Our top story a new nhs app to track the spread of coronavirus will be made available on the isle of wight today. Its part of a trial that will help shape the governments strategy for easing the lockdown. The software is designed to rapidly trace recent contacts of anyone who tests positive for covid i9. Its hoped its use will be expanded across the uk by the middle of this month. Andy moore reports. The nhs covid i9 app lets you know quickly if you come into contact with someone who has symptoms. This is the nhs app that could play a key role in. A second wave of the virus. Its already been trialled on a small scale at an aria raf base in north yorkshire. Now its been rolled out across the isle of wight. Today, Council Staff and healthcare workers will be able to download it stop eon thursday, the general public in the island will have access. The new app uses a phones bluetooth connection to work. Once youve installed the app, every time youve installed the app, every time you come into contact with someone else who has it, your phone records that fact. Then if you tell the app you have symptoms of covid i9, the other people who youve been close to will be automatically alerted and should self isolate. The app is just one part of a wider strategy to test, track and trace the virus. Its hoped 18,000 specialist staff will be at work by the middle of the month using widespread testing to stamp out any virus hotspots. Its not the only part of it, its not a magic Silver Bullet that will solve everything, but the government says it will help get on top of cases a lot quicker. We will talk about how it works through the programme, including with matt hancock. We know the labour leader keir starmer is pushing for the government to adopt seven Core Principles ahead of lockdown . About how we will potentially ease our way out of lockdown. We will hear a lot about that this week because the Prime Minister has the address to the nation on sunday night, but ahead of that and ahead of talks with the pm, keir starmer is setting out exactly what he thinks should be at the heart of that. Lets quickly run through them. The first one is keeping people safe, so thats the idea of a National Safety standard to make sure you can go back to work and feel safe when you do. He wants and feel safe when you do. He wants an expansion of track and tracing, like with the app we were just talking about. Protection for essential workers, things like ppe that weve heard a lot about over the last few weeks. Support for jobs and businesses and peoples livelihoods. A structured approach to easing and tightening the restrictions, thats basically going to be telling people in advance when things are going to change. A National Vaccine plan for when weve got one and preparations for winter flu. A reminder this isnt the only challenge the nhs is facing. Basically he wants a National Consensus to try to figure out a way to start easing some of those restrictions. I think a lot of the ideas hes talking about will be pretty key to the government plan too. Nick, thanks very we will talk to you later. Nick mentioned the Health Secretary. We will talk to him about the track and trace app and facemasks, the easing of the lockdown, lots of questions for the Health Secretary at 7 30am on breakfast. There are warnings of a growing gap between disadavantaged pupils and those from a wealthier background as a result of coronavirus. With no clear timetable for reopening schools yet in place, charities and School Leaders are worried about the long term implications for the most vulnerable children. John owen reports. For weeks now, schools that are usually a hive of activity have looked more like this. And for most schoolchildren, the new normal looks like this. With the exception of the children of critical workers and some vulnerable children, most young people are attempting to continue their education at home with schools relying heavily on online resources. But now School Leaders and charities to have warned of a growing gulf between disadvantaged pupils and their more affluent counterparts, and the long term consequences that could follow for those young people currently being denied an education. We face a huge potential wave of educational poverty. There are some families that have had to stop paying for their monthly broadband because they havent got the money to be able to do it. I think there could possibly be a lost generation of young people. Carlton bolling academy is a comprehensive school in one of the most deprived areas of bradford, with 1500 students, most of whom are not currently attending school. At the present time, weve only got about 35 engagement in the online learning. Pa rt learning. Part of the problem is some of our young people do not have and their families do not have access to the internet or to laptops, so it means oui internet or to laptops, so it means our interactive learning online, they cannot access, so theyve got paper based learning. Jane explained while many students do not have any access to the internet at all, some, like year ten laiba kasmi, have limited access. Can we start on the impact you expect that it might have on all of us, how could it work and how could it be of benefit . This is only one of the ways we will come out of lockdown. This virus has not changed, it is doing exactly what it did 6 8 weeks ago. If we immediately change what we are doing then we are going to go through another peak. What we need to do is keep doing those simple social density distancing. Keep washing our hands. The idea is we will be Self Reporting symptoms into this app which is voluntarily and if you have those symptoms, you will be offered a test. While you are waiting for those test results coming through, anyone you have been contact with will be told to go back into that self isolation to lock themselves away in case they have come in touch with the virus. If your test is positive, everyone you have been in contact with will be told to com plete contact with will be told to complete that two weeks of isolation. If your test is negative, those people will be told it is a false alarm and you can go back about your day, depending on the role is the government give as at the time. It is one of the ways out. We have heard about the millions of pounds for the vaccine. we have heard about the millions of pounds for the vaccine. I want to pick you up on, you think it was two weeks of isolation. Is that what you have been told, it seems unclear for some of us. At the moment we have to wait. The information at the moment as we listen to the information from the app. We have to wait for that to be fully rolled out so we know what we are going to do. Again from what you are saying and we and everyone is reading around this, testing is still crucial and this, testing is still crucial and this app is part of that infrastructure which will allow that testing procedure to be more streamlined. Yeah, absolutely. Theyre testing is important, we have seen that in other countries. The testing will either be sent to your home or you will be sent to a testing centre. It is only one of those options. There are five key things they talk about every day in the government briefings. Testing is one of those that is important to get us out of lockdown. How are things like your practice at the moment . Every time we speak to a gp on the programme, they are keen to point out that if you have symptoms other than those related to coronavirus, you are open to business and get that support. What sort of access are your patients getting and how are things going at the practice at the moment . Getting and how are things going at the practice at the moment7m anything past my patients are Getting Better service than we have ever had, because we have telephone and video access. Our patients have listened to as, they are coming back to is whether non covid related illnesses. I have seen people with chronic headaches, lots of things coming back, our vaccinations are backin coming back, our vaccinations are back in practice and people are coming to us because they trust we will keep them safe. Really, our access is much better. People are getting called back very quickly within the practice and we can deal within the practice and we can deal with a lot more people over the telephone than we did before. Do you see their worried well. It depends what you mean. People who are worried about their health can contact us. We are guiding people to self care but one of our roles as a gp is to look at those people who are worried about their illness, their wellness but also the mental health. And that sometimes come into that worried well, people who are anxious because of lockdown and financial difficulties. We look holistically to work with the whole person. We spoke to you about the framework forgetting as out to the other side of coronavirus, we talked about testing and this track and trace app. And something that is an interesting topic of debate is the use of Face Coverings. What is your thoughts and that and how useful they would be . This debate is going on. It is important we differentiate between facemasks and Face Coverings which are cloth coverings and the difference between them is that a Face Covering is to stop you coughing and spluttering over eve ryo ne coughing and spluttering over everyone else. It is so you are protecting other people from your cell. A face mask is to protect me asa cell. A face mask is to protect me as a Health Professionalfrom cell. A face mask is to protect me as a Health Professional from the virus. At the moment i do not use a Face Covering, i would wait until what the government tell us to do. I am going to the supermarket without am going to the supermarket without a Face Covering, i only use my mask at work and we have some issues and ppe in parts of the country. I dont think the decision is as easy to take once you know you could be infecting loved ones. And if you wanted to knowjust how much the lack of sport is costing clubs and sporting organisations, heres an example. The four american Football Games that were supposed to be played in london this autumn have been cancelled. The last time that an nfl game was played at the Tottenham Hotspur stadium, they made £2 million in bar takings alone. A big financial blow for spurs, and for wembley where the games were going to be played. That is a lot of fizzy pop and crisps have you been to the new stadium, they have got a funky bar. Some kind of sorcery. With bars and restaurants closed because of the lockdown, wholesalers say theyre throwing away vast amounts of food. A survey by the federation of wholesale distributors found many of its members are now facing financial ruin. Tarah welsh has the details. Weve got product here, gone out of date, its no good for consumption, so weve just got to get rid of it. Normally, metro foods in leigh on sea make around a thousand deliveries a week to restaurants, hotels and cafes in the south east and around london. But with these establishments closed due to the lockdown, wholesalers are left with goods they cant sell. All that, that youve seen out there in the freezers and the chillers, is stock that is dead money, effectively, cos its not going anywhere its not going out into the marketplace and returning revenue. The stock here is packaged for industrial outlets, so its not suitable for food banks or shops. Weve never seen a situation like this before, where things closed down overnight, and its going to put some people out of business, for sure. Industry wide, as much as £20 million worth of food with a short shelf life, is at risk of being wasted. If the situation continues, the federation of wholesale distributors estimates that a third of its surveyed members face financial ruin, rupturing the Food Supply Chain. The danger is that pubs, that restaurants, that hotels, that leisure, will open their doors again for the public, but there wont be enough food in the supply chain to feed them because there are issues around cash flow and a squeeze on credit, which means there wont be those businesses available to supply those businesses who are reopening their doors. We are calling for the government to open some form of tax relief on procducts which, through no fault of their own, wholesalers are having to dispose of. With no customers to serve, restaurants cant shift the stock theyve already purchased from wholesalers, but theyre trying to keep the cash flow and Food Supply Chain moving by offering online home deliveries. Its been really tough. Its been really hard on our suppliers, its been hard on our staff. Our restaurants cannot trade, so weve changed a lot of our best known recipes and weve repurposed them, so that they can be cooked at home. By us carrying it out at home, we are helping our suppliers and were all trying to get through this together. Many other restaurants have relaunched as delivery services, but theyre not doing nearly enough business yet to save themselves or their suppliers. And thats a problem, because if the wholesale distributors go under, many of the schools, hospitals and care homes they cater to will be cut off from their food suppliers. Back in leigh on sea theyre making a last ditch attempt to keep afloat by repackaging some foods for Home Delivery and freezing others. So this was best before march 28th, erm, which obviously its frozen down, and weve got probably 700 cases up in the air, hoping that we can get a market for it once things start moving again. Freezing their assets might just pay off for now. But if the lockdown continues for much longer, the fear is much of the food supply trade could be closed for good. Tara welsh, bbc news. Car dealerships have been closed for weeks now, so not a surprise that sales have fallen off a cliff. But at such a crucial time of year, with the new Registration Plates coming in, can the industry bounce back . Seans having a look at this. Good morning. It is so crucial. A lot of these figures are expected because we are in these surreal times and everything has been closed but it does not mean it has not been easy for a lot of these dinners. The 20 plate came out. The lowest number of new car sales since just after the Second World War. And its not been the easiest time for the car industry over the last few yea rs. The car industry over the last few years. That will come down to consumer confidence, which would be a big thing. A lot of that will be to do with, of people feeling co mforta ble to do with, of people feeling comfortable going into a dealership right now . Will they feel safe . We spoke to one big car dealership who told us what they were doing to put those things in place. As well as looking after our team it is vital we ensure our customers feel safe when they visit us on reopening. We are following all government guidance around social distancing and making sure we have regular cleaning stations for customers to wash their hands. The vehicles will be sanitised prior to any test drive. Customers will still be able to test drive vehicles whilst they browse our stock and the environment we provide. Once the test drive is complete, clearly the car will need to be re cleaned and ready for the next customer to take a test drive if that is required. That is the safety side of it. For a lot of people there is the economic side. Do they feel confident enough they can afford a new car . Plenty of people have these car finance deals. The government has said you should be able to take a payment holiday on those. We spoke to david in west sussex, who actually got a car at the beginning of march on a deal. He was then furloughed from his job, where the government was subsidising his wages, he couldnt go into work. It took quite a while for him to get those finances in order to be able to save the money very good. The best they could do would be a 60 day holiday and after that a payment plan would have to be agreed and put in place. This would also affect my credit history. Because of furlough, the car payments are not agreed to or paid by the government. 0r commission or bonuses. With a third of my salary going on just one commission or bonuses. With a third of my salary going onjust one car, that was something i could have done without, to be quite frank. They are off the payroll and the Car Companies are not allowed to use them for their work in that period of time. They will be waiting to hear what their bosses say, when are we gearing up production again . General Jaguar Land Rover is resuming production gradually from mid may with strict social distancing. Nissan have said they will not start their sunderland plant untiljune. And vauxhall are prepping their Ellesmere Port site. Im going to be talking to their boss and an hour to see what they needin boss and an hour to see what they need in place for them to help them mmp need in place for them to help them ramp up production. Weve had these figures out telling us how many people are on the furlough scheme, where the comedy subsidising wages. More than 6 Million People, a quarter of the workforce, are being subsidised by the government. The government does not want that to continue indefinitely. They want businesses to stand on their own two feet. A big question for the vauxhall boss will be, do they feel ready to do that on their own just yet . Really interesting. Thank you. Passengers on an aer lingus flight from belfast to london on monday say they were seated next to each other, despite government advice to stay two metres apart. They said the airline did not offer any guidance on social distancing before or during the flight. Were joined now by simon calder, travel editor at the independent. People can see the photograph in a second, simon. I know you will have seen it. What do you make of what went on on that flight . Im afraid it is simply the reality that aviation and social distancing do not work. Flying is all about cramming as many people as you safely ca n cramming as many people as you safely can into a confined space and leaving them there for at least an hour. And the blunt reality is that as project restart gets under way, there is going to be an awful lot of people who see pictures like that and think, well, i simply dont want anything to do with flying right now, thank you very much. And whatever the airlines, the airports do, it seems to be all about making us do, it seems to be all about making us feel better rather than actually doing much to prevent the spread of coronavirus. People on that flight talked about the queues happening as normal, without people standing two metres away. I suppose the question is, how often is that kind of thing happening . Not very often at the moment simply because theres so few people flying. Aviation has fallen to perhaps 5 of what it was just three months ago. And most flights typically carry several dozen people, and so social distancing is possible. But as soon as you get a 30 of the capacity of a plane, maintaining anything like two metres is impossible. The very nature of flying means you are in confined spaces, going through the Security Checkin spaces, going through the Security Check in the airport, the boarding gate, its all about being close to people. And of course that is one reason why aviation has become relatively successful, because it is simply about processing a lot of people at the same time. Now, the airlines, the airports are really aware of the fact that people are feeling uncomfortable about flying. And so they are talking about bringing ina and so they are talking about bringing in a Common International standard. We heard in seans reports that its largely about making people feel better rather than necessarily making them safer. If i can give you an example. Overnight air canada has brought in a whole suite of measures which it says at the first in the world. They are making sure that everybody has temperature checks before they get onto the plane. That is despite people like European Centre for Disease Control saying there is no evidence that can help prevent the spread of coronavirus because they often give misleadings. The World Health Organization says it can create a false sense of security, and Even Public Health england say actually theres little evidence outside a clinical setting that facemasks do much good. But they want fees to ta ke much good. But they want fees to take place, as well as measures such as getting pillows and blankets and in flight magazines, to make people feel more confident and comfortable about flying. I suppose the question is, going forward, the Airline Industry will presumably have to change almost beyond recognition . Yes, you could impose proper social distancing, two metres on an aircraft. That would effectively make flying completely on economics. On economics. You can do things at airports but even so, things like the Security Check, of course, that is probably when in normal life we would get closest to the people we dont know simply for being scanned with metal detectors and so on. So its very, very difficult to know how you can make people feel 100 confident. And it could well be that we have to reach the stage where either there is a vaccine or people are carrying some sort of certificate to say, i am coronavirus free, before a lot of people will travel confidently. Otherwise, for the rest of us who are prepared to travel, simply a matter of recognising there is no way of guaranteeing complete safety. Really interesting to talk to you. Simon calder, thank you. Now, hundreds of nhs workers, whove been exposed to covid 19, are donating blood to help researchers learn more about the disease. Heres our health correspondent, laura foster. Normally, its patients sitting in this chair. But more recently, its nhs front line workers who are donating blood samples all part of research to find out why some people succumb to coronavirus more than others. I hope that i have some form of immunity against it. Hannah wanted to help out after contracting covid 19 herself. Itll make a huge different knowing that were not fighting this disease completely blind. The more and more we know about it, the more we can plan and prepare and put measures in place to keep people safe. Theyre even queuing up in the corridors to take part. Every single one of them has been exposed to coronavirus. We know that some have become sick and some havent. And were trying to work out, essentially using a whole group of people, what the factors are, both genetic, environmental, ethnic related and also exposure related, as to why some people are becoming sick and developing the disease, some people are having the disease and theyre not sick, and some people do not have the disease at all. One of the reasons this man volunteered is because he saw too Many Health Workers from black and ethnic minority groups have died with coronavirus. It hits home directly for me, of course. Im a medical professional, my dads a medical professional. There will be other at risk groups as well. We just need to try and find out a bit more detail about this disease, and find out some actual truths. Studying these samples will give us a better understanding of the disease, and how it affects people differently. But its also hoped that that information could be used to tailor make treatments for individuals. And it also can maybe help us identify ways that we can make ourselves less susceptible to covid 19. Until theres a working vaccine or a cure, information like this is invaluable. Were coming together. We know this is super important. Were all trying to do our part against this pandemic. The app is designed to control the spread of the virus by sending alerts to those who may have come into contact with someone who has tested positive for covid 19. A new nhs app to track the spread of coronavirus will be available on the isle of wight today. Of coronavirus will be available the trial will help shape the governments strategy for easing the lockdown. The software is designed to rapidly trace recent contacts of anyone who tests positive for covid 19. Its hoped its use will be expanded across the uk by the middle of this month. Andy moore reports. The nhs covid 19 app lets you know quickly if youve come into contact with someone who has symptoms. This is the nhs app that could play a key role stopping a second wave of the virus. Its already been trialled on a small scale at an raf base in north yorkshire. Now its been rolled out across the isle of wight. Today, Council Staff and healthcare workers will be able to download it. On thursday, the general public on the island will have access. The new app uses a phones bluetooth connection to work. Once youve installed the app, every time you come into contact with someone else who has it, your phone records that fact. Then if you tell the app you have symptoms of covid 19, the other people who youve been close to will be automatically alerted and should self isolate. The app is just one part of a wider strategy to test, track and trace the virus. Its hoped 18,000 specialist staff will be at work by the middle of the month using widespread testing to stamp out any virus hotspots. The aim of test, track and trace is to hunt down and isolate the virus so its unable to reproduce, and crucially, test, track and trace allows us to take a more targeted approach to lockdown while still safely containing the disease. By embarking on this project and by embracing test, track and trace, you will be saving lives. 288 coronavirus deaths were reported yesterday. Thats the lowest daily total for more than a month, but may reflect a lag in reporting over the weekend. Theres been a total of 28,734 fatalities in the uk. There are privacy concerns over the new nhs app, but the government says users only need to give limited personal details. There are also worries it may not be compatible with similar apps used overseas, and that could eventually cause problems for foreign travel. But in the short term, the current lockdown looks set to be extended on thursday, and we will have to wait for a broadcast by the Prime Minister on sunday to find out details about how and when the restrictions will be eased. Andy moore, bbc news. We can speak now to our Political Correspondent, nick eardley. Nick the app is being trialled on a small scale now, but how soon could it be used across england . Yes, if this trial goes well, the idea is that it is extended across the whole of england. Health is devolved so scotland and wales have their own decisions to make but the idea is that eventually you have as many people as possible on this app so if they come into contact with someone who shows coronavirus symptoms, as you head on the package they are, they are then told to self isolate. There are some questions being raised about exactly how that will work. We know that not eve ryo ne how that will work. We know that not everyone has a mobile phone for example, so will not be able to download the app. Some people have concerns about privacy and the amount of information they will be giving over but the government is saying it is not too much and this app has been designed with privacy in mind. Half of people, 50 60 of people and people need to download this to make this accessible. But they think this will be a key part of the next part of this strategy. The labour leader, sir keir starmer, is pushing for the government to adopt seven Core Principles when it comes to planning for the future. Thats right. A lot of these are things we have heard before, making sure there is enough protective equipment for people on the front line, making sure all of our livelihoods are protected when people lose theirjobs. A couple of things to flag up, one is he wants this National Safety standard for workplaces returning. Minimum standards that would make sure that if we are all going back to work in offices and factories, that the right offices and factories, that the rig ht safety offices and factories, that the right Safety Measures are in place to make sure it is safe to do so. They government is drawing up its own plans but the unions have raised a few concerns about exactly how they will look. The second is advance warning if there are going to be lifting of restrictions, or potentially bringing some restrictions back in the future. That is to be open with people about the conditions that would have to be met to allow things to get back to normal or far lockdown to be reintroduced. A lot of these ideas the government is looking at but we will hear a lot more about this to the pms statement on sunday. Thank you very much indeed. The irish airline, aer lingus, says it is reviewing procedures on its belfast to london flights, following a claim it is not observing social distancing measures. Aer lingus says the safety of customers and crew is its top priority and any necessary changes will be implemented urgently. There are calls for Funeral Services to resume in churches. More than 30 conservative mps have signed a letter to the church of england saying updated government guidance allows funerals to take place as long as social distancing measures are observed. A church of england spokesman said it has reviewed its advice regularly. France may have seen its first case of coronavirus a month earlier than previously thought. The First Official case was reported injanuary. Now a doctor has claimed that one of his patients who was diagnosed with pneumonia in december, actually had covid 19, after swabs taken at the time were re tested. The 50 year old, who has since fully recovered, says he has no idea where he caught the virus, as he hadnt been to any affected areas. For the second day in a row, new zealand has recorded no new cases of coronavirus. Earlier, the countrys Prime Minister attended a meeting of the australian cabinet, to discuss restoring travel between the two countries. Our correspondent phil mercer joins us from sydney now. Both countries have effectively shut themselves up from the rest of the row during the pandemic, banning foreign nationals coming here. In one small step perhaps in the next few months we may see travel between australia and new zealand finally reopened, but what this means for International Travel more broadly, people come to australia from europe, could be a very long way away indeed. It was only later when she put the picture on facebook that someone told it was a Second World War bomb. So many people getting in touch with as about this app. A new Contact Tracing app, designed to stop the spread of coronavirus, is available for Healthcare Professionals on the isle of wight to download from today. The island is off the south coast of england and home to just 140,000 residents. It has been chosen to host the trial due to a low number of new infections, a higher than average Elderly Population and it is covered by a single nhs trust. Once it has been installed, the app uses a bluetooth connection to record everytime you come into contact with someone else who has also downloaded it. Then if you tell the app you have symptoms of covid 19, an anonymous alert is sent to the phones of the other people to warn them they may have contracted the virus. The message also provides advice on how to book a swab test and whether there is a need to self isolate. Lets find out more from our technology correspondent, rory cellan jones, who joins us from west london. We have spoken a little bit about how this works. You have to have the app and then the app communicates with other peoples funds that you may have been in contact with . Good morning. The apps like many that have been testing around the world is dependent on your bluetooth connection. As you go around, it will register the people that you are in close proximity with. Calibrating will be crucial. They do not want calibrating will be crucial. They do not wa nt lots calibrating will be crucial. They do not want lots of false positives. Say you are in the supermarket and stood to someone else who had the app. You brush past someone in the street, that is not a contact. Those contacts will build up in the database over a contacts will build up in the data base over a couple contacts will build up in the database over a couple of weeks and thenif database over a couple of weeks and then if you then alert the app that you think you have got symptoms, that you might have it, those people you have been in close contact with will get an alert themselves. As far asi will get an alert themselves. As far as i understand, the information is not kept on your phone, it is kept ona not kept on your phone, it is kept on a centralised system . This is the big row, because there is this centralised system where the nhs. The nhs says it needs a certain amount of data. It says this data will be anonymized and not be used for other purposes. But other countries are going down what is called a decentralised route where much of the matching happens between phones. There is little data stored centrally. And privacy advocates are obviously saying that would have been a better rate. The man behind the app admitted yesterday in front of Public Committee that if you are only thinking about privacy a decentralised route is better. But he said there were so many advantages to the centralised route in terms of working out the spread of the virus, what kind of contact sparked an infection and so on, the kind of data the epidemiologists need, they opted for that. But it is controversial. The app will give you a device, will it, if you have been in contact . Yes, it is supposed to integrate this whole test, trace mechanism, therefore put you in touch with a testing setup. They opened Testing Facilities specifically on the isle of wight for that. One of the interesting things is someone connected with the apple told me you might only get a ping once every six months. App. There are not many people out there who are infected and they were not that many people you are likely to come into contact with. I think there are questions as to how effective over a few days in the isle of wight, how soon they will know whether its really working or not. Lots of testing to be done. Its a joint experiment really. And give us an idea how many of us would have to have the app, engage with it etc, for it to be of use to all those people who need to look into the data . Well, its not so much looking into the data. They make big claims about its ability to really slow down the spread of the epidemic. And they said a 60 of the population. That is Something Like 80 of smartphone owners. It is a hybrid. They have begun to say, yes, they will make a decent contribution combined with other things at lower levels. But there will be a huge drive in the coming days. You heard it from matt hancock yesterday. Protect the nhs, stay at home, install the app is the new slogan. So many people getting in touch wanting to know the actual detail, what happens when you get that message. The devil is in the detail, isnt it . Yes, and i think that a large part of what they will be looking at on the isle of wight. There is a lot of behavioural science going on. I will people react . Will people try to claim theyve got symptoms to trick their friends into being forced to, you know, theoretically stay at home . There is a lot of work to be done and all in a big hurry because they wa nt and all in a big hurry because they want this trial to happen and then they want the whole thing available nationwide by the middle of the month. Every everybody has the app, what if somebody comes in shopping, they have symptoms, will everybody working that morning for example in the shop then get an alert to say they need to isolate . That would have a big impact, couldnt it . Yeah. That is down to the precise calibration of this app. That would be the same for every app around the world. Working out what isa around the world. Working out what is a significant exposure incidents. They are going to say you have to be next to that person in close contact for five to ten minutes. It certainly wouldnt be the case you are in the supermarket that everybody in the supermarket then gotan everybody in the supermarket then got an alert. That would be crazy. Yes, questions coming in from all over the place. Its great that you are sending those in. Rory cellan jones has given us some fantastic detail, concerns about privacy and how the app is used. We are putting those concerns to the Health Secretary, matt hancock. He will be here at about 7 30am. Many parents are anxious to know when schools will reopen and whether classrooms will be safe once they do. Its an issue thats splitting opinion and well get the views of two mums in a moment, but first lets give you a picture of the situation across the uk. The reopening of schools in england is expected to be phased, with june the 1st earmarked as the earliest realistic date. In wales, schools would need about three weeks to prepare for a phased return, according to first minister mark drakeford, who said the science remained less clear on the role Children Play in the spread of the virus. Scotland are also planning a phased return, with a limit on class sizes to allow for social distancing. And in Northern Ireland, where schools finish for the summer earlier than england and wales, there are concerns that a return injune would give little time for teaching. Parents Maria Sobolewska and sheila manzanojoin us now. Good morning. Thank you forjoining us. Maria, you have got two children. Which years are they in . They are year two and six. What do you need to know before you would be happy sending your children back to school . To be honest with you, i am already quite happy that it would be quite safe to do so. It is still four weeks away. We have seen that in the few weeks of love that we have reduced the infection rate quite significantly. We have all sorts of other countries already opening their schools. And so i think the four week timeframe gives us so much time that the roof that if there was a huge consequence to the reopening of schools, we would already know this from denmark. I am already quite confident to send my kids back. Sheila, how are you feeling about it all . If schools were to reopen in the potential date, would you be sending your children . the potential date, would you be sending your children . I think at the moment we need a bit more information. You know, there are concerns information. You know, there are concerns about sending children back into school. There is a duty of care to look after the health of all the children, the teachers and other workers in the school. I think a bit more clarification would help me make that decision. Sheila, how old are your children . I have one in year two and one in year seven, like maria. Year six. For me it is about year six being maria. Year six. For me it is about yearsix being a maria. Year six. For me it is about year six being a priority to look at first. You have both been in the situation where potentially if it was to be phase one of your children would go back on the other would still be at home. How would you react to that . Year six would be a priority for me. I think it is a real key year, not for exams or grading, but it is a transition year between primary and secondary school. And i think that is where the school is really helpful in helping children move from the primary setting into the secondary setting. Maria, you seem to be quite happy that things are in place. Are you happy, for example, that if your children go back to school there will be an ability to be socially distanced if they need to be . So, i think that actually the vast majority of research i have seen so far, and majority of research i have seen so far, and i do follow quite a few virologists online now, as we all do, follow the news on that, that actually the children dont seem as affected as adults. So my main concern with sending kids to school would be the contact that adults would be the contact that adults would be the contact that adults would be having with each other. It is sensible to start with year six is sensible to start with year six is because they can walk to school on their own. We kind of take those pa rents on their own. We kind of take those parents mingling at the school gates from the equation to some extent. But i think the truth is we cannot then ask our children to socially distanced in the same way that we are now socially distancing. So i do think that by sending our children to school they are telling us it is safe to do so. I think the government is basically saying the kids will have very low levels of coronavirus already. So its very unlikely that there will be somebody and that a class passing it around. Because i really dont think it would be realistic to want the children not to talk to each other in close proximity and give each other hugs. And especially if they go lower down to younger years. I cannot imagine, for example, telling my year to add to give a big hug to his friends when he sees them. Year two. Theres a lot of things going on there. What about social distancing for your children when you are at school they are at school, would you like that to be happening . Sheila, that was for you. Right, | happening . Sheila, that was for you. Right, i think that of the year six children are going to understand a little bit more about any rules or regulations that the school will be putting in place, or the government putting in place, or the government put in place for children to go back to school. I totally agree asking the younger ones to abide by that may be more challenging. I think that understanding what of those rules are would be key in my decision. For both of you this morning, we have asked about your feelings about going back to school. About your children . Are your kids fed up with home schooling . About your children . Are your kids fed up with homeschooling . Are they feeling . They are quite desperate. I think the year two would have jumped at the chance to go back but i do think my year six is actually worried about it. I think she is already big enough to have heard enough news. I think she will be a little bit apprehensive and i will have to do my best to reassure her before she goes back. Do you feel that anxiety as well from your children . They would both love to go back to school. I tend to do free skull fridays as a parent. They quite like fridays free from fridays. Im not a good lesson planner. I followed the one the school sent me. The teachers are great. They are checking in and how were doing as parents and her children are doing. But both of mine would love to be back in uniform tomorrow. Thats so interesting to hear. Sheila as well, we dont know how it is going to happen, do we . But if there is, as dan mentioned, dog of a phased return. For you at home, how much difficulty does that make, the fact that one may be at school and the other not . It would probably be a little bit easier for me because the lesson plans between a year to me because the lesson plans between a yearto grant me because the lesson plans between a year to grant a year six are very different. So i am finding dividing my time is quite challenging. These teachers do an awesome job. It is the age gap i find challenging. Have the age gap i find challenging. Have the for you maria . Healthcare workers on the isle of wight will be among the first to try out a new nhs app today, to help track the spread of coronavirus. The software is designed to identify contacts of anyone who tests positive for the illness. Its hoped it will be rolled out across the uk later this month as part of the governments strategy for easing the lockdown. But some critics have questioned the plan over privacy concerns. Lets talk now to the Health Secretary, matt hancock. Thank you very much. Good to have you this morning. There are so many questions we have been sent in by our viewers about how this app will work. We will try and get through as many of those this morning. To start with, we spoke clear about this being part of our process of easing the lockdown. How do you see this working in getting as to where we are now to the other side of the virus . This is an incredibly important part, it is part of a wider system of test, track and trace to trace the virus, to find where the virus is going and to control the spread. And we do that, both through this app and this piece of technology that can work out who you have been near when you might have been spreading the disease, if you have got symptoms and test positive, and letting them know anonymously so they do not know who it is they have been near and you do not know whose phone you are signalling to. All the data is stored on your phone, there is high privacy in this. And then also you can go to the nhs, get your test and get any treatment you need. So the system is all about controlling the spread and then there is also human contact traces, people at the kohl centre, who you can phone up if you have been tested positive. They will ask who you have been in contact then and then contact them to let them know they are at risk and control the virus. This will help some of our viewers this morning, i know you have had the virus. You and i have got this app downloaded on smartphones. We have got significant contact whether that might be in a shop or whatever. Lets say we spent significant time with each other and then you then develop symptoms and you put that into your phone. What happens on your phone and what happens on your phone and what happens on your phone and what happens on my phone . My phone will have stored anonymously the information about all the phones that it has been within two metres of far more than 15 minutes. Over the period, over the previous few days, because one of their beastly things about this virus is that it spread in 24 to 48 errors before you get symptoms which makes it hard to trace. Hours. My phone will ping your phone to tell you you have been in contact with someone who has symptoms of coronavirus and that is. So then you can take appropriate action and i will then. I will be sent for a test, or get a test sent to me. And if i test positive, then obviously that confirms the symptoms. If i test negative, it will ping your phone and say dont worry, this was a false alarm. If your phone pains me and tells me you have been in contact with somebody who has saying they have got coronavirus. What is appropriate action family. For me . As soon as you get symptoms, then you know you have the symptoms. One of the things we are testing on the isle of wight is whether actually the best thing is for you to self isolate in case you develop the symptoms. Of course if the test comes back negative, then you can be released from that. This is one of the reasons we want to test it to ensure we get the rules right around what we advise people to do. As soon as the Contact Tracing ping is you. It is also the reason it works best when the number of new cases is low because obviously if there are loads of new cases then people will get a pain all the time. We have to make sure that does not happen, too. feel i could ask you have an hour to ask questions, but there are lots i need to get through. We are making the assumption in that example that both of us have the app. From our understanding, if less than 80 of smartphone users have this, then it will not be the perfect use level that would give you that. That data that you require to make this accessible. Is that what you understand . If accessible. Is that what you understand . If that accessible. Is that what you understand . If that is the key is, how do you convince people to use this voluntary app . It is not quite as bad as that. The more people who have the app, the better. Even if fewer people than the numbers you we re fewer people than the numbers you were talking about have the app, thenit were talking about have the app, then it will still help to tell us where there might be hotspots, where there may be many more people having there may be many more people having the symptoms and getting the tests, which will allow us to have a picture across the country of where they will be hotspots of the virus in future. Then of course there is also the human contact traces. Whenever anyone tests positive, we phone them up and we will see, who have you been in contact with and then we will get in contact with them and tell them they have significant contact. Of course we will use the technology but we will be using people, too, in this test, track and trace system. Andy, eddie and sue have got questions about why in the uk we are not using the same app as other countries. Eddie says, surely a Global Pandemic requires a global approach . You are using your own nhs centralised app, is that right and why is that the decision . We are working with google and apple. There is a difference. Because of the nhs, when people put the information in it means they can get the test and it also means we will be able to see where there are these hotspots that i was talking about. So other countries do not have the nhs, they have private health care and it does not work in quite the same way. And that means that we have got additional features on ourapp. We that we have got additional features on our app. We are working with apple and google and it may be that if you go abroad, you might need to download the app of a different country, fine. That is not a problem. That very few people are travelling at the moment so that really is an issue for the future rather than now. The system that we are building is all about trying to make sure we do everything we can to control the spread of the virus because that will then help us to be able to release more of the social distancing measures that are impacting on everybody. Lots of people getting in touch this morning saying they know this is extraordinary times, the favourite word is unprecedented times. With that in mind there are questions about the storage of this data. What happens to the state and if and when it will be deleted at some stage. Can you maybe, if you are trying to convince people to use this app, how can you allay some of those fears over privacy and security this morning . This app is designed with privacy front of mind. For instance, the data is stored on your phone until you need a test, in which case you have got to tell us who you are because we have got to get the test a year. So the data is entirely stored on the phone, it does not go into some sort of database in the sky. I think we can get and give significant reassurances on the privacy aspects. If you download the app then you are doing your duty and you are helping to save lives and you are helping to save lives and you are helping to save lives and you are helping to control the spread of the virus. That is true as of this morning on the isle of wight amongst nhs staff, but it will be true increasingly across the country as we roll it out. And so privacy really matters, and that. You take into account the fact that the data stored on your phone until the point when you need to get in touch with the nhs. When you say you will be doing your duty by downloading this app, people will say that is not the case. Amnesty International Say we are concerned the government may be planning to root private data through a central data base. Planning to root private data through a central database. Opening the door to persuasive state surveillance and privacy infringement. That is completely wrong. Why is that completely wrong . Firstly because the data is stored on your phone until you need to get in contact with the nhs in order to get a test. Secondly because the purposes of this are purely and simply to prevent the spread of the virus. Thirdly because we have had to give up infringements on liberty versus with a social dance and sing measures in the lockdown and we want to release those. And this approach will help to release them. Social distancing. It is just not. Will help to release them. Social distancing. It isjust not. I listen to the concern and i can reassure you it is completely untrue. What we can do is by having a test, tracking trace system in place, as we can make sure that we control the spread of the virus. This is a very, very positive step in terms of us all being able to get some of our liberty back. By having the test, track and trace in place we can release more of the social distancing measures. The more people who download it, the more effective it will be and the more we can control the spread of the virus and thatis control the spread of the virus and that is why. That is why it is so important to do this. To clarify on that point, some other things i want to talk about. That information is stored on your phone and not held centrally and anything else centrally and anything else centrally will be eventually deleted. Yes. Thank you for cleaning at that point. I want to be aware of the time so i can squeeze in as much as we can. You said this is part of as we can. You said this is part of a plan to then eventually ease the lockdown. We have been speaking about use of face masks and Face Coverings. Yesterday we spoke to the defence secretary who spoke about Face Coverings and facemasks being under consideration, the use of those. In restarting the economy, it may make people feel safer and better about returning to work. Will there be clear guidelines about that from the government in coming days . There are government guidelines in using this protective equipment and we constantly keep that under review. The truth is that facemasks are review. The truth is that facemasks a re really review. The truth is that facemasks are really important in health and social care settings and in some other settings. And that is where they are most important. The evidence around the use of Face Coverings amongst the general population is weak, one way or the other. And we constantly keep that under review and if there are changes we need to make to the guidance, then we will make those changes and we will calm on the show and explain what those changes are. But for now there are no changes to the guidance and it is really, really important that the facemasks, the clinical facemasks that we are buying so many of, are therefore nhs and social care staff. And the other staff who come into contact with people with coronavirus, where we know there is a very significant issue. In terms of that sort of getting the economy restarted and balancing that with health concerns, i think wejust balancing that with health concerns, i think we just showed some of the pictures. I want to show them again, this was a flight into heathrow yesterday. We will show you those pictures of issues in public transport. We will be we smoked an aviation expert earlier. How do we get around this issue of people sitting in so close proximity to each other when we are trying to return to some sort of normality, and yet maintain the health of the nation . That is a really, really difficult question. The amount of air travel at the moment is spectacularly low. And that is entirely understandable. But these are some of the big, real challenges that we have got to grapple with safely in order to be able to get. To get things restarted. But the safety of people has got to come first. And the things that we can do to reduce the spread of the virus are to reduce the spread of the virus a re really to reduce the spread of the virus are really important part of getting britain back on its feet. That is why the test, track and trace system we have been talking about is an important part of that because it will help to bring the virus more under control. But there are lots of other parts like that which i know the transport secretary is working ha rd the transport secretary is working hard on. Really appreciate your time this morning. A behind closed doors meeting in paris has been given the go ahead by police to be held on monday. Itll be closely watched by british horseracing authority, who reckon they need just a week to get the sport going again. So to the conundrum of the premier league, club doctors have now had their say about plans to restart the season. Theyre worried about loads of aspects of what the league have called project restart, including their own liability and insurance cover if a player gets coronavirus. The premier league wants games to start again onjune 8th. Players themselves are worried about a return, and the former Manchester City defender Joleon Lescott says its not a simple decision for them to Start Playing again. When it involves your family its a totally different ball game. So, to say to players, yeah, well, youre going to come, obviously play the games, potentially risk contracting the virus, and then taking it home to your family members, in terms of wife, children, i think thats when it gets a more worrying verdict for a player. I dont think the decision is as easy to take once you know. Notan not an easy decision. If you needed an example of how difficult any return to football is going to be, have a look at this from germany. Such a crucial time of the year because the new Registration Plates are coming out soon as well. So what is going to happen . Sean will have a look. Good morning. I remember in my childhood looking out for the new plate when it came out for the new plate when it came out each year. It is a big moment. It is ina out each year. It is a big moment. It is in a lot of our minds when we think about if we are going to buy a new car. What we are talking about this morning as new car sales. The 20 plate was due out in march. Sales fell then. With all the showrooms shut down in april, it fell off a cliff. Last year 161,000 cars were registered. That is down 97 in april of this year. Just 4000 cars we re april of this year. Just 4000 cars were registered. The lowest number of car sales since after the Second World War. The big question for the car industry now is, are those sales going to be made up in the coming weeks as they look to get those dealerships open again and the manufacturing plants back open and up manufacturing plants back open and up and running, they are actually able to convince the consumer that its still a good time to buy a new car . One of the things that will give people more confidence is, what is going to be like going around those showrooms and garages . What a social distancing will be put in place . One big dealership told us what they we re big dealership told us what they were doing. It is vital that we ensure that our customers feel safe when they visit us upon reopening. So with that in mind we are following all of the government guidance around social distancing and making sure we have regular cleaning stations for customers to wash their hands. The vehicles will be sanitised prior to any test drive. Customers will be able to test drive vehicles whilst they browse our stock in the open air environment we provide. Once that test drive is complete, clearly there will need to be re cleaning and ready for the next customer to ta ke and ready for the next customer to take a test drive if that is required. That is the safety aspect, which we hear so many businesses talk about right now. About the economic side . Can people actually know feel like they can afford these cars . We spoke to david in west sussex, who had just bought a new car at the beginning of march, got a finance deal, then all of a was furloughed. And he then was looking to try and ta ke and he then was looking to try and take advantage of a payment holiday that we have heard you can take in a few various areas. It took a month to get that, which makes the whole very difficult. The best they could do would be a 60 day holiday, and after that a payment plan would have to be agreed and put in place. And this would also affect my credit history. Because of furloughed, obviously, the car payments are not agreed to or paid by the government or commission and bonuses and with a third of my salary now going onjust one car, that was something i could have done without, to be quite frank. Obviously there is that concern about thousands of workers making parts, constructing cars in the uk, what does it mean for them . parts, constructing cars in the uk, what does it mean for them . A lot of the manufacturers want the showrooms and dealerships open. People have to buy cars before they make loads again. We have had the likes of Jaguar Land Rover saying they are going to gradually resume production from mid may. Nissan are saying it will be june at from mid may. Nissan are saying it will bejune at the earliest from mid may. Nissan are saying it will be june at the earliest at their sunderland plant. Vauxhall have been prepping their Ellesmere Port site but havent given a date yet. All of this will come down too, are they confident people would be buying cars in the future, thats what my . If they think that will happen in the future, how much Government Support do they need in the meantime . We have thejob retention scheme the government is now supporting, more than 6 million workers having their wages paid by the government in large part. That cant go on. A new nhs app to track the spread of coronavirus will be available on the isle of wight today. The trial will help shape the governments strategy for easing the lockdown. The software is designed to rapidly trace recent contacts of anyone who tests positive for covid 19. Its hoped its use will be expanded across the uk by the middle of this month. We have been speaking to the Health Secretary, our Political Correspondent nick eardley was listening. What did you make of what he said . It was really interesting that matt hancock was hammering home the message that by downloading this app when it becomes more widely available, people will be doing their duty, helping save lives and helping the government figure out exactly where this virus is and tackle it. One of the Big Questions is how many people need to download it for it to work. This is what might icon said. The more people who have the app, the better. This is what matt hancock said. Even if you are number is you are talking about have the app, there might still be able to tell us about hotspots, where many more people might be having symptoms and getting the tests, which allows a picture across the country of where there may be hotspots in future. To remind you, this works with bluetooth, if you have the app and you walk past somebody else with the app, they connect. If somebody then gets symptoms, it will alert everybody they have been in contact with over they have been in contact with over the last seven days that they need to self isolate and get a test. There have been concerns raised over exactly who will get the app, whether old people, for example, will have access to edge, if they have the right technology. The other one is privacy, how much information we are all being asked to give the nhs and government to use this. Here is matt hancock responding to some of those concerns. The data is stored on your phone until you need a test, in which case you have to tell us who you are because then we had to get the test to you. The data is entirely stored on the phone, it does not go into some sort of database in the sky. I think that we can give very significant reassurances on the privacy aspect, but what i can tell you is if you download the app then you are doing your duty and helping to save lives. So the app is being tested in the isle of wight as of today, the idea is to iron out some difficulties and then hopefully roll it out across england over the next few weeks, scotla nd england over the next few weeks, scotland and wales have their own decisions to take on that but clearly the government thinks this isa clearly the government thinks this is a big part of the next stage of its strategy. The irish Airline Aer Lingus says it is reviewing procedures on its belfast to london flights, following a claim it is not observing social distancing measures. Aer lingus says the safety of customers and crew is its top priority and any necessary changes will be implemented urgently. There are calls for Funeral Services to resume in churches. More than 30 conservative mps have signed a letter to the church of england saying updated government guidance allows funerals to take place as long as social distancing measures are observed. A church of england spokesman said it has reviewed its advice regularly. France may have seen its first case of coronavirus a month earlier than previously thought. The First Official case was reported injanuary. Now a doctor has claimed that one of his patients who was diagnosed with pneumonia in december actually had covid 19, after swabs taken at the time were re tested. The 50 year old, who has since fully recovered, says he has no idea where he caught the virus, as he hadnt been to any affected areas. For the second day in a row, new zealand has recorded no new cases of coronavirus. Earlier, the countrys Prime Ministerjacinda ardern attended a meeting of the australian cabinet to discuss restoring travel between the two countries. Achieving zero cases two days in a row is the result of New Zealanders demonstrating a level of commitment and discipline to our goal of winning the fight against covid 19 that we can all be undeniably proud of. It points to our lockdown doing exactly what we planned it to do break the chain of transmission. However, we know the virus can have a long tail, and that other cases can pop up. So, as we make our way through this week and head towards the level 3 review next week, my message remains dont do anything that snatches our potential victory at this point. Some of the largest Home Care Providers in england have told bbc breakfast theyre weeks away from reaching breaking point, as they deal with the coronavirus outbreak. Bosses say they are at the back of the queue when it comes to getting their hands on personal protective equipment, and without it, they cant carry out the crucial support that millions rely on. They are filming this footage in christinas house for us. Our group ranges from 40 to 100. Some have neurological disorders, others are elderly. When we enter a house, the first thing we will do is wash our hands. Then we will apply our ppe so we go and enter someones house four times a day, that is four sets of ppe and we are doing double up care, whether our two carers going into the home, that is double the ppe we need. If you dont have ppe, you cant go in . Yes. How are you today . Getting hold of personal protective equipment is now so hard, its threatening this companys ability to provide care. Many ppe suppliers have redirected their products to the nhs but that means Home Care Providers are having to try and find something elsewhere. Without it, they cant operate. We are genuinely in fear of running out of gloves and aprons and in particular, disposable facemasks any day. If you dont get that ppe, what happens . Well, we are really worried. What do we do . We cant send our staff in. How are we going to look after people like christina tomorrow if there are no facemasks . Christina, how reliant on sharon and gemma are you . They do practically everything for me. Wash me, get everything ready for me in the evening, for bed. While theyve got protection, you feel safer as well when they come in. There is a National Stockpile of ppe but this company says its been too difficult to access. When weve gone to them week after week to try and get help, we say unless youve got a client with coronavirus or a member of staff with coronavirus, we cant help you. Its absolutely insane. The department of health and social care told the bbc this shouldnt have happened. Local resilience forums are hoping to distribute the National Stockpile and the government says the local forum should have directed this company to the National Helpline service. Hi, linda next its lindas home and another set of ppe is needed. Its notjust the basic care needs that we have to help and support with, and the food, making sure they get nutrition, but its also the social isolation. I dont know what itd be like, they do everything for me. I had a stroke and i cant move my left side very well. If they werent able to visit because they couldnt get any protective equipment, what would that mean for you . It would break my heart. They are special people. We are living on a day to day basis of having masks delivered where we can get them from. Are these ones all right, linda . The department of health and social care says its doing everything it can to ensure the social care sector has the support it needs during the pandemic, but weve contacted several of the largest Home Care Providers across the uk who say the lack of ppe is a widespread problem. Four said they were considering terminating contracts with councils, potentially affecting more than 1,000 people receiving care at home. Tim muffett, bbc news. Lets talk about some of those issues. Give us an idea of how important having emily come into your home and help to look after you, how important is that . Come into your home and help to look after you, how important is that7m is very important. I had a stroke andi is very important. I had a stroke and i can do very little for myself, soi and i can do very little for myself, so i totally depend on them for my meals and to do my washing and get meals and to do my washing and get me up in the morning and put me to bed, iwould be me up in the morning and put me to bed, i would be totally lost, i dont what i would do without them. You are not alone in that. Emily, we can see quite clearly that you have ppe. How does that affect the way you are going about yourjob . It is quite something to see you with it all on, actually. It is very different to normal. We have different to normal. We have different challenges, we have people who are hard at hearing he would normally lip read and we wearing masks, it is so difficult to communicate with them. We have social codes where we would sit down and have a coffee with somebody and we cannot have the same social interaction the moment. Obviously this ppe is needed, it is very important and im very grateful at the moment that we have got it. But without a doubt we all fear how long we will be able to get it, how long this will go on for. You say at the moment, emily. Give us an idea of what sort of supply ppe you have . We are hearing concerns about edge running out. Are you wearing everything you need to be wearing . and. I have the face mask, i have a facial, we have inaudible which has very kindly been donated by people in the community, in particular they are very useful for the double assist calls. Obviously we travel around together with the people that work in double assist, they are fully in ppe even in the car because they are together, we have aprons, gloves and she covers. However, it is in short supply and they run out very quickly and then all of a sudden they try to get some more in. Of course, we are using them more than we normally would. I would usually be sitting next to pat and we would be having a cup of coffee a re not and we would be having a cup of coffee are not wearing over ppe. Colin, lets pick up some of those thoughts with you. There are real concerns amongst some of your members about the availability of pp and how that will affect their ongoing business . Yes, and i think every Home Care Provider in the country is really struggling to get a share supply of ppe and having enough to be confident that they can continue providing Care Services across continue providing Care Services a cross eve n continue providing Care Services across even days, if not a new weeks. It is a real stress. I have a provider he was telling me he was spending 90 of his time trying to phone around and get ppe delivered. That means he is looking for ppe rather than being able to run the rest of his service. That is a huge problem and the levels of stress it is creating both for providers delivering pair and front line care workers is really hard. What about the budget implications . We are hearing all sorts of stories about a mask that would cost 9p now costing £1, and even more . We are seeing Home Care Providers having to use personal protective equipment they have never needed before, face mask sunvisors are not normally necessary. Now we are using them for virtually every contact they have with somebody. The prices are increasing, the amount of ppe needed to deliver Care Services safely has shot up in a month also. All of these additional cost pressures need to be funded, either by the local authorities in the nhs or potentially by private individuals who are buying their own care. We do not think that is a cost which should be borne by private individuals, we think we need some real support from government, which has been very slow in appearing. You obviously needed a drink, emily helps you with that, that is what it is so much about for people like you who needs ca re about for people like you who needs care at home. If emily couldnt get hold of ppe, how much difference would it make to your life, for example . Shall i do that again, pat . Im sorry, where you talking to me . I wanted to ask you if emily was not able to get hold of ppe and could not come to your home, how much difference would it make to your life . I dont know how i would manage without her. I havent got anybody to come in and get my meals for me, so ijust dont know what i would do without her. There is the personal care as well. And the personal care as well. And the personal care, getting to the toilet, that kind of thing. Emily, it is really clear that you make a massive difference to peoples lives and the way they are able to look after themselves and all the rest of it, you must file big responsibility . Well, yes. I take great pride in what i do. It is part of the job. Sorry, pat, carreon . Carry on . I witnessed the company. They are so cheery, they make me feel better. It can be very depressing just sitting here on your own all the time and i look for the two then coming in for the company as well. I think that its really important, pat. Any is obviously one of thousands of people doing this job all over the united kingdom, i am sure people watching this now will feel exactly the same way that you feel emily is obviously one of thousands. I think we talk a lot about numbers and testing but it is about numbers and testing but it is about people, individuals, and emily is essential to keep you going . She is, yes. And the rest of the carers who come in, they are all the same, they are always very happy, they a lwa ys they are always very happy, they always make me feel good. I would be terribly lost without them. And i do worry about than because, in a way, they are on the front line. They dont know what they are coming into every day. You make a very good point, pat. Briefly, colin, pat is not alone. There are many, many people whose happiness and health are absolutely dependent upon carers. How worried are you . You are absolutely right. They are really worried and there are some really worried and there are some really important things we need to happen. We need money coming to the front line care providers, we need to recognise the huge increase in costs a nd to recognise the huge increase in costs and sort out the supply of ppe so that pat and emily can carry on working together and receiving support. Seans been looking at the car industry this morning after a pretty awful set of sales figures out today. He will be speaking to one of the big bosses in a second. We had seen these sales down 97 in april, that is may be expected because of the logjam, that the expectations from the whole industry is that they will there will be half a million fewer new cars sold this year than they thought of the beginning of the f. What does that mean for people working in manufacturing and dealerships, what does it mean for customers . We have the managing director of Vauxhall Motors with us, stephen norman. Good morning. Can you put into perspective what these figures we are seeing, self permitting, mean for your business . For the industry as a whole and obviously for vauxhall in particular, i do not think we have seen figures like this since the emergence of the popular car market after the Second World War. The market a year ago was 186,000 vehicles in april, and this last month it was under 10,000 vehicles. It is ridiculously small. As you said in your introduction, what needs to happen now is as the government announces the ability of retailers, dealerships, to reopen for Sales Activity and we can get everybody back to work, our red bit our ability to reopen the plants in the uk in luton and Ellesmere Port and the same for competitors is dependent on retail activity was starting to pull the demand, as it were. So what do you now need to be in place that you do not have at the moment. The most important thing of all, as we are seeing in some countries on the continent, is for the government to be in a position to be able to authorise the reopening of Car Dealerships. Workshops, after sales activities for maintenance and repair, those have been open throughout the confinement, as it were. The retail activity, the sales activities of new cars and used cars is taking place online, delivery is complicated and the physical activity of sales and delivery in dealerships is currently strapped. So when the government is able to authorise the reopening of that, and the industry hopes that is as soon as possible whilst observing the safety and security protocols, then we can get back to work. Sol safety and security protocols, then we can get back to work. So i would say that its really the overriding prerequisites, that we follow the other nations in europe and are able to reopen the dealerships. We have been talking all morning about the two aspects to consumer confidence, one is health and safety going into these places on the other is the affordability. Do you think customers will come back and buy the ca rs customers will come back and buy the cars they would have in march and april and have confidence to make those payments . I think that is a key question and i would like to give you very briefly a two part answer. I think immediately after confinement we will see the delivery of vehicles and that will probably give usa of vehicles and that will probably give us a little bit of false confidence, because what it will indicate is the delivery of vehicles ordered before the logjam. So that will be the first important surge in activity that we will see. But what we must get to, and that is at the root of your question, is people coming back into car or van showrooms, because vauxhall is omnipresent in the van market, to actually place you orders. And that is really the most important thing. I dont see any indication at all online of a decline in interest for personal mobility, and i think probably there will be a reawakening of some of the ecological issues, andl of some of the ecological issues, and i am certain that there will be and i am certain that there will be a resurgence of interest in low emitting internal combustion engines, particularly for electric vehicles. So in that intervening period, would you be fine if the governments furling scheme where they are paying many of your staff right now, paying the salaries of many of them, would you be happy for that to end at the end ofjune and you would start standing on your own two feet . I think it would be extremely incorrect of me to say not to say that it is thanks to thurlow that we have got this far. If it were not for the fellow scheme ido if it were not for the fellow scheme i do not know what state the industry would be in. It is thanks to furlough. As demand picks up, we will be requiring that people currently on furlough to come back to work to drive the activity i mentionjust seconds to work to drive the activity i mention just seconds ago. Labour leader sir keir starmer has called for a National Consensus on the next phase of the uks response to the coronavirus. Ahead of talks with the Prime Minister later this week, he has set out seven principles he wants ministers to consider when easing the lockdown. Sir keirjoins us from north london now. Thanks forjoining us on breakfast this morning. First of all, before we talk about your seven principles, lets talk about this app which is being trialled in the isle of wight. From what you know about how it works, are you optimistic it can help in this fight against coronavirus . hope so. Im pretty sure i speak for everybody across the uk, i really hope it works because i think that testing and chasing is going to be crucial to getting to the next stage of fighting this crisis. My concern is obviously if it doesnt work, what then . Secondly, there was an app in singapore where only 20 of the public actually used it, so there is a real challenge there, and what im saying to the government is dont put all your eggs in one basket. We need to have the traditional methods of tracing, as well, ramped up because we may need them sooner rather than later. Allied to that, one other point, i wa nt to allied to that, one other point, i want to see the number of tests go up, up, up, at the moment, they have gone up in the last week or ten days, and they are still key workers, they are key members. What we now need is testing for everybody who has got symptoms and everybody who has got symptoms and everybody who has got symptoms and everybody who has been in contact with anyone who has been in contact with anyone who has been in contact with anyone who has symptoms, so we just need to keep that curve number of tests going up and up and up, and in addition to the app, if it works, andi addition to the app, if it works, and i really hope it does, you are going to need your traditional methods of tracing as well and i wa nt to methods of tracing as well and i want to see them in place very quickly. I think we will need more, looking around the world, though i said i would be constructive in opposition which means telling the government when we supported, challenging where we need to add here is a challenge, but the number of tests up again and put more staff into your traditional tracing, because if you put all your eggsin tracing, because if you put all your eggs in one basket, and it doesnt work, i hope it does work, you will have a problem. The other thing with the app is a certain certain amount of people to actually, and matt hancock is urging people to use the app when it becomes available, it ta kes a app when it becomes available, it takes a certain amount of people in orderfor it to takes a certain amount of people in order for it to be of use. Yes, thats right. As i say, i think its singapore, what i looked at, only 20 of the public took up the app in singapore, so we just need to watch that, which is why i wish it every success , that, which is why i wish it every success, i really do, but that, which is why i wish it every success, i really do, but i also know with planning you have to have the other manual side of it, if you like, up and running. We need more than 18000 and we needed in place as soon as humanly possible. What numbers are you putting on that, what number would you say . Looking at models around the world, i would Say Something in the order of 50,000. I dont Say Something in the order of 50,000. I dont want to get into a bidding war with the government on this, ijust did a sensible decision. I dont think 18,000 is enough, i think its more like 50,000 of the number of tests needs to grow up. The Prime Minister seven weeks ago said he wanted 250,000 tests a day, and we need to ramp up. We did hit the 100,000 with a bit of help from postage, but i have been worried a number of tests has dropped again now. If we are to do test and trace, its got to go up again. Everybody who has been in contact with symptoms, needs it. There is a big expansion needed. Are you putting pressure on the government with regard to those tests . Government with regard to those tests . What are you doing . Yes, we are challenging them on it. Thats one of the principles i set out today to build consensus and weve been challenging the government on testing for weeks and weeks now, to drive that number up. They need to go drive that number up. They need to 9 up drive that number up. They need to go up again if this is going to work because without test and trace, personally im not entirely sure how we can get out of lockdown, so this is not just a we can get out of lockdown, so this is notjust a nice to have additional thing. Its at least one of the main planks of any strategy to exit lockdown, which is why i have been calling for a discussion about this to happen weeks ago because these are the sorts of plans decisions which need to be made sooner rather than later. decisions which need to be made sooner rather than later. I want to talk to how to get out of lockdown, your ideas, in a couple of minutes, but there are some concerns from some people about storage and privacy on the app. What would you say to those concerns . privacy on the app. What would you say to those concerns . I do understand that and there will be have to be a framework around it but frankly, at the moment, i think the priority has to be getting that infection rate down and keeping the number of tragic deaths down and i think the vast majority of people across the country say that just has to be the number one priority, protect lives, save lives, and safeguard the country. What would you say, looking at lockdown, your ideas, where do you start . What needs to be eased first . Well, i think what we need to do is to allow some businesses to go back to work, but if that is to happen, and this is one of the principles i set out today, there needs to be a National Safety sta nda rds, today, there needs to be a National Safety standards, people need to be reassured. I sense, safety standards, people need to be reassured. Isense, and i safety standards, people need to be reassured. I sense, and i suspect your viewers would bear this out, people are really anxious about going back to work for them theyve beenin going back to work for them theyve been in lockdown for some time, very concerned about what this means for them and their family so they need assurances, my going back to a safe place which are social distancing, proper washing facilities, protective equipment, if thats the right thing . And secondly, we need the standard in place to reassure them of the second reason we standard is that we cant allow the infection to take off again and therefore if you dont have rules about social distancing washing protective equipment, then the risk is the infection takes off again and we are right back where we started but tragically with more people dying, so the National Safety standard is crucial. Get the trade unions, businesses, Political Parties behind it and thats what im saying to the government, and make sure it is a central plank of whatever you are going to lay out of the weekend. I have been concerned and remain concerned that the gap between children who are getting good home schooling because their families have got the resources on the web at all, and those that havent, possibly because they are in overcrowded accommodation where it is almost impossible to do home schooling in the way that you would want, which means theres going to be a bigger and bigger gap between these two sets of children andi between these two sets of children and i know that for young children, once you have got that gap, its very difficult to close it. We need to consult the schools and school staff and the unions in schools, but my sense is that schools ought to be high on the list of priorities for those that we can get back to some sort of normality because the longer we leave it the more we impact on the life chances of those children that will not go for the kind of home schooling others are getting. The details have to be laid out, but during the first has been mentioned. What thatd be a yes or no tojim the first . Why do some people get sick when they have coronavirus, but others dont show any symptoms . Its one of the many questions scientists are trying to answer. Now, hundreds of nhs workers, whove been exposed to covid 19, are donating blood to help researchers learn more about the disease. Heres our health correspondent, laura foster. Normally, its patients sitting in this chair. But more recently, its nhs front line workers who are donating blood samples all part of research to find out why some people succumb to coronavirus more than others. I hope that i have some form of immunity against it. Hannah wanted to help out after contracting covid 19 herself. Itll make a huge different knowing that were not fighting this disease completely blind. The more and more we know about it, the more we can plan and prepare and put measures in place to keep people safe. Theyre even queuing up in the corridors to take part. Every single one of them has been exposed to coronavirus. We know that some have become sick and some havent. And were trying to work out, essentially using a whole group of people, what the factors are, both genetic, environmental, ethnic related and also exposure related, as to why some people are becoming sick and developing the disease, some people are having the disease and theyre not sick, and some people do not have the disease at all. One of the reasons this man volunteered is because he saw too Many Health Workers from black and ethnic minority groups have died with coronavirus. It hits home directly for me, of course. Im a medical professional, my dads a medical professional. There will be other at risk groups as well. We just need to try and find out a bit more detail about this disease, and find out some actual truths. Studying these samples will give us a better understanding of the disease, and how it affects people differently. But its also hoped that that information could be used to tailor make treatments for individuals. And it also can maybe help us identify ways that we can make ourselves less susceptible to covid 19. Until theres a working vaccine or a cure, information like this is invaluable. Were coming together. We know this is super important. Were all trying to do our part against this pandemic. So with nothing new being produced, what happens when we run out of new episodes to watch . Our entertainment correspondent, Colin Patterson has been finding out. It is adios to love island in 2020, the latest show to disappear off our screens because covid 19 meant it wasnt safe to make a new series. Coronation street only have enough episodes untiljune. So i imagine there is going to be a greater emphasis on shows that can be made in the uk. And one drama being made for the bbc during lockdown is talking heads with the likes ofjodie comer filming new versions of the classic alan bennett monologues. The one person cast and a tiny crew are making this possible, but most shows will not be able to replicate this method. Thats different. Between the Film Industry in this country and the High End Television industry, ie, the poshest tv dramas, the ones that get the tax credit, i think £1 billion of production has been stalled since the beginning of the year. Thats £1 billion of Economic Activity that was in progress and has stalled. That is a hole in the industry. Both for audiences and the kind of economic gearing that supplies so much employment and opportunity for everyone in the country. We will have this very boring conversation, ricky. Tracy, we have this huge appetite for new stuff, for watching television we havent seen before, but give us an idea this morning of how your industry has been affected by what happened over the last few months. Yes, its been devastating, just in one day, personally all my work went out, i was going to film in manchester for bbc one, a work went out, i was going to film in manchesterfor bbc one, a drama, i went down in the summer, doing a comedy for sky tv, i had a big Theatre Project and my whole year had been mapped out, and 24 hours later, every single one of those projects had been pulled. You are working on something now, well come to that of a minute. Jeff, youre white i understand was quite ill with coronavirus a while back. Her breathing was badly affected, and there were two or three nights when we were very worried and very close to taking her to a e. Give us an idea, this isolation story, was that part of that inspiration behind that for you . Well, what i felt was there are lots of Great Television which sustains us as we are all sitting at home, but i felt that the voices of writers, actors and directors needed to be added to that. The thing which stops that from happening, stops drama from being a reactive medium is the amount of time it takes from idea to air, but by concentrating on short stories, short dramas, proper dramas, not monologues, not plays, but proper dramas, which reflect the lockdown, we short circuited the process and we have gone from first idea to scream in one month. And youve got some fantastic actors on board including sheridan smith, robert glenister, tom glenister, theyve all had to have their families involved and direct themselves, havent they . Yes, what was interesting was the only way to do it, we realised, was that they had to be someone in the house who could be the camera person, and in the case of philip glenister, celia was the camera operator, so we delivered sterilised kits to the front door, and they took it into the house and that was the only contact. Its crazy, its been really incredibly creative and its made me, for somebody who has been on sets all my life, never really understood what the big gap between the acting and the technical bit was, its made me realise how much respect i have for every Single Person that makes a Television Programme or film.
