Usually around 5 30 am is when we start to see that. Northbound 280 in san jose looks good getting up to 17. San Francisco Police are investigating the deadly shooting of a 15yearold boy. This happened in the cities outer sunset neighborhood on sunset boulevard at kirkham street. Investigators say he was driving a white pontiac early yesterday afternoon and there was a 16yearold boy in the car as well. A witness told us another car pulled up next to the pontiac and someone in the front passenger seat of that car pulled out a gun and fired. The 15yearold driving the pontiac died at the hospital. The 16yearold passenger was not hurt. Police say the does not appear to be random. We dont know if there was another vehicle involved. We do understand that he may have been targeted and so we dont see this as a random act. Police say the 15yearold victim did not live in San Francisco. They are not releasing his name or saying if he had a drivers permit. There is no information about any possible suspects. A second teenager has been arrested in connection with last months takeover robbery on the bart train in oakland. Investigators say the 15year old is among the 5060 teenagers who hopped over the fare gates at the coliseum bart station and robbed seven passengers. Oakland police say he was spotted on friday during another robbery in east oakland. He was arrested after a short car chase. Been police connected him to the bart takeover robbery. Last week another teenager was arrested at san leandro high school. The fate of the man accused of killing morgan hill teenager sierra lamar will soon be in the hands of a jury. Later today closing arguments in the trial of Antolin Garcia torres are set to begin after a threemonth trial. Azenith smith has the details. Reporter five years after sierra lamar disappeared jurors could decide this week if Antolin Garcia torres kidnapped and killed the 15yearold who vanished in morgan hill on her way to school in 2012. The first big decision the jury will have to make is whether sierra lamar could still be alive. Reporter legal analyst steven clark said neither the prosecution nor the defense has left any stone unturned. Without a body nor a crime scene, prosecutors from the Start Holding its forensic evidence that included Garcia Torress dna found on sierras clothing. Her hair found on a rope in the trunk of his car. When the water temperature is this cold, its only a matter of hours sometimes before that fog shows itself. It will not be today but i think by tomorrow. Want to talk about northbound 101 from gilroy to send martin. A truck accident at the scales. It is causing a slow down. Northbound 101 slowing down from north of highway 152 up to the scales and send martin and your drive to morgan hill. If that your morning commute, give yourself extra time. It is an unusual slow down. That is what sets people back. Northbound 280 getting up to highway 17, not bad as you drive into san jose. At the bay bridge toll plaza, the metering light usually go on around 5 30 am. This is a 510 minute delay before you get onto the bridge. Lets go back to the desk. Drivers across the country are surprised by an announcement from President Trump. He says he may support a hike in the federal gas tax. For people in california, that would be on top of the new state gasoline tax just approved by lawmakers and signed by the governor. Filling up could become an expensive proposition, especially for drivers in california where the state gas tax is set to go up later this year. And now you have President Trump hinting at the possibility of a hike in the federal gas tax. Obviously all of us here in california would pay both of those increased taxes if a federal gas tax were to be put in place. The federal gas tax has not gone up since 1993. The president is suggesting that all of that additional money would be used to pay for his ambitious infrastructure plan, repairing roads and highways across the country. Gas prices have been on the rise lately. Averaging around 2. 38 a gallon nationally. Closer to three dollars a gallon in california. The president hinted at that hike in the federal gas tax during an interview with Bloomberg News recently and he referenced a meeting he had with truckers at the white house. The truckers have said that they want me to do something as long as that money is earmarked to highways. They had expressed a willingness to see Something Like that as a way to help pay for and repair the roads and bridges and that he said he come out of respect, with definite listen to them and considerate. Reporter remember in california, Governor Brown just signed a bill that will raise the gas tax in our state by 0. 12 per gallon. That look out into effect starting this november. All that money will be used to repair roads and bridges across california and pay for mass transit projects in our state. Again, you have the potential now for drivers in california to essentially be hit twice. The increase in the state gas tax and if this goes anywhere, at this point these are comments from the president , we dont know if this will go anywhere. I potential hike in the federal gas tax. Youre looking at a very expensive trip to the gas pump, potentially. Pam and i were talking about the domino effect. If we are spending more money for gas, we may not spend more on other things. Police and berkeley are looking for a man who stabbed a person in what appears to be a random attack investigators said the victim was walking near his home last friday night on san diego road near john hinkle park. Police say the man approached him, and stabbed him for no apparent reason. The victim is expected to recover. The attacker is described as a white man in his 30s with sandy colored hair. He had stubble and was wearing a light colored clothing and had a black backpack. Police in santa cruze arrested a man accused of a hit and run last night where a woman was hit as she walked her dog. The woman and her dog were walking on westcliff drive along the Lighthouse Field beach when the white house does when a car hit her. She was airlifted to a Trauma Center is in critical condition. Police found the suspect, lorenzo or tego of san jose, through witness descriptions of the car. The oakland Fire Department is investigating a fire at a homeless can. Because of a cut in state funding, the School District could no longer pay the 2 million for the supplementary bus service for students who go to skyline, montero and Community Day schools. Administrator say ac transit provides this extra Transit Service to other east bay School Districts but that oakland was the only School District that was required to pay. Ac transit. If theyre going to be eliminating some buses then she may not get to school on time. Then we will get letters of truancy. Students should not be penalized for not being able to get to school on time if its becoming a hardship to get to school. The Oakland School district said its trying to negotiate with ac transit on a solution but so far the sides are far apart. Ac transit says it created special routes specifically for Oakland Schools. In addition to extra buses and security. A worker at a Half Moon Bay restaurant is under arrest, accused of using a cell phone to record people inside a womens bathroom. This happened at jersey joes restaurant and the victims include children. A woman eating at the restaurant found the phone saturday night. Investigators determined that belonged to pedro gonzales. This in the video captured images of two women and four children. Anyone who visited the restaurant is asked to call the san mateo sheriffs office. The storms we had this winter are expected to lead to a dangerous fire season across most of california through the summer and fall. Its slow, 8 miles an hour. Thats why people are so frustrated with this commutes. It is very slow. By livermore, it looks good. Slow traffic on 680 southbound getting out of pleasanton down toward fremont. Northbound 101 has become a mess in gilroy because of a truck accident at the scales. After that in morgan hill, it is also slow. As you move to the bay bridge toll plaza, its backed up for about a 15 minute delay at the pay gates before you make it onto the bridge. At 5 47 am, lets break stephen. A few high clouds and that has held those lows up. They are starting to clear out pretty fast and they will be gone soon. 90s for many through the into it. 70s and 80s on the coast and bay. We dropped off a little away from santa cruz island. We like to take them back to the island so they are reintroduced to an area that they are familiar with and there are other populations there. I feel very confident that all three of these animals will do excellent in the wild. You cant have it, pam. You can pick the marine biologist also remind you if you see an animal in distress, leave it alone. Call the experts. Call the authorities.
