The latest news from around the world with hosts John Berman and Poppy Harlow. Or attempt to do either a thing of value from a Foreign National. So arguably, a meeting sought to receive something of value from a Foreign National as a contribution would violate that statute. And then second, title 18, section 371, which is the conspiracy to defraud, the possibility is that the prosecutors could look at this meeting and the events surrounding it and say this was a conspiracy to deprive the federal Election Commission of an honest and fair election. And that violates that title 18 statute. So there are two statutes to answer jays, you know, Rhetorical Question that could apply. But i wanted to add one thing, which is, this is, in fact, poppy, the first, you know, Public Statement by the president about this meeting, as shimon indicates. But my recollection is that in the production of information from the white house to the Special Counsel back in july, they did send a letter indicating that their initial statement about this meeting on Air Force One was incorrect. So i think they tried to correct it back then. This just is a more public assertion of that which was corrected to mueller previously. And april, david irvin brought this up and points to the july 13th quote, unquote, correction from the white house on this one. Whats your read . The bottom line is, theres a lot of back and forth as to a correction, did this happen, did this not happen . What happened this way or who put input, who didnt . The bottom line, this is not a cliffhanger in a soap opera. This is real. And, you know, the press it all basically surrounds the president and his tweet this weekend. And im going back to something that i saw this weekend from ben rhodes of the obama Administrations National security council. He said that this is not something that happens all of the time in politics. He said, its immoral, unpatriotic and part of the broader issue that it could be illegal. And im thinking about the fact that once this plays out and how mueller could play this out, this president could ultimately, with all of this back and forth over this meeting this new york meeting, all of this back and forth could basically have this president of the United States as an unindicted Co Conspirator in this. And this is real. There are legal repercussions, tentacles that come out of this tweet, be it from this person or that person or the president s tweets. And then it becomes a political issue. And then if the house if dems do get the house, and there is impeachment, people want removal. Its not just impeachment. So this president could wind up being an unindicted Co Conspirator in all of this and have repercussions in an Impeachment Trial that could lead to impeachment and possible removal if dems get the house. April, even as the story keeps changing, right, and the lawyers have to clean up their statements and, you know, sekulow saying to the best of my knowledge, and the president is putting this out there clearly for the American People to see. You wonder, is he sort of The Unsinkable Molly Brown in terms of his Approval Rating . While not high, it doesnt change. I mean, its not going anywhere. So just the legal issue to decide for one moment, politically youre a white house reporter. Politically politically, you have to remember. Okay, im looking at these polls. Politically, this president s base is solidly behind him on russia. They believe him. But we havent heard from mueller yet. And see, this president and all of his team, including rudy guiliani, are playing to the court of public opinion. And its not about the court of public opinion. People need to remember, this is about the rule of law. The rule of law. And if laws were broken. Yeah, collusion may not be a crime. But there could be a crime of obstruction of justice. There could be a crime against the logan act. We dont specifically know as of yet. And theres also credibility issue with everyone involved. You have to find out the proof now. Its not about the credibility. Its about the proof of what can be found. So the bottom line is, theyre playing this to the court of public opinion, yes, they have their base. But there is still a vast majority, when you do these polls that disapprove of the president. The Approval Rating of mueller, as you know, has also been going down in terms of how hes handling the probe. But we have to wait for the proof. Right. We do. Its all about proof. Its not about he said she said. Its about what mueller has. So we have to wait for that. And well see what happens if that does lead to impeachment. Thank you all, april, ryan, shimon, michael. Nice to have you. Still to come, Paul Manaforts trial resumes in just a few hours. This is week two. And there is a chance that his former deputy, rick gates, could take the stand today, as the prosecutions star witness. Also, could another summit between President Trump and kim jongun be in the works . And could it even be before the mid terms . What north korea is saying. A live report ahead. And its down to the wire for a pivotal Special Election in ohio. The republican forced to make an allout push in a district that has sat safely in gop hands for three decades. So cnn is finding out what voters there think about all of this. The president and the state of the republican party. Trump is doing exactly what he said he was going to do when he was elected into office. If he had had some help, we would be okay. This is a story about mail and packages. [ Engine Revving ] take me to her coming, flo why arent we taking roads . vape o. [ horn honking ] oh. You made it. Do you have change for a dollar . Business partner for years and deputy, this man, rick gates. Will he take the stand today . We know that todays session will kick off with a crossexamination of manaforts former accountant, who testified last week that she helped him prepare fraudulent tax records. Lets go to joe johns. Hes outside the courthouse in alexandria. So we will see her crossexamination today by the defense. But then do we have an indication about whether the prosecutions star witness, rick gates, is going to take the stand . Reporter poppy, thats a good question. And obviously, its hard to predict what happens here. Because the trial judge, ts ellis, is trying to move this thing along very quickly. One example of that is prosecutors just today, or over the weekend have now formally asked the judge to allow fbi forensic accountants to read emails written by Paul Manafort to the jury. Theres been a lot of back and forth about this. Two things at work here. Number one, the prosecution is trying to make a case that Paul Manafort was a very handson manager of his personal affairs, and no better way to do that than to read his emails. On the other hand, the judge has been trying to move this trial along very quickly, and wants the jury just to take emails and other documents paback to t jury room when they finally start deliberating and read them for themselves. So well see how the judge rules on that. Meanwhile, you talked about that accountant. Now, that, of course, is cindy laporta. She was on the stand last week. Shes back today. And she could face a very tough crossexamination. Of course, she has already testified, very dramatically, and even remorsefully, that she signed off on a plan to put a bogus document into the files of manafort. It was a bogus bank loan. And that bank loan essentially reduced the amount of tax he had to pay. So she could get some tough examination on that. Also, as you know, and you talked about at the top, rick gates, the former deputy, the top associate of manafort, he could testify, he could get tough crossexamination too. And its likely he could be on the stand for a while. Back to you. Joe johns, thank you. Well be watching, of course, to see if rick gates does take the stand. Well update you throughout the day. North korea believes there is a strong possibility, their words, of a second summit between kim jongun and President Trump. That is according to a source with close ties to the kim regime. That source also says that this meeting could happen sometime this year. No mention of an exact date. Will ripley joins me now. He has reported inside of north korea nearly 20 times. And to be clear, this is north korea saying this. This is not the white house or the Trump Administration. Whats behind this . Reporter well, you know, youve heard kind of these two sides of u. S. north korea diplomacy. Youve had President Trump playing good cop, tweeting a nice tweet to kim jongun last week. The north koreans, while criticizing the United States, have praised President Trump and said that they believe he wants progress, but that domestic politics are getting in the way. Then you have Secretary Of State mike pompeo over the weekend calling for stepped up enforcement of sanctions against north korea because the u. S. Intelligence community believes that north korea is growing its nuclear program, not denuclearizing. So now you have this source familiar with the north korean side of things, saying they believe theres a strong possibility there will be a second summit between trump and kim. Because they both have something to gain if they can walk away with a at least saying theres a win, that there is some sort of substantive progress towards denuclearization. Certainly President Trump could have something to gain, since he has touted north korea as a victory. Even though in recent weeks we have seen little if any progress on denuclearizization, and some really, really stepped up tense rhetoric. You also have south korea overnight calling on north korea to pick up the pace of denuclearization and calling the United States to take sincere efforts to help north korea build confidence. In order could have confidence in the u. S. , they need things like sanctions relief and a peace treaty to formally end the korean war. This source telling me that not only is a trump kim summit likely to happen, but sometime later this year. One possibility, poppy, the United Nations general assembly, which kicks off next month. Thats when a lot of World Leaders fly to new york. Well have to watch and see what happens. But there is concern, will, the optics of it, right . That this was a huge boon for kim jongun just optically and being put on a level Playing Field with the president of the United States, leader of the free world. And what, if anything, the u. S. Did or will get as a result of that. We did get the remains, right, of 55. There are still many more. But is there concern about that . And what is the white house saying about this . Reporter no response directly to these reports that the north koreans are saying there might be a second summit. But the north koreans are aware that if they were to come out publicly and declare the Singapore Summit A failure and to say they simply cant work with the u. S. , thats also going to put the Trump Administration in a bit of a corner here. So the north koreans feel at this point they have some leverage. But yes, the u. S. Does have to wonder, are they going to be perceived to be taken for a ride once again . Will ripley, thank you for the reporting. And now on to iran, because tonight at midnight, the u. S. Will slap back those sanctions on iran. This is 90 days after President Trump pulled the United States out of the iran nuclear deal. We are expecting to hear from irans president in the next few hours. His response said to be aimed directly at President Trump. And iran is not happy about this, because of what it will mean for its citizens economically, right, putting the squeeze on them. This is one of a twopart punch against iran and the sanctions coming in november will be Even Stronger . Reporter right, yeah. These are Snapback Sanctions starting at midnight. The first round involves irans ability to bank or do transactions in the earn dollar. That is a big deal. Also targets aviation and automotive sectors, also potential big hits, as well as its trade in metal. So, of course, this depends on the u. S. Being able to get others on board, as well. Thats been the harder part. Because november 4th, thats when Oil Sanctions and Energy Sector sanctions, as well as sanctions on Irans Central Bank snap back. And the European Union has said that they want to keep the existing iran nuclear deal. They want to continue to protect their companies abilities to do business with iran. Thats where you have a stalemate. We just heard from the administration. Of course, their tone is optimistic. They say theyre not too concerned about what the eu is trying to do to preserve the nuclear deal. They said they will aggressively enforce sanctions, and that means continuing to sanction European Companies, which is the plan that will do business in iran. A couple of quick takeaways. First of all, the u. S. Insists, it is not advocating for Regime Change in iran. Just for a change in the leaderships behavior. And also there are no preconditions, they emphasize that, for the u. S. Talking to iran. Theres been some ambiguity, but they said the president is willing to talk to iran any time, again, without preconditions, poppy. Michelle kosinski. Thank you. We have a unique perspective on this, of course. Lets just touch on first what michelle just mentioned. That is the white house remaining to being open to a meeting between, you know, President Trump and his iranian counterpart with no preconditions. Smart move . Yeah. I think that the Trump Administration specifically President Trump, has been very adamant about this for several weeks now. Yep. That he would sit down with the iranians at any point. But ive heard Different Things from the State Department and i think that, you know, people other people in his administration are less likely to push for talks with with pompeo has laid out key things that would have to happen before any facetoface. And i think a lot of those 12 points he outlined back in may are sort of nonstarters. Or at least the sum of them would be a nonstarter for iran. So i think whats happening here is the sanctions will start to take effect over the next few days. Well see what impact it actually has on the iranian economy. And there will be a wait and see to see how iranians feel about reengaging with the u. S. , especially after we left this deal. Lets talk about the secondary sanctions here. Because this is not only sanctions on iran, this is sanctions on European Companies, Companies Big companies of our allies, like volkswagen or airbus, that do business and sell a lot of cars and a lot of planes into iran. And they did not want to see the u. S. Pull out of this nuclear agreement. So, i mean, now what . It seems like the u. S. Is on an island in many respects. Yes and no. I mean, i think that theres also deep concern among those companies in europe to see if they might be able to get waivers from these sanctions or not. But overall, theres a lack of confidence, and there has been, even since the nuclear deal was struck back in 2016 for Foreign Investment inside of iran. So, you know, iran has kind of taken it from all sides here. And, you know, much of it is a problem of perception and fear of instability. Explain that to the American People. Because these waivers this is really important. These companies would have to get waivers from the u. S. Treasury department to be able to sell directly into iran and to keep selling into the united states. I mean, how likely is the Treasury Department under trump to do that when hes slapping these sanctions and even more in november directly on iran . Theyve made it very clear theyre very unlikely to offer those sorts of waivers. And i think theyre taking a very tough line. Maybe one that theyll walk back a bit over time. But, you know, initially i think theyre trying to get the europeans especially on their side with this. And i just dont see that happening. Jason, thank you for the reporting. Appreciate it. Thanks, poppy. Its a crucial Special Election in ohio on the line. Of a house seat that republicans have controlled in this district for three decades. Politics right now, none of them are telling the truth. Trump is doing exactly what he said he was going to do when he was elected into office. If he had had some help, we would be okay. Reporter President Trump won this district easily in 2016. Its now considered a tossup for the 2018 midterm elections. I would be surprised if a democrat won, but, you know, if they poised themselves with conservative views, they might be able to align themselves with the majority of the people in the town. Reporter Ohios Special Election is the final test for both parties to see where they are ahead of the midterm elections. Its a local race, but one thats tying both candidates to national issues. Its where Danny Oconnor is running as a democrat. I think there are a lot of folks who just want someone who is going to try and solve some problems. Reporter if he has any chance of winning this district, hell have to reach moderate voters, who have been voting republican for decades. Voters like his fiancee. Somebody said, oh, so are you a democrat now . And i was like, no something in me was like, i cannot identify as a democrat. And im like, no, im a dannycrat. [ cheers and applause ] really, i think it should be a red wave. Reporter many voters in Delaware County are skeptical of traditional politicians, especially democrats who say theyre moderates in todays divided world. Dana says the tax bill saves her 40 a week. Thats a big deal for her family. The one thing i would say to people who hate trump is i understand why. I completely understand why you hate him. But when you look at the politics and you look at the economy and you look at how things are changing, its kind of hard to not want to vote for that kind of change in your own life. Reporter Alex Marquardt, cnn, new york. This Special Election in ohio is the last major race before the mid terms. How important is this . Joining me now, david chalian. A nice look at how voters there are feeling in the seat that has been so safely republican for so long. I mean, david, this is 4443 in the latest polling. This race could go either way. Explain why it matters so much. Reporter so heres why it matters. Its amazing that people are actually thinking about this in august. Its vacation season. Its an offschedule election. So i agree with you. It was great to hear from some voters there in the district, poppy. Yeah. Heres why its so important. What you said. This is the last Special Election of a d versus an r. There are a couple highprofile primaries. This is the last time we see them battle each other. And the story of the trump era since he took office in january, 17, has been the democratic enthusiasm and turnout in all of these house Special Elections. Now, theyve lost nearly all of them, the democrats. But they have overperformed what Hillary Clinton did in the district or what the previous democrat did, be other than when conor lamb actually won that seat that donald trump won by 20 points back in april. You know, i had david irvin, an adviser to the trump campaign, on last hour. And he seemed to write this off in two ways, david. Yeah, its august, people are on vacation, not paying a lot of attention. And, oh, by the way, this is a blue dog democrat. This is no alex andrea owe caco. Is this bigger . Clearly, this democrat does fit the district more than owe cast ocortez would if she were running in the suburbs. But i think david irvin is underplaying. We understand the psychology that this has. If republicans are victorious tomorrow, theyre going to breathe a sigh of relief. Because they know the headwinds theyre facing, and this will avoid sort of moving into Fullout Panic Mode before the fall election season. The home stretch here. Conversely, if democrats win, i was just mentioning, theyve had the Enthusiasm Advantage, both in every poll weve seen, as well as at the ballot box with their turnout numbers. There is a clear Enthusiasm Advantage on the democratic side this year. Not uncommon in a president s first midterm year to have the Opposition Party enthused. And if they win, thats going to give them another big boost of excitement and enthusiasm leading up to november. So there is a real impact here. We shouldnt underplay it. But remember, this is a Special Election, poppy, that is just theyre going to serve from now to january. These two guys are running against each other again in november to serve the full twoyear term. Right. Thats a good point. So john kasich, ohio governor, making waves with this interview he did with George Stephanopoulos over the weekend. He came out against this border separation policy. He came out against the terrorists, and he came out for fixing social security. On his website i asked him, why are you bringing trump in . He said i dont have anything to do with it. Did he really tell you he was surprised President Trump was coming and didnt want him to come . I asked him. I said, why did you invite trump in here, the president . And he said no, i didnt. So i think donald trump decides where he wants to go and i think they think theyre firing up the base. Either the republican candidate didnt ask for help from the republican president or he doesnt want to admit that, you know, he did. So, i mean, what is it . I know you reached out. Well, lets also be clear. He stood on stage with President Trump. He embraced President Trumps endorsement, and he was its not as if he avoided the event in some way. So he welcomes trumps ability to hopefully juice some excitement in the Republican Base and turn out voters on tuesday. But the campaign has not made any comment on kasichs comments about who is the motivator behind the trump rally. Was it President Trump coming in on his own or was he asked to be there . Theyre going to let that just lay. Theyre going to leave kasichs remarks as they are. Sounds like it. David chalian, thank you so much. Thanks, poppy. We have heard so much about the murder rate in chicago. But i want to point your attention to what happened in chicago just this weekend. Five people were killed, dozens more injured in a streak of shootings on sunday in a city that has struggled with crippling gun violence, this weekend was particularly troubling. 44 people in chicago shot in just a 14hour period. Our ryan young is there live for me this morning with more. 44 people in 14 hours. What are the authorities saying . Reporter yeah, poppy, were dealing with a little bit of this driving rain here. Youre going to go inside in the next half hour or so to hear from police directly. This has been a troubling weekend for them. It was very hot here, and, of course, it seems like when its really hot, the crime seems to rise. They were dealing with some gang violence, thats what police were saying. Look, it was so troubling, because of the fact of all the Mass Shootings we were dealing with. We actually believe the number will go higher. And this is in a city that has seen numbers drop over the past yearandahalf. In fact, there have been almost a thousand less shootings in some cases over that time period. But people are really having a conversation about what will happen next, because youve had an 11yearold, a 13yearold, all victims of this gun violence. They had large outdoor parties this weekend and it seems like, according to police, that gang members were targeting those outside large gatherings and shooting toward those areas. Of course, some of the people who were hit by this were not gang members so you understand the pain being felt in this community, most on the west and south side. Also to put this in perspective, this year theyve been doing better in summertime, because they have 30,000 kids to work this summer, and able to get kids off the street. Unfortunately, the violence still spiked this weekend. And one of the scenes that really troubled all of us and something that really stood out was outside one of the hospitals here. Strozier hospital where so many Family Members were waiting to find out what happened to their loved ones. 40 people crying and hugging, trying to figure out what happened to their loved ones. Then a story of a 17yearold girl getting ready to go to her senior year of high school. She will not make it, because obviously, she was shot and killed this weekend. The violence here is so troubling. People are asking, what can be done next . They want answers. And, of course, well hear from the superintendent in the next hour. A 17yearold girl. I vividly remember a few years ago being in chicago, interviewing a doctor in the Emergency Room about this issue. And he said when it comes to summertime and the heat goes up, this violence gets even worse and this is what were dealing with daytoday. Ryan young, thank you for being there. I dont know if this was so much a snub of her husband as just a reiteration that she has opinions and she has thoughts and shes going to say them and express them, no matter what the optics might be in terms of whether people see it as snubbing or trolling or all these things were hearing about. I mean, clearly, this is an interesting one for the first lady to chime in on. People were hash tagging be best in tweets with irony about her husband. You know, reminder, be best, which is the first ladys platform. And i feel like thats why she felt she had to jump in on this one. Theyre not statements being released. Theyre responses to specific questions. And i think its you know, when we look at the west wing, east Wing Communications operations, theyre very, very different. The east wing is very straight forward, and they tend to come right out with an answer. Especially when Melania Trump is feeling like someone is trying to speak for her. Or assuming that she has another opinion. And kate, let me read part of this response you got.
