I think, first of all, the issue is one of tremendous urgency and whenever you have an urgent issue people utilize civil disobedience. It is not a new phenomenon. I thought, clearly, we had a situation where it was civil disobedience as it is supposed to be. The firstll, i think amendment is a little more important than traffic. The right of people to make their voices heard regardless of their views is a fundamental American Value and we will protect that value. Those are some of the headlines. This is democracy now, democracynow. Org, the war and peace report. Im amy goodman. I am nermeen shaikh. Welcome to our viewers around the world. Pentagon officials are openly stating the military campaign in syria and iraq could take years to succeed. This comes as the latest round of airstrikes in syria hit targets near the Turkish Border close to an area where tens of thousands of kurds have fled to escape from militants tied to the Islamic State group. On tuesday, president obama made his first public remarks about the strikes inside syria. And because of the almost unprecedented effort of this coalition, i think we now have an opportunity to send a very clear message that the world is united, that all of us are committed to making sure that we degrade and ultimately destroy, but also the kinds of extremist ideologies that would lead to so much bloodshed. This is not something that is going to be quick, and not something that is going to be easy. It will take time, and it is not only a military effort. President obama also met with leaders from saudi arabia, iraq, bahrain, qatar and the United Arab Emirates in new york. Despite claims that the strikes targeted only militant sites, some residents of Idlib Province in syria said civilian areas had been hit. The military headquarters are far from the city in the mountains. There are no military headquarters inside the city. All of the people who were killed today were displaced civilians from aleppo hearing them bonds of charlotte god, the syrian president. We go now to london, bashir alassad, the syrian president. And patrick london cockburn middle east , correspondent for the independent. His new book is called, the jihadis return isis and the new sunni uprising. President obama says we must degrade and destroy. Is this the new line in the sand . Will this deal with the violence in the middle east with this group and the related group, khorasan . No, it is not. As he said himself, it will take years, and the first day of bombings, the bombardments, are usually the best, and pictures on television of large buildings being blown up looks very effective, but usually the buildings have nobody in them. Workmber, this did not when the u. S. Had 150,000 andiers in iraq in 2006 2007, so i doubt it is going to work now. It is going to make it more difficult for the Islamic State to put its gunmen into convoys and launch risky attacks on bases and towns, but otherwise it is not going to have a decisive effect. , where see that in iraq we have been bombings since the beginning of august, and the Islamic State is still on the offensive. Will it have a recruiting effect . Yes. I think they are probably not short of recruits anyway. A iraq and syria, you have vast body of unemployed, bitter young men who will look to the Islamic State as someone who will employ them, somebody who shows religious leadership. So, i do not think they will have any problem with recruitment. Patrick cockburn, one of the things that is striking is that targeting a group, khorasan, which obama never mentioned. The focus has consistently been the Islamic State or isis or isil, but the first we heard of the khorasan was yesterday. Could you tell us to this group is, and why they are sent to present a threat, an argument that has not made with as much specificity as about isis . It is a little mysterious, this group. It is a little suspicious that the administration carrying out the bombing may want to say to its audience in america that here are people we are attacking who are about to attack you in the homeland, which isis did not thatmuch sign of doing, so might be one reason why this obscure group is given such publicity. Why didnt president obama why president obama and did not need this threat to the homeland is precisely what you said while it might be threatening the region overall, it was not the justification, and following ,p on that, who is khorasan this group they call the al qaeda allstars . They remain obscure. For years, the administration has gone on going on about al qaeda core, al qaeda central in the mountains of pakistan, as if this was an influential group. They announced great victories over them. Killing bin laden was one, and also killing officers of this tiny group in yemen, but all of the time, a much larger group by a factor of several hundred, was growing up in the and syria, which is the Islamic State and lamonte. I think they year and to connect the Jihadi Movement to the old al qaeda, which is pretty small, just had a few camps, and avoid the much more serious question of confronting the Islamic State which controls the area much larger than britain with five or 6 Million People in it. I think it is the version very and really, diversionary, and an attempt to show that isis is a direct threat to the homeland. There have then some reports suggesting that khorasan is fighting isis. I do not know if that is accurate, but there are some reports that say the leader of khorasan had been tasked with fighting isis in syria. He would have his work cut out. , the officialsra affiliate, al qaeda central, socalled, which was originally set up by isis and then broke away from it, but that has been on the retreat. It has lost the whole of Eastern Syria to isis over the summer. In thesome strength province, and again in the south new the border with jordan, but otherwise, it is very much on the back foot. So, isis holds about onethird of syria and about one quarter to equateo to try so tiny group that emerges with isis i think is to blur what is really going on. I want to turn to comments made by secretary of state john , who met with his iraqi counterpart, ibrahim aljaafar and iraqi president fuad masum on tuesday. Kerry addressed a joint News Conference after the meeting. I want to say a few words about our decision to conduct strikes against syria in syria and against seasoned operatives in syria known as the Khorasan Group. We have been very clear from the beginning that we will not allow geography or borders to prevent us from being able to take willn against isil, and we not allow them to have a safe haven where they think they can have sanctuary against accountability. We will hold them responsible for their grotesque atrocities, and we will not allow these terrorists to find a safe haven anywhere. That is president obamas result. Is not unchecked, isil only a threat to the stability of iraq and the region, but it is a threat to countries elsewhere, including here. That was secretary of state john kerry. Patrick cockburn, could you respond to what he said, and also the arguments you have made is that isis in syria and iraq, given the opposition to the regimes in those places, might be viewed as the lesser of two evils. Sunni community, certainly it is often regarded as the lesser of two evils. I have friends in mosul, which , and they dorolled not like isis, but they are truly terrified of the iraqi army and militias coming back. The same is true in syria and towns north of aleppo that isis controls. Assuming they are sunni of course, it is different you are if you are christian or another religion. If you are sunni, isis is difficult to live with, but you stand a better chance of staying alive. Strategy, which has been to try to separate parts of the Sunni Community from isis by getting the tribes to revolt and so forth, i think it is not just going i just think it is not going to work. It worked in 2007 in iraq to a degree, but it will not work now. Dangerous. Big, too is president obama working with syria, and also what about the allies that the u. S. Says they are working with, the arab countries what are they doing in these airstrikes Patrick Cockburn is a middle east correspondent for the independent. His new book is called, the jihadis return isis and the new sunni uprising. Stay with us. [music break] is it for freedom by sara thomsen. Here on democracy now, democracynow. Org, the war and peace report. Im amy goodman with fleming shaikh. Turn to comments made by the leader of hezbollah. We are against action in syria, whether it was about the regime, Islamic State, or other. It is a matter of principle. This American Administration is not ethically qualified to present itself as a fighter of terrorism or as a leader of International Coalitions targeting terrorism. It is nothing to do with fighting terror. Obamaoalition, as expresses in his speeches, is defending american interests. That was leader of hezbollah, hassan nasrallah. Patrick cockburn, could you respond to what he said, and the suggestion that you have made in a recent piece that any Prolonged Air campaign in syria allies wouldnd its have to rely on those fighting isis on the ground, among them, hezbollah. Yes. It is a messy situation because there is no doubt that those syria a thes in syrian army, hezbollah, the whose Parent Organization is labeled as a terrorist by the u. S. And the european union. So, if the u. S. And others are and trying to degrade, as they say, isis, they are obviously helping ease groups. Also, at a certain point, if there is a battle between these two groups. Also, at a certain point, if there is a battle between these groups, is the u. S. Not going to do anything, or effectively engage on the side of the Syrian Government . So, this is an extraordinarily messy situation. I think that hezbollah is clearly under the Syrian Government suspicious and wary of what is happening because if the u. S. Can unilaterally bomb syria against isis, it could bomb syria against them. So, they are worried about the president that is being set, precedent that is being set, even though it may be pleased that the u. S. Is attacking their main enemy. And is the u. S. Working with president assad right now, the president of syria, who president obama was going to attack last year . We know they gave the morning of these bombings ahead of time. It has become it is very weird. Government hate announcing a uturn, but effectively they have you turned because they said they wanted assad out. This was their priority. Now their priority is getting rid of isis, and isis is the main enemy of assad. They dominate the syrian opposition. They are effectively assisting assad in a very significant way, though they do not want to admit this. And the arab countries that they are working with right now, this coalition of the willing that they have saudi arabia, qatar, the United Arab Emirates, jordan what are they doing are they engaging in these strikes . Succeeding in getting saudi arabia not to fund isis . I think so. All of the publicity given that these are joining in, jordan might have sent airplanes it is to commit them to being against isis very publicly, and against jihad he jihad in syria, when, in fact, they played a role according to all u. S. Inquiries in funding and setting up these Jihad Movement in the last 10 years, however i do think they are genuinely frightened of isis. Because although they might have had a role in establishing it originally, under the circumstances in which it grew, it is rather a frankenstein notter that they do control, so they are genuinely opposed to it for their own reasons. Do you think it is possible, Patrick Cockburn, as some reports have suggested, that in focusing exclusively on these extremist groups and militant groups in syria and not on the assad regime moderate rebel groups that the u. S. Is supporting may actually be weakened . Groups, these moderate are a bit difficult to find on the map, and it is also a question of how moderate are they . There are supposedly going to be 5000 moderate that go to saudi arabia to be trained after they are vetted to show that they are , but theyhe jihadi are not a significant force. I think there is a pretense that there is a third force in syria that could supposedly fight both the Assad Government and isis simultaneously, but it does not really exist. It is a political convenience, but really nothing more. I wanted to turn to Medea Benjamin for a moment. On tuesday, democracynow spoke to her. She is the founder of code pink. She questioned the timing. Isnt it said that when the world is coming together sad that when the world is coming together to address Climate Chaos that could destroy the planet, the eyes will be on the u. S. Bombing campaign in syria. That was Medea Benjamin. Your thoughts that was Medea Benjamin. Your thoughts, Patrick Cockburn. Really, they were always going to do it, because as the u. S. Chief of staff said it was absurd to bomb isis in iraq and not serious since they could just disappear across the there. And launch attacks murder of the journalists and the british aid worker they had to respond to that, so theres probably a simpler explanation. One of the problems, before we conclude, Patrick Cockburn, has to do with the anxieties the feelations of sunnis regarding the Syrian Government. To what extent to what extent lesse new government is sectarian then Nouri Almaliki . Sectarian, but will this trickle down if i am a sunni young man in a sunni village or town outside of falluja or mosul if im picked up by the army, what are my chances of staying alive, of not being tortured . Unless it affects that, it is not going to change the attitude of the Sunni Community in iraq, and the sunni leaders have joined this government, they do not have watch clout. They cannot really go back to their cities or towns with safety. Is president obama doing just what isis asked for, to attack, to engage . I do not think he is necessarily fallen into a trap doing that. It is difficult to know how far, how sophisticated politically isis is. After all, it is a movement which believes it is inspired by god. It attributes its victories over the summer to divine intervention on its behalf, so it might have overplayed its hand, but on the other hand you can see the advantage of being the standardbearer of being the muslim of the muslims, the arabs, against what they would describe as crusader intervention. Patrick cockburn, if war was not possible, if there was not an option on the table, how could this be resolved diplomatically . The, sort of,nk, tremendously messy situation in partlyhould be resolved by, lets say, organizing a truce between the Assad Government not a political between, but a truce the Assad Government and the nonisis opposition, so that they could effectively oppose isis. I think that could have an enormous effect, and there would be enormous benefit millions of syrians would be able to go back to their cities had i think you have to do things at that level cities. I think you have to do things at that level so that there is an effective, ontheground opposition to isis. This president bombing, it looks good for a few days. In some ways it cramps the style of the isis military attacks, but it is not really going to change anything very much. Do you think a truce like that is still possible, given that the airstrikes have begun . Groupseen the nonisis and damascus, the syrian army yes, i think it is. In many areas already that the Assad Government and nonisis opposition are susceptible to pressure from the u. S. , iran, and saudi arabia. You have to have pressure from the outside, but it can be done, easily. , author ofcockburn the jihadis return isis and the new sunni uprising. Historicn now to the moment on sunday, a moment that could change the world depending on whether the march marches on. Two days after the largest Climate Change march in history, more than 120 liters gathered in new york. Took placeeeting ahead of the largest summit in paris in 2015 when deputies will attempt to finalize an agreement to reduce Greenhouse Gas emissions. Un secretary general ban ki moon. Today was a historic day. Never have so many leaders committed to action on Climate Change. I think everyone of you came to new york with ambition and commitment. Governments,on of banks, and so Society Leaders announced their commitment to mobilize upwards of 200 billion lowcarbon and climateresistant development. As we walk together on the road in decemberparis 2014 and 2015, let us look back on today is the day we decided, as a human family, to put our house in order, to make it. Ivable for future generations todays summit has shown that we can rise to the climate challenge. Hollywood actor and environmental activist Leonardo Dicaprio also addressed the u. N. Summit on Climate Change tuesday. He was recently named a United Nations messenger of peace. Now must be our moment for action. We need to put a price tag on Carbon Emissions, and eliminate government subsidies for oil, coal, and gas companies. We need to and the free ride that industrial polluters have been given. They do not deserve our tax dollars. They deserve our scrutiny for the economy itself will die if our ecosystems collapse. This is the most urgent of times and the most urgent of messages. Honored delegates, leaders of the world, i pretend for a living. You do not. The people made their voices heard on sunday around the world, and the momentum will not stop. Now it is your turn, the time to answer humankind greatest challenge is now. We bagged you to face it with courage he we beg you to face with courage and honesty. Part,le 120 liters took the leaders of china, india, and russia chose not to attend. Address theama summit. Because of the most unprecedented effort of this coalition, we have an opportunity to send a clear message that the world is united, that all of us are committed to making sure that we degrade, and ultimately destroy not only isil, but also the kinds of extremist ideologies that will lead to so much bloodshed. We turn back to president obama. As one of americas governors have said, we are the first generation to feel the impact of Climate Change, and the last generation that can do something about it. Personallyim here as a leader of the Worlds Largest economy, and it secondlargest emitter to say that we have begun to do something about it. The United States has made ambitious investments in clean energy and ambitious reductions in our Carbon Emissions. We now harnessed three times as much electricity from the wind, and 10 times as much from the sun as we did when i came into office. Within a decade, our cars will go twice as far on a gallon of gas, and already every major automaker offers electric vehicles. We have made unprecedented investments to cut energy waste in our homes, buildings, and appliances, all of which will save consumers billions of dollars, and we are committed to helping communities build climateresilient and the structure. So, all told, these advances have helped create jobs, grow our economy, and drive our Carbon Pollution to its lowest levels in nearly two decades, proving there does not have to be a conflict it in a sound environment and strong economic growth. Also on tuesday, more than 30 countries set a deadline to end deforestation by 2030. Brazil, which has the largest continuous rain forest in the world, refused to sign on, saying the plan conflicts with its own targets. If successful, this coul emissid 8 billion tons per year the equivalent of emissions by all of the worlds one for more were joined by two guests here in our new york studio. Bianca jagger is with us the , International Union for conservation of natures ambassador for the bonn challenge. Their goal is to restore 150 million hectares of the worlds degraded and deforested lands by 2020. Bianca jagger joined the peoples march sunday with the indigenous bloc. She is also founder and chair of the Bianca Jagger human Rights Foundation. And asad rehman is with us head , of International Climate for friends of the earth. We last spoke with him at the u. N. Climate summit in doha in 2012. We welcome both of you to democracy now ,he significance, asad rehman of the peoples march sunday, flooding wall street, thousands on monday, and in the u. N. Peoples summit on tuesday. Absolutely. I think it is a pivotal moment, and historic moment. Over the last two years we have seen the Climate Movement growing. We see it to fracking, Oil Exploration, even the solutions in terms of Energy Around the world, and this is a moment to bring all of those voices together, to express them, to make sure that were calling for the kind of action that people not only require, but that the planet requires. It is the beginning, it is a start, but it is a long history, and anyone that went to the demonstration can only walk away energized and more committed that the power lies in our hands, and not in that building here in new york, at the u. N. Summit. Bianca jagger, your feelings you have been working on this issue for years . Rely uponwe cannot the leaders of the world. Climate change is the greatest challenge we are facing in the century, and i feel that the weren why people, they galvanized, and people came out in the street, and you saw at least 400,000 people in the march is that you understand clearly that it is not going to be the leaders of the world that will make the decision to have a globally binding treaty by the as ccc, ore the u. N. The u. N. Conference on Climate Change. Unfortunately, it will have to be us, and that is the reason why i accepted being the ambassador for the bonn challenge, and what is the bonn challenge . The bonn challenge is the largest commitment for restoration of land in the world. The objective is 115 million hectares of land by 2020, and 350 by 2030. So, what is the difference between refour station and restoration . Station re 34 four station and restoration . Restoration works with water, ties to include and each community in each of those countries will have a say. Brazil, we had 20 million hectares that were pledged. Among those were 15 by the u. S. And president obama spoke about it in his speech yesterday, the yesterday week but yesterday we had countries like the congo, uganda, colombia, to 35ia, and it amounted hectares of land, and that comes to 55 million hectares of land that we already have. Now, if we are able to achieve the 150 million hectares of land , restore that land, what it will amount to is we will remove one billion tons of carbon from the atmosphere, which will reduce the emission gap by 11 to 17 , and that is enormous. A lot of people do not understand what is restoration it is working together with communities, with the people. They are the ones been consulted as to how they want to do it. You were asking about, for example, brazil even though the government has not, in the 20, a pledge was made, and it is a combination of government, business, and private sectors. It is not only governments that can make a pledge. It can have a pledge by landowners, businesses, and people that are owners of land. It is a hope because we cannot really rely upon leaders to do what is necessary. I do not believe, anymore, that they have the will to do what is necessary to prevent catastrophic Climate Change, therefore we need initiatives like the initiative of the bonn challenge. And by the way, a hectare of land is about two and a half acres. Bianca jagger, can you explain how it is that the bonn feed into, if at all, whatever u. N. Climate agreement might be reached, specifically on this question of restoration . Well, i do not know how it will. Will have to do with the reduction of co2 emissions, but it is an initiative outside of the u. N. Agreement. It may be that by the time we come to paris it will be part of it, but it is an initiative is it not working with the u. N. . Of course, it works. Let me explain how it works. ,t was a meeting of governments of civil society, of grassroot organizations, businesses together coming up with the idea that it was important to have them bonn challenge to restore 150 million hectares of land. Workinge, it is always with the u. N. , but i do not know if this was part of the treaty, all the negotiations we will have in the u. N. We will rake and come back to the discussion talking about the issues of fracking,. The concern of people all over the United States. David Cameron Edwards about it, as has president obama. Bianca jagger is our guest, as , head ofsad rehman International Climate for friends of the earth. There is also a controversy over whether friends of europe has changed its position on Nuclear Power, and we want to ask him about that. Stay with us. [music break] its your world, by gilscott heron. This is democracy now, democracynow. Org, the war and peace report. Im amy goodman. We continue our coverage of the u. N. Climate summit, we turn to David Cameron, who spoke on tuesday. We have cated the worlds first time in change act, and as Prime Minister i pledge that the world that i the nation i lead will be the greatest government ever. We have kept that promise, more than doubling our capacity renewable electricity in the last four years, and we now have enough solar power to power almost one million u. K. Homes. We have the worlds leader Central Power and Carbon Trading and we have established the first Green Investment bank. We have invested one billion pounds in Carbon Capture and storage, and said no to any new coal without Carbon Capture and storage. We are investing in all forms of Lower Carbon Energy including shell gas and nuclear with the first new Nuclear Plant coming on stream for a generation. As a result of all we are doing we are on track to cut emissions by 80 by 2050. In his address, british Prime Minister David Cameron also called for technologies like fracking and Nuclear Energy to reduce the dependence on fossil fuels. So, asad rehman, friends of the earth, can you respond to a Prime Minister David Cameron had to say . David camerons speech, like many in the u. N. , with high and rhetoric, but low on actual ambition care to have a Prime Minister, and make a statement, where we know from what the scientists tell us, the impact around the world 80 of fossil fuels have to be kept in the ground if we want to keep temperatures well below two degrees. For the government to give a green light to unconventional gas, Oil Exploration, i think is not only criminal it is like selling cigarettes in a cancer hospital. It is at that kind of level. What we have argued, and we are very involved at a Grassroots Level in the u. K. Like many other places around the world is mobilizing people to say no to fracking. It is a false solution. All we really need is an investment in clean, a noble energy. The noble energy. We need to harness National Renewable energy. We need to clean, Renewable Energy. We need to harness our energy. In 2050 will do nothing to tackle the Climate Crisis and will lead to a breaching of the twodegree target. Our message to David Cameron, who claimed he was leaving the greenest government, when last ,eek he was given a red card for a Prime Minister that lectured governments about tax subsidies to energy corporations, when his government has given over 2 billion to fracking and Oil Exploration is deeply hypocritical. While we should have is concrete demands and commitments to energy efficiency, Renewable Energy, and the ambitious targets required to keep temperatures well below two degrees. Bianca jagger, this issue of fracking Prime Minister David Cameron is not alone. President obama has talked about as a means to self energy selfsufficiency in the United States. What is shocking to me is Prime Minister David Cameron has position, the head of one of the most important Fracking Companies to the u. K. In the u. K. He has come out openly to support fracking, despite the fact that we have very conclusive Scientific Evidence that it is affecting peoples water, the environment, their health. How is it possible that we can continue to have government, president s, and Prime Ministers that are advocating fracking when it is when we know it is in violation of peopless rights, and it will affect their lives and their health . Human Rights Foundation will put out a report calling for an assessment on the effect it will have on human rights in the u. K. The other night i heard that empowering speech by al gore about the fact that we need to words, and this is my on the Renewable Energy revolution. The time has come for us to move away from fossil fuels, coal, and Nuclear Power, and all of this rubbish about carbon storage, and all of the funds that the u. K. Government has carbonn trying to find storage for coal we know so far it has not worked. Why has he not put that money into Renewable Energy is the question that i have for David Cameron. He is an embarrassment. This will not be one of the greatest government, as he pretends. Bianca mentioned nuclear. The bbc made news when it said friends of the earth dropped its opposition to Nuclear Power. Friends of the earth said that is not true. Asad rehman, what is going on . Friends of the earth opposes Nuclear Power. Proude a long and tradition of being involved in the antinuclear movement. We base our positions on robust reexamine we always all of our policies in light of the planetary emergency. We did an analysis, and we came out and said absolutely, on every single ground, whether it is health, safety, pollution, and also on costs is it an actual solution in terms of the timeframe that we have . There are abilities the time it takes to build nuclear, even if you could deal with all the other issues about nuclear waste, the health issues, pollution issues, it is still a nogo. What is much better, cleaner, safer, is to invest in Renewable Energy, energy that ordinary people can own, and that is why after this demonstration, what was very clear in terms of this demonstration all around the world is people say no to dirty energy, yes to community power, yes to the right to food. They are talking about justice in terms of impact for people, like the people who suffered here in new york in terms of hurricane sandy, or in the philippines, and also justice for the people in terms of good, clean jobs that are required. All of those voices are coming together for the in the coming months. Although weeks of action are saying we are calling for not dirty energy. That is where the next part of the movement is going. Were making sure that our leaders come here with concrete proposals, commitments that actually trim the trajectory away and ensure that we have the Real Climate Solutions because at the moment, we heard a lot of hot air at the United Nations and very little in terms of real commitment. You think that contributed to Global Warming, the hot air . [laughter] i think it did, because it creates an illusion that those governments are taking action. Some countries, if i may say, are willing, and came up with some pledges that were important during the summit, but countries such as the u. K. , the u. S. , and the pledge that president obama did is nothing. Way, keep theany increased by two degrees. That is the most important sign. The World Bank Issued a very was turnreport that down the heat. In this report, they talked about the possibility of an fourase by three to degrees by the end of the century. That is what we are facing, the reality that we have to confront, and that these president s, World Leaders are not confronting. That is why i feel the time has come to give power to the people. We need to give them the power to understand that it is up to us to avoid catastrophic Climate Change. Quickly, the uncut, your home Bianca Jagger, your home country is nicaragua. Country,an, your home though you live in england, is pakistan. What is happening in pakistan . Lets huge floods. Huge floods. We are seeing a huge increase in temperature, threats in terms of and adverseoutput, weather impact devastating peoples lives and livelihoods. It is a very clear example that it is happening, that we need action, and there are Real Energy Solutions out there. And Bianca Jagger and Bianca Jagger, nicaragua. Nicaragua is suffering from Climate Change, and as i may mention, the president has a plan to build a canal across nicaragua which will be an environmental crime, and caused a terrible impact, and reversible impact on the environment, and that will affect communities and Indigenous People because they will try to compensate confiscate or pay for that land, and it is something i am fighting against in nicaragua. Thank you for being with us. This conversation continues. Bianca jagger, the bonn challenge, with the goal to hectares of land by 2020, and also asad rehman, thank you for being with us.
