Bernie sanders won with 60 of the vote compared to Hillary Clintons 38 , and trump had 35 of the republican vote, followed by john kasich with 16 . Reporter good morning. It was predicted that Bernie Sanders and donald trump would win, but they did not predict the magnitude. Bern and donald trump won with larger margins than every poll predicted. Sanders even shot hoops as the results came in. The people of New Hampshire have sent a profound message to the political establishment, to the economic establishment, and by the way, to the media establishment. We are going now to south carolina. We are going to win in south carolina. I love you all. Thank you very much. Reporter trump won by 20 points, but kasich did better than expected, coming in second. Its a big bump heading into south carolina. Im gratified by it for sure. I think its fantastic. But i wouldnt say i was shocked by it. Reporter it may have been a shock to rubio, who had been on the rise in New Hampshire but stumbled after a weak debate performance over the weekend. Our disappointment tonight is not on you, its on me. Reporter for Hillary Clinton, the loss was expected but the margin was not. Its not whether you get knocked down that matters, its whether you get back up. Reporter will anyone in the crowded republican field drop out now as a result of the contest yesterday in New Hampshire . Three republicans in particular are probably on the bubble right now, and christie left the campaign trail to head home today to give the race some deep thought. We dont have a decision yet. Its possible he could drop out. And donald trump claims that he had a long telephone conversation with christie last night. Are endorsement deals in the works . Well see. The next big contests are march 1st with 14 states participating. Because of the way the Election Year is playing out, californias primary in june may actually matter this time around. Usually by june both parties nominees are already clear, but that may not be the case this year if Hillary Clinton and Bernie Sanders continue to be in a tight race for the democratic nomination. And possibly the candidates could even hold Campaign Events in california instead of just fundraisers. President obama is coming back here to the bay area later today for the more common reason politicians come, to raise money. The president due to arrive on air force one tonight at 7 30 in mountain view. Hell spend the night in the san josi area and tomorrow go to a fund raiser at the home of steve wesley, a venture capitalist. The president is also due to attend another democratic fundraiser tomorrow. After his bay area appearances, the president will then go to Southern California. One man died and his wife is recovering in the hospital this morning after they were swept into the Ocean Pacifica yesterday afternoon. The coast guard says the couple was walking along the pier and somehow tripped and fell into the water. Alex savage will have more on the victim and the investigation into what happened, coming up at 7 30. A public hearing today in morrow bay may shape the future of the California Coastal commission. Hundreds are expected at the meeting this morning about the dismissal of executive director charles lester. Almost 1300 supporters have signed a petition to save his job. Under state law he serves under the commission and they dont have to say why he was dismissed. Some blame him for a slow pace of making decisions. Supporters say commissioners who want more Coastal Development want him out. Excitement is building for the mavericks this friday, and invitationings have been sent out to the best surfers around the world. The competition is held here and will look different two mornings from now. It will. Its really quiet right now along the harbor, expected to be much busier on friday. They said it was because of valentines day and also because of the competition. You never know whats going to happen till the last minute, and they gave the competition a green light yesterday because the weather conditions are sort of lining up. We have been watching this storm for five days and its come together perfectly. Its going to hit here friday morning. Reporter a lot of the guys who are competing are in hawaii right now. Is that a good thing, to come right off a competition, since theyre competing today . Is that amping them up . I think its a great thing. These guys are tuned up. Theyre the best in the world, and if theyre tuned up, well see the highest level of performance in big waves that weve ever seen. And el nino, with all the big waves we have had this year, has really helped that come along. These guys are surfing really well. I know its been two years since we have had the competition and now that its here, one of the best ways to watch it is on screen because people are not allowed to go up to the area. Will there be a viewing party . In years past we have had a festival here in the parking lot. There wont be a festival this year but there will be viewing parties at many of the restaurants and even my shop, mavericks surf shop. Well have a viewing Party Outside on a screen. This year we have more cameras on the action than ever before, over 10 cameras from the water, air, the cliff. And i think youll enjoy the show. Two months after the shooting rampage at San Bernardino, a major roadblock in the investigation. Coming up, the Cell Phone Technology thats blamed, and its also designed to protect your privacy. Reporter residents and businesses reporting a big increase in the number of Homeless People camped along division street here. City leaders have noticed it too. Some of the proposals they are suggesting to fix the problem. We are looking at a slow commute in downtown san josi. Well tell you more about the south bay commute. Complaints are growing about a homeless encampment Getting Better in San Franciscos south of market neighborhood. We have been talking to people who spend their time there. Reporter we have talked to several residents, people who work and frequent this neighborhood, 9th and division. Theres always been a presence of homeless and tents in this neighborhood, but a lot of people report noticing its really grown r the number of tents and people out here in the past month. I want to step out of the way to show you this. Just in the last ten minute, department of public works crews have been out here. One supervisor said they come out here every morning to take out the trash and clean the streets here around the tents. They dont kick anyone out but clean up around the encampments they have seen here. I asked if hes noticed the number of Homeless People camping out here increasing, and he says its probably tripled in his opinion in the past month or so. Its a problem many people have noticed in this area. Its not clear whether the encampment started growing when super bowl city moved into downtown, but a lot of people this morning think that is definitely the case. The owner of a gym at 9th and division started posting flyers on the front of his building with the Office Number and e mail of the mayor and every supervisor in town, and hes been telling patrons that if they want something to change, they need to contact city leaders directly. This has been a problem for a while, but i think over the past two months its absolutely exploded. I dont know if it has to do with the super bowl and shutting down market street, but that seems like a pretty clear connection. I mean, its getting really bad. I think the saddest part of what were seeing in division is that there are children in those tents, and that the Fastest Growing demographic of the Homeless Count is currently children between 5 and 17. This is absolutely a moral crisis. Reporter the supervisor says shes proposing a 1 Hotel Tax Increase to generate revenue for homeless families specifically, but thats a long Term Solution that will not immediately alleviate the problem here on division. Another part of the solution is a new homeless shelter at pier 80. It opened on friday but hasnt been as popular as city leaders hoped. Only 20 people showed up the first night and it has room for 150 beds. The truck youre looking at in the distance here, that is a dpw truck. According to to supervisor out here, some of the guys in the yellow vests come out here every morning to clear away some of the trash and debris left by the people who have been camping out here for the past month. Back to you. The federal government is giving a boost to googles plans for a selfdriving car. Nhtsa released a letter it sent to google about the definition of the word driver, saying it will interpret the meaning to include the companys self driving system. The car will not have a driver in the traditional sense. Tech companies and automakers complained the government is making it difficult to test cars that dont need a human behind the steering wheel. Start in san josi, and look at some of the commutes here. 280 northbound is slow as you drive into downtown san josi. The rest of the south bay, the 280 portion i showed you is right there. 85 and 101 are also slow getting into the area. 101 had a minor accident at the 880 interchange. Also seeing slow traffic on 680 getting away from pleasanton. This is a look at the bay bridge toll plaza, 15 to 20 minutes delay at the toll plaza. Getting there on 80 is going to be slow from the carquinez bridge to the maze. Steve . We are already starting off mostly clear here, a few high clouds to the north and south. Starting off with a few 30s, but look at that. Talk about sunrise. There it is. Temperatures are going to rebound pretty fast, at their coolest right now because its going to start warming up. Well take a look at the records in a second. We have had nice sunrise photos like this one up in clear lake, see some of the higher clouds. Best opportunities today south for sure and i focus on san josi and gilroy, 75 for the forecast. That would tie a record high in san josi, going back to 1988. 78 for gilroy would be a record over the 77 set in 2006. Almost all the records set today are 1988 or 2006. There will be others here, i think, sfo at 70 just one shy. Oakland airport has a Good Opportunity here, the record is 68, going 70 degrees. Well see the higher clouds above the golden gate north. 39 at the airport, joining Boulder Creek with the upper 30s. There were only a couple today. A lot of 40s and 50s, and 46 for lafayette, much warmer than yesterday. 19 truckee and we are losing that strong offshore breeze. Around lake tahoe, 32, South Lake Tahoe 22. Thats about all we can mention here. The pattern is very quiet. Each day i think temps come down a little bit because we are losing the offshore breeze. There is still warm air aloft, so not much of a change. Dry forecast till the middle of next week, mild and warm, breezy for some. In a few minutes well bring in alex savage to talk about whats happening on that story and the clear warning for all those taking advantage of the nice warm weather, the high surf thats happening and maybe getting too close to the waves. Well have that coming up in a moment. Lets check weather and traffic first with steve and the forecast. Its been a week of record highs and today may be another round. Not like we had monday and tuesday, but there will be about five or six i think will be close enough that well have to mention they will all be close. Those high clouds are the only thing in the mix. Few 30s, napa airport, 40s and 50s for some, 54 in San Francisco. Woodside close with 41 but mid 40s to pacificas 55 degrees. Mostly sunny to the north, mild to warm. Theres a breeze at the berkeley lab, northeast wind 16 miles an hour. They are already 57 degrees, so above normal temps here, a lot of 70s. Sal . Well, its slow out there, steve. We have slow traffic at the bay bridge toll plaza. It is backed up all the way to the macarthur maze, so well start there. Traffic is going to be busy as you come through there, no major problems there. As a matter of fact, once you get on to the bridge, it looks okay. This is 880 in oakland and looks like it could get a little more crowded later. On the maps, 880 still slow from 238 down to fremont, which is typical. 101 is slow in san mateo near the 92 interchange. Back to the desk. We are learning more about a man from pacifica who drowned yesterday at the pier. Witnesses say he was trying to save his wife, who was struggling out there in the water. Alex savage is in pacifica right now. You talked to the coast guard a while ago about the tragedy, alex. Reporter good morning, the coast guard gave us and update here. They say according to witnesses, the husband and wife were walking along the pacifica pier yesterday afternoon when suddenly both of them stumbled and somehow fell over the side rail of the pier and down into the water, then the strong surf pulled them both out to sea. The scene played out about 2 00 yesterday afternoon. The woman was able to swim back to shore on her own and survived, but her husband could not make it out. The coast guard had to use a helicopter to reach him and they did so. He was about 100 yards offshore when they pulled him out. He was rushed to the hospital but he died. Hes been identified as 60year old larry moore from pacifica. The coast guard, we talked with them this morning and they say his death really should be a reminder act how dangerous it is along the coast. We want to stress to the public how dangerous it is, especially this time, mavericks right around the corner and the ocean is unpredictable. Reporter Officials Say moores wife was taken to the hospital yesterday to be treated and last check she did remain hospitalized but is expected to fully recover. The surf apparently was so strong out here yesterday that rescuers initially were trying to reach the man and tried to wade into the water themselves but kept getting knocked back because of the force of the waves. Thats how strong the surf was yesterday. People who witnessed the rescue say this is really just a tragic reminder about how dangerous the ocean is and you cant take anything for granted near the water. Tough story, alex. Thank you. A funeral will be held tomorrow for a walnut creek man killed in a car crash that police say was linked to road rage. Police say 77yearold anthony tonte was killed last month in a hitandrun crash in richland. The alleged driver, 32yearold obeb obeseo was arrested days later, driving at speeds up to 60 miles an hour on city streets. You can see on the Surveillance Video the excessive speed. Should have never happened. There were choices that that jackass made, that he could have changed. Theres a road rage incident on 880 returning from vallejo. The driver and suspect got into an argument with another driver and decided to chase that individual. He is now being held on charges of vehicular manslaughter and hitandrun. San Francisco Police are investigating a string of robberies this morning that happened in the citys mission district. They all happened early monday morning, the first at a home on fair oak street. Someone broke into the garage and stole bicycles and sleeping bags. Then about 1 45 a. M. , a man parking his car was robbed and punched by a group of teens who pretended to be hit by the car. Then a man near 16th and rodwell was robbed and stabbed, then a man was grabbed from behind and robbed as well. Police havent said if the robberies are linked. Phone technology has become a roadblock for the fbi as it investigating the San Bernardino shooting rampage. Brian flores has more on the frustration for Law Enforcement, trying to piece together the time frame of what the killers are doing. And Smartphone Technology is so advanced now, especially when it comes to gathering more information. This is the dilemma on many cases, including this San Bernardino shooting last year. In a hearing with the Senate Intelligence committee on Global Threats, the fbis director says in the two months after the San Bernardino shooting, investigators still cant access the information inside one of the killers cell phones because of advanced Encryption Technology many of the new cell phones have. Investigators hope the information could lead to more information like were they in communication with others before the shooting. He says he understands the debate between privacy and national security. The part that gets confusing to me is when folks talk like, we want access to company servers, we want their source code, but wed like a world where people can comply with court orders. Lots of companies do and they are able to unlock them when judges order it. Laurens forecast is next want legislation to help Law Enforcement during these investigations. Jim cooper introduced a bill to require smartphone manufacturers in 2017 to be required to be unlocked by the manufacturer. It was intended for solving Human Trafficking or other similar crimes. Another similar bill is being talked about in new york as well. Many Cell Phone Companies say they dont have a back door to decrypt the smartphones because that would compromise privacy. Its a bigger issue being debated right now. Thank you. Whats now believed all of the victims have been removed from the wreckage of yesterdays deadly train crash in germany. Two commuter trains crashed headon in bavaria, killing at least 10 people. The train engineers are believed to be among the dead. Authorities are trying to determine why Safety Measures failed, putting those trains on a collision course. President obama asked congress for nearly 2 billion in emergency funding to fight the zika virus but republicans say theres no need for new money and they want the white house to use the money approved to fight ebola. Administration Officials Say money is still needed to finish work against ebola. Wherever the money comes from, medical experts say it will take five years before there is a vaccine against the zika virus. One San Diego Company is already working on it. Scientists are taking what they know about viruses in the same family and using that as a starting point. They dont even have the live zika virus to work with. Companies want to hire people that care and are passionate about what they do. Thats much more valuable than a degree. Health care is big, biotechnology, high technology, marketing, sales. Theres a company in san mateo called full circle. They are looking for salespeople. Highway 4 still feeling the effects of an earlier problem here. 880 is slow as you drive from 238 down to fremont. Marin county, southbound 101 slow through central san rafael, and the Richmond Bridge approach, westbound 580 still very slow. The chronical is reporting bart admitted 77 of train cameras are fake or they dont work. The investigation came out after the deadly shooting of a man on a train earlier this year. That gunman is still on the loose. Bart plans to install working cameras on all trains, costing about 1. 4 million. San francisco Public School leaders decided to delay a vote on whether or not to make condoms available to middle school students. The vote was supposed to happen at the School Board Meeting last night but there was concern many parents couldnt attend because of Chinese New Years celebrations. Under the proposal, students would have to meet with a social worker or school nurse to get condoms. The vote is likely to come within two weeks. Two students hospitalized after being infected with meningitis have been released. Three students became ill in january and a third developed a related blood infection and was released last week. Nearly 5,000 doses of the vaccine were administered at the campus at no charge to the students. There will be an additional 5,000 doses next month. One church may increase security after the youth baseball field was vandalized for the second time in a month. A plastic table and other items were set on fire last friday at the cal ripken field on fremont boulevard. Last month vandals broke through padlocks and damaged the snack bar. Getting a little tedious, you know, having to clean up after it. This time wasnt as bad as the first time. But the cost of the damage, its getting to be a headache. Police have not said if there is evidence connecting the two acts of vandalism. No arrests have been made yet. The warriors remain with a good show, beating the Houston Rockets last night. I think people during the super bowl were not driving and now theyre back, and theres a lot of volume, a lot of crashes and slow traffic out there. Well start with a look at the toll plaza, people waiting there to get on to the bridge, about 10 to 15 minutes. That is not that bad, very normal. Once you get to the bridge its okay. San mateo bridge has been slow and we have had some slow traffic on the 101 near 92. Whats really become a terrible commute, the drive between concord and danville. 242 down to danville is slow, northbound 680 also slow. Part of this is more volume on the roadway, especially between walnut creek and dublin. Also looking at southbound 280, low down to Crystal Springs after an earlier accident. A public hearing today could shake the future of the California Coastal commission. Hundreds are expected at the meeting over the dismissal of executive director charles lester. Behind the scenes, theres a lot of preparation going on. Making sure all the plans we have been working on for the last four our five months are getting put into place the boats, the water patrol, the judges, the athletes, making sure theyre all going to be able to be here, setting them up in local hotels. Since Homeless People in San Francisco were moved away from the Ferry Building because of super bowl city, some city leaders say the numbers of homeless are not growing but they are becoming more visible. Some people think the problem is still growing where they are. Reporter the homeless encampment has become more visible to the people who live and frequent this area, and some we have talked to say there have all been tents along division street and 9th. You can see the tents along the sidewalk. But people also say there have been more tents popping up here in the past month, a number of encampments here definitely grown. Its been noticeable to folks out here. This morning a crew started cleaning up along the sidewalk. They do this every day. The supervisor says hes noticed about three times more tents in this area than usual. They clear out debris and trash left outside along the encampments and dont tell the people to move because only people can cite people here and tell them to leave. But the supervisor estimated there are three times as many tents here as there were two months ago. Everyone has theories about why the new larger tent city sprung up along division, and many say there is a connection between super bowl city downtown and more homeless moving to the south of market area. One homeless man this morning told us he was a longtime resident here, live in a tent here for three years and even hes noticed he has more new neighbors. Theres a lot more people around here. This is the only safe place for a person they think they can go to. Theres nobody else here bothering anybody. Theres no Residential Housing or nobody living around. This is all open, just an open lot. So nobody could complain, is what they look at. We are finding with all the construction, all the development and new housing, there are actually less places for people to hide if they dont have a home. Reporter the supervisor says shes proposed a 1 Hotel Tax Increase to generate revenue for homeless families but thats a longTerm Solution and wont immediately alleviate the problem here. Another part of the solution is the creation of a new homeless shelter here that opened up on friday but its not been as popular as city leaders hoped. The first night it was open, only 20 people showed up and they have room for 150 people. Back to you. Drivers on 580 will have two eastbound lanes and one westbound lane running for the dublin interchange through the valley. Clean air vehicles and motorcycles can use the lanes for free sometime this month. If youre alone, you have to pay, and the price will vary depending on the traffic at the time. The price could be as low as 4. 50 or as high as 22 for a round trip. Drivers will need a new fast track flex to use the lanes and it can allow drivers to indicate how many people are inside the car. The federal government is giving a boost to googles plans for a selfdriving car. Nhtsa sent a letter to google about the definition of the word driver, telling google it will interpret the meaning of driver to include the companys selfdriving system. Now on fox 2, the coast guard talked with us this morning about family tragedy at the pacifica pier. A husband died after he and his wife fell into the water there. Alex savage is live with what led up to the drowning. Reporter good morning to both of you. According to to coast guard, we spoke with them this morning and they say witnesses spotted this husband and wife falling from the pacifica pier down into the water. Apparently they were walking along, stumbled and went over the side rail. Thats the account from some witnesses. There are some conflicting reports this morning about how they wound up in the water. In any case, strong currents swept them both further out into the ocean and they had to be rescued. This scene played out about 2 00 p. M. Yesterday. The woman was able to swim back to shore and survived but her husband could not make it out of the water. The coast guard used a helicopter to reach him, about 100 yards offshore. He was rushed to the hospital where he died. This morning hes been identified as 60yearold larry moore from here in pacifica. All the witnesses who watched this play out yesterday were stunned by what they saw. She was floating way out there but i could see her head and her feet. She was like trying to relax and not fight it. He on the other hand, trying to fight it and get back up. He actually got close to getting out like act three times but the waves just kept taking him back in. Reporter Officials Say moores wife was taken to the hospital for treatment and at last check remained hospitalized but she is expected to make a full recovery. The surf was so strong out here yesterday that even rescuers initially tried to go into the water, wading into the water to try and reach moore yesterday, they had trouble getting past the breakers because of conditions out here. The coast guard says this mans death is certainly a reminder of just how dangerous it is right now along the coast, a tragic reminder. Thank you, alex. A funeral will be held tomorrow for a walnut creek man whose death last month is linked to road rage. Police say 77yearold anthony tonte was killed last month in a hitandrun crash in richmond. The alleged driver, 32yearold obeb obeso of richland, arrested days later. Investigators say he was driving up to 60 miles an hour on city streets, and you can see the excessive speed on this Surveillance Video. Should have never happened. There were choices that that jackass made that he could have changed. There was a road rage incident on 880. Our driver and or suspect got into an argument with another driver and decided to chase that individual. He is being held only charges of vehicular manslaughter and hitandrun. Police targeted a drug operation in east oakland, federal and local drug agents seized more than 200 Marijuana Plants an indoor grow equipment from two homes yesterday. Officers also found a rifle and handgun and arrested a drug suspect they say had been on the run for two years. Hes moved around a bit, so gave us a run for our money. We were able to track him down and get him into custody. Agents also seized car parts as part of the investigation. Its been over two months since a San Bernardino couple shot and killed 14 people at a holiday party, and there are still a lot of questions. And the fbi says its being blocked in its efforts to unlock a key piece of evidence. Any of the newer smartphones and tablets have advanced Encryption Technology. While its meant to protect your privacy against hackers, when it comes to solving crimes its become a major hindrance to finding any links to the killers in the San Bernardino shooting. At a hearing on Global Threats yesterday, fbis director told the panel two months after the San Bernardino shooting, investigators cannot open or gain access to the phone of one of the killers. Many newer smartphones have whats called full disc encryption which hides things like text Message History and photos unless the user himself unlocked it with a pin number or access code. The fbi says while they have the phone in their possession, they continue to work to open it up. And there are other cases as well. A woman was murdered in louisiana last summer, 8 months killed, no clue to who did it but her phone is found there when she was killed. Still cant open it. The case remains unsolved. This is something i hear about from all over the country in Law Enforcement. Many smartphone manufacturers say there is no back door so to speak to decrypt phones because that would compromise privacy. Some are proposing a bill to require smartphone manufacturers to make cell phones that can be decrypted if there is a court order. A similar bill is being talked about in new york and north carolina. The debate obviously continues, privacy national security. Coming up, how to combat the zika virus is turning into a political battle. President obama asked for 2 billion to fight the zika virus. There are no known cases of the virus being transmitted by mosquitoes in this country. Republican leaders in congress say there is no need to allocate separate money to fight the virus. There is still money left that was appropriated for ebola and other infectious diseases. So theres no immediate shortage of money for the administration to do what they think needs to be done. The health and Human Services secretary says money is needed to finish the job against ebola and says Health Officials want to fight both diseases. There is a hearing tomorrow to discuss options and democrats say action is needed now. Experts say its likely to take five years before theres a vaccine to the virus. Two students hospitalized after being infected with meningitis are out of the hospital now. Officials say three undergrad students became ill in january. San francisco Public School leaders decided to delay a vote of whether to make condoms available to middle school students. We told you about this last week. Under the proposal, students would have to meet with a social worker or the school nurse to receive a condom. The decision will likely come in about two weeks. This morning the berkeley chancellor is warning act changes coming to deal with the 150 million deficit. The chancellor in a letter said the university faces difficult decisions to reduce the deficit, totaling about 6 of its budget. Hes looking at consolidating some academic departments, evaluating spending only athletics and cutting staff among other measures to begin this summer.
