Through an Apartment Building in oakland. The fire broke out at 3 45 a. M. This morning. When firefighters arrived two units were engulfed in flames. We had occupants evacuating one of the occupied apartment windows and people evacuating down the stair wells as well. One woman was taken to the hospital with minor injuries. Six units were damaged. This was the second fire at an oakland Apartment Building in a week. Last monday four people were killed after a fire in an Apartment Building before city officials visiting they found a dozen safety violations. The fire was accidentally started by a burning candle. President trump approved more help for california to deal with winter storm damage. The major disaster declaration frees up federal money for repairs. The it it is the 4th this year, covers all bay area counties except San Francisco. Some of the money could help people in san jose trying to recover and rebuild. The coyote creek over flowed causing damage oseveral neighborhoods to several neighborhoods. 14,000 people had to evacuate and 500 are still displaced. She said she learned there have been a couple attacks by coyotes against dogs. Including one where the owner never saw her dog again. He was my best friend. I called him my side kick. Reporter till that day. Three months ago. December 30. It happened as she was on the way to me. Reporter she says a group of coyotes attacked her 9year old yorkie. One picked her up by the neck. She was dangling. And ran up the bushy area and went through the fence where there is a hole. Reporter she disappeared into the brush outside the park. She didnt give up. I am yelling. Blowing my whistle. Crying out for help. Calling her name. Reporter she was gone. A victim of urban coyotes. This is the situation we have seen time and time again. Coyotes attacking dogs at parks. Some have been killed. From the animals perspective this was the coyotes habitat and now we are competing with them for their home. I would like for people to be aware that there are animals out here and that we are cohabitating with them and i wish i had known because i would never put my dog in danger that way. I felt so responsible. Reporter there is a coyote warning sign here. A few dozen feet from where she was attacked. It is facing the other direction. We reached out to animal control but couldnt get them on a sunday. I can tell you what they told us in the past, they are asking folks to carry a whistle or if they see a coyote make noise. Sometimes that will scare them away and they are saying if you walk a dog, a smaller one, keep them on a leash where coyotes inhabit. Joe vazquez, kpix 5. We are getting a look at the napa man accused of kidnapping, drugging and sexual assaulting a 13yearold girl. 50yearold was arrested yesterday morning. Police say he was driving along highway 1 when the girl who was inside his car jumped out. He called police to report she had run off. When officers ariverred the girl showed up and told them she was drugged and raped. He is held without bail on 8 felony charges. Coast guard crew spent months making drug busts in the pacific just returned home. Kpix 5s john ramos has a story on a drone that helped them capture tons of cocaine along the way. The woman was at a party and drinking so her friends called her an uber. She fell asleep on the ride home. She woke up being sexually assaulted. She fought, broke free, got out of the car and immediately called us. When we got to the scene, the suspect was no longer there. The driver was using the app with gps when the assault took place. Police arrested the 37year old. He is held on 100,000 bail. They say he had been driving for uber for a year. Uber says he passed a background check. Uber said what the rider reported to police is deeply troubling and will not be tolerated. The driver has been banned from the app. We will continue to support police with their investigation. The massive Sales Force Tower taking shape south of market. A change bigger than itself. We are seeing the most dramatic change to the sky line since the late 1960s when the Transamerica Pyramid went up and the bank of america building went up. It is right in front of you now from the east bay hills, this sky scraper is grand. This is out i am here. You are not going to miss me. Reporter once it hits you you start seeing everywhere. Suddenly, that wasnt there before. Reporter what do we make of the Sales Force Tower over land marks and reshaping our sky line . All of a sudden everyone was noticing it. When you have the tallest building, there is something about the tallest building that marks the spot. Reporter lets talk height. The bank of america hilding 779 feet tall. Sales force tower, above 1,000 feet, taller doesnt mean larger. Funny thing about that building it has 1. 4 million square feet. Bank of america building has 1. 8 million square feet. Reporter we have a tower that is towering, a statement in a discussion that goes back to the 1960s. [ indiscernible ] they blocked views from russian hill. The fight reached new heights downtown. The San Francisco sky line is changing once again. New high rise buildings are going up. Throughout the 1970s you had initiatives to slow down downtown. Control the towers. The Planning Department down zoned the towers that were allowed. Reporter it was a familiar founding discussion over what kind of city San Francisco was going to become. Those districts will become [ indiscernible ] reporter by the 1980s limits and caps on building heights so developers built up to the limits. Reporter the result was a sky line that a lot of people hated and it was frozen in time by the resistance to growth and there wouldnt be a thaw for decades. This was the illustration of the peaking idea and 10 years later we are starting to see it. Part of the idea. You will have this shape like that. Reporter you also moved Downtown Center of gravity. I think it is marking a shift in the weight of the city from the financial district core to south of market. This is the new center of town. This is the heart of big city San Francisco. People will dislike the tower but nothing like the fight used to be. One email i got is they are destroying our sky line. Our sky line is the sky line that people fought in the 1970s 1970s. The Sales Force Tower represents something much larger than building itself. A time stamp on a changed city, new economy, new demographics. An opinion could be more than a question of esthetic. It could reflect who you are or where you might fit or not fit in San Francisco 2017. I can work downtown and get to work in the new transbay terminal. I can walk to work.
