Traffic is going to be very slow as you drive through this area. And if you want to take an alternate route, mission boulevard is not that bad and you can get on the freeway afterwards. I want to mention the traffic on northbound 880 is unusually slow becausen an accident near dixon road. And going to the bay bridge toll plaza, if we can, the traffic is going to be okay if you are driving through the area. Its backed up for about a 20 minute delay. A developing story with the beleaguered Oakland Police department. For the third time in less than week, there is a new person in charleston. The mayor replaced the chief with ben farrow. He has been abruptly replaced by assistant chief paul fig. The mayor says she received information that caused her to lose confidence in fairow. I need to have absolute confidence as mayor that the leader of this department can be 100 effective at leading cultural change based on the allegations that we take seriously. She blames a rapid vetting process for not checking his background more clearly. They say there are clear signs of failed leadership within city government. The new chief says he is looking forward to making positive changes within the department. Acting chief Paul Figueroa rose to the ranks in 1991. There is some things that need to be addressed within the department. The next few days are critical for us. I am stabilizing and solidifying the daytoday operations for the department. The Oakland Police department has been under federal oversight for the last 13 years. The mayor told ktvu figueroa hasnt decide to apply for the permanent position. This is raising serious questions and doubts for many. Ktvu foxss christian kafton is at Oakland Police headquarters right now. You even ran into the new police chief just a couple of minutes ago . Reporter yeah, thats true. The new interim chief Paul Figueroa wasting no time getting to work early this morning. We saw him leave here from Police Headquarters a half hour ago. We were able to contact him briefly and ask him if we could have a moment of his time and he said he is, quote, booked solid today. Those in oakland looking at the department wondering where the Oakland Police department will go from here. Some in oakland are saying that with the constant changes at the top and the deepening sex scandal, thats causing them to wonder where the department is headed. The question on many oaklanders minds is who else is involved with this deepening sex scandal. I think that the Police Department, number one, needs stability. There has been a lack of stability. First we need stability. We need leadership. And we really need the police from top to bottom trying to work with the community to help manage the change along with the mayor, along with the city council. Reporter one of the comments we have heard this morning from people is they want to see whoever heads up the Oakland Police department, make sure that the department is in better communication with the community in yen. That is something we have heard through this morning and the day. We will follow on any developments on this story as the day develops. Last night bart police chief issued a statement saying he welcomes fairow back to the department and noted that, quote, he had a personal relationship with a consenting adult more than a decade ago, none of which precludes him from serving as a sworn Law Enforcement officer or as one of my deputy chiefs. And that scandal involving several east bay Law Enforcement workers and a teenage prostitute continues this morning. Four Alameda County deputies have been investigated and cleared of wrongdoing this in case. The richland Police Department say several of its officers are under investigation. One deputy is on administrative leave while the investigation continues. The San Francisco Police Department is also looking into the possibility of a connection to this east bay sex scandal. The San Francisco examiner reports the department is conducting a review to see if any of its staff had inappropriate contact with the victim tied to the east bay scandal. They emphasized they are currently not actively investigating any of their officers. President obama and Vice President Joe Biden Joe biden are traveling to orlando this morning. During their visit there they will meet privately with some of the families of the victims of the orlando nightclub attack. We are learning the gunman made facebook posts as sundays attack was unfolding. Jackie ibanez is following the developments. He also posted a pledge of loyalty to isis and threats of more attacks. Video of mateen has been found appearing in a documentary while working security at a bp Oil Spill Cleanup site in 2010. We have had some tough commutes out there this morning, including 880. The bay bridge is, id say its normal. You are going to see slow traffic here as you drive into San Francisco. Its about a 20minute delay. If you are driving on interstate 880 in oakland, it is not a bad commute here right in front of oracle arena near where alex is right now. Traffic is moving along nicely in both directions. A little bit sticky northbound, but not as bad as it will be a little later on. Southbound though, that really has been our worst commute of the bay area. Its solid from 238 all the way down to the free month. We had some earlier issues to blame. The accident is gone. An autopsy will be performed on that twoyearold boy in florida dragged away on tuesday night by an alligator. Searchers recovered the body of little lane graves of nebraska yesterday afternoon. His body was intact. He probably drowned, they say. Authorities have so far removed about five alligators from that lagoon. They have euthanized the alligators so they can be studied. The nebraska child was playing in the water when an alligator right in front of his family snatched him and dragged him underwater. His dad tried to save him, but was not able to do it. You cannot imagine how horrible a situation this family is going through right now. Its nightmarish. It is not impossible for a creature to make its way through the matrix of that builder that matrix. Disney has closed the area until further notice. Now to new developments in the search for the egyptair flight that crashed last month in the Mediterranean Sea. The Egyptian Government says the planes cockpit voice recorder has been found and recovered from the wreckage. This follows an announcement this morning that the main wreck an of flight 804 had been found in a Mediterranean Sea between the greek island of crete and the egyptian coast. Now that the cockpit voice recorder has been found, they will look for the planes data recorder. At this point the cause of the crash is still unknown. Egyptian officials said they suspected terrorism but there is no hard evidence of that. The flight was headed to cairo from paris when it crashed killing all 66 people on board. In a matter of minutes, a mother says her family was torn apart forever. When we return, a vigil for an east bay teen for a life cut short and the last words to her mother before her death. We are learning more about the San Jose Police officer who was killed earlier this week in a crash. We will tell you how he is being remembered and whats being planned later today. The north bay will be in line today. There is some Development Taking place offshore. So its a north bay event. We find of figured it would be north bay rain. The fact that we are getting rain in mid june is impressive. A quarter of an inch. South of that we will mention it, but i dont think there will be much. North of marin county, light amounts, Russian River, down in to petaluma and drizzle up north. But everything is really offshore right now. Its slow this way almost every day, but today its extra slow because of earlier issues. If you are using the san mateo bridge also or the dumbarton bridge is heavy. They are planning a memorial for motorcycle Police Officer Michael Katherine who died in a collision earlier this week. Janine de la vega, youre at san jose Police Headquarters. You have been out there all morning and you are talking to the officers about how they are doing. Reporter yeah. They are handling it as best as they can, you know. One of the things they mentioned is they now that he was a father. He has two young boys. So, you know, the news of his death really makes them hug their kids tighter. Thats what one of them said that he did last fight. You can see that people are continuing to leave all these flowers and cards. They really appreciate all the flowers and the show of support that they have been receiving here. Now, we do know that sometime today there will be a procession of officers who will escort the body from the Coroners Office to the funeral home. The motorcycle officer. He was just 34 years old. He leaves behind his wife april and two young sons. He is described by friends as a loving and generous man who was devoted to his family. Earlier this year, he took part in a Police Unity Tour where officers rode from new jersey to washington, d. C. To pay their respects to fallen officers at the national Law Enforcement memorial. He touched others. I mean, here we are on the west coast, san jose, california, and im getting phone calls from the east coast from the guys he made friends with on the east coast in new jersey saying they got the news. They were also very touched by his loss and, you know, wanted to know how everyone he is was doing. Reporter he grew up in san jose and graduated from valley christian high school. The school is encouraging people to donate to a gofundme page set up to help his wife and children. Fellow officers say he loved his job patrolling on his motorcycle. New this morning, a wildfire in Santa Barbara county has forced parts of highway 21 to close down. Mandatory evacuation for several communities in that area. The winds picked up overnight. The fire has grown to 1,100 acres. It is still zero percent contained. The sherpa fire is what its called. It started yesterday afternoon near refugeio canyon. No homes are threatened but campgrounds are under evacuation orders. A full house here . We did. We have a couple of big groups here. The smoke was something that we were concerned about, and the ash. We felt we were going to leave anyways. Reporter kind of a rush to get out . It is, exactly, because we have a fivehour drive home. The firefighters are battling the fire from the air and down on the ground. 250 people have evacuated. No buildings have burned as of yet. Family and friends of a teenage girl who was shot and killed in downtown oakland tuesday held a memorial last night. They gathered at carter park to release balloons and held a vigil at the spot where she was killed at 13th and franklin streets. Jefferies and other friends had come from a memorial where there was gunfire. Her mother talked about how quickly her life has been turned upside down. I call my daughter, was she okay . She said yes. I got a phone call my daughter had been shot at 5 36. This is jefferies doing a praise and worship dance at the funeral for the two oakland boys who drowned over memorial day weekend. This video was taken a few hours before she was killed. A young girl who held on to jefferies tried to stop the bleeding, but the girl later died at the hospital. 7 38. Medical cannabis growers in Sonoma County, they are going to hold a support rally today after the big raid and arrest of the owner of a prominent medical marijuana operation in santa rosa. That daylong rage shut down care by design, which makes cannabis oil products. Police, sheriffs deputies and the dea raided four location, including the companys headquarters. Care by design says it has nothing to hide, but the Police Called the business illegal. They also say unsafe uses of Carbon Monoxide gas and other chemicals are made at that factory. The city of santa rosa was unware of what was occurring here to the degree that its occurring. So there are no business permits that have been issued for the type of operation thats working here. The fbi is offering a reward up to 50,000 for information that leads to a serial killer and rapist connected to dozens of crimes. Law enforcement calls him the east area rapist. He killed 12 people and raped 45 others starting in the late 70s. They began in eastern Sacramento County and continued to orange county. The suspect is linked to 12 rapes in the bay area in 1979. There is really no reason to believe that he isnt alive based on age ranges back in those times. We estimate him, and its a wide range, to be 60 to 75 years old. 16 years ago, investigators were able to use dna to link all of the crimes that occurred between 1976 and 1986. One year ago today there was a deadly balcony collapse in berkeley. Six young people were killed at the Library Garden apartments when a fourth floor balcony collapsed during a birthday party. The u. In fact, it slows way before capitol expressway and continues all the way up to mountain view. Thats all one line of slow traffic. 85 and 280 are much in way of alternate routes. But it improves on the way to the caldecott tunnel. Westbound 4 is slow from pittsburg bay point to concord. The nimitz freeway an earlier traffic. Slow traffic from 38 to stevenson in fremont. 280, 101 is slow. 280 out of downtown on the right there northbound is going to be slow until you get to the cupertino area. And there goes caltrain. Caltrain is doing well. All aboard all right. There we go. 8 03. Back to the desk. The beleaguered Oakland Police department, a story we have been following for you. For the third time in a week, there is a new person in charge of opd. Sean went was replaced with ben farrow. Fairow has been replaced by Paul Figueroa. The mayor says she received information that caused her to lose confidence in fairow. She says state privacy laws prohibit her from elaborating. As mayor, i need to have absolute confidence that the leader of this department can be 100 effective on leading cultural based on the allegations that we take extremely seriously. Several Oakland City Council members called the recent shakeups in the Police Department regrettable and there is a clear sign of failed leadership. The police chief is looking forward to making positive changes within the department. Paul figueroa rose from police cadet in 1991. Obviously, there is some things that need to be addressed within the department. I can tell you the next few days are critical for us. I am just really stabilizing and solidifying the daytoday operations for the department. The Oakland Police department has been under federal oversight for the last 13 years. Oaklands mayor told ktvu figueroa hasnt said if he will apply to become the permanent chief of police, but the mayor wants to look outside the department for new leadership. These sudden changes in leadership of opd are raising concerns about whether or not oaklanders trust the men and women responsible for their safety. Its a big deal. Ktvu fox 2s christian kafton is in the newsroom. A while ago you ran into the interim police chief . Reporter yes. We were live at Police Headquarters and we saw interim chief Paul Figueroa. He is getting to work early this morning. We saw him leaving the Oakland Police headquarters at 6 30 this morning. I contacted him and asked if we could have a few minutes of his time. He told me at this point he is, quote, booked solid, as you might expect. Those in oakland looking at the police wondering what all the changes to the Police Department mean going forward. Now, some oakland residents are saying that the constant changes at the top and the deepening sex scandal are causing them to question the effectiveness of the department. The question on many oaklanders minds now is who else is involved in that sex scandal and who will be tasked to permanently head the Department Going forward . And now oakland residents are weighing in on what they think the Department Needs to do to restore the faith of the public. I think that the Police Department, number one, needs stability. There has been a lack of stability. First, we need stability. We need leadership. We really need the police from top to bottom to try to work with the community to help manage the change along with the mayor, along with the city council. Reporter in talking with people around oakland this morning, there really was a consensus, people saying they want Oakland Police to do a better job of connecting with the community to restore the faith in the department. Christian, thank you. 8 07. Mayor schaff learned on monday that fairow had an extramarital affair with a subordinate. With the Police Department rocked by a Sexual Assault scandal, she decided she could not provide the fresh leadership she wants for the city. Fairow will return to his job with bart police. Last night bart police chief rainey issued a statement saying he welcomes fairow to the department noting that, quote, he had a personal relationship with a consenting adult more than a decade ago, none of which precludes him of serving as a sworn Law Enforcement officer or one of my deputy chiefs. Bad scandal involving several east bay Law Enforcement members and a teenage prostitute keeps growing. We are learning that an inspector with the Alameda County d. A. s office has been put on administrative leave. Four deputies have been investigated and cleared of wrongdoing in the case. The richmond Police Department say several of its officers are being investigated as well, and one deputy from the Contra Costa County is on administrative leave while the investigation goes on. Now, the San Francisco Police Department is also looking into the possibility of a connection in the east bay sex scandal. The San Francisco examiner reports the department is conducting a review. They want to see if any of their staff had inappropriate contact with that victim. But the department emphasized it is right now not actively investigating any of its officers. 8 08. An autopsy will be performed on a twoyearold boy who was dragged away tuesday night by an alligator. Searchers recovered the body of lane graves yesterday afternoon. They say his body was intact and likely drowned. Authorities have pulled five alligators from the lagoon and euthanized them for analysis. The nebraska toddler was playing in the water when an alligator snatched him and dragged him underwater. His father tried to save him but could not wrestle the little boy from the alligators jaws. You cannot imagine how horrible a situation this family is going through right now. It is not impossible for a creature to make its way through the matrix of that wilderness into one of these lagoons. Authorities say, as you can imagine, the childs parents are devastated. Southbound 880 has been rough from the getgo this morning. Its backed up 238 all the way down to the stevenson. We had some earlier issues to blame. It continues to be a pretty decent drive until you get to richmond. Then it slows way down. We have seen worst days. I was kind of wondering what it was going to be like with some of the wet weather. It hasnt affected the 80 commute. Lets go to the bay bridge. Thats slow, although the 880 commute has completely improved driving to the bay bridge. It hasnt improved in hayward. Its still very slow on 880 south bay if you are driving, lets say, from hayward to fremont. We can show you that on the maps. You can see traffic is going to be backed up. The road sensors showing a lot of slow traffic. It seems to be improving a little bit. Hours ago a San Jose Police officer was involved in a crash. It was about 3 a. M. It happened at mclaughlin avenue and chest wood drive in south san jose. Police say someone was driving erratically shortly before hitting that police car. Both drivers had minor injuries. The civilian driver was ticketed and then released. We dont know what that ticket was for. Well, emotions are already high within the san jose Police Department after a motorcycle Police Officer was killed in a crash earlier this week. Our janine de la vega has been at Police Headquarters all through the morning learning more about officer mike the katherman and how the community is showing support for the entire department. Reporter the memorial for officer mike katherman continues to grow here in front of Police Headquarters. There is a lot of planning thats going on behind the scenes. We hear a procession will happen later today to escort his body from the Coroners Office to a funeral home. 34yearold mike katherman is being described as a devoted husband and father, and a man of faith. He grew up in san jose and graduated from valley christian high school. Katherman also volunteered his time with the Chaplin Program and the keith kelly club. An organization that helps officers and families in times of need. Fellow officers say he loved his job patrolling on his motorcycle and was someone they could always count on. Their focus is providing support for his family now. Anything we can do. Anything that that family wants will get done on any type of service, any type of support. And it doesnt stop. It will continue past next week into months and into years. And that family knows it. That family knows what San Jose Police is about. Reporter katherman recently participated in the 2016 Police Unity Tour. This is video he recorded of the ride from new jersey to washington, d. C. That ended at the National Enforcement officers memorial. Katherman is seen participating in the candlelight vigil for fallen officers. His name will now be etched on that same memorial. News of his death has spread to the officers he rode with on the east coast, and they are receiving phone calls from them. They really appreciate all the support. Friends and family of a teenage girl shot and killed in downtown oakland on tuesday held a memorial for her last night. So many people gathered at carter park and released balloons in honor of rejeny jefferies. Jefferies and other teens had come from a memorial when suddenly there was gunfire. Her mother talked to us about how quickly her life was turned upside down. I called my daughter at five and said was she okay. She said yes. I got a phone call that my daughter had been shot at 5 36. This is jefferies doing a praise and worship dance at the funeral for the two oakland boys who drowned over the memorial day weekend. The video was taken just hours before she was killed. A young girl who held on to jefferies tried to stop the bleeding, but jefferies later died at the hospital. Time is 8 36. In the u. S. Connecticut senator chris murphy took over the senate floor demanding new gun control legislation after the orlando nightclub shooting. Meantime, judge aaron persky, the embattled Santa Clara County judge in the brock turner Sexual Assault case, he is taking some time off from the bench. According to the mercury news, judge persky was due to go on vacation next week, but he left work on tuesday, adding three extra days. Persky has been under a lot of fire since giving former stanford swimmer brock turner a sixmonth jail sentence for sexually assaulting an unconscious woman outside of a campus frat party. No buildings have burned at least so far. Well, San Rafael Police arrested a suspect in a series of fires that were set earlier this week. Now, police say they tied the suspect to four fires. On both tuesday and wednesday, there were brushfires set in an open stays area. Also on wednesday the Fire Department responded to fires of a call behind a call. As they were returning from that fire, they saw another brushfire and put it out. The suspect had been spotted at the scene of some of those fires. Now, this person is a minor, so we are not being told the name of that person. Well, some new developments now in the search for the egyptair flight. The plane that crashed last month into the mediterranean see. The planes cockpit voice recorder has been found. Its been recovered from the wreckage. This follows an announcement earlier this morning, the main wreckage of flight 804 had been found in the mediterranean between the greek island of crete and the egyptian coast. Now that the cockpit voice recorder has been found, the investigation are going to search for the other black box recorder. Still the cause ever the plane crash is not known. Egyptian Officials Say they suspected terrorism, but there is no hard evidence. The plane was headed from cairo to paris when it went down, killing all 66 people on board. Time is 8 49.
