If youre a regular joe, there is a chance. Every year the nfl holds a lottery, giving 500 fans a chance to buy two tickets. That means 1,000 of the 70,000 tickets. To enter send in a request to the Nfl League Office via certified or registered mail. June 1st is the deadline. The drawing will be held in the fall. The two teams who end up playing in the super bowl will each get about 17 of the tickets. But those wont go on sale until a few weeks before the game. The host team the 49ers get about 5 of the tickets. All the other teams, raiders and seahawks and patriots will get 1 of the seats. The remaining 25 goes to sponsors vips, and charities. As the measles continue to spread the question of whether to vaccinate your children has become the hot topic. Right now the bay area has 14 measles cases confirmed, six linked to the disneyland outbreak. Marin county has some of the highest nonvaccination rates in the state. Mark matthews is in sausalito this evening. A lot of antivaccination parents are taking the silent approach so to speak. Reporter you dont hear them talking about it publicly very much raj. Were here at the new Village School in sausalito where about half the kids are fully vaccinated and about half are not, according to the health department. There are 14 shots that children are expected to get before they enter public school. But parents are able to opt out of those vaccinated by claiming to have a person alal belief conflict. Archie douglas is the head of the Greenwood School in mill valley rather right around onequarter of the children at his school have not been vaccinated for measles, a much higher number reported to the state. I think its been hysterically reported with people jumping to conclusions that, if their child is already vaccinated against measles, having a child in the school who hasnt been vaccinated is putting them at risk and thats not really true. Reporter she understands getting vaccinated for polio or measles, but for hepatitis b is unnecessary because the main mode of transmission is either needles or sexual intercourse. Well, thats true in the United States. But in the United States we have the vaccine. In countries where hepatitis b is prevalent, the main mode of transmission is mother to child and child to child. Reporter deputies say even though it was the daytime, a busy store, and the girls mom was not far away it was not enough to prevent a predator from striking. The attack happened yesterday around 1 45 in the afternoon here at the 99 cents only store on mission boulevard in hayward. Deputies say an 8yearold girl was standing in the toy aisle when a man came up to her from behind. The suspect groped the child underneath her clothing and actually touched her genital area. Reporter her mother was in another aisle and didnt see the attack. Shoppers say they usually see a Security Guard here and were stunned to learn of the assault. Im very surprised. Because thats something crazy. Reporter Daniel Acosta says he plans to be even more vigilant about watching his 5yearold in the store after hearing about the attack. Trying to keep them right next to me so nothing will happen. I always look around, looking for suspicious activity. It can happen anywhere, any time. Reporter the suspect is described as a lightskinned black male 18 to 19 about 6 feet tall wearing a white tshirt, dark jeans, and black sneakers. His hair was short on the sides with a high flat top. Deputies say the assault should be a wakeup call for parents. Theres people that specifically come to stores like this to target children. And you as a parent have to be very vigilant and never let your child out of your sight. Reporter katie would never do anything to harm her best friend josie. But she didnt see the warning signs at lake shibo last wednesday letting folks know toxic green algae in the water. She ran down onto the beach. She put her feet in the water. We got her home that night. She ate dinner. She vomited. She went into seizures. Then she was in a coma. Reporter josie died at the vet that night. The same fate suffered by two other dogs. This German Shepherd died last december hours after swimming in the algaefilled water. They say the drought may have led to the algaes growth in this stagnant warm water. Bluegreen algae blooms are a natural occurrence from time to time in lakes. If convicted he could face up to ten years in prison. Three weeks ago, 19yearold brock turner was training with the stanford swimt teach. Today hes withdrawn from school, accused of rape facing a judge with his dad by his side. Not guilty. Reporter his lawyer entered a plea of not guilty to nerve felony accounts of Sexual Assault. Hes accused of raping an unconscious woman on campus after a frat party last month. According to Court Documents turner told police his i think tensions were not to try to rape a girl. The statement said he wanted to hook up. If you see something, say something. Reporter in her experience as Deputy District Attorney crime committed by offenders who believe no one is watching. In this case prosecutors say two men not only saw what happened but stepped in to help. If theyre listening, thank you. Thank you for doing the right thing. Theyre absolutely heroes for what they did. Reporter on campus many students expressed outrage over the attack. But also hope that the actions of the Good Samaritans will inspire others. Reporter turner dropped out of school after he was arrested and since then hes been living with his parents in ohio. But today the judge said that he has to be here in palo alto for all his court appearances. The next one is scheduled in march. Leads but no arrests in fremonts first homicide case of the year. Neighbors called 911 after hearing glass breaking and a possible fight on farino lane. Officers found a newark man dead inside the house. Heavily armed police at the National Debate thats playing out right now in the east bay. City lied respect are expected to vote on accepting this armored vehicle, a bearcat medevac. The city received a 200,000 federal grant so buy this vehicle. Police say it would allow them to get close during emergency situations. Many people are concerned that police are getting too heavily armed. Tonights meeting begins in he is than an hour. In the east bay, some refinery workers are walking picket lines today. The refinery in martinez is operating at half capacity. That was planned because of a scheduled maintenance upgrade. Nationwide workers at nine refineries have walked out. The United Steel Workers Union called a strike after it claims contract talks with shell oil broke down. Shell is serving as the lead company in the negotiations. In a statement, executives said we intend to safely operate our refineries with fully qualified personnel and are confident in our ability to continue to responsibly meet the needs of our customers. You can see temperatures in the 60s. We have an overcast. Tomorrow mornings forecast into the afternoon, what youre going to find here is not super combed temperatures. Its going to be mild again for tomorrow. Well likely average 72 in the south bay. 70 in the trivalley and north bay. Upper 60s. A mix of sun and clouds. Obviously tomorrow we are not looking at any kind of storm system moving in. Youll see on the weather trend here its going to stay dry on wednesday, thursdays forecast in the south bay. But then by friday that looks to be the rain day in the forecast as temp does will dramatically drop down here into the low and mid 60s. Peninsula, well find dry conditions through thursday. Well have an increase in cloud cover by the independent of the work week and eventually rainfall by friday. You will see San Francisco, this would be one location where well introduce a chance of showers by thursday with that heavy rain and also possibly wind on friday. Well also have for the north bay that possibility of showers beginning as early as thursday with heavier rain and also wind by fridays forecast. And then not expecting any rain for the east shore or the trivalley until friday. This is not going to be just any kind of ordinary storm system moving over the bay area. We have this added layer that really kind of throws a wrench in the forecast sometimes. Because depending on where this Atmospheric River sets up its trailing way back to hawaii. You can have dramatically higher rainfall totals or much less. Where that Atmospheric River points across california, you get higher rainfall totals. Right now were deciding on those forecast models where that may end up. Yes, i do think were going to get rainfall friday saturday sunday. Its just going to be where is the heaviest expected to be . We think right now it will be in marin, napa sonoma counties. Thats where the highest flood risk will be over that threeday period. In a fourday range well look at anywhere from 1. 5 to 3 inches of rainfall friday through possibly next monday. The big issue right now is that Atmospheric River. And where it develops. Were going to closely monitor that over the next couple of days and fine tune that forecast. We are still looking at high disagreement on some of these forecast models. So theres a lot of variables right now. I think the bottom line is everybody should be prepared for some rainfall as we head into fridays forecast here across the bay area. Williams committed suicide last august. In his will he left his third wife susan, their home in tiburon. He wanted his children to have his personal belongings. Attorneys for the children accuse Susan Williams of being greedy and complain she wont give access to the house to the children and their fathers property thats in the house. The New York Times says both sides are interested in the late comedians collections of bicycles fossils, and toys. Death with dignity debate is back. Two lawmakers have introduced a bill that would allow a terminally ill person to end his or her life with a doctors help. Attention again now to the very personal and emotional debate. Yeah you know twice in recent years, jess character state legislators, theyve rejected bills permitting a terminally ill person to end his or her life with physicianprescribed drugs. But now somethings changed. The recent case of californian brittany maynard. That stirred the issue again. You might remember that she was dying from brain cancer. She moved to oregon where she ended her life with these prescribed drugs. Oregon by the way is one of the four states that permits what advocates call death with dignity. So now given all the publicity that maynard brought to this issue does the move have enough support to become law . Maybe. Heres why. First, public opinion. In california nearly twothirds of the states voters in a recent poll favored death with deg night. Thats compared with 24 who opposed it. A second lets call it changing social values. Think about recent efforts to decriminalize marijuana and the new legality of samesex marriage for many supporters. Put these together death with dignity is part of the trend of individuals assuming more control over their lives. And third, more safeguards. In contrast to earlier versions of the bill this time around sponsors have added provisions to the new proposal which would include two doctors independently signing off on the patients request after a thorough psychiatric examination. Now, the doctors would not be liable for any of the patients actions no matter what. Where have the opponents gone . They havent gone anywhere. Theyre right there. The california medical association, several religious organizations, a disabled rights group. These are powerful groups in themselves. Theyve all opposed and still do oppose the idea which they dont call death with dignity, they call it assisted suicide. But whether they can stop the proposed legislation this time around its uncertain, given the new wave of what proponents call human rights combined with californias pretty liberal political environment. It caused this generator, inside an electric power plant, to selfdestruct. It ultimately proved and demonstrated on video that you can destroy physical equipment with a cyber attack. Reporter Perry Peterson works for the department of Homeland Security. He helped design what is known as project aurora. His resume also includes time at the department of defense and the Nuclear Regulatory commission. Hes an expert on Cyber Security and the risks to our countrys Critical Infrastructure. Its those systems that if we lose them its going to have a serious impact on our way of life. Reporter and thats part of why many question the governments recent decision to release these documents. What that did is it now put all of that information in the hands of the bad guys. Who never had it. Reporter joe weiss specializes in control system security. His concern centers on what he and others believe is a mistake by the government to release details of the aurora project. Nearly 1,000 pages of previously classified documents, including potential targets here in the bay area. This is a roadmap for a bad guy. This is what dhs put out. Reporter our investigation is drawing attention to the governments decision and intentionally not including specific details in those documents. Dhs has defended the decision in an email saying the documents were reviewed for sensitive and classified information prior to their release to ensure that Critical Infrastructure security would not be compromised. Hackers successfully accessed Computer Systems at a Nuclear Power plant in korea. And a steel mill in germany. Some people worry about were on the brink of a cyber arms race. Reporter most recently a bill by californias senator Dianne Feinstein stalled on capitol hill. It was designed to improve the detection of Cyber Attacks and to slow the work of hackers. But pressure for government change continues to grow on capitol hill. Theres a lot of things the private sector should do without the government but since theyre not, were going to have to put some requirements into law to move them along. Reporter but wanting and producing change dont always intersect in washington, d. C. Back in 1998 president clinton issued a directive warning of the dangers of potential Cyber Attacks. And then 15 years later, in 2013, president beemobama issued a president ial directive calling for stronger Cyber Security to protect the countrys infrastructure. Now, two years later, washington continues to struggle to identify solutions and reach a consensus on how to handle hackers and improve Cyber Security. If we dont act, we leave our nation and our economy vulnerable. Sony in the grand scheme of things didnt affect anybodys physical wellbeing. What were talking about affects peoples physical wellbeing. And there are countries that want to do this. The bad guys are getting much more sophisticated. And theyre moving faster. Theyre in a dead run and were kind of shuffling along and taking baby steps. So were left with this question. What will it take to improve Cyber Security in our country . Many fear the catalyst for change will come from a significant disaster or a catastrophic loss. Experts believe it may take one of those before we will accept the cost and the loss of convenience that real Cyber Security requires. Log too disruptive right now. Tomorrows going to be quiet as well. Well start off with areas of morning fog. As we head throughout the afternoon hours its going to be a mild day for us. So lets get to what you want to hear about, and that is the rainfall. Now, as we have been talking about, were not just looking at plain old storm system moving in. Were going to have this added layer, an Atmospheric River of moisture. Most important thing to know about this is subtropical moisture coming in from hawaii. It is a large stream of moisture. Wherever that Atmospheric River sets up thats where we expect the heaviest rainfall. Looks like thats going to be pointed here at california. And youre going to see its going to begin rainfall here as we head throughout 11 30 a. M. Thursday, mainly north bay. Were not going to get heavy rainfall we dont think, by what the models are showing, until friday. It gets very intense, a lot of red and orange showing up also possibly isolated thunderstorm activity and gusty winds with those heavy downpours. We will see at this point areas of rainfall continue through friday evening. And then well see a second round of rain arrive as we head throughout saturdays forecast. Two different storm systems in a threedaytime period. Here is the rub on the forecast. Right now the gfs model, the american model, is showing up here into the north bay 2 to 3 inches plus of rainfall. Unfortunately south bay, maybe. 75 inches to 1 inch. The european model is a little bit more aggressive on totals with everyone getting at least 1. 5 to 3 inches into the north bay. There are discrepancies on the intensity of the storm system. And well continue to iron that out in the coming days. What you should know is prepare for rainfall friday saturday, sunday at this point. We have to clean our gutters . You love cleaning gutters.
