going to be any sort of negotiations with the united states and especially not with the trump white house. he came out not so long ago and said, look, he believes that goe negotiations with the u.s. would be poison, and negotiations with the trump white house would be double poison because of the strategy of the trump administration of maximum pressure on iran, of course the crippling sanctions iran has been facing. iranians say they are not going to negotiate under those circumstances. it was quite interesting because iran's president came out late last night and said look, we have all the phone numbers we need in the united states. negotiations under these circumstances are not going to happen. the head of iran's revolutionary guard core says he believes iran is at the height of the conflict with the united states. the u.s. is doing everything it can to undermine iran, and he says this was a key moment in the islamic revolution. now, of course all of this coming as apparently president trump is unhappy with some of his senior advisers on all of this, feeling that they are moving too fast and forcefully towards what could be an armed conflict with the iranians, of course president trump ran on a ticket of wanting to get out and stopping costly wars in the middle east. now, of course it seems as though he believes that maybe the u.s. might be headed toward one. all of this coming as there's a bit of issues between the united states and its allies. the brits standing by one of their general's comments, at this point in time, coalition against isis is not seeing increased evidence of iranian posturing in iran and syria. cnn learning from a senior source in the state department that apparently that is not true, that the brits are wrong, and that internally white house plans to release a broad outline of its new immigration reforms spearheaded by jared kushner. it will address securing point of entry, increasing border barriers and a merit points system. it's a shift from a majority of individuals coming into the u.s. based on family ties. it will not deal with daca, which democrats insist they want resolved as part of the deal. the administration wants to give preference to skilled and educated immigrants. the plan is short on concrete details and so far many key republicans are not publicly on board. we keep hearing they are underwhelmed with pictures of missiles are what spurred the white house to escalate warnings about iran. that's according to "the new york times." the missiles were on small boats and fully assembled, raising fears they could be fired at u.s. navy ships. the threat from iran was growing, intelligence officials declassi declassified one photo carrying what was described as a functioning iranian missile. cnn reported that moving missiles is one of the reasons the u.s. decided to move an aircraft into the region. president trump wants to lower the temperature by speaking to the iranians. the president will meet today with the president of the swiss federation. last week cnn reported that the white house passed along a phone number to the swiss in case iranian leaders wanted to call the president. a source tells us today's meeting with the swiss is an effort to move that law. fred pleitgen live in iran. should the president be waiting by the phone? >> reporter: mo probably not. iran's supreme leader said look, at this point in time, absolutely no negotiations with the united states. he said america is engulfed in what he calls a policy of coercion toward iran, as he puts it, trying to bring iran to its knees, saying under these circumstances iran absolutely not willing to negotiate with the u.s. now, it's interesting because the country's president took the comments president trump made about leaving the phone number with the swiss and said look, the iranians have all the phone numbers they need if they wanted to talk to the u.s. it isn't going to happen at this point in time. one of the interesting things we have learned is that the irans say a precondition for them wanting to talk or talking to the united states would be america going back into the nuclear agreement that of course the trump administration went out of. the chances of that happening very very slim, at least at this point in time. the head of iran's elite revolutionary guard core came out and said iran is at the height of its confrontation with the united states. he believes that the u.s. is trying to bring iran to its knees and this is a key moment for the islamic revolution, as he said. at the report. the president has been vocal about withdrawing the united states from costly foreign conflicts and he's frustrated with his advisers around him who he thinks are itching for confrontation. >> yeah, the president is clearly worried about getting caught up in his own iraq, and he doesn't want that to happen, but he has members of the administration, including john bolton, the national security adviser who were pushing that way. the question is do evens overtake trump's own instincts and does he almost get checked into a place where there's no other option other than military force. >> it's so dangerous. there's so much that has gone wrong. >> let's move to politics in 2020. kamala harris, hitting joe biden on the crime bill, and questions about will there be a woman on the ticket, and flip that, maybe biden's below me on the ticket. listen. >> i think that joe biden would be a great running mate. as vice president he hathat he . >> they keep getting asked this question. the reporters asked over and over again. >> context, new pennsylvania poll shows joe biden well ahead of donald trump in the key state of pennsylvania. bernie sanders also leading president trump there by seven. harris would draw even in this poll. serious question, though, would joe biden be willing to be vp again in your estimation should kamala harris surge to the top of the field. >> i think he might be. i think he likes being part of the mix. i think harris is getting to the heart of the way the campaign is being covered. >> is it sexist. >> the attention to the male candidates in the way the questions come to the female candidates and she's getting right to the heart of it. we haven't had a primary. we haven't had a caucus. this is all early polling so she's raising a fair question, you know, why are these assumptions being made early on. especially when it shows elizabeth warren defeats him. it's a wide open race. >> i think joe biden wants to be president. i think he doesn't want to be vice president again. >> i can't imagine he would even take that, just my instinct. let's talk about immigration. we know we have some broad brush strokes of what the president's son-in-law jared kushner has put together. what we are hearing from republicans is they are underwhelmed, it stays away from family separations at the border, 11 million people here illegally. if they can't get the republicans on board, how much work do we still have to do on this. >> they're not going to get anywhere. it's a dead on arrival bill. these are the issues that keep subverting any effort for immigration reform for two decades. it's not clear house republicans are going to go along with anything that doesn't severely reduce immigration. and so leaving this off the table isn't as if people forget what the major issues are. so i think this is a lot about politics. an effort to show the administration is working on some kind of deal but you're going to see the antiimmigration rhetoric heat up quickly from the president. i don't think this is going anywhere. >> lindsey graham with his own plan. it's like a white house budget, it's priorities rather than actual legislation. last few months. i think this is a radical decision, a radical right decision, and it's going to mobilize many voters including the same female suburban educated voters who were at the core of the 2018 elections. this is a visceral decision. it really shows what it means to have republicans in power, and i think it could really undercut the republican case in 2020, more than anything i have seen recently. >> the midterms swung wildly because suburban women turned out to vote for democrats. might they do this again. you talk about the 25 men. when you add in the house in alabama, 92 men voted for this bill, only 6 women. not good optically. it will be interesting to stay tuned on 2020. >> thank you. to business now, delays tariffs against the european union as the trade war china
