Capping a sixmonth investigation. It almost seemed like he knew and he kind of gave up. But he didnt talk to us. Reporter norm burgos touted High Performance training. His website and Facebook Page promised to compare team players for College Tennis and beyond. Police say burgos betrayed the trust and confidence of at least two richmond families, grooming their sons for sex. The abuse police say occurred before, during, and after lessons at burgos richmond residence, starting when one boy was 14. At 16, he told his parents. He finally did. I dont know what occurred, what broke it, but he finally did and he came forward. Reporter seven years ago burgos was tried in marin county for lewd contact and Sexual Battery while a p. E. Teacher in mill valley. He allegedly fondled boy during massage and while conducting what he called fat tests. The jury deadlocked and burgos went free but never got his job back at tennis coach even though parents petitioned for his return. Thats the last ive heard of it and i know hes been gone for a while. Reporter he remembers the scandal a decade ago. I remember being a coach here, seeing him coaching. You dont really know people unless you really know him. Hes back in a situation again and that speaks volumes. Theres usually more. This is usually the surface of it. Reporter Richmond Police are asking Mill Valley Police to reconsider the old cases and possibly refile, adding to the newer allegations in contra costa. And for students who might be in the shadows, afraid or embarrassed. The coach violated you and violated your parents trust. And this is a predator. And we need to take the predators off the street and we need to do it now. Norm burgos is jailed on suspicion of 20 counts involving one victim. His bail now set at 1. 5 million. These experiences of course are traumatic, and lieutenant cann told me its his recollection that one of the students from am marin allegation so long ago later committed suicide. You mentioned two richmond victims. Was the other boy also 14 . About the same age, yes, but that was three years ago that he first made his report. 2014. And police investigated. They found it credible. They prepared a case. But the d. A. Declined to prosecute that time. So now that boy will be heard more seriously as well. Debora villalon reporting tonight. Thank you. Were hearing that a passenger plane landing at sfo last friday night came dangerously close to disaster. The air canada airbus a320 was cleared for landing just before midnight but the pilot had the plane lined up to land on taxiway charlie instead of runway 28 right. At that moment two planes full of passengers and fuel were sitting on the taxiway waiting to take off. The error was caught in time by an air Traffic Controller who was alerted by other pilots and immediately sent the plane on a goaround to avoid landing on the taxiway. The plane circled and landed without incident. Take a listen to the exchange between the sfo tower, the air canada pilot, and another pilot who noticed something wrong. Lights on the runway there. Y there. Right after that a united pilot reported the plane had flown right over him while he was on the taxiway. The faa is investigating what its calling a very rare incident to see just how this confusion occurred. A team of experts plans to lift a sunken barge tomorrow thats lying on the ocean floor just south of the bay bridge. The 112foot freight barge sank on april 7th. When it sank the barge came to rest on the floor of the bay directly above b. A. R. T. s transbay tube. The u. S. Now to a brush fire that burned in the hills east of san jose this afternoon. It produced a lot of smoke and prompted a large response from firefighters. Its a story we first brought to you as breaking news this afternoon during the 4 00 news. The fire burned about 40 acres of dry vegetation near metcalf road and san felipe roads on the east side of highway 101. Ktvus Azenith Smith has been on the scene since the very start and is here with the latest. Good news is cal fire says theres no threat to any structures or people and the risk of this fire spreading is minimal. Still firefighters plan to be out here for several days in order to get full containment. Reporter large plumes of smoke can be seen for miles in south san jose. Firefighters were called out to a car on fire on san felipe road and metcalf road that spread in to vegetation. What began as 5 to 10 acres quickly spread. Firefighters dealing with steep terrain, burning grass in the woodland, making it difficult to fight. Its under very heavy tree canopies. Theres a lot of leaf litter and dust thats there. The change in the weather conditions we saw means we cant really bring the fire down to the road to contain it very easy. Reporter 150 firefighters battled the fire. Cal fire calling in extra air support given the high fire danger. Three helicopters and four air tankers in all at the height of the fire. Weve had a number of sustained days of high temperatures and low humidities so that means the fuels are very receptive to catching fire, having a vehicle that catches fire means you have a very good source of fire to start the vegetation on fire. Reporter cal fire attributes the heavy smoke to a nearby stream adding moisture to the vegetation, putting up a lot more smoke than if the brush was dead. Neighbors couldnt help but be concerned. Its a little unnerving whenever you see the smoke break out so quickly so close to your home. Its something weve learned to live with a little bit but usually its not this close to our house. Reporter cal fire requesting evacuations concerned about nearby communities. Gary who owns a ranch on san felipe road was worried about his cattle. If the fire gets away or something, we were hoping to get up there and if we had to move them around, we could get them to a safer location. Reporter after assessing it, firefighters realized there were no homes threatened this time. Just a reminder to not let our guard down. We learned last time last year when it came close to having an evacuation plan, it really made us think about what we would need to do if we needed to leave quickly. Thankfully no injuries were reported. Firefighters plan to be out here throughout the night to monitor fire activity and again, they plan to be out here for several days. Right now its only 40 contained. Azenith smith live in san jose. Thank you. New details tonight about a possible suspect in one of a string of suspicious fires that have destroyed unfinished apartment projects in the east bay all in the past year. The atf released the video. Agents hope to solve that crime as they investigate last fridays fire at another construction site a few miles away in oakland. Ktvus Jana Katsuyama spoke with the atf and she joins us live from valdez street in oakland with the new developments. The atf investigators arrive today. Theyre part of a National Response team and they flew a drone over the fire site to make sure it was safe for the team to go in. The team is comprised of nearly two dozen special agents here to determine whether this fire like the three previous ones might be arson. Reporter 22 special agents with the bureau of alcohol, tobacco, firearms and explosives arrived at the oakland fire scene monday. The atfs National Response Team Includes chemists and explosive experts. Their mission, to help analyze the fouralarm fire that destroyed a development under construction july 7th. Neighbors are nervous. It is the fourth massive fire in the east bay in the past year, all at Housing Developments nearing completion. Investigators say the previous three were arson. Something is wrong. Someone is doing something for some reason. Maybe not but how do you have three of these in a period of a year, these immense fires taking cranes down, and buildings are all near completion. Reporter now the atf has released Surveillance Video of a suspect in an arson last may at a construction site on san pablo avenue and 39th street in emeryville. The video shows the person dressed in black, putting on a mask and a hood. Another camera from behind shows the person wearing a black backpack and gloves. Then the camera captured a figure in the shadows climbing up a construction scaffold. A short time later the person climbs down and the atf says minutes later flames burst out of the structure. Another camera captures what appears to be the same person riding a bicycle. Atf investigators say the person in that video was only seen at one of the four fires. Robert is oakland director of the nonprofit s. P. U. R. San Francisco Bay area planning and research. These fires threaten to drag oakland backward. That will make it more difficult for builders, developers to borrow money to finance their projects. It will make it more expensive to get insurance. And it will make people scared of oakland again. Reporter some people worry the fires might be sparked by someone protesting gentrification. On twitter a photo taken several years ago after the freddie gray protests show graffiti that read, if you build it, we will burn it. That was painted on a building at the corner of 20th street and telegraph avenue, just six blocks away from the valdes fire friday night. The atf says theres as much as 110,000 in reward money for any information on any of those fires. Jana katsuyama in oakland tonight. Thank you. Oakland city officials appeared today before a federal judge. They were responding to allegations that the city mishandled the investigation in to a Police Sex Scandal involving several officers and a teenaged prostitute. As ktvus henry lee reports, the judge plans to require additional monitoring of the department. Reporter cameras were not allowed at the hearing where federal judge Thelton Henderson took city officials to task for an internal investigation that was, quote, severely mishandled. She says officers sexually exploited her when she was an underage sex worker. A report was filed saying the departments internal Affairs Investigation treated abuslin as a suspect, not a victim. It said the police chief did not consider the case a priority and failed to keep city leaders and a federal monitor informed about it. Abuslins Attorney John Burris is also one of the original civil attorneys in the case. He said hes seen plenty of broken promises from a revolving door of Police Chiefs. I hope this isnt. I said in the court, its deja vu all over again. Meaning weve had many hearings over 17 years where the Police Chiefs good faith intention would come before the court, whether it was chief tucker, and theyd come before the court and tell them all the great things they were going to do and nothing happened. Reporter city officials said theyre lowering the threshold for when they report suspected officer misconduct to prosecutors. Kirkpatrick told the judge, quote, i am the chief now so i apologize. They pledged to do better even with revelations the chief promoted to command staff some of the same officers who were criticized for botching the investigation in to the sex scandal. Well have a clear direction about how opd will become the best agency that we can be. Its certainly my vision and my mission for the Oakland Police department to not only heal and to apologize for our shortcomings but to also move forward. The city has learned that we not only have to do a better job of holding individual officers accountable. We have to hold ourselves accountable as leaders for the systems, for the policies, for the training that we provide. Not just the Police Department. The judges oversight of the department is part of a 2003 settlement from a class action suit charging police corruption. The judge will issue an order in a day or two that will require additional monitoring of the department. This judge, by the way, is retiring next month so this case will be transferred to a different judge. In San Francisco, henry lee, ktvu fox 2 news. One is the fact that 46 years worth of Baseball Players were coached by the same guy on what is now named bob amerman field, eight players were drafted or signed by a major league organization. More than 40 went to play on college programs. One or two ended up in the media. All got the same consistent message. I can tell you stories about young people that wouldnt have made it if i didnt go make sure they were in class. I had a player right here, leading hitter in all of Northern California and i sent him down over there for two weeks. Mother never said one word to me. And when it gets real bad, you have to send them in. Ive only had to send in maybe one or two in 46 years. Reporter amerman never needed to use that kind of discipline on judge. I still talk to him to this day. He watches every game, watches every atbat. Hell send me little clips. Send me little tidbits here and there. I cant thank coach amerman enough. He looks, to tell you the truth, absolutely gassed. While judge just effortless with his swing, just pounded one ball after another out and he did it with time to spare on the clock, beating sano. No problem. The best thing to come out of linden, california since joe fonzi. A very modest and humble guy. Teammates with the new york yankees celebrating there with him. Hes got 30 home runs for real in the regular season and hes just a rookie. Not really worried about what happened last year. I still remember it. Ive had wonderful people help me out through had offseason throughout the years. I cant thank them enough for where i am now. Hes starting and hell actually be batting fourth in the National League lineup. Hes hitting. 324 so far with 10 home runs, doing a job defensively as well. But ill tell you what. Coming here to the all star game in miami, my first one, i dont know how its going to be when i play in a playoff game but this is incredible. This is the top right now for me as an individual and a baseball player for my career. St. Louis cardinals doing it up in their bullpen. This might be the best defensive play of the year. Kevin pillar of toronto smashing in to the center field wall, hanging on, and not only that, he didnt get injured on the play either. But this is rivaled by seattles bob gamel who not only makes the catch but his hair remains pretty intact right there. He did, as you may notice, lose his cap along the way and manage to get it back. Thats a heck of a catch. He too was not injured and lucky to say that Cameron Maybin and eric young, jr. Were not hurt as they narrowly avert disaster right there with eric young, jr. Avoiding his teammates and making a nice catch for the angels. This is the best play in foul territory. Anthony rizzo of the cubs at 1st base with a beautiful catch disappearing behind the tarp right there and the cubs not having a great season so far but thats a heck of a play. This happened just yesterday in tampa. Mookie betts home run, watch carefully. Fan out there snags it with one hand and throws it back and kind of has a look on his face like yeah, how do you like me now . Back at you. Betts appreciates it.
