Half ago when mike and i came into office and when this group came into office, everybody was talking about there is going to be a war. Going to be a war with north korea. During the obama years thats all i heard about war with north korea. 28 Million People, 30 miles away from the border where they have thousands of massive they call them cannons. All aimed at seoul. Seoul has 28 Million People. It would be not a catastrophe of 100,000 people or 200,000 like i would read this could have been a catastrophe of 30, 40, 50 Million People i think we are very close to having that situation solved. We have had very good news even over the last couple of days. They want to get it done. We want to get it done. They are moving very quickly. North korea has been an incredible experience for me. We are going to help them, also, get back on track we there it has tremendous possibly. Chairman kim think it has tremendous possi i want to thank president abe president moon from south korea and moving along. Without the you will United States. I want to thank president xi of china because the border was very strong during a very critical period u68ly the border is getting a little bit weaker now but thats okay. Thats okay. We have to keep him to keep it tough. I do want to thank president xi of china. With all of that we are having tremendous numbers. Tremendous economic successful. We are having the most successful period of time economically perhaps in our countrys history. G. D. P. Numbers have been great but the ones that are coming out im really looking forward to seeing them. I think you are going to see numbers. Just see the activity. I see the business yesterday and last evening was really, that was incredible evening we spent. That was, to me, just an incredible evening. A lot of you were there. I see a lot of the faces. A lot of you were there at least 15,000 people couldnt get into the arena. The arena was big. It held 9,000 people. Sadly 15,000 people couldnt get into the arena. It was a very special evening and people had a good dimtime but they also heara lot. I want to thank everybody very much. Mick mulvaney is going to be giving a little report. Almost since you took over, to show you what to get you where you are today at this meeting. I call this the drain the swamp Cabinet Meeting. I know we talked about that during the campaign and you talked about that since have you been here. Today we are introducing the actual actions that follow up on those words. To show people what we meant when we said drain the swamp. Later on after the press leaves, you will hear from andrew brenberg, mr. Mcmahon and i think mr. Hearken on the executive order dealing with Civil Service reform. What i want to talk about the government reorganization very, very briefly. When we got into this, one of the things we learned is that it has been almost 100 years since anybody really reorganized the government at this type of scale. Been since fdr and his new deal where he changed the way the government worked and we havent changed it very much since then. Which means we are almost 20 into the 21st century but still dealing with a government that is from the earliest 20th century. This leads, mr. President , to some bizarre results. In fact, the stories, you dont know where to start. Right now, because of the nature of the way we regulate in this country, if you have a cheese pizza, you make a cheese pizza that is governed by the United States department of agriculture. No, the other way around. I get these backwards. If you make a cheese pizza its governed by the food and drug. If you put peperoni its governed by usda. If you have a chicken governed by the usda. If it lays an egg gornd by the f. D. A. If you break the egg and make omelet u. S. Sda. Open faced roast beef its one. Hot dog meat is governed by one. Put it in a bun governed by another one. One of my favorites you have a salt water fish and salmon in the ocean its governed by the department of commerce once it swims up river governed by the department of interior to get there it has to go up a fish ladder governed by the u. S. Army corps of engineers. This is stupid it makes no sense. That was incredibly said. I think you should put that on television. Not what i said. That was very good. Dealing with the small businesses. Long time ago when i was 15 years old i worked in a freezer for a guy who made frozen pizzas, right . Put yourself in that guys business and one day is he making cheese biz zoos and afternoon peperoni. Entirely different process it doesnt make sense. I want to try to fix it go through a couple examples today. Asked scott to step aside to go over just one or two, a couple of them have made the press. We talk about this later about the department of education and the department of labor being merged. We think that makes tremendous sense, because what are they both doing . Theyre doing the same thing. Trying to get people ready for the workforce, sometimes its education, sometimes its Vocational Training but all doing the same thing so why not put them in the same place, goes back to the work i think ivanka did very early on on job training when we learned that we had, in fact, we dont even know how many job Training Programs we have. Some people think there is 40. Some think there is 46. Some think its 47. We get it down to 16 and put it all in one place. So that if you are not happy or the next president is not happy with the way its going. Right now 16 different people around this table have workforce Training Programs in their agencies. If something is going wrong, you are going to come to me and say mic, why arent you doing it . , no, no. Thats Scott Pruitts fault, thats betsy devos fault. When everybody is in charge, nobody is in charge. Solving that by putting ed and labor together and making them responsible and accountable. Other things we are going to talk about two of my favorites, examples of how we think we can improve things. Everybody, democrats, republicans, local government, state government, you, me from the private sector have Horror Stories about the u. S. Army corps of engineers they perform absolute critical functions, mr. President , no doubts about it over the cof the last century their role has continued to creep and creep and creep. And we can do better. The proposal you will see makes important changes to the army corps of engineers. The stuff that is really defense and there is still things that army corps does, they stay there. And they should. The things the army corps that actually does to help defend the nation stay where they belong is at the department of defense. Dealing with the environment. A lot of what they do deals with the environment. They deal with Environmental Mitigation and so forth that goes over to the department of the interior. Because you all are really good at it similarly ports. Deep water ports, our lock system. Thats not it used to be a military thing a hundred years ago. Now its elaine chao at the department of transportation. Its a transportation item. We think its much more efficient layout and ties in what you talked about streamline our permitting process and goes along with what mr. Zinc is doing at the doi to try to centralize. One point of contact. You want to get a permit go to one federal agency. This is going to help that down here we talked a little bit about that one food safety. Right now fda, usda. We have moved all ofhat into the usda. Why . Because they are really good at it not to say the fda isnt. Wouldnt it be nice to have one place where people can go to to get answers to get results to get permits. Harris we have been watching inside the cabinet roomened at president spoke to 20 minutes or so. This is pulled tape from moments ago when the president was meeting in the cabinet room and what you see now is the office of management and budget director mick mulvaney, he is talking about completely changing, reorganizing really since fdr was president how the government works. And made the official announcement now that the departments of labor and education will be together. He said this keeps the promise of the president from the campaign trail to make federal government smaller. And what was kind of funny about this is that the president said you want to hear from the director of mulvaney on this, just try not to make it too boring. That was the directsive of the president of the United States. There were a lot of details and numbers and figures on how to shrink the government and we are hearing it from director mull mull vane. The big news this hour came from the man in the middle there that you see the president of the United States, a fiery conversation nationwide as you know about how to deal with illegal immigration at our border. Families being separated, families facing prosecution for crossing illegally and all of the like. The president jumping into that and making a couple of developing statements. First of all, he said he is addressing hhs, the doj and uhs to reunify families. He put out open call to democrats to get to the white house today. He is ready to meet. You need 60 votes. He said we need 60 votes because of, quote, ridiculous filibuster rule. As soon as can you today, he wants them to get there. And then, simultaneously making news. Is the first lady of the United States in texas down at the border. Steve harrigan is live in mac callenmccall len texas where same city where the first lady is visiting now. The first lady on the ground here in mccall len, texas, for more than an hour despite flash flooding which has made movement around this city treacherous after two days of rain. The first ladys first stop was a shelter for children. Lutheran social services in south mcallen holds 58 children. Some of those children who entered the country illegally came on their own unaccompanied minors. Others were separated from their children. Their age, 12 to 17. The first lady had high praise for the people who are working in that shelter. Heres what she had to say. We all know they are having they are here without their family. And i want to thank you for your hard work, your compassion and your kindness. You are giving them in this difficult time. Im here to learn about your facility and which i know you have children on a longterm basis. And i also like to ask you how i can help these children to reunite with their families as quickly as possible. Before meeting with the children, the first lady asked several pointed questions from the commissions there, including how long do the children usually stay in the shelter and how often do they get to speak with family members. Her next stop is scheduled to be the customs Detention Center. But getting around the city with this flooding is going to be difficult. Its not clear whether thats going to come off or not. First lady whose opposition to the separation of parents from their children is wellknown and mentioned by the president showing her commitment on the ground here today in mcallen, harris. Harris steve, im glad you mentioned flooding so people can see that obviously behind you. And the Ursula Detention Center where the first lady set to meet with ice and dhs she may not be able to get. To say we know that from our notes coming from the white house. Just want to say quickly for the people of mcallen, texas particularly difficult time with the flooding. He is a congressman among the group of lawmakers who have huddled with attorney Jeff Sessions on immigration yesterday. Great to see you today. Boy, this has been an emotionally explosive issue and one that has really been fraught with politics getting in the way if you will. Catch me up on all the developments now, because i understand from the Washington Post and its their reporting that there will be no more prosecutions of families as they come across the border. Whats the latest . Yes. That is what has been discussed and suggested. You are correct. Attorney Jeff Sessions attended our Republican Committee meeting yesterday afternoon. Talked about a myriad of issues and certainly that is one of the ones that we want to make sure as republicans sometimes were pitched as more rule of law, compassion, i believe there is room to do both in this situation. My background as you know is one in the church world. Spending time in the refugee camps, mission trips. Seeing some of the heart wrenching stories. We always want to make sure that children are taken care of. I applaud the president for acting on this. And i hope that over the next 24 to 48 hours of the house and the that the can do something thats long term that gives that executive order really to further that out to past just this administration but in later congresses as well. Harris all right. Sowive meeting and talking obviously with the president as a group there. I just want to understand if thats the case. The president also said something from the cabinet room that i want to they can with you. He says he directing Human Health Services, the doj, the dhs to reunite families. Thats a confirmation from the president. Has that been where he is all along and why did it take so long to get to this point. To be fair, marist, this has been evolving issue over the last several weeks. It has been heightened. I believe there is some credit to say we are acting on it some of the pictures we have seen as horrific they are are from 2013, 2014. Not to reiterate the talking points, but this has been around for many years. Harris sure. It was tightened or expanded in april. Realizing the situation. Heres the thing. These Border Agents, one of the first pieces of legislation i passedas mandatory training for Border Agents who could be able to look at the signals for those being human or sex trafficked. Think about how much work that is for these Border Agents. We dont always know if these children belong to these parents. We dont always know the situation. So we want to make sure that as we move forward, to keep these families together, which im a big family proponent. We also wants to makee that they have the latitude, the if there is nefarious behavior or if a child is being damaged in these testify narrowous ways, we want to make sure we offer those protections as well. Harris all right. Real quickly. The president is making some more comments about immigration. Congressman walker, can you stand by for the president for just a moment because i have a followup question . Sure. Harris lets watch. We dont want to have people, we dont want to have children separated from their parents. You have to understand you gave an example yesterday of 12,000 children. Of the 12,000, 10,000 came up either alone. They w necessarily Young Children but either alone or they came up with traffickers or coyotes. Coyotes are bad dudes. They came up with other people, brought them up. They are using these children. Thats 10,000 out of the 12,000 of the 2,000 a lot of the people that came in with their children, this is their third, fourth, fifth time trying to come in to our country. So this is not a perfect situation. This is a very bad. Now, port of entry, if you go to a port of entry, it works out very nicely. They have been doing a very good job. But they dont want to come in through the port of entry. Thats called doing it the legal way. Many of the people in the 2,000ory, you are talking about 2,000 children, those are people that tried to come into our country many times the same way. They dont want to go into the port of entry. Usually thats for a very bad reason. Why dont they want to go in legally . You have to ask yourself that question. So you have a situation that is ripe for congress to get together and come up with a solution. M ready, willing, and able to help and ready, willing, and able to take this pen right here and sign very quickly. Zero tolerance. If we took zero tolerance away, you would be overrun you would have millions of people pouring through our border. You took zero tolerance away, everybody would come right now there would be getting their little belongings, unfortunately and heading up. You would have a run on this country the likes of which nobody has ever seen. So we have to have strong borders. Frankly, the wall, in terms of drugs, in terms of keeping certain people out that we dont want in this country, the wall is imperative. We have to have the wall. We have started the wall. We have 1. 6 billion. Were fixing tremendous amounts of wall where its been overrun. But, we have to come up with a solution. I would consider it, whether its north korea, whether its so many other things, we have a lot of things. Look, i have been given a very tough hand. Because i came up here, we had an economy that was going down. We had an iran problem. We had a middle east problem. Take a look at what was going on in the middle east. A lot better now. You are a lot smoother right now than anything you heard over the last 8 years. But we were given a lot of bad cards. One of the bad cashedz, we were given this immigration mess. And it was made worse by all of the different contradicting and contradicting laws that have been messed. We are going to work hard with mike pence and everybody else in this room to see if we can solve the immigration problem. We need democrats to be able to do it. If they are going to obstruct, it cant be done because the republicans dont have the votes. Now, i think were going to win Additional Senate seats. That will help us a lot. But unless we get Additional Senate seats and unless we keep the house more or less like it is right now, you are not going to able unless the democrats are serious and they want to come along and get immigration work done. We can do something thas going to be historic. We can do something that will be historic and get it con. I am ready im here. These are very talented people. We are all ready we are here. Just quickly, to hit what the president was saying right there, as i understand it then, zero tolerance policy is still in place. He says without it our country would be overrun. So what has changed . 1235rs what we are doing at the border right now . I think zero tolerance is a policy that ends catch and release. That ends the opportunity to continue to move through the our country. We have over 40,000 convicted felons, not just charged but convicted that are roaming around in this country. We have got to be able to have a zero tolerance policy. But it doesnt mean that we have to separate families. There is room to do both. The other point that he mentioned was the overall immigration we need to transition to merit based. 10 of our immigration is merit based. England and canada 40 . We knowed those kind of votes to change it long term. Harris i want to step in with you this to this news has been breaks. We talked before that b. That the Washington Post report that the prosecutions would be stayed. In fact, just a suspension of those prosecutions coming over our southern border illegally, you are taking a look at that and you were telling us about that before. I just want to reinforce what you were saying so the people dont think this is a permanent change. Congressman walker along for the breaking news. Sir, thank you for your time. Always a privilege. The president implemented this policy of zero tolerance. We have 2300 young people separated from their families. The president does a 180 yesterday. And signs an executive order making some changes to the policy and now today says he wants to make more changes but, as you just played he want to keep zero tolerance. Im confused. And i think the American Public is confused as to what the president s motivations are here. Unfortunately, what we need to do to end family separation. This is unconscionable policy that the president is advocating. Harris you heard, no doubt, a little bit, im hoping i shouldnt say no doubt, but hopefully you heard congressman walker. I followed up on that very point that the president said zero tolerance policy. He said thats with regard to catch and release. What we no longer see is the separation of families at the border. And they are trying to figure out moving forward the president says he has ordered all these agencies, doj, hhs and dhs to reunite those families. You say there are some 2300 . I think my colleague from North Carolina is conflating some of these issues if the the Washington Post article is correct. Harris fox is working to confirm. Fox is working to confirm. And the president is walking back zero tolerance and saying family units wont be prosecuted. What happens . How do we reunite those 2300 plus young people who have already been separated . The executive order doesnt say that hhs gave conflicting information yesterday as to whats going to happen and how they are going to be reunited. Look, i understand the president uses catch and release as a talking point. There is a way to solve this. Family Management Program that had 99 success rate of people coming back for their ice hearings and checkins. It costs 36 a day to implement this program as opposed to 700 a day when you separate a child from heir parents. Its unconscionable. Harris congressman aguilar with all due respect we have heard a lot of talking points from both sides of the aisle. Thats why the president i would imagine have you got to get this through for him to sign. Hold on, let me finish. I listened to you. Let me finish. The president and his comments in the cabinet room moments ago did an open call for democrats to come to the white house today after the wrapup of that meeting. Now i realize is he talking about the 60 votes in the senate. Where he needs democrats on the hill to join republicans. But there are many of you who could shore up even the senate by showing up or voicing your opinion on getting into the conversation were being stepped on by breaking news. I want to come back to you. Im hoping you will stand by. The first lady at that Detention Center where there are children at the border. She went to visit today. She has been very strong in her voice, putting pressure reporting on the president to deal with this issue and stop separating families at the border with mexico. She signed the American Flag there that you saw. She has been meeting with people that work at that facility. There is a delegates from Human Health Services with her. And she has been asking all sorts of questions about how long children stay and what their lives are like there the average we were told was 42 to 45 days at the behest of her questioning there during the pretour briefing that the first lady of the United States got. There is massive flooding down in mcallen, texas. We are fully expecting her to go to the next event where she will talk about ice and Border Agents there in mostly cloudy allen. This was the most, i think, declarative statement the president has made on this topic to date. An open invitation to democrats to come here, harris, to work on something. Because s clear to not just you and to me and to the viewers. But anyone who has looked at this even from afar. You have to acknowledge what we have now ask not working not just for the people who want to come here. Its not working for the american people. The president making that clear. I should also add this, harris. In addition to the Cabinet Meeting, which yall played out which was super instructive for the viewers, he is now meeting with the nations governors and again talking about immigration, harris. Harris well, you know, one of the things that we heard from the president though that is making so much news flew meeting with his cabinet. More than 23 minutes spent on illegal immigration and what to do with families at the border. The president started by giving us the hezbollah up th first lady has been bending his ear and she is down at the border. I will just tell you this on background i have had conversations with a number of administration officials. They just tell you, look, sometimes in a family a husband will lean on a wife and wife lean on a husband to help you think of it from a different angle it is clear in my conversations that thats exactly what happened here. The first lady was saying, listen, have you got to revisit. This i think it worked and it was effective. For his party i think it was the right decision. Harris i want to move on now with a couple of the points that happened at that Cabinet Meeting that people may or may not have listen very closely to. There were charts and visual support involved and omv director mulvanes characterization. The promise on the campaign trail from then candidate donald trump j. Trump was to shrink the size of government. What did they do today that addresses that issue . It was riveting to listen to director mull vane and granted its wonkish and inside the beltway. Here is whether a is a number of agencies do things that they dont need to do. They are hand links jobs that were set up for them 100 years ago and its time now to really refine it let me give you one example. He talked a lot about food. If you make a cheese pizza but dont put meat on it handled by the usda. If you put meat on it handled by the fda. Same pizza put peperoni different agencies. Streamline government and get rid of the duplicative work thats been happening for years. Will it get over the finish line. Anyones guess. Certainly provocative to listen to it. But she is a very brilliant, caring person. Its really a shame that people on the left judge her by her looks and say she cant be very bright demean her all kinds of way. When she is brilliant, she is carin when she goes out, everybody i have talked to that has been in her company deep caring coming from the heart. They are really impressed with the depth of melania trump. The president is right we are very privileged to have a first lady like she is. Second one, of course, not born in america. The first was John Quincy Adams wife, luiza. If abigail hadnt been so mean to the girl he was really in love with in massachusetts. Harris goodness, gracious. Congressman, have you more detail on more things. Show is down there, she brings a great perspective to the president which makes them a really good team, actually. Harris npr is recording that the words that were used she brings pressure to the president on this issue. She asked some interesting questions. As a journalist, i have to say im won howuch of this is being asked on capitol hill she says what stage are these children in when they arrive. Speaking of the trauma. Maximum time 42, 45 days because of the first ladys questions. How many times per week do children get to speak with their families . Excuse me. Also an important point she is asking from that perspective. What are your thoughts whats happening these facilities and have you visited. Oh, yeah. I have visited many times. I guess it was during the Obama Administration i spent so much time down on the border visiting the facilities and actually, we were told that the instruction from the top back in those days to minimize what members of congress were allowed to see i had enough friends down there i was able to see what i cared to see. I saw during the obama years there were children separated from parents. But, also, having been there all night many times, i have seen groups come. And while the border patrolmen would be deal with one end of the group you would have people trying to decide which child was with them. Passing information between themselves and then in some occasions, you know, them saying no, nobody is. And then they would say they were unaccompanied. And i know the way you dig into things, youre aware like 10,000 of the 12,000 being detained now actually came unaccompanied. If you could get ahold of those parents that would send a child, oh my gosh. Its just nuts. That a parent would allow a child to be subjected to that kind of potential for drug of course thatting, sex trafficking. You actually are paying the drug cartels who use gang members as coyotes to bring them into this country. So, if they were in texas, for example, having been a felony judge and seen tthings ad protective service would step in immediately with any texas or american parent who allowed their child to go through that kind of stuff, but i love the fact that melania is down there and cares deeply about the children it is just outrageous that a parent would allow that to happen. The best thing we can do is get t wall built its needed. Stop the drug flow through thats killing americans and crippling our society and that cuts down on the 80 billion or so thats going into mexico for corruption. You could see mexico be one of the top ten economies in the world if we stop the drug flowing and that shuts down the drug cartel and mexico starts using resources, cuts corruption and these people would not want to leave mexico because it has so much to offer. Harris many are not coming from mexico. What we found out from the first lady most of them are coming from guatemala. Whats particularly sad about that is that it mak the vetting of those children and their families and what you might send them back to if you are going to deport them back out of country extremely difficult, congressman. You said either Border Protection or open borders. Why . If you listen to the democrats who complained about President Trumps executive order, they were saying any detention is wrong first, parents and children cant be separated. Second, any detention is wrong. That means theyre for open borders because at that point you are going to have a flood of people as you were pointing out. People from guatemala, honduras, nicaragua and you have to ask a series question how many people do you want to have come into the u. S. He will illegally on annual basis. If word goes out to all of Central America that you can get into the u. S. We will see several Million People show up. Harris whats interesting about that. I think there was some misunderstanding. And i know that people across the political aisle will try to exploit the fact but there actually has been some misunderstanding. The president said that absolutely zero tolerance policy is still in effect congressman walker explained that has to deal with catch and release. Congressman aguilar said im confused. The fact is we are no longer separating families at the border. What do you understand Going Forward is actually happening . I think they have got to work out a lot of details. First of all, there are two points here that keep getting glossed over by deliberate emotionality. When you say children and you mean people up to 18 years of age, you are talking about a substantial number who actually belong to ms13 and similar gangs. People 15, 16, 17, 18 years old who are in these gangs. You cant automatically lump them in with 5yearolds. Second, there are some adults in those groups who with bringing young men and women up here for the purpose of selling into sexual trafficking. They are not parents. As you point out 10,000 kids not accompanied by parents.
