saying, and whether or not we believe that thats where we want our money to go. Its really about kind of taking a step back and saying, this is where our money is going, do we feel comfortable with that anymore, given what happened at the capitol last week . Also worth pointing out that this all comes as democrats are about to take over all the levers of government the white house, the senate, and the house of representatives. In the coming days, while 16 potentially armed pro trump groups registered to stage protests in d. C. You are not allowed to have guns at such things here in the district. Defense Department Officials are planning for worstcase scenarios that includes snipers targeting inauguration dignitaries, suicidetype aircraft entering washingtons restricted air space, and even remotepowered drones attacking the crowd. This is terrifying. The officials said they were particularly worried about multiple active shooter situations flaring up simultaneously. The president yesterday approved d. C. s declaration of emergency, thereby authorizing the department of Homeland Security and fema to coordinate any Disaster Relief efforts. Before resigning his post, acting Homeland Security secretary wolf instructed the secret service to begin its Inauguration Security preparations a full week early. Lets talk about this dangerous and difficult situation thats unfolding. What have you been reporting about the fallout from the security situation here and how officials didnt take it seriously enough and then what that means for next week. Yeah. Good morning, kasie. Im always happy to get up way too early with you. I think weve all been reporting on some of the immediate fallout after the insurrection last week, right . We saw sort of a wave of resignations, more specifically on the Capitol Police, the chiefs, even sund resigning, saying he felt like he let the police down and his troops down there. We are also seeing investigations, just trying to figure out exactly what happened, why Law Enforcement wasnt more prepared, why it took the National Guard troops who the mayor had said had been activated so long to respond. That insurrection and the breach on the capitol started a little before 2 00, and the reporting shows the National Guard troops didnt even arrive on the scene until after 5 30 p. M. , way after most of the action had but that designation you just mentioned from chad wolf, as one of his last actions before leaving dhs, its called an nsse designation, National Special security event designation it happens in every event in washington, d. C. , and around the country and it empowers the secret service, the fbi and fema to start working in concert much earlier to secure the areas that they think are going to be threatened. It also allows mayor muriel bowser, who i interviewed last night, to start getting Intelligence Briefings regularly, which she said shes requested daily from those lead agencies. So, those 16 groups you mentioned earlier that have already registered saying they want to protest on, in and around the day, thats really raising the alarm, because those are the ones who have signaled they want to be there. I think a lot of Law Enforcement officials are worried about the people they dont know about coming to the capitol. I scary. And that National Security posture that you referenced, people there for things like the state of the union, i expected to see something similar to that when i went up to cover the certification, but obviously, thats not what had happened. And so, we saw those events unfold. Amna, lets talk for a second. President trump is going to the border town of alamo, texas, today. I mean, obviously, its not the alamo, but it doesnt really leave a lot of room for interpretation there. I mean, its really quite a message. What do you think hes going to what message is he going to send to his supporters here in the last week, in his last week in office . Yeah, i dont think subtlety has ever been one of the president s strengths, but its no surprise, really, in his final days in office, hes returning to one of the signature policies and one of the signature sort of enduring legacies of his administration, and that is the wall. This goes all the way back to his candidacy and this promise that he made to the American People to build the wall. It became a rally chant. Its one of the things his supporters still hang onto as something thats key and central to his policy and his approach of america first. But youre talking about an 11 billion project now. A lot of those funds had been diverted from the military budget. Youre talking about something that didnt unfold the way anyone planned. And by the way, billions of dollars are still sunk into contracts that have yet to be fulfilled for that wall. So, in some ways from a political messaging standpoint, its no surprise the president s returning to the wall to say, look, this is what i did. Promise made, promise kept. At the same time, we have to talk about what happens next. And some of our reporting, of course, we of course, president elect biden says he plans to stop construction. It doesnt mean he is going to demolish existing wall. There has been a fraction of new wall built, 15 miles of new construction. The vast majority of the construction has been upgrading or replacing about 400 plus miles of border wall. So it still remains a kop controversial subject. The phone call that President Trump had yesterday with the House Republican leader Kevin Mccarthy where he blamed antifa for the riot at the capitol. Theres no truth to that. And Kevin Mccarthy, who as you well know, has mostly been a backer of President Trump. That was too much even for Kevin Mccarthy. Were told that he said its not antifa. Its maga. I know. I was there. Jonathans swansons account of this call, we learned President Trump was continuing to rant about the election. And even Kevin Mccarthy finally said to President Trump, enough. Its over. Well, and mike, just to underscore and you mentioned this. The president calls him my kevin. He has struck a personal relationship with trump the last four years. In public he has consistently defended him. And frankly some of that was about his own political positioning. And there are numerous plots around the inauguration that are concerning to members. We saw the Washington Monument being shut down yesterday. And tomorrow vast swaths of downtown d. C. Are going to be locked down for the inauguration a week earlier than it normally would be. Its because theres so much worry about possible armed protests in capitals around the country. For those who live here, it looks like a permanent change in d. C. Of course all the changes in 1995, 9 11. The footprint will be different.
