You get the temperature, dew point coming together and that radiation fog can be thick, thick, thick. It will also be hazy and humid. Very muggy conditions out here. Temperatures already in the mid 50s and it wont take long to get in the upper 60s or so 70s. A little bit taller order in the north bay. 57 livermore. 56 oakland. 57 sfo. San jose, 56. Its really warm and again, if you are doing anything outside, you will notice it. Rain continues to stay to the north. Were waiting for tomorrow nights system. It looks like 10 00. Probably early for the north bay. Today, fog. Hazy sign. More high clouds to the north. Morning drizzle. But hazy and humid skies. It will feel very warm for some. Mid60s. A few low 70s. Heres sal. Were gone address the problem on highway 24 in just a minute. First, good news at the bay areas busiest bridge, the toll plaza here of the bay bridge is light. I think you will enjoy that getting into San Francisco. The drive time has been steady this morning at about just over ten minutes. Thats great to get into the city. Looking at interstate 880, the traffic there looks very nice if you are driving past the coliseum in both directions. Looking at the south bay, about the only slow traffic we see is northbound 101 in san jose. I want to look at highway 24, were about to toss it to tara who has more than two dozen cars out. We just there is a verbal argument and Orinda Police and chp are separating two parties a little upset about all of this. Lets go live to Tara Moriarty who has more on this situation. Tara . Reporter i havent seen those parties that you are talking about that are in the argument. But we do know that 20 people pulled over here on the side of the freeway needing help with tires being changed. Traffic is still slug irk here westbound 24 where many drivers are waiting to get help this began at 6 00 this morning when several drivers hit a chunk of metal drped by a truck. One woman said her tires were immediately slashed. Another driver said not only were his tires rue bed but his rims were badly damaged. Ran over a piece of steel, crossed over two rains. We hit it dead on which caused this side to get two flat tires. The car clipped it. He moved on. Were here with eight other people, all of these tow trucks and the traffic. Reporter some cars sustained damage to the car itself. One car had a ruptured gas tank and spilled about 35 gallons of gas and oil on the roads. Crews were able to absorb that. A veteran san jose firefighter is in jail this morning facing sex and drug charges involving children. Ktvu news has confirmed Police Arrested 53yearold mario qestas at work yesterday. Janine de la vega just spoke to the president of the Firefighters Union about this arrest. Good morning, janine. Reporter good morning, tori. The president of the Firefighters Union said hes just feeling a range of emotions. He says hes in shock, that he feels angry, disappointed. Now, ive learned that qestas worked here at the Administration Building for the Fire Department and doing community outreach. Lets go to video that we have of him from a disaster drill a few years ago. The department of justices spokeswoman said they received a tip about the 53yearold a few months ago and the task force started to investigate. It appears he was soliciting children through website and also gained the trust while on the job. He was arrested for sex crimes with a minor. Its unknown how many victims are involved and how long the behavior has been going on. Hes also arrested for possession and sale of drugs. We served search warrants at his residence and office. We seized computers and any other records, information related to drug sales and any other conversations that he may have had with people. We still have to go through those items, still have to go through computers and that can take some time. Reporter on his Facebook Page, it list is his home his home as san lorenzo and says hes a singer for the catholic yosis san jose. More charges could be becoming. The spokesperson said prior to his job, he was a fire inspector. Before that, he worked as a firefighter for station one. Last last night late last night, San Francisco firefighters discovered a an illegal discovered an illegal marijuana operation. Firefighters quickly put out that onealarm fire but then they saw marijuana plants. Now San Francisco police have a search warrant to seize the marijuana. The fire was rapidly extinguished. Fire damage was limited to two rooms within this initial structure. No one was at the house at the time of the fire. No arrests have been made. Firefighters say the electrical wiring was altered to hide the operation. The investigation continues. Meantime, for the second day, protesters are camped out at uc berkeley. They are demonstrating against uc president , Janet Napolitano. Some of the protesters have even locked themselves inside the blum center building. Now, heres some new video of the protests. We just received these pictures you are looking at. Protesters are trying to call attention to the number of deportations of undocumented immigrants that occurred while Janet Napolitano was the head of the department the homeland security. Napolitano right now is on a listening tour of the uc system. A man and woman have been arrested in connection to a deadly shooting at a vallejo mobile home park. Around 2 45 yesterday morning, one suspect was arrested near the motel 6 on fairgrounds drive. The other person was captured two hours later just a couple of miles away. Detectives are not saying much about their investigation but indicate there may be a third suspect. On february 2nd, joseph diar was found shot to death at the vallejo mobile estates. It was the parks second homicide in less than two weeks. A benicia elementary schoolteacher is due in court after she reportedly served food laced with marijuana to other teachers. 47yearold teresa badger faces charges of food poisoning. Shes accused of serving a dish that had marijuana in it to other faculty members during an offcampus potluck in november. At least eight people became sick and one person was hospitalized. 7 09. The winter storm, already blamed for at least 21 deaths. Its miling up more snow on the piling up more snow on the northeast. 2 feet of snow has fallen in virginia and maryland and in parts of washington, d. C. , philadelphia, and new york, know totals are between half foot and a foot of snow. And then there are power outages. 500,000 homes and businesses have no electricity because of that storm. Now, among other things, president mcneilly wants his company to stop watching the fleet of 15,000 cars and turn off fountains outside of corporate buildings and clean up certain areas with brooms, not hoses. Tesla is confirming theres been another fire involving one of its model s sedans. The latest, a driver parked his car in his home garage. It was not charging. The battery was not burned. The cause of the fire remains under investigation. There had been three other tesla fires. No one has been seriously hurt in any of them. Tesla did update the recharging software after a fire last year. Teslas stock is down. 3 right now in early trading. And traffic is not as bad as it could have been like if it happened on monday when it was raining. Bay bridge toll plaza, a little bit of a backup now in those middle lanes with no major problems. All of a sudden, we have a backup at the toll plaza. This mornings commute in san jose has not been really that bad. Northbound 101, a little bit of slow traffic 85 and 280 are doing well. Some of that dense fog and drizzle, about 10 00, starts to lift a little bit. But visibility could be awful. Again, its kind of hit and miss here. Its not widespread. There are low clouds that are widespread. Just not the really low clouds that are counsel on the down on the deck. We have temperatures that are mild. The air mass is warm. Heavy rain up north near the oregon border. Crescent city north. Thats what we had last weekend. There will be a hint of this dipping south late saturday night. 57 sfo, 57 livermore. San jose, is 55. Novato, 54. A lot of high clouds will continue to faferner the north bay. The rain stays to the north for at least 36 hours or so. Well get a break as this system does this right here. That will allow our temperatures to be warm and muggy. Overall, the rainfall from the system will not be that heavy. Hes now facing up to eight years in prison. 7 26. A ruptured sewer line in guerneville is blamed for 100,000 gallons of sewage spilled into the Russian River. The 16inch concrete pipe was about four feet underground when it broke around 12 30 yesterday afternoon. Crews were able to stop the spill three hours later. Contamination to the river still has not been determined but Drinking Water and Sewer Services were not affected. Theres been another large beef recall. Mid to upper 50s. You break through the fog bank. It will be very trolllike and warm. Rain continues to be good on the north coast. In fact, the situation came so testy, there was a report of a couple of people having a pretty heated argument. Orinda police had to separate the parties. 24 has been lighter than usual, though, and were catching a little bit of a break. Well have a live report from this scene coming up. We have a small delay, about two, three minutes. Ten minutes on the bridge. Its about 15 minutes into San Francisco with no major problems. And in san jose, we have northbound 280 near 87 there is a crash. Its not causing a big backup. Thats because Traffic Volume is much lighter in the Santa Clara Valley today. 7 32. Lets go back to the desk. Were still following developing news in san leandro where a condo caught fire and firefighters are still mopping up hot spots. Alex savidge live in san leandro to tell us how sick people who were asleep at the time escaped safely. Good morning, alex. Reporter good morning. All of those people who live inside this duplex in san leandro made it out thanks to a neighbor who warned everybody about this fire although we did just find out from firefighters that a dog was killed in this fire, a yellow lab. She was found hiding under one of the beds in one of the downstairs bedrooms. Let me give you a look at the scene. You can see Alameda County firefighters still out here this morning making sure this fire is all the way out. Keeping an eye on some of the hot spots. Its a twostory home that caught fire on Fairway Drive near doolittle. This fire began at 4 30. When firefighters got here, flames were pouring from both floors. Crews were forced to fight the fire from outside. This duplex has two different units in it. Upstairs, a grandmother was sleeping with her two grandkids and they wouldnt have woken up if it werent for a downstairs neighbor who ran up banging on ther to. That man may have helped to save several lives but he says he was really trying to help out his neighbor. I dont consider myself a hero. I did what you naturally what you should to, alert everyone and just get them out. Youre not even thinking. I was thinking please dont fall through the floor. It was like in a movie. Ive never experienced a fire. Reporter it was a dangerous situation for firefighters because of the fact that there were some power lines brought down by the flames and they were still live when the first crews arrived at the scene. Pg e came in a short time later to take care of those live power lines. The red cross was called in to help the six people forced out by this fire. They will have to find another place to live. And to bring it out here to a live picture on fair way drive in san leandro, you can see that firefighters are still here. Theres also a fire investigator going through the remains of this building here, obviously, its heavily damaged. Uc berkeley is responding to the Public Health alert directly tied to a cal student. The university has now contacted about 100 cal students who attended class with another student who tested positive for the measles. Cal will soon have 300 doses of vaccine on hand for staff and classmates who may have been exposed to this highly contagious respiratory disease. For people who are not immune and may have been exposed, its very important for them to recognize the symptoms of fever, cough, watery eyes and perhaps a rash and to contact their Healthcare Providers immediately. During february 4th, and 7th during the earlymorning commute, those who rode that commute may have been exposed. 27yearold hussein of emeryville faces charges of vehicular manslaughter and felony hit and run, he was out on bail after being arrested last month for stealing cell phones from others. He hit and killed 35yearold paul lambert of San Francisco crossing van ness avenue. Hussein tried to walk away from the crash seen but witnesses pointed him out to police and he was arrested. 7 37. Nearly two years after the disappearance of sierra lamar her accused killer finally entered a plea. 22yearold Antolin Garcia torres pleaded not guilty to the kidnapping and murder of the morgan hill teen. He only spoke once in yesterdays hearing, saying, yes, when asked if he was willing to waive his right to a speedy trial. The arraignment came after a grand jury on tuesday indicted him. Its good that the wheels of justice are finally moving forward. Its been so frustrating. Prosecutors say they are confident about their case even though lamars body has not been found. Garciatorres is being held without bail. A judge scheduled a hearing in made april to hear defense motions. Residents in the upper diamond district are talking after a Security Guard opened fire while trying to stop a burglary. It happened yesterday after a private Security Guard hired to patrol the neighborhood spotted a burglary in progress on harding way. The Security Guard chased the burglars to a driveway on waterhouse road. The guard says he shot one of the burglars in the leg after the burglar came at him with a screwdriver. Im really glad that, you know, were getting our moneys worth. Security company want to act like police and they are not the police. Now, one of the burglars was arrested. The other got away. The Security Guard says the burglars were carrying a flat screen tv and a telescope when he confronted them. 7 38, tori. Yes, it is. Thank you. A federal Appeals Court in San Francisco ruled in favor of gun owners striking down californias concealed weapons restrictions. In its 21 ruling the 9th sirt kit court of appeals said california must allow law abidingcy citizens must show good cause to obtain a concealed weapons permit. Our position was that under the Second Amendment you cant require a special need. Good cause is satisfied if you just just if you want a permit no defend yourself. Its disappointing and i think that here in california they will seek to appeal from that decision. A san diego man filed a lawsuit after he was denied a concealed weapons permit. The ruling is on hold pending an appeal. Some believe the issue may end up before the supreme court. B. A. R. T. s board of directors has hired an outside consultant to try to figure out what went wrong in last years disastrous labor negotiations. Ten months of bitter contract talks failed to prevent two b. Police say he was drunk, harassing other passengers and had repeatedly ignored their orders to get off the train. Police and calls their response heavyhanded and unnecessary. 7 40. Now, more beef connected to a petaluma slaughterhouse is being recalled. Rancho feeding corporation is under a federal investigation on suspicion of slaughtering diseased cows. Rancho has recalled almost 9 Million Pounds of meat processed in the past year. A San Mateo County producer of Grassfed Beef is also recalling beef that was processed in 2013. The company, leftco contacted with rancho to process cattle last summer and the fall. 7 41. Many of the flower shop owners picking up their owners. Many flowers sold here in the bay area as well as Northern California. Some will be sold right here at the flower mart as its scheduled to open at 10 00 a. M. Of course, roses are the top seller today. But other popular flowers that you might consider if you think outside the box include tulips and lillys. Those are top sellers. Valentines day is not considered the busiest. The gm here says that mothers day pretty busy as well. Many flowers here mostly come from the state of california. About 40 come from south america and countries like ecuador. On a serious note, just like other industries, flowers being affected by the Drought Conditions that were currently in. The growers are an egg. There are water allocations being cut or, you know, a lot of the nurseries have wells that the you aquifers are getting low. Theres a deep concern Going Forward from here with the water situation in the growing areas. Reporter in terms of valentines day, this is not a process that starts in february. It begins in december when the growers clip the flowers and place and places like the flower mart take orders in january and the beginning of february is when the flowers arrive and thats when they start to make the arrangements. I also asked how much they make on a day like this. Reporter good morning. The last driver took off 20 minutes ago after she got her tire fixed. There were about 20 people that had to pull over the shoulder on highway 24 when their tires were blown out by this hunk of met a its really, really heavy. That caused a huge traffic jam. Were here 24 westbound at the saint stevens exit where traffic is beginning to pick up. Its no longer sluggish. The mayhem bebe gan at 6 00 began at 6 00 this morning. One woman said her tires were immediately slashed and she swerved to get over to safety. Another driver said not only were his tires ruined but his were badly damaged. He needed a flat bed tow. Ran over a piece of steel. Crossed through two lanes. We hit it dead on which caused us to get this side two flat tires. The car next to us hit, clipped it but he pulled over and he proceeded to move on. But were here with eight other people. Reporter some vehicles sustained body damage. It stems from a department of justice investigation that actually started several months ago. Janine de la vega has more. Reporter mario cuestas used to be a firefighter. Hes moved on to another position within the department. Firefighters are reeling over these allegations. They are all in shock. Here is some video of cuestas from a disaster drill a few years ago. The department of justice spokeswoman says it appears he was soliciting children through websites and also gained their trust while on the job. He was arrested for sex crimes with a minor. Its unknown how many victims are involved. And how long the behavior has been going on. Cuestas also was arrested for possession and sale of drugs. He worked out of the Fire Departments Administration Building doing community outreach. Items at the office including his computer were seized yesterday. His home was also searched. I think i and our whole organization is shocked. You know, i think the charges tell us that there may have been a victim or victims in these crimes and we couldnt feel worse. Firefighters are here to help people, not hurt people. I think our whole organization is reeling right now. Uc berkeley is responding to a Public Health alert. They contacted 100 students who were in contact with another student who tested positive for the measles. Police say he was only wearing underwear and socks at the time of his arrest during peeping. The Sexual Assault charge was never filed. A 22yearold man and a 25 yearold woman were arrested for suspicion of a deadly shooting at a vallejo mobile home park. One arrest was made during the motel 6 on fairgrounds drive. The other person was arrested two hours later a couple of miles away. Police are not saying much about the case but indicate there may be a third suspect. 33yearold joseph dire was found shot to death at the vallejo mobile estates. It was the second homicide at the park in less than two weeks. The rollout of a new state computer database is creating some Serious Problems for thousands of Nursing School graduates. Due to a computer glitch, students cannot take the licensing exams they need to get work. The States Department of comr Affairs Consumer afairs says theres a backlog of applications. The department rolled out a new computer database in october called the breeze center. The system was designed to have applicants enter their own information. After discovering a lastminute glitch, the department decided to launch it without that page. The board staff are having to enter the information themselves and its lowing things down. I have a job offer from San Jose University and they need my licensing by march 13th. The plan is to put the bureaus and boards on the system by the end of 2015. A state lawmaker has requested and independent audit. The Department Plans to put ten additional staff in place today to help process applications. You know its valentines day. The judge ruled that virginias ban on samesex marriage is unconstitutional. That ruling also says virginia must respect samesex marriages carried out legally in other states. Critics say they will appeal that decision. And the new ruling was stayed by the judge pending that appeal. 8 17. Theres been another fire involving one of teslas electric cars. The most recent fire hatched in toronto where a model s was parked in a garage but was not recharging. The cause is still under investigation. They said the appeals process for the prisoners on death row takes too much time. Old age should not be the leading cause of death on death row. But it literally has been. The proposition would limit death row appeals and cut costs by housing two condemned prisoners in a cell instead of one and require them to work at prison jobs in order to pay restitutions to victims. A jury meanwhile has convicted an oakland man for a brutal assault captured here on Surveillance Video. All of the people who escaped this burning duplex this morning say it was thanks to one neighbor who woke up and warned everybody about the fire. This is the twostory home across the street from us just off doolittle drive. You can see firefighters are still out here. They are keeping an eye on things because this fire has flared back up a couple of times already this morning. Let me show you some video. This fire began about 4 30 or so. Firefighters got here and initially flames were pouring from both floors of this two story home. This is video from the Fire Department. Crews were forced to fight this fire from the outside and keep it from spreading to neighboring holes. That was something that they were successful in doing. The duplex has two different units. One upstairs, one downstairs. Upstairs was a grandmother who was sleeping with her two grandkid, a 16yearold and a 2 yearold. They wouldnt have woken up if it werent for a downstairs neighbor who woke up banging on their door. If he had not knocked on the door or banged on the door, i dont know if we would have been aware of what was really going on. I dont consider myself a hero. I just did whats naturally what we should do, you should alert everyone and just get them out. There was a dog that died in this fire, a yellow lab that firefighters found hiding under a bed downstairs. We watched as animal control officers pulled the dog from the building this morning. The red cross was called to help all of the people forced out by the fire. All of them will have to find another place to live. This home was badly damaged by fire. A fire investigator was called out here and he has been working, going through the debris trying to figure out what started this earlymorning fire and so far hes not figured out an exact cause. In San Francisco, the driver accused of a deadly hitandrun pedestrian accident on van ness avenue, hes due in court today. 27yearold mageb hussein of emeryville faces vehicular manslaughter and felony hit and rahn charges. We found out he was without on he was out on bail for being arrested for stealing cell phones. He was identified as hitting and killing 35yearold paul lambert of San Francisco as lambert was crossing van ness near pacific. Hussein tried to walk away from the crash scene but witnesses pointed him out to police and he was arrested. People who live in oaklands upper diamond district are speaking out this morning after a Security Guard opened fire while trying to stop a burglary. It happened yesterday after a private Security Guard hired to patrol the neighborhood spotted the burglary in progress on harding way. The guard chased the burglars to a driveway on waterhouse road. He says he shot one of the burglars in the leg after he came at him with a screwdriver. Im really grad that were getting our moneys worth. Security Guard Company want to act like the police and they are not police. Police. One of the burglars was arrested. The other got away. The Security Guard said the burglars were carrying a flat screen tv and a telescope when he concan fronted hem confronted them. A court ruled in favor of gun owners striking down the concealed weapons restrigdzs. The 9th Circuit Court of appeals said california must allow lawabides citizens to carry concealed weapons in public. The current law says gun owners must show good cause to obtain a concealed weapons permit. A man from san diego filed the lawsuit after he was denied a concealed weapons permit. Now, the ruling is on hold, pending an appeal. Some experts think this issue may end up before the supreme court. Police in richmond are investigating what they are calling a callous crime. They say burglars ransacked the home of a dead man while his body was still inside the house. Ronald burton apparently tied of Natural Causes died of Natural Causes or an illness several weeks ago. On wednesday, a neighbor phoned police to report the death and breakin which happened earlier in the week. Hundreds of thousands of people expected to pack the streets of San Francisco tomorrow night for the chinese new years parade. It will be big. The parade starts at market and second streets at 5 15 p. M. It end in chinatown around 8 45. This years parade will feature floats themed for the year of the horse. The gm here says that mothers day equals the amount of flowers distributed today and the wedding season in the summer also as busy. Many flowers here mostly come from the state of california but about 40 come from south america. Theres also a push for flowers and even flowergeld. Com only soles locally grown flowers and they only offer one bouquet per day. Maybe slightly more expensive than safeway but were in line with other florists. On a serious note just like other agriculture industries, Flower Growers and wholesalers have seen an impact because of the drought. They couldnt give us how much they sell in terms of dollar amount but say 50,000 bunches of roses and 20,000 bunches of lillys db distributed here lillys distributed here. 50,000. The debrae ruptured the gas tank of one of the cars and fuel spilled onto the road. Westbound lanes were shut down for about an hour. The chp still investigating. A veteran san jose firefighter is facing very serious charges involving children. This stems from a Justice Department investigation that started several months ago. Ktvus janine de la vega joining us live from san jose and you have reaction from firefighters. Good morning, janine. Reporter good morning. This is difficult for firefighters to stomach. Mario cuestas has worked at the Fire Department since 1994. During his career, he worked here at fire station 1. The Firefighters Union president says its completely out of character for the person they know. Here is video of cuestas from a disaster drill a few years ago. The department of justice spokeswoman says it appears he was soliciting children through websites and also gained their trust while on the job. He was arrested yesterday afternoon for sex crimes with a minor. Its unknown how many victims are involved and how long the behavior has been going on. Cuestas was also arrested for possession of drugs and for selling them to kids. He worked out of the Fire Departments Administration Building doing community outreach. Items that they seized included his computer. His home was also searched. I think the person we know makes it, you know, difficult because i think were all shocked at the allegations and the charges. I have faith in our personal justice system. I will reserve any thoughts of guilt or innocence. As far as the charges and behavior, they are unacceptable and do not represent the san jose Fire Department. The huge storms across the country are having a devastating effect on the economy as a whole and one industry in particular. Pam cook is live in the studio with the reason the weather is wreaking havoc on this holiday. The weather will keep delivery trucks in the garage. Valentines day the busiest day of the year for most flower industry and business owners. But in many places drivers will not be able to get through the snow. One flower storeowner in virginia says 80 of valentines day business occurs on valentines day and the day before. But they had to cut off orders and deliveries a couple of days ago. We had to start making decisions of what were gone do. We decided we are gonna cut off delivery for the 13th and 14th. Thats a major piece of florist business. Now, the massive amount of snow also affecting the economy as a whole. Some economists now lowering their forecast for the Economic Growth during the First Quarter of this year and perhaps beyond that. They say many people have not been able to get to work or they work in industries such as construction thats had to shut down. Many of those people may not be able to make up those wages later in the year and that will cut into Consumer Spending. Retail sales plunged nearly 10 last month when compared to this time last year. Now, as we know, Consumer Spending accounts for two thirds of economic activity. 8 48. California may become the first state to require warning labels on sodas and other sugary drinks. State senator william monning a democrat introduced a bill that would require any drink with more than 75 calories per 12 ounces to display a warning. The labels would say that drinking beverages with added sugar contributes to obesity, diabetes and tooth decay. The state senator says his legislation already has the support of several medical groups. 8 48. Lets get you moving. Sal, what are your friends at the toll plaza doing . They are showing up. Police and calls their response heavy handed and unnecessary. 8 55. Drivers in san rafael, you will be able to pay for parking at meters with a credit card but parking rates are going up. The marin independent journal reports the hourly rate is going up 1 at parking spots on 4th street in san rafael. All other spaces will see rates go up by 75 cents an hour. The san rafael city county approved the rate hike to pay for the cost of putting in a thousand new parking meters that do take credit cards and coins. Well an oakland man is turn, the social media.
