Gets better by the time that you reach berkeley and emryville. On the bay bridge toll plaza, there is good congestion on that ramp from 880 heading down to the toll plaza. Were looking at the san mateo bridge. A little bit of a windshield wiper action going on the san mateo bridge. We are also looking at highway 4. Slow traffic in bay point and concord. These are pretty normal slowdowns. 880 slows from about san leandro down into union city. San mateo and dumbarton bridges are moderate. 7 02. Back to the desk. The Republican Leadership is getting a difficult time for all 52 members to support the Gop Health Care bill. Five have come out against it so far. Allie rasmus is explaining the challenges ahead. Gasia, the release of the Nonpartisan Congressional Budget Office announced it yesterday. It is hurting the bills prospects. It announced it would cause 22 million americans to Lose Health Care coverage over the next ten years. President trump reportedly made personal phone calls to some of the five gop senator whos did not support the Health Care Bill as it is now. They are holding their support for different reasons. Suzanne colins of maine and dean heller of nevada say it is too harsh kicking people off medicaid. Others like rand paul says it doesnt go far enough to repeal obamacare. The aarp is one of several groups coming out against the plan. It would allow insurance insurers to charge older adults five times more than younger people. Under obamacare the rates were capped at three times more. The medical Association Says it violates the do no harm. It would cut taxes for corporations by cutting subsidies depending on the report. It would also pay for the tax cuts by cutting back medicaid over the next ten years. This bill is not just a roll back of the Affordable Care act. It is a roll back of medicaid, which has been around since 1965. Now, in response to all of the criticism, Vice President mike pence hosted a Health Care Listening session with families in washington who have been hurt by the Affordable Care act. Our Research Shows that a third of american counties, including five whole states, have only one choice of obamacare coverage, which is no choice at all. Senate leader Mitch Mcconnell is only afford to lose the support of two of the gop senators out of the 52 member caucus if the bill passes and moves forward. Right now there are five that oppose it. There are likely arm twisting and deal making going on this morning to win over the senators. Gop leaders would vote on the bill before thursday before they break for the july 4th holiday. We will see if at least three of the five come around. Gasia. Thank you, alley. The Nonprofit Group Kaiser Family foundation says the bill could hit california particularly hard. Premiums could go up from 190 to 360. Premiums for 20yearolds earning 65,000 would jump by 552 . Tens of thousands of people earning between 42 and 48,000 a year would no longer be eligible to receive a federal subsidy for insurance they bought through covered california. The white house says that syria is planning another chemical attack and warned if that happens, syrias military will pay a heavy price. As you can see, there were protesters and they chanted loudly outside of Council Chambers and then moved into the room where the council was debating the budget. Some demonstrators handcuffed themselves to the swing gate that separates the audience from city council. They say they want more public input on where tax money is going. More money for housing. More money for workers. More money for art. More money for our young people. People stood up and organically participated. I supported it. I didnt know about it before going in there tonight. Protests lasted about 30 minutes. And demonstrators got what they asked for. City council says they will wait until tomorrow or thursday to vote on any new budget proposals. And voters can still let their Council Members know what they think of the budge e however the city charter demands a new city budget in place by june 30th, which is friday. New this morning, a swarm of earthquakes is continuing to hit the truckee area. The usgs has reported the earthquake about 90 minutes ago. There have been two dozen earthquakes near truckee since 2 30 this morning. Some people in the reno area have felt them. So far no reports of injuries or damages. Ford is changing a controversial part of the new Bike Sharing Program according to the San Francisco examiner. The go bike program will place 7,000 bikes on sidewalks in San Francisco, san jose, oakland, emryville and berkeley. The feature of the 15 go pass could put other businesses out of business. The bike shops say that caters to tourists. Well, now ford will offer a day pass that can be used for unlimbed 30 minute rides. Sal castaneda talked with the program leaders. New this morning, a National Transportation Research Group is out with a new list showing californias rural roads are the worst and the most deadly in the country. The study evaluates the safety and condition of our rural roads and bridges. 38 of californias rural roads are in Poor Condition. That is the third highest rate in the nation. The rate of fatal accidents on the roads is the second highest in the nation, only behind south carolina. The reports of the study show the consequences of years of backlog maintenance. Get ready to pay more to drive across the Golden Gate Bridge. Another toll increase will start next week. Ktvus alex savidge is out there right now. This is all part of a fiveyear plan to incrementally increase the toll for the Golden Gate Bridge. Starting next week, commuters and really everyone else for that matter, anyone that wants to drive across the iconic span, will have to cough up another quarter to do that. Starting this monday, july 3rd, drivers with fast track will begin paying 6. 75 for every trip across the bridge. Without fast track, you will have to pay 7. 75. And the cost for carpoolers is going to jump up to 4. 75. The district has been increasing tolls 25 cents every year since 2014 in an effort to try to offset a budget shortfall. Some drivers were talking to this morning say the increase in cost to cross the bridge makes you think twice about taking that trip into the city. Thats a lot of money. When you consider how much it costs to park in San Francisco, coming from marin, going to San Francisco is you have to think about it. Reporter we should also point out that the tolls for large trucks with more than two axles will increase by even more than a quarter. Were not done with the fare hikes. The costs to cross the Golden Gate Bridge will go up by another 25 cents next year in 2018. This years increase, again, will take effect starting this monday, july 3rd. There is congestion on 680 from the 242 interchange to highway 24 as you drive through the area. Also looking at the east shore freeway. Another part of contra costa into alameda county. Carquinez bridge to the macarthur maze, 33 minutes driving out. This is a look at the bay bridge toll plaza. You can see that is backed up. It is pretty crowded. This is a normal commute which is to say 20, 25 minutes before you make it on to the span. San mateo bridge is also crowded. Steve and i were talking about the cloud cover over there on the other side which is near where the planes come in to sfo. Sfo, the f. A. A. Is saying the San Francisco airport could experience 49minute average delays later today when it gets busy on the airport routes. Look at the low traffic on 880. South and north. The eu says google violated the antitrust rules by putting its own shopping Comparison Service at the top of search results. Com Shows Millennials have finance financial flubs. On average, millennials go out to eat or order takeout five times a week. For the average american, that number drops to no more than once a week. Well, a rare map of disneyland created by walt disney himself sold over the weekend for more than 700,000. A private collector cast the winning bid, 708,000 for the map. Remember, sometimes we have seen commutes that stretch the worst days it has been like 90 minutes. And some of the crowded days have been 45. 42 in the grand scheme of things is not bad. Your average speed is 35 miles an hour. When you get to the bay bridge, about a 20 to 25minute delay before you make it on to the span. San mateo bridge is heavy. Steve and i have been talking about airport delays. The f. A. A. Says 49 minute averages expected at sfo because of the cloud cover. Then that will begin to ease once the clouds burn off. That should happen later on today. This is a look at 880 southbound. It is slow beginning at 238 down to the dumbarton bridge or getting on to the san mateo bridge. If youre driving across it, trying to get out to the silicon valley, you will see slow traffic on the bridges. When you get to the 101, it is not bad. Speaking of the valley, you can see 101, 280 and 85 are slow getting into the west valley, couper tinyand mountain value cupertino and mountain view. We are hearing from the family of a man who died while trying to save his wife in the water. Avala was pulled under water and never resurfaced. We talked to another one of his daughters, 11yearold maria. She says her entire family is heart broken. I dont want to believe it. I really dont. I want to i want it to be just a dream. But its not. But its not. Avalo was not wearing a life jacket. He was a experienced swimmer. A help gofundme was set up to pay for funeral services. His daughter wants to visit the gravesite every day. For one former Oakland Police officer, the most serious criminal charges against him are now dropped in the a prostitution case. Two obstruction of justice cases were dropped against walterhouse. He was off duty when he paid a sex worker 200 at a hotel and later warned her about undercover prostitution stings. The decision came after the defense offered to reveal the name of the prostitutes pimp who was a confidential informant in the case. The d. A. Refused that offer saying it would put the informants life in danger. Case dismissed. Its that simple. The District Attorney refused after the judge granted it to tell us who that informant was. The only choice they then had was to dismiss the felony counts. And they did. Walterhouse is still facing a misdemeanor charge of engaging in prostitution. A 15yearold boy has been arrested on elder abuse charges. He went to a home on paragan way three times in a fiveday period this month. During one of the breakins, the teen briefly fought with an elderly couple who lived in the home. They were not seriously hurt. Cell phone Video Shows Police arresting the teen. Police also detained two girls ten and 14. They were questioned and release today their guardians. The crimes have created fear in what is usually a quiet neighborhood. Scared. We are scared. No. We dont want to go out anymore. Before every day we go out, very peacefully. Now were scared. Investigators say the car the suspect was driving was reported stolen from union city. Anyone with information on the case is asked to contact fremont police. The time is 7 37. City leaders in in san jose are trying to put a stop to illegal fireworks leading up to the fourth of july. More than 100 complaints have been filed at city hall about the dangers of illegal fireworks. One group is taking the Safety Campaign directly to social media. They started the stop the illegal fireworks Facebook Page. It has about 300 members and it is growing. Organizers say illegal fireworks in san jose is getting out of control. It sounds like a war torn area. It causes a tremendous amount of anxiety. I have heard them for the past few days in downtown. Theyre starting now. And it is usually around 11 00, 12 00 at night. San jose city leaders say if youre caught with illegal fireworks, you can be fined up to 1,000. The city is also waiving its 175 block party permit fee if you promise not to use fireworks during the holiday. Just a handful of bay area cities actually allow fireworks sales ahead of the fourth of july. They include pacifica, san bruno, newark, union city, gilroy, petaluma. It was a crash yesterday afternoon that sparked the fire in riverside county. It has grown to 5,000 acres and only 10 contained this morning. Evacuations have been issued for a couple of communities and one highway remains closed. Another highway is only partially open. There are at least 1300 firefighters on the scene. Another brush fire in Los Angeles County has burned 760 acres and 75 contained. Roads that were shut down earlier in the day were reopened last night. Fire crews worked through the night into the dark battling the fire. It started sunday afternoon when a car hit a tree, sparking the flames. About 250 people have been evacuate because of a fire in San Luis Obispo county. It has burned 1200 acres and it is only 2 contained. You can see smoke throughout the county. The red cross has opened up a relief shelter for evacuees and their pets. Ukrainian businesses and government have been hit hard. The deputy Prime Minister reports the power grid, government offices and banks suffered serious intrusions. A Danish Shipping Company and oil company say theyre also victims of this. It is not clear who is behind the cyber attack. Security experts say it follows the pattern of ransomware where information is held hostage until a payment is made. For the first time in more than two decades, the white house did not host a dinner marking the islamic holy month of ramadan. In the past, both republicans and democrats held the dinners and invited prominent members of the Muslim Community. Both President Trump and Rex Tillerson broke from that tradition and they did not hold the dinners this year. A hearing in Southern California for the next lawsuit accusing bill cosby of sexual assault. It comes from a woman who accuses him of assaulting her at the playboy mention when she was only 15 years old. It comes weeks after a jury dead locked on criminal chances in pennsylvania. The hearing today in santa monica is expected to set a trial date. San jose Police Arrested an assistant swim coach suspected of child molestation. Nguyen was arrested thursday. Investigators say he worked as an assistant coach for quiksilver swim team, a private swim club. Investigators say between december of 2015 and january of this year, nguyen texted both male and female members of the swim team, asking them for nude photos and sexual favors. Police say some of the victims complied with his request. Nguyen is also accused of telling the swimmers dont cooperate with investigators. It will run trains on saturday, july 1st and next tuesday, the 4th heading for the marin county fair. The start day for regular Train Service has yet to be announced. Some schools are out now and have short summer and breaks and then back at it. This is a look at the 880. It is moderately busy. This is the bay bridge. It looks like the same toll plaza it looks like in february or march. Crowded. 25minute delay. About average. This is highway 24. And highway 24 is a little slow as you drive up to lafayette and in to orinda. 880 is backed up from hayward to you knowon city and free union city and fremont. I dont want to ignore the folks in dublin. A lot of slow traffic. All of pleasanton as you make your way to the sunol grade. Lets bring in steve. The kind folks in dublin thank you for you. They will start to approach that tomorrow and then go above and start to drop on sunday. By the way, for what it is worth, and i posted it on facebook, the european forecast model for july builds the high more towards the deep south. Texas, eastern texas over into the south. If thats the case, we will have a normal pattern. We will see. That is the first 11 to 15 days. The forecast models have a tough time going out that far. Sunny and breezy. 60, 70s and 80s. At least five gop senators have announced their opposition to the legislation. Allie rasmus is here to talk about the challenges to get more republican support. At least five republican senators. Now were hearing that six have come out publicly saying they will not support the gop senate Health Care Bill. There are other republican bill thats are not opposing it publicly but have expressed concerns about the impact. Paul ryan answered a couple of questions about the status of the senates Health Care Bill. His message, dont count it out just yet. I would not bet against Mitch Mcconnell. He is very very good getting things done through the senate even with this razor thin majority. I dont know what day, but i have every expectation that the senate will move this bill. We made promises that we would do that. Every republican senator campaigned on repealing and replacing this law. The analysis yesterday of the bill may have hurt some support among some moderate members of the republican party. The cbo announced that the senate Gop Health Care bill would cause 15 million americans to lose coverage next year. And 22 million would lose coverage over the next decade. Five some say they wont support it. Others say the bill is too harsh in kicking people off of the medicaid. The aarp is against the proposal. It would allow insurers to charge older adults five times more than younger people. Under obamacare, it was capped at three times more. It violates the medical principle of do no harm because it would result in the loss of health care for so many people. And it would cut taxes for corporations up to 700 billion. Now, it would pay for the tax cut by cutting back medicaid over the next ten years. This bill is not just a roll back of the Affordable Care act. It is a roll back of medicaid, which has been around since 1965. Vice president mike pence is reportedly on his way to capitol hill to try to drum up support for the senate bill. House speaker ryan says he has expectation that the senate will pass it and it is a question of when not if. You heard in that sound byte suggest that the timing of the vote could be delayed. Initially Mitch Mcconnell wanted to vote on it on thursday before congress breaks for the july 4th holiday. Right now that does not appear to be likely but that would not mean that the bill is dead. Monthly premiums for low income californians could go up from 190 to 386. In San Francisco, premiums for 60yearold earning 20yearold a year would jump 552 . The chronicle reports that tens of thousands of people earning between 42,000 and 48,000 a year would no longer be eligible to receive a federal subsidy for coverage they bought through covered california. Reporter you know what, mike, this is help to deal with a budget shortfall for the Golden Gate Bridge district. And starting next week, drivers will have to pay another quarter to cross the iconic span. You know, this money is part of is being brought in here as part of a fiveyear plan to increase the toll here for the Golden Gate Bridge. And the money will pay for things like Capital Improvement projects, upkeep on the bridge and helps subsidize bus and Ferry Service into San Francisco from marin county. Keep that in mind as well. Drivers with fast track will begin paying 6. 75 for every trip across the bridge. Without fast track, you will pay a dollar for, 7. 75. The cost for carpoolers also jumps to 4. 75 a trip. The Golden Gate Bridge district has been increasing tolls by 25 cents every year since 2014 to deal with a budget shortfall. Drivers we talked to who use the Golden Gate Bridge on a regular basis are not happy about the fare hike but understand it. Sure it bothers me. But on the other hand, getting across the bridge in a timely fashion and with the suicide barrier and automated toll taking, it is the price to live in the city. Reporter we should also point out that the tolls for large trucks crossing the bridge, trucks with more than two axles will increase by even more than a quarter. Were not done with the fare hikes. The cost will go up 25 cents around this Time Next Year in 2018. And then at that time, im told that the Golden Gate Bridge board, the District Board will then sort of reevaluate the budget situation and decide if there will be any future toll increases down the road. Down the road. The one that you need to focus on here if you are a regular commuter across the Golden Gate Bridge is next week. It goes up by another quarter. Although, mike, we know that the toll takers are gone there. Its not like youre digging around for the change under your seat when you cross the bridge. New this morning, the National Transportation Research Group shows that californias rural roads are some of the worst and most deadly in the country. The report was released by the group trip. It evaluates the rural roads and bridges in the country. 38 of californias rural roads are in Poor Condition according to the study, the third highest rate in the country. The rate of fatal accidents is second nation in the nation behind only south carolina. The report says the results of the study shows the consequences of years of backlog maintenance. More people in the bay area are moving to sacramento to save money. Sacramento is more attractive to people because of the cost of living as it compares to the bay area. The average home price in sacramento is about 300,000. Compare to San Francisco where it is 1. 2 million dollars. More bay area chefs are moving to sacramento in particular. Many people say the Financial Stress of living here in the bay area just isnt worth it anymore. Allegations of Racial Disparity. What a new report reveals when it comes to minority defendants arrested in the city of San Francisco. First, the white house is sending out an urgent warning to syrian leaders. A new study will be released later this morning finds that will is Racial Disparity in San Franciscos criminal justice system. The Public Defenders Office wants to create a new unit to combat the problem. Leigh martinez brings us some of the details from inside of the report. Reporter the study looked at 10,000 cases from the Public Defenders Office between 2010 and 2014 and found that black, white and latino defenders have very different experiences in San Franciscos criminal justice system. The study finds the Racial Disparities begin in the booking page. People of color receive more serious charges by decisions made by the San Francisco police department. Those with previous criminal histories have racial history thats can impact charged and plea negotiations. The San Francisco police departmentish other i had this statement on the report this morning. Quote, our officers charge individuals based on the elements of the crime presented. The standard for an arrest is based upon probable cause, end quote. Sfpd went on to say it is ultimately up to the District Attorneys office to move forward with the charges. The report concludes that equal justice for all may be elusive in San Francisco for people of color. Further explains is needed to find out why people of color have a worse outcome in San Francisco. There will be a press Conference Held today at 10 30. For one former oakland  police officer, the most serious criminal charges against him have been dropped in a prostitution case. Alameda county prosecutors dismissed two felony obstruction of Justice Charges against walterhouse yesterday. He was off duty when he paid a sex worker at a hotel and warned her about undercover prostitution stings. The decision came after the defense made a motion to disclose the identity of the prostitutes pimp who was a confidential informant in the case. The defense refused because this would put the informants life in danger. Walterhouse is facing a charge of engaging in prostitution. Fremont police have arrested a 15yearold boy on home invasion, robbery and elder abuse charges. The young suspect went to the home on paragon way three times during a fiveday period this month. During one of the breakins he fought with an elderly couple inside of the home. They were not seriously hurt. Surveillance video shows officers arresting the 15year old when he went to the home for a third time. You see them handcuffing the young boy there. Two girls were detained, ages 10 and 14. Of they were questioned and released to their guardians. The crimes have created fear in what is usually a quiet neighborhood. Scared. We are scared. No. We dont want to go out anymore. Before, we every day we go on walk, very peacefully. Now were scared. Now were scared. Investigators say the car the suspect was driving was reported stolen from union city. Anyone with information on the case is asked to contact fremont police. San jose city leaders are cracking down on illegal firework use. 100 complaints have been filed at city hall expressing concerns over the use of illegal fireworks. Now one group is taking the Safety Campaign direct three social media. They started a Facebook Page which has 300 members and growing. Organizers say the illegal fireworks problem in san jose is getting out of control. I used to live in the middle east. It sounds like the middle east. It sounds like a wartorn area. Anyone found with illegal fireworks could be fined up to 1,000. They are waiving the block party permit fee for those who promise not to use them during the holiday. Traffic collisions have set off two of the larger wildfires in california. A crash yesterday afternoon sparked fire in riverside county. It is 10 contained in morning, 5500 acres. Evacuations have been issued for a couple of communities. One highway has been closed and another highway is partially open. There are at least 1300 firefighters battling the fire in riverside county. Another brush fire in Santa Clarita in Los Angeles County burned. That is 75 contained right now. Road thats were shut down earlier in the day were reopened last night. Residents are being told to drive carefully as firefighters work through the night and Morning Hours battling the fire. It started saturday afternoon when a car hit a tree and sparked the flames. About 250 people have been evacuated because of a fire in san san loose owe san loose owe business cocounsel co San Luis Obispo county. Despite this potential cut, the Fire Department budget will likely go up 2 million to 38. 8 million which is a 10 increase. It could cost a lot more to park in palo alto starting next month. Tonight the city council is expected to approve parking creases. It would jump from 149 to 365. The permit fee for downtown would be 730. Thats an increase of 264. Residential parking street permits for downtown would also go up. If approved, the money would be used to get people to stop driving downtown by themselves. Pam cook back in the studio with that and how it is affecting wall street today. Definitely affecting wall street. That fine a result of a six year investigation by the European Union. It finds that google violated antitrust rules for searches on shopping sites. Google abused the market dominance by putting its own shopping Comparison Service at the top of customer search results. That means that users typically have to scroll down to get past the advertisements that google is getting paid to promote. It has denied other companies the chance to compete on the merits and to innovate. And most importantly, it has been denied european consumers the benefit of competition. This morning, executives at the company are responding to the record fine. Kent walker who is a general Vice President and counsel at google gave the following statement. Now, googles stock headed lower when that opening bell rang this morning. It is taking other tech stocks down with it. Right now, google down almost 11 a share to 941 a share. Taking a look at the markets, the dow jones is up. But the nasdaq, where a lot of Technology Stocks are trading, is down 15 for the 15 points for the nasdaq to 6231. The s p 500 managing a little bit of a gain this morning. Hackers are causing serious disruptions across europe this morning. Youre cranes Prime Minister says a cyber attack affecting his country is unprecedented. But adds that vital systems are not affected at this point. Other government and business officials report that the power grid, government offices and banks have had serious intrusions. A Danish Shipping Company and russias oil company say that they are also victims of this cyber attack. Not clear yet who is behind it. But Security Experts say it is following the pattern of random ware where information is held hostage until a payment is made. Well, here in the bay area, the minimum wage is going up in two of the largest cities on saturday. Workers in San Francisco will start earning at least 14 an hour. People in san jose will get 12 an hour. Thats after pushes in many bay area cities to reach a minimum hourly wage of at least 15. The minimum wage in oakland increased to 12. 86 at the beginning of the year. In a new study by bankrate. Com, it shows that millennials are a bill more extravagant than other americans. On average millennials go out to eat or order takeout five times a week. For the average american, that drops to no more than once a week. The people asked say it is easier to call one of the Food Delivery Services rather than go to the Grocery Store to shop even though it costs more. And approximate half of all millennials say they go to a bar or a pub once a week. Three quarters of the rest of americans say they go just a few times a year. Dozens of groups will start collecting signatures this morning in an effort to recall judge persky. He preceded over the controversial brock turner case. The petition was filed yesterday. Turner served three months in jail. Stanford law professor albert is leading the recall effort. The message to victims was dont bother to call police. The message to potential offenders is dont worry, the system will have your back. The petition drive needs signatures from 58,000 voters in Santa Clara County to qualify for the ballot in june. Judge persky is currently handling civil cases after asking for a transfer from the criminal division. Police arrested an assistant swim coach suspected of child molestation. Nguyen was arrested wednesday. He worked as an assistant coach for a quiksilver swim team which is a private swim club based at the high school. Between december of 2015 to january of this year, nguyen tested both male and female members of the swim team and asked for nude pictures. Some complied with the request. Nguyen also told the swimmers not to cooperate with investigators. In los angeles, Police Arrested an uber driver on charges of sexually assaulting a woman.
