Determined this was a case of selfdefense. This began when two cars collided as they approached this coned off lane outside of sheridan elementary school. The school has nothing to do with what happened but after that minor accident, the two women got into a dispute in the middle of the crete. Take a look at some of the video from this morning. One of those women round up stabbing the other woman with what police are describing as a scalpel. The victim was taken to the hospital with a wound to her arm but its considered a non life threatening injury. This happened just before 8 30 this morning on the 400 block of capitol avenue. We talked with lizette hasben. She says after the crash, the other woman was aggressive and she feared for her safety and the safety of her child. She looked like she was going to strike me and also, im in front of, im behind my car. Theres no way for me to move. When youre that close in proximity to someone and putting your handing up and youre repeatedly telling that other person please back up and youre not backing up, you have to defend youre ever yourself yourself. Of course im sorry this happened but i hope she learns dont treat people that way. Dont bully or intimidate people because you never know who your messing with. The 43 year old victim is not being identified by police but again, investigators believe the woman who was behind this attack with that scalpel will not be facing charges because this does appear to have been a case of selfdefense. The small knife that was used here in this attack today, according to the woman says her mother gave her that to protect herself and she says thats exactly what she did this morning. Again, no charges will be brought against this woman who again, stabbed another driver in this neighborhood this morning after an accident and a dispute that followed. Work thank you. Police are also investigating the shooting yesterday. It happened yesterday on sunset boulevard. Investigators say that jackson was driving a white pontiac in that neighborhood when another car pulled up next to him and someone in the passengers seat opened fire. Jackson died at a hospital. Police say this does not appear to be a random shooting. We dont know if theres any other vehicle involved. We unction he may have been understand he may have been targeted. So far, theres no information to pass along on suspects the man accused of killing seven people at the university is expected to go to jail for a long time. He pled [inaudible] to the counts of murder. Investigators say he carried out the attack in 2012 in retaliation for not being refunded his tuition after dropping out of school. In exchange for a plea, prosecutors will not pursue the death penalty. He is expected to be sentenced to seven life terms in prison. We hope that with todays resolution of this case, the victims of these acts feel that justice has been served. He turned himself in and immediately confessed to police and was remorseful to the degree he wanted to die. Reporter the judge is expected to officially sentence him on july 14th. Five years after morgan hill teenager sierra lemarcus appeared, the dries lamar disappeared, the trial against the man accused of killing her is in court. We have more from the courtroom. Reporter Deputy District Attorney boyd struck an emotional note right off the bat. His first sentence in closing arguments was sierra lamar is dead if this defendant kidnapped and killed her as he gestured toward the defendant. Sierra lamar disappeared march 16th 2012 while on the way to school. During closing argumentses, prosecutor david boyd plays part of the 911 call her mother made to police the day she disappeared. You can hear her voice shaking before she says i think shes been abducted. At that point, you can hear people in the gallery muffling sobs. The goal was to get jurors to identify with sierras mother during those moments. Legalage lists say if legal analysises say the analyst say the prosecution has a hurdle in that lamars body was never found. Boyd says that thats because Garcia Torres silenced her by making sure her body would never be found. Both sides have had a very difficult job to do here. Certainly, in a murder case, not having the body or a crime scene or a murder weapon is a very difficult case for a prosecutor. Thats why theyve been so meticulous in their presentation of the dna evidence and theyre trying to say theres no other reasonable explanation here. Reporter some of Garcia Torres dna was found on some of lamars clothing wrapped in plastic bags that the prosecutor held up to show the jury. Cameras were not allowed in the courtroom today so this is past video of Garcia Torres from an earlier hearing. Today, he looked different. His attorneys have suggested that lamar may not be dead at all, that she may have just run away. The prosecutors call that on sunday saying she was absurd saying she was extremely active on social media up until she disappeared. And the District Attorney is expected to continue his closing arguments throughout the day and then it will be the Defense Attorneys chance to make his case to the jury. After that, the fate of Garcia Torres will be in the hands of the jury and if he is congress victimmed, had could be convictedded, he could be facing the dealt penalty. Happening death penalty. One of the key parts of the approach is to look closely at the streets at the data where crashes are happening and to do the traffic engineering, the street redesign to calm traffic, get drivers to yield to pedestrians, to shorten crossing distances to make it safer and more comfortable to walk. This is the second conversation between the two since the inauguration in january. They first spoke alate january and last month following a terror attack in russia. Now to the latest on the tensions between the u. S. And north korea. President trump is facing criticism for comments he made about being quote honored to meet the north Korean Leader kim jongun under the right conditions. No sitting u. S. President has ever met with a north Korean Leader. American bombers now deployed over the Korean Peninsula conducting joint drills with south koreas air force. Part of an effort to derail north koreas aggressions. [inaudible] this came a day after President Trump praised north Korean Leader calling him a smart cookie and saying hed be honored to meet with him. That statement prompting a Swift Response from the white house and south korean officials. Regarding President Trumps remarks, the white house has clarified there are multiple conditions to be fulfilled. The Initiative Comes as a Missile System comes online in south korea. China sees it as a threat but the words [inaudible] while also opposing the deployment. China and the u. S. Should take active steps as soon as possible to indicate their sincerity about restoring dialogue. Mean while, lawmakers are questioning the president s out reach at a time when the administration is also trying to isolate north korea but the white house says its all part of a larger strategy. There is a diplomatic piece to this but the bottom line is the president will do what he has to do. Tomorrow marks five months since 36 people were killed in oaklands deadly ghost ship fire. Since then, the mayor has promised to create a task force to improve safety and prevent another tragedy henry lee sat down with the mayor to talk about these changes which include hiring more fire inspectors reporter five days after 36 people died in the ghost ship fire, the mayor announced shes creating a task force. My immediate priority for this task force are enhanced building safety, event safety, and complaint procedures. Reporter now, five months after the devastating blaze, i caught up with the mayor and asked her whos on the task force and whats been done. Its a very Interdepartmental Team with people from throughout the City Organization from my office, the City Administrators Office to the building department, the fire department, the city attorneys office, finance, revenue. We really needed everyone at the table. She says the task force has already taken steps in hopes of preventing another tragedy. We have already initiated the hiring processes that will double the number of fire inspectors in oakland and then even a year from now, it will eventually triple the number. To boost staffing, the city will charge Property Owners more than 330 an hour for fire inspections of commercial buildings. But that is a small price to pay for safety. By the end of may, the city hopes to approve funding for a Data Base System that will allow agencies to community about problem properties. More staff will be given mobile devices for real time updates. The city is developing an app that connects to the departments. To share information about a single property, that is critical and we now have technology that allows us to do this. All this will still take time. All of this could have been done before this fire. Mary alexander is an attorney representing families of ghost ship victims. She says the task force is a step in the right direction but its too late for her clients. They were going to and were supposed to do inspections once a year on buildings and it wasnt done. Weve been advising tenants, mostly, on taking care of what we call the low hanging fruit which is exit sign, smoke detectors and fire extinguishers. Thomas, an architect does so called no tell inspections. He is also on the mayors task force. Were looking at some pretty sweeping changes for the live work building code. Those changes could involve requiring sprinklers, seismic retrofits and emergency escape and rescue openings at communal spaces. The wheels of government turn fairly slowly. Oakland police have already taken action. Officers must report illegal parties to their supervisor. The supervisor then takes that to their next level supervisor going and moving it forward through or chain of command to the property city service. The mayor says the task forces work isnt done. Were looking for example, at giving our inspectors the ability to write tickets on the spot. The city also wants to reach out to tenants, not just Property Owners as part of the inspection process. It is very frustrating for the people most effected by the citys inspections to not know what the status is when legally we have always only been required to communicate with Property Owners. Theyre also looking at ways to getting inspectors access to buildings when no where you know will open the door. I think the task force is a good way to move in that direction and of course there has to be follow through and make sure that it does happen. Happen. The Oakland Fire Department is investigating the latest fire at a homeless camp. This fire began last night about 8 30 at a camp located under 580. Firefighters say the fire burned about a dozen tents. There were no reports of injuries. A cooking fire beened a homeless camp near 880 last month. None of the 40 People Living there were hurt the Oakland School district says it is working to make sure students will be able to get to school next palm after canceling a long time contract with the transportation company. Because of a cut in state funding, the district could no longer pay 2 million for supplemental transportation. Administrators say that ac transit provided the extra transit to other districts but oakland was the only district that paid them. If theyre going to eliminate some buses, then she may not get to school on time and there we go with all these letters, truancy and students should not be penalized for not being able to get to school on time if, you know, theyre having, if its becoming a hardship to get to school. The district says it has tried to negotiate on a solution but the two sides are far apart. A pet shop in the north bay is in need of some repairs this afternoonment a car crashed through the front of the store located in a santa rosa strip mall last night. Crews helped clear the area and board up the store. Luckily, no injuries were reported. No animals were hurt. Uber is heading to court to try to block an franciso from forcing them to turn over the names and addresses of drivers. The drivers are required to apply for a business license. The city quantities uber to wants uber to hand over names and addresses so they can notify them if they have not applied for a license. License. Now to concord where a random act of kindness has meant the world to a boy with special needs. Because of those students, that boy can now do something he loves most, play the piano. [ music ]. I always just wanted to like, just like sit down and like like piece together things. Music isnt just a fun form of expression for this young concord boy. He suffers from anxiety and attention deficit hyperactivity disorder. Playing music smooths that out for him. You feel like really hyper but its just like ahh. Hes able to relax and have that calm time for himself to be able to have a couple of moments where hes relaxed and not going through the anxiety and the stress that he goes through. Until a week ago, myles never had his own piano. His parents looked but most were too expensive to have delivered. Last monday, when myles mother was driving her daughter to high school, she saw a piano on the side of the road for free but there was a problem. She couldnt possibly lift the piano into her truck and she worried if she left, the piano would be gone so she asked for help from these students from Clayton Valley charter high school. All are members of the varsity baseball team. They lifted the piano into the truck. It actually was pretty heavy. None of the students had any idea what a random act of kindness meant to a young boy with special needs. You never know. Thank you, because if you didnt do that, i wouldnt really have a piano otherwise because weve never had a way to get it into the back of the truck. Now myles has a piano and the inner peace it brings him. Both california and the bay area are experiencing a population boom. In the last year, our state grew to 39 and a half million. Los angeles remains the largest city with more than 4 million people. The bay area has three cities in the top ten, san jose ranked third, San Francisco is third, both cities grew by about 10,000 people. Oakland is eighth on the list with 426,000 adding 3,000 people in just the past year. Meanwhile, filling up your tank could soon get more expensive as President Trump suggests the support of an increase in the federal gas tax to pay for road repairs. Well explain what that might mean for drivers here in cal discal. Reporter this would be especially tough california. This would be especially tough on drivers in california, remember the state gas tax is set to go up later this year and now President Trump says he supports raising the federal gas tax. The president hinted at a gas tax hike during an interview recently suggesting that additional money would be used to pay for his ambitious infrastructure plan. Its the same idea Governor Brown used here in california when he pushed for a 12cent per gallon increase in the state gas tax to repair roads and bridges. No matter where that money goes though, a lot of drivers dont like the idea of having to pay more to fill up. I dont think its very good for guys that drive suvs, its bad. I think ill have to go to an electric vehicle. Youve got to go hybrid. Yeah, i wish i could. I think its unfair because we already pay a lot of taxes in california any ways. For me, i live all the way by napa. Driving here, its, its expensive. Across the board, gas prices have been on the rise afternooning about 2. 38 a gallon nationally and closer to 3 a gallon here in california. As for the federal gas tax, right now, it stands at just over 18 cents per gallon. Theres no word from President Trump on how much of an increase he would support. Uld support. Back to you. Thank you. Three rescued sea lion pups are back in the wild. They were rescued a couple of months ago. They were emaciated, malnourished. They were given medicine and a lot of fish. Yesterday, they were released back at the channel islands. We dropped off a little bit away from prisoners anchorage and we like to take them back to the islands so that theyre reintroduced to an area that theyre familiar with. I feel very confident that all three of these animals are going to do excellent in the wild. Marine biologists remind us if you see an animal in distress in the wild, leave it alone and call the authorities.
