right now but overall this is a nice clearing sky. there is a more of a breeze at the shore points then what we find nothing most locations but this is one on the where we are seeing breeze coming from the northwest at a noticeable clip from ten to 15 to 12 miles an hour generally. the as a result of that it makes it feel chillier when wind blows especially coming from the north. but when we check with our weather watcher network we have a lot of zero's right now. the it is a chilly start. not as many folks up and add this morning but we appreciate getting any extra information from the watchers. allen sent 33. nice clear sky for him. he did say it is nice and clear. we are in for a nice fall day but you have to remember it is november. temperatures we will find today are typical. 34 we will continue to see here, we will zero in near the area if we can, 34 this morning, from jenny, also seeing nice, clear skies. now, let's switch gears and take you out to a look at the month so far, in review, we're only ten days in and we don't even have the data for today, just yet to add to the stats but a high temperature we have hit is 72 degrees. we will bottom out in the 30's so far this month. but when we average it all out we are still three exact degrees above average and that is a big deal. we are only working with a total of nine days worth of observations. precipitation as you might expect since we have faced deficits this whole year, it is below by half inch for these last couple days. storm scan as a nice wide zoom, very quiet. next system that will come in after coming straight from the the northeast we will see a hint. what did i do there? a little hint of moisture. steve, are you back there. help me out. somehow we went full screen. i went get that high up on the screen this time. starting to drop in from the north and as it does so it looks like it comes through dry. you will see wind pick up. we will see a few extra clouds coming up tomorrow but we will eventually see a bigger drop on the thermometer. that is legacy that front will bring. not necessarily wet weather. wind is still an issue here, it is more of a breeze out of the northwest that comes here today ten to 15 miles an hour, and then tomorrow that is more wind which gusts as high as 30 . but the seven day forecast is looking pretty chilly on saturday in the wake of the front and that is the legacy of that frontal boundary. the might as well be december but quick rebound and just in time for lemon run, on sunday morning. okay, folks, the number one question we are asked, even in the summer is what is the winter going to be like. with the december right around the corner kate bilo and i gave you an early look at what you can expect this coming winter. >> in the past ten years we have dealt with our fair share of winter extremes in philadelphia we have seen top two snow i winters, our third warmest winter on record and a winter that produced little snow. last years warmth was driven by a very strong el nino which has since weakened as we head in the winter of 2016/2017. what factors are in play this time around is this will anymore record be set. >> one of the the key drivers in the winter is a week or cooler then average ocean temperatures in the central pacific. it has potential to persist all winter. week lah nina pushes jet stream to sent frequent shots have of cold in our direction and it also means a greater protects for small are storms like clippers and cutters. >> with that expected to remain weak we have to give way too many other factors. first siberian snow pack. this reached an all time high in october. what does that mean? more expansive snow pack over siberia, to the polar region. this warmth serves to weaken polar vortex leading to higher probability it will split and send frigid air toward us. another thing to consider are warmer than average sea surface temperatures off atlantic coast. this could lead to any developing storm or mixed precipitation event n contrast sea surface temperatures are quite coal in the north atlantic. this set up could be favorable for a blocking pattern which would favor more frequent storms in the the north east. >> so, several previous winters lined up with these atmosphere conditions. perhaps most memorable were the these that who could for get winter of 95/96 when the blizzard of 96 dumped the cities biggest single snow fall of over 30 inches. then winter of 2013/2014 when delaware valley had a remarkable 17 storms over the course of the season. but here's the thing our chances of i major blizzard in this type offset up we are forecasting are slim and sheer number of storms happen once in a century. most other years we looked at, especially those that follow a strong el nino had snowfall totals closer to average. with all this considered eyewitness weather team is forecasting a relatively normal winter for philadelphia. >> okay. in terms of the temperatures we are expect front loaded cold with the chilliest part of the season occurring in december and january when mercury stays well below average of 40. now that cold could spill over into february, but a warming trend may occur mid to late month to actually help us level off to near or even slightly above average. >> our snowfall totals this year will be comprised of a number of trek smaller storms. we are forecasting snow fall rage of 24 to 30 inches in philadelphia, slight lay above normal of two 2.4 inches. >> now, of course, these snow totals are a projection and much like we saw in 1996, rahel says i remember that year one major storm comes and dumps feet of snow those totals will skew and impossible to pinpoint exactly snow amounts and even temperatures this far in advance but this levels building, certainly moving in the eastbound direction on the the westbound side, in terms of the congestion levels we are still looking okay but we are seeing brake lights. we do have some gaper delay in this area as you travel past, those are starting to build, we are pushing toward that 6:00 o'clock hour. give yourself some extra time. that is 422 westbound approaching oaks. then we will look at boulevard moving in the south bun direction toward schuylkill this is what we are looking at there. 55 miles an hour. i hope you keep you as long in the 6:00 o'clock hour as i possibly can but it is getting busier there. similar story with the ben franklin bridge but not as busy as what we were looking at the boulevard. we are starting to see more and more vehicles hit the roadway and ben franklin bridge moving in the westbound direction toward center city. construction here, between fort washington and valley forge that right lane is block in that area. head up there as well. not slowing you town. it will in the 6:00 o'clock hour pennsylvania turnpike ease and westbound at norristown on and off ramps affected there head up there. that can potentially put a lot of people braking their lights, stopping, and figuring out that situation will which slow you down. construction 73 southbound at route 90 that left lane is block for the next ten minutes or so, i will of
