At this point the man shot by Napa City Police officers have not yet been removed. Police say the incident started around 6 20 this evening in front of the home depot store. Witnesses say the man was brandishing a knife. A homeless man who stays in the area tells me that man walked over to a parking lot across the street. The man was saying things that didnt make sense, waving around a knife that was about a foot long and then police arrived. And for the police in this vicinity, he is saying hey, you find me, you find me. He was nice just like this. And then when he put his hand like this, they would time it out. They said that subject was acting as if you were high or crazy. Officers were dispatched to the scene. They found the subject was walking across the street to the north. They contacted him in the lot. And multiple charges were required shortly after that. And the police chief says two officers opened fire. We dont know yet if the shooting was captured on the officers body cam. There is no i. D. On the man killed. Our witness tells us the man is white about 20 to 21 years old. I want to make it clear two officers that shot the man were with Napa City Police department and the shooting is being investigated by napa county Sheriffs Department. Julie, frank . The Alameda County Sheriffs Department was investigating a homicide. This is new video into our newsroom from a home in the hills above san leandro in an unincorporated part of the county. Deputies cant yet provide any information on a person who died or how they died to protect the integrity of their investigation, but they do tell us no one is in custody at this time. And now to washington and the battle over healthcare. The congressional budgets report released their report on the new gop plan. The nonpartisan plan reveals 14 Million People would lose healthcare coverage next year if the Republican Legislature is approved as is. 24 Million People would lose insurance over the next ten years. Over the same time frame, they would trim 337 billion from the federal deficit. While the premiums would likely go up 15 to 20 in the the first few years, the cost to the consumer would trend lower as more young people sign on and the cost would be 10 lower after a decade. President trump says the gop plan is a work in progress and may need to be modified. Jana katsuyama here with reaction to this much anticipated report, jana . Julie and frank, democrats immediately pointed to that 14 million covered as they would tell you about that 10 decrease in premiums by 2026. What is not clear cut is if they have enough support now to pass congress. Congress remains divided over how to interpret the budget analysis of the republican healthcare plan. And the secretary of health and Human Services rejected the report. We believe the plan we are putting in place is going to ensure more individuals than currently are insured. So we think they simply have it wrong. Democrats are calling the increase uninsured and unacceptable. 24 million of you no longer have coverage. Those of you who have coverage would have less in terms of coverage and at more cost to you. The House Speaker says the increase in the uninsured is because it is no mandate. Uc berkeley researcher ken jacobs says while younger healthy adults would pay less. The people who gain most are middle income and under 30. Reporter older people would pay more. It is really those people who were not yet eligible for medicare it in that 50 to 64 range who will see their costs go up quite significantly. Some of the gops most conservative members would Oshaine Evans pose their plan. Do not walk the plank and vote for a bill that cannot pass the senate to have to pay the consequences of that vote. The contra costa Health Department says the chemical was found on manzanita way near sycamore drive. A homeowner noticed the trailer pulled from their home. The mercury may have been mistakenly thrown out with someones trash. Authorities closed manzanita way between sycamore drive while crews cleaned up the chemical. We came out and started cleaning it up. We found there were other areas in contamination that surpassed our ability to clean up. So we asked for state and federal business for assistance. They were also on the scene to help. The Health Department says clean up crews will be working through the night and they hope to have the street partially reopened tomorrow. As strange as it sounds this is the third time they have been found in that area since december. Police in vallejo are investigating a Violent Arrest caught on camera over the weekend. It involve add Vallejo Police officer and a man seen acting erratically at a gas station. Henry lee tells us this isnt the first time the arresting officer has been questioned over use of force. In this video taken friday, the officer was seen chasing after 23yearold duwan hall who then sits down on a median of fairgrounds drive near the vallero officer. Democratic lawmakers in sacramento unveil add new bill today aimed at lowering college debt. The bill introduced in the assembly would expand the Financial Aid programs for community colleges. And it would allocate 1. 6 billion per year in new scholarships with that money coming from the states general fund. The legislative Analyst Office says more than half of the College Students would graduate with debt from student loans. Students at uc and cal state schools average almost 20,000 in debt. A bill moving through the state senate would exempt california teachers from paying state income tax after being on the job for five years. And they can keep that exemption for ten years. The bill would also help teachers pay for their education and certifications. The idea behind the legislation is to entice teachers to enter the profession and stay with it and help alleviate a statewide teacher shortage. The mayor of san jose has fired off a critical letter to the santa clara Water District following that serious flooding last month. Mayor sam liccardo was disappointed the Water District did not send a board member or engineer to a Public Meeting last week on the coyote creek flood. The city has been under a lot of pressure to provide answers to people who were affected. Mayor liccardo says he needs a list of questions and answers. The flood forced 14,000 people to evacuate and caused an estimated 73 million in damage. I dont think it will be quite as warm, but we will see a few more clouds. The clouds are brought to us by this area of moisture out here, the cloud cover out there. And it is dropping rain in the pacific northwest. But for us, it will just be a source of filtered sunshine and cooling as we get towards the midweek. There might be a sprinkle to come out on wednesday, but it will be hard pressed to be much more than that. I think well see some patchy fog along the coast tonight.
