unreliable tool to determine those people who have been infected and could be immune. president trump mocks biden for wearing a mask in public and won't wear one himself. stand by for that. let's get more from california. the centers from disease control and prevention raising a red flag about those antibody tests. >> reporter: wolf, basically saying they are no better than a coin toss. they can be wrong about half of the time. i am booked to get one tomorrow morning like many others, hoping that i have had it, but the cdc is now saying these tests are not good enough to make any policy judgments. they are not good enough to tell if somebody should go back to work or back to college. they are, frankly, not fit for purpose. anyway, we still don't know if you had it, if you have the antibodies, if you are immune. this is another setback. meanwhile, the so-called transition to greatness, the reopening, rolls on. we are nearing 100,000 dead and we are reopening. while the rate of new cases still climbs in 17 states including california. >> we are walking into the unknown, the untested lig rally and figuratively. we have to be guided by the data. >> 20 states seeing new case numbers fall, new york. for some traders back on the floor of the new york stock exchange it has been more than two months. >> it is a good symbol. >> reporter: everyone must sign a waiver they know the risks. >> they wanted to get back to business but wanted to be smart and doing it in a way that keeps people safe. >> reporter: the new rochelle started to. >> we are cautionly optimistic. >> reporter: will there be a fallout from that infamous memorial day party in the ozarks? we will find out in a week or two. >> the smaresponsible thing to is to self quarantine for 14 days. >> neighboring arkansas now suffering a sharp increase in cases. >> i could get covid today or get hit by a bus today or tomorrow. >> it is disappointing when you have a few outliers. >> reporter: meanwhile outbreaks are reported at eight other meat packing facilities in the city. >> there is an invisible deadly shark out there and it's time to get people out of the water to see what is going on. >> reporter: cdc says nearly 80% of deatcases are over 65. >> we are not driving the tiger, we are widing it. for all of the suffering, pain, death, so forth, only about 5% of the u.s. citizens have been infected this. virus is not going to rest until it gets to 60 or 70%. >> reporter: as of about three hours ago in most of california you can get your haircut again. i say most because the reopening is very regional. it's county by county. only 47 of 58 counties have met the benchmarks to progress to haircuts. we will hear tomorrow about child care, school and summer school, crucial for parents who are hoping to get back to work. >> thank you. president trump on the attack and boasting about his coronavirus response as the nation is about to reach a grim milestone. jim, the president is pushing familiar buttons it. >> reporter: that's right he is releasing bogus distractions as the deaths reach 100,000 lives lost. the president is defending his handling of the virus while mocking former vice president biden for wearing a mask. as the grim milestone of 100,000 lives lost, president trump is it outing it a success. they are hitting numbers higher than countries like south korea. the president is defending his performance by tweeting -- >> reporter: but hold on, the president once predicted the virus would disappear. >> by april, when it gets warmer it miraculously goes away. i hope that's true. >> reporter: the president is hoping to distract by bringing up a cold case against joe scarborough. and about ballots. and mocked vice president biden for wearing a mask, something the president decided against. uz a the press secretary wondered why he wasn't wearing a home in a basement. >> it is curious he is not wearing one in his basement next to his wife. >> reporter: the president -- >> biden can wear a mask but he was standing outside next to his wife, perfect weather, so i thought it was unusual he had one on. >> reporter: even his former chief of staff recommended masks in crowded settings. >> if we are careful about social distancing and putting on masks, we should be able to go back to work sooner than later. >> reporter: a poll finds two-thirds of americans think a mask should be required in public. >> if he is not wearing a mask, i am not wearing one. if he is not worried, i am not. >> reporter: the president? >> yes, sir. >> reporter: other states are vying for the gop convention event. >> the door is open. we want to have the conversation because i think it would be good for the state of florida. >> reporter: one who questioned it, stood by the report. >> we are impartial in what we do. really, anything that is done that could impair independence i hit it compromises the effectiveness of oversight of programs that are there to serve the american public. >> reporter: a few items to note. the trump administration is moving forward with restrictions for travelers from brazil going into place tonight at midnight. and today mr. trump said he is giving the governor one week to decide if the event can handle in charlotte later this summer. and something the twitter is flagging. there you see the president's tweet about mail-in balloting -- at the bottom of the tweet twitter has added this, get the facts about mail-in ballots. this is the first time we have seen this from twitter. if you click on it, it takes you to a page with lots of information about voting by mail and how it doesn't lead to fraudulent voting. it appears to be the first time twitter is flagging his tweets. not all of his tweets, but in this case, the one on mail-in balloting is being flagged. >> interesting. we just heard former vice president biden's interview with dana bash. he said the president was a fool about this mask stuff, that it's costing people's lives. any reaction from the president or the white house? >> reporter: not yet, but i can almost guarantee we get a response from that interview. when he was pressed on this at the press conference at the white house a short time ago, the president was trying to increase he wasn't trying to criticize the former vice president, but that's exactly what he was doing. >> get the reaction. and let us know. thank you for joining us, governor lamont. connecticut has gone from this virus model by yale public health, that connecticut could lose 8,000 people by september. how does that impact your moves? >> we are reopening and reopening very cautiously. i reopened to give people the sense of confidence. if we do this one step at a time, can you have a maeal outside of a restaurant. if you go out you must wear a mask. president trump, you must wear a mask. we didn't shut down our economy. covid tried to shut it down. our job is to give people confidence they can get back to work safely. >> if you have to wear a mask, he may not be showing up in connecticut any time soon. many of your beaches and parks are filled to capacity over the weekend. do you need to do more to make sure people are still social distancing and being safe as we go into the next few summer months? >> wolf, we are not the ozarks. we have lovely beaches along long island sound, but we capped the number of people that could park at maybe 50% of the normal parking capacity. that helped us make sure people are 10 or 15 feet apart and maintained distance on the beaches. more people walking our trails and parks than a year ago at this time. that's good for your mental health. if you keep the distance, it's not a bad way to spend an afternoon. >> in an interview with our own dana bash, vice president biden talked about president trump mocking him for wearing a mass tk. -- mask. listen to what he had to say. >> he is a fool, a fool for talking that way. every leading doc in the world is saying you should wear a mask in a crowd and especially when you may inadvertently get closer than 12 feet to somebody. and saying it is costing people's lives. >> you know who agrees with joe biden? deborah birx and probably even vice president pence although he may phrase it differently. i was surprised that the nurses in the icu in new york city and connecticut had a much lower infection rate. why? because they wore a surgical mask. >> and they have the protective equipment as well. good luck to everyone in connecticut as we head into the summer months. >> nice to see you, wolf. thanks. just ahead, more on the cdc's warning about the unreliability of antibody tests. dr. sanjay gupta standing by to discuss that. breaking news. four minneapolis police officers have just been fired after a video -- disturbing video -- showed one of them kneeling on the neck of an african-american man who later died. tempur-pedic's mission is to give you truly transformative sleep. so, no more tossing and turning. because only tempur-pedic adapts and responds to your body... ...so you get deep, uninterrupted sleep. during the tempur-pedic summer of sleep, all tempur-pedic mattresses are on sale! following breaking news here in the situation room. a new cdc warning out about coronavirus antibody tests. in an exclusive interview, joe biden firing back at president trump about wearing a mask. gloria and sanjay, welcome. here is what the former vice president said in the interview with dana bash. >> you have to lead by example. i watched the president yesterday wearing no mask, you know, and making fun of the fact i wore a mask. the truth of the matter is i think you are supposed to lead by example. >> he went on to say the not to be engaged in folly and falsely masculine. what do you make of these latest developments, what the president had to say and now what the former vice president is saying? >> i never thought i would say this, but i think the issue of wearing a mask has now become a wedge issue in this campaign. somehow it's because the president. i think he believes people who wear masks exhibit signs of weakness, if they are wearing them outside the way the vice president did. it is not a sign of weakness. it is a sign of respect, respecting the people around you. the vice president, when he went to lay that wreath was surrounded by secret service, for example, and there are people who were observing him across the way. i think he wore it as a sign of respect. for some reason the president has decided, perhaps because of vanity or perhaps he doesn't think it is necessary although his own cdc believes it's necessary, has decided to make a point of not wearing a mask. i think we will hear this throughout the campaign. let me point this out, that joe biden's new twitter avatar shows him wearing his trademark sunglasses and that mask. >> very interesting. what sort of impact does this debate over masks have on public health? >> you know, people may not be as likely to wear masks. that's the big concern. there is plenty of evidence that they can make a big difference. we talk about states opening versus not opening. we think of this in this bien ri way, but even in places that are opening or opened, one of the things that we see that people seem to be getting messages about masks, they are wearing the masks more than not. as a result i think we may be having beneficial effect on the rate of transmission. there is still viral transmission. masks work. that's why health care workers didn't have the same rate of infection as we expected given they are surrounded by the virus in hospitals and stuff like that. they can work. i have worn a mask since i started training 30 years ago. masks are part of my life. it's weird to see something like that become to politicized. >> we have seen a major change on how twitter treats tweets from the president. for the first time an icon has been added -- it says get the facts about mail-in ballots. pretty extraordinary development after a year of false tweets. >> it's twitter making annest at least to start fact checking some of these things that are not true. california isn't mailing ballots to every person in the state of california. it is mailing ballots to people who are registered voters. this is a small step, a very good step. the question is what are they going to do about the president's calls for a murder investigation into a tv host with unsubstantiated rumor, conspiracy theories, whatever you want to call it. completely unsubstantiated. and they have not done anything about that. they were asked to take it down and they haven't done that yet. but, again, wolf, this is a small step in the right direction. >> i want to turn back to where the country stands on reopening. the cdc just issued new guidance that the antibody tests may be wrong half of the time. are officials going to have to rely on other approaches to reopen the country? >> there are only certain types of tests out there. the tests people talk about with regard to reopening are the diagnostic tests, whether you have the virus or not. that's the most relevant information for a group of people. you want to know if anybody around you has the virus. if people have antibodies, they may have been exposed and may have protection. there are a lot of tests out there that weren't good tests. there were a rush to get tests out there, and many of them were invalidated and we see the ramifications. we don't know what the antibodies mean. we know it will offer some protection. we can be pretty sure of that, but we don't know lounhow long protection will last or how strong it will be. the last point is more of a nuance point. right now they estimate 5 or 10% of the country has antibodies, so a low percentage. when you have a test trying to find something with such low prevalence, you are going to reel really have it powered up and a poor positive predictive value. that means you will get more false positives than you otherwise would. in new york might be a better test source because more people had the virus there. it may be good, but not yet. just ahead, a report from minneapolis on the firing of police officers involving a fatal accident involving an african-american man all captured on video. also, i will talk about concerns that california's economy may be in free-fall after the coronavirus shutdown. , their biggest breakthrough yet. advanced engineering promotes healthy posture and relief for achy shoulders and back. visit tommiecopper.com to see the entire line of wearable wellness compression. they have you covered from head to toe. - tommie supports my back and my life. - [narrator] go to tommiecopper.com right now and save 25%. life hurts, feel better. your bank can be virtually any place you are. you can deposit checks from here. and you can see your transactions and check your balance from here. and pay bills from here. because your bank isn't just one place. it's virtually any place you are. just download and use the chase mobile app. visit chase.com/mobile. in this world where people are staying at home, many of life's moments are being put on hold. at carvana, we understand that for some getting a car just can't wait. that's why the new way to buy and sell a car is also the safer way. at carvana, you can do it all 100% online from home with a touchless delivery and pickup process to keep you safe. and for even greater peace of mind, all carvana cars come with a 7-day return policy. so if you need to keep moving, it's our goal to keep you safe. check out carvana, the safer way to buy a car. the xfinity voice remote will find exactly that.for, happy stuff. the group's happy, i'm happy. you can even say a famous movie quote and it will know the right movie. circle of trust, greg. relax, the needles are jumping. you can learn something new any time. education. and if you're not sure what you're looking for, say... surprise me. just ask "what can i say" to find more of what you love with the xinity voice remote. we will have more coronavirus pandemic coverage coming up in a moment. but breaking news in minneapolis where four police officers were fired after the death of a man they ent countered. they leaned on his neck. he repeatedly said he could not breathe. a warning to our viewers, this video is disturbing. >> let him breathe at least. >> i can't breathe. i can't breathe. >> relax. >> i can't breathe. >> what do you want? i don't see that. many times in the context of split second decisions, i don't see a split second decision. there is a person detained. there are bystanders pleading with the officer to stop. you have the person being detained saying stop and yet the officers persist in their action. everything about this video is quite disturbing to say the least. the federal government is involved, state government is involved. they should be and there should be accountability on all fronts. the firing of the officers is just step one. >> the one officer was choking him, had his knee on his neck, but the other three were just standing there, could have stopped him, right? >> no question. the issue then becomes if you are not part of the solution, you are part of the problem. you see what is happening. you see a person in distress, a person that is fighting for their left, not in the technical sense, but saying they can't breathe. you see bystanders pleading with the officer not only with the knee on the neck, but the officers standing there. and they don't do anything as well so they are complicity as well. at the end of the day everyone needs to be held accountable. >> very disturbing development in minneapolis. just ahead, will san francisco businesses suffer as other parts of california are opening up faster. i will speak to the mayor when we come back. your mission: stand up to moderate to severe rheumatoid arthritis. and take. it. on... ...with rinvoq. rinvoq a once-daily pill... ...can dramatically improve symptoms... rinvoq helps tame pain, stiffness, swelling. and for some-rinvoq can even significantly reduce ra fatigue. that's rinvoq relief. with ra, your overactive immune system... ...attacks your joints. rinvoq regulates it to help stop the attack. rinvoq can lower your ability to fight infections, including tuberculosis. serious infections and blood clots, sometimes fatal, have occurred... ...as have certain cancers, including lymphoma, tears in the stomach or intestines, and changes in lab results. your doctor should monitor your bloodwork. tell your doctor about any infections...and if you are or may become pregnant while taking rinvoq. take on ra talk to your rheumatologist about rinvoq relief. rinvoq. make it your mission. if you can't afford your medicine, abbvie may be able to help. tonight as california is taking new steps on reopening, the governor gavin newsom is warning that, quote, we are walking into the unknown. joining us is the san francisco mayor. thanks for joining us. tom stier who is leading california's economic recovery task force says your state is in economic free-fall. the governor estimates the unemployment rate is above 20%. the national average is above 14%. what is going on?
