Worlds biggest threats. Tonight new sanctions on russia as ukraines government is sounding the alarm. The countrys Prime Minister claims that russia wants to start world war 3. Ukraine always voiced those fears at the United Nations today. The countrys Deputy Foreign minister responded to this question from james bays. Reporter do you fear that the russians are on the verge of an invasion . Yes, we have the information that we are in danger. Thats why we call upon the russian authorities to explain for what reason they keep so many troops along our border. Mike viqueira joins us on the telephone from seoul south korea, what is the latest mike . Well, in g7 put forward this statement, john. Previously the president signed executive orders, the europeans had gone along, but this is a unified movement and a unified statement. Siting the fact that russia has taken no concrete actions in support of the geneva accords that were reached last thursday, matter of fact the situation has worsened significantly. The g7 leaders say it has continued to escalate tensions, by threatening military maneuvers. So the g7 leaders mike let me interrupt you for one second. Because president obama is just getting off marine one and getting ready to board an airplane just south of seoul to head to malaysia, but continue with this. And why was the decision to announce these proposed sanctions made on late friday night. Well, theres an urgency and it is saturday noon mere this seoul, john. This is an urgency. Clearly the Vladimir Putin continues to ignore and perhaps even thumb his nose at the west. President obama has talked about the calculous that president putin has to keep in find aledging that his country is facing dire economic repercussion as a result of what has happened so far. So the g7 leaders announced that they will move swiftly to impose more sanctions on russia, targeted sanctions and measures against individuals and entities. Still falling short of the brood sectors of the russian economy. And as you reported, white house officials tell us a specifics are likely to come on monday. The president is speaking to four of the g7 leaders friday night, a fifth, from japan who consulted in person from japan on the first leg of this trip. So they continue to prepare to move those broader sanctions that we were talking about. Mike, we just watched the president get on Board Air Force one headed to malaysia, an awful lot on his plate. He has this very big asia trip, and he has ukraine sort of blowing up, right . And it does underscore some of the concerns that you have heard from asian allies and those who were perhaps heartened a couple of years ago when the administration announced their reem from sis on asia and the pacific that the president was going to be preoccupied by other events and other hot spots around the world, and certainly the ukraine situation has overshadowed to a certain extent what has occurred thus far, having now completed two of the four legs of this trip. He heads to malaysia, where it is certain to be a hot burner issue. It continues to preoccupy the agenda, john. Mike thank you very much. Now the pentagon is calling on moscow to take immediate steps to resolve this crisis. Russian military jets have flown into Ukrainian Air space several time in the last few hours. Barnaby phillips reports. Reporter the skies above kramatorsk. The Ukrainian Government says a helicopter exploded after being shot in the fuel tank, the pilot survived. It was on fire and there were firemen, four fire engines. You can see. Smoke is still probably billowing. Reporter in the southern port of oh best sa another explosion at a police roadblock. One report said a grenade was thrown from a passing vehicle. The police say seven people were injured. Over the border in southwestern russia, military exercises continue. The size and scope of these exercises has alarmed the Ukrainian Government but also many governments in the west. Russia says if the lives of ethnic russians in your next question are tlehreatened it reserves the right to take action. These men are learning new and lethal skills. Are some 100 ukrainian men here. They say they are preparing for a russian invasion. Of course these men are no match for the russian army in terms of numbers, in terms of training or equipment, but the existence of this camp suggests one thing, that if the russians were to invade they would encounter some resistance in eastern ukraine. New sanctions what is your reaction to that . Well, we dont know how muscular these sanctions are going to be yet. It doesnt look like president obama and the leaders of European Countries are yet prepared to apply those big brood sectoral sanctions that would sanction entire sectors of the russian economy. It might take an actual Ground Invasion of east ukraine to trigger those. We dont know yet. But clearly the leaders of western countries are very concerned and prepared to ratchet up the pressure in terms of sanctions. Mike viqueira mentioned the urgency tonight to make this announcement. We have also got the question of whether or not there will be an invagus. And the officials of ukraine said at the United Nations today that they believe there will be an invasion and that russia is moving towards a world war 3. I think russia could be moving toward an invasion. In fact you would argue it has already started. Taking over government buildings in some cities. Coordinating their efforts, their efforts being coordinated from moscow. Thats already the beginning of an invasion. The threat of a mass invasion of thousands of troops pouring over the border and taking over parts of east ukraine does look to be real as well. If you look at the russian troop movement, the rhetoric of the russian government, if you look at president putins ludicrous claim that somehow russia is needed to preserve the safety of russian speakers, you can see the makings of an invasion here. Are we looking at the makings of a world war as well . John, i dont think were looking at the makings of a world war. I dont think the west is going to go to war with russia over ukraine. Ukraine is not a former member of any organization a formal member of nato. Its the United States and itselfal lyes are not bound by treaty to defend ukraine ukraine. But it will be a very, very large step and new chapter in the history of the 21st century. If russia invades ukraine, it will be the first time this century that a great power invades without provocation a neighboring country that is weaker and tries to annex part of its territory. This is really shredding the post war norm of respect for safe sovereignty, and the norm that big powers dont just invad smaller neighbors because they can. What is the impact on europe, the world, and the United States if there isnt an Armed Conflict . If there is not an Armed Conflict . Of course this will be this will be great. We will avoid the nightmare scenario. If there is an Armed Conflict in ukraine, the implications are grave for everyone. Western europe has lived by this rule for a long time. That great powers dont invade smaller countries. Economically its going to scramble things quite a bit. In terms of security, which of course is the big issue, nato will be back in business in a very big way. Already counsel tries on the eastern edge of nato, are clamoring for more help. Hundreds of mississippi Business Owners are running a sticker campaign, displaying blue stickers in their store windows that read we dont discriminate, if you are buying, we are selling. The law has written is is not the same as the arizona law that people were complaining about. This is supposed to bar the government from taking any future action that would limit someones Free Expression of their religion but practically what do you think it would do . I think it opens the door to discrimination. Someone can say, my religion says your lifestyle is a sin, so im not going to provide you any service. You are a straight republican businessman have you had any backlash on this . Not at all. Not at all. We open our doors to everyone. Have you had any reaction to it . Yes, we have had an overwhelming positive reaction. We made up 500 stickers at first, and we honestly thought maybe in about six monthest we would pass those out, and they were gone in about a week, so we have ordered about 1500 more. We have sent out 500 to houston, oklahoma, new jersey, washington, atlanta, it has been insane. Is this going to get bigger and are you going to be part of it . Yes, yes. We want it to grow. No one is going to put a sign in their window that says no gays allowed. But by not putting this sign in the window, they are kind of saying the same thing. And the public should know if a Business Owner willing to open their doors to everyone, or are they trying to hide behind their religion. Are you sending a message to lawmakers in mississippi saying we dont want that law . Exactly. Exactly. And and i mean, do you any you could have and we dont go ahead. Im sorry, and we dont want them to speak on our behalf anymore. Mississippi gets picked on quite a bit in the nation and deservedly so in some cases, but mississippians by and large are amazing people, and amazingly open and receptive to everyone, and we are the hospitality state after all. There are a lot of migrants out here, primarily men, not many women, so i wanted to speak to a women, and when i saw she was a mom, we just ended up talking her daughter was beautiful. Are you and your daughter going to take this train . Why are you leaving . Is it bad or is it you just family . She is claudettes age, she has a 9yearold daughter from honduras and she is going to make this journey. The same journey that claudette made the only difference is with a nine year old. You are about the same age of someone that met her family and she never made it. So it makes me sad to see you are about to do the same thing but with your daughter. When you are walking through the desert and you cant make it anymore . Will you turn around and come back . I i totally understand, but just by stepping foot in that desert you are sacrificing her. I have been in that dertz and couldnt make it an hour, and i cant see a child making it. Please, if you feel tired just stop. There are people there that can help you. So you are putting your nine year old on a train where she could die, she could get raped. She cant sleep on that train. What if she dice and her daughter lives. She wants this American Dream so damn bad. And its not that great. These people believe that america is just this amazing great country. I love my country, but it takes hard work. A single mother in two serving a life sentence in prison was given a Second Chance last week. Her crime a nonviolent drug offense. She is now free after being pardoned by the president. I asked her to take us back to the day she was sentenced. I was really upset because i really didnt believe that they would actually sentence me to life without parole, being that my charges were very minor. Your judge even disagreed with your sentence, but his hands were tied by the mandatory rules and regulations and laws regarding sentencing. Can you talk about mandatory minimum sentencing . Its a cap that is put on individual inmates that have had a prior record, and i think its a harsh sentence that you put on someone that has already served time for their priors. When you got the call that president obama has granted you clemency, tell us your reaction. It was a beautiful day. I was i had just came from the commerceorry at the prison, and my case manager contacted me and said i was needed another the lieutenants office, when i got on the phone it was my attorney. He wanted to call me his self to wish me a Merry Christmas and happy new year because obama signed my clemency. How has the transition been . It has been a little rough, because im not familiar with my area. A lot has changed. My kids are grown. I have grandkids as well. I know i have to take a few months or so to get myself back together, but it has been hard even with technology and trying to work the phone just didnt little stuff. Obama will meet with the countrys Prime Minister, visit the National Mosque and meet with Young Leaders from local university. Vatican is gearing up for a big weekend. Two catholic popes will be canonized. Now in california rain is offering little hope for farmers affected by severe drought. Scientists are concerned the severe conditions could have a lasting effects. Jacob ward reports. The National Climatic data center says not only is the entire state under a condition of drought but at least 25 of the state from where i am, south is in a case of exceptional drought. Here the bridge that runs through the center of town is pretty much entirely exposed. And on the other side there is a dam here that should be a rushirus rushing torrent of water and is instead exposed to the air. Until about a half hour ago it was absolutely hammering rain today, but it would require doing that for another 30 days, an almost biblical amount of rain to restore the reserves. Right now the municipalities says it wont be able to give out anything, maybe just 5 of what it normally does. And scientists are beginning to worry there is an ongoing almost permanent scarring that could take place between the wildfires that will be much more intense to the collapse of the underground circulatory system that that sort of is going to collapse overtime if it doesnt fill up with water. There is however come chance of a miracle. Scientists are predicting the possibility of another el nino year. It is a complicated chain of events and one that gets it started is a warming of the water in the Pacific Ocean. And right now the Pacific Ocean water is about as hot as it gets. So we could see an el nino year as the water begins to deluge the Pacific Coast with rain. If that happens it could turn things around for california. Although it could have terrible effects on sea life, it could in fact be exactly the miracle that california is hoping for. A radioactive waste bump has been discovered in north dakota. It is the biproduct of oil drilling. Public Health Officials say businesses are illegally disposing of materials instead of transporting them to approved waste sites. Now to another world hot spot in syria, an outdoor market was blasted by air strikes in the city of aleppo, nearly three dozen people, including many children were killed. Reporter aid workers managed to cross into the rebel held east aleppo city earlier this month. It was the First Time Since june humanitarian assistance crossed through the front line. Since then the only Border Crossing between the divided city has been closed. Aid agencies have been facing obstacles. For the past two months the icic has been repeatedly requesting authorizations from the government to access areas that are directly effected by the fighting in aleppo. However, today there is an additional challenge. There are roads that link both sides of the government and the oppositioncontrolled areas together that have been blocked. There are roads around the city that lead that connect the city with other major cities in damascus that also these roads have been probleming blocked. Reporter a new bush by the rubbles has threatened to off half of the city that the government controls. This has forced Government Forces to use a dirt road to reach the city. But even that supply line is threatened. The opposition denies it is responsible for preventing supplies from reaching civilians. Translator the regime closed the corridor inside the city. Now the area is under siege. Reporter People Living in the government controlled west say prices of basic goodings and fuel have increased, but on average 75 of aid distributions across the country occurred in areas controlled by the state. From turkeys border it is about an hours drive to aleppo city, but the Syrian Government will not allow un agencies to use corridors that are not under its control. With all of these obstacles very little aid is reaching the hundreds of thousands of People Living in the divided city where the battles have been over supply lines. We are getting a new look tonight at the desperate fight of some of the 2 Million People who are have fled syrias civil war. The Associated Press has released some striking new pictures of life in the refugee camp. Violence has broken out. A mob of refugees attacked Jordanian Police at least once recently. Some refugees have fled the camp to set up illegal camps nearby. Now to another refugee problem. This time in ireland critics are focused on a system that are supposed to grant asylum, but instead ireland help them, they say it is more like prison. Reporter a hundred thousand welcomes goes the traditional expression in ireland. But how do balance that teleexperience of this fan who fled Death Threats to travel across the seas to dublin. Life as a refugee here, he told me is worst than home. If i knew that coming here i would be kept for so long, i will be forced to live in a in a system where i i my lose my human sense or my dignity [ inaudible ] i wouldnt have come. Reporter refugees are placed in buildings under a system called direct provision which means meals and a bed but nothing else. You go to another place which gives you 19 euros a week spending money. So you are not allowed to work, but you have no money. Time and again refugees told us they were being forced to do nothing. Ing stephen whos kenyan does voluntary work to keep his mind busy. We are still waiting because we dont want to go home. We want we want protection. We want our kids to enjoy a life like any other normal kid, and we want to fend of our family. We dont want anything from the system. So asylum may offer safety, but involves the loss of freedom which people say is devastating. This woman a christian had to flee with her children. They hate their life in the direct provision, that fills her with guilt. I was not allowed to do anything. They make decision for me. The government make decision for me. They make decision for my children. I have no say. They have taken by dignity, my freedom away from me. Reporter how could it be with ireland with his history of famines and suppression by the british, could have gotten such a Bad Reputation for caring for those in need. Its very difficult to see why ireland is still ioned up to the refugee convention, when in fact it does not live by the spirit of it, even if it has in place a system for deciding asylum claims. Reporter the government refused an interview. They said direct provision is the cheapest way of looking after people who are in ireland illegal. Elections are coming and the treatment of thousands of refugees is not on anyones agenda. Several avalanches this week have forced many hikers to abandon their plans. The strike of sherpas has effectively ended the hiking season. Reporter managing to smile despite losing his friends in an avalanche. Speaking eggs collusively to al jazeera, he considers himself lucky to be alive. He was one of six who survived the disaster a week ago. He didnt want to speak directly on camera, but told me it happened quickly. He has been a guide since 2008 and only started climbing a year ago. My family never wanted me to scale a peak or be a guide, he told me. But when you see the view from the top its magical. When im better im returning to my village to be a farmerer. 13 sherpa guides were killed last friday. This man represents mountaineering tour operators. Translator mienering is the backbone of the ruleal economy. It can bring from as much as 26 million as it did last year. We need to address the concerns of the sherpas for this to continue. Reporter it is the height of the tourist season in nepal. Tourism generated millions of dollars lapse year, but when it comes to the financial help the government can give to sherpa guides, its decision is clear. They do not want to climb, so it is there own decisions. So i think it will be very good for us to, you know, provide some assistance, because it is a huge number of people. But the government is taking care of the Health Care Costs of this sherpa and others injured in the avalanche. Earlier this week the government said it would increase the minimum insurance cover for sherpa guides, and set up funds for the victims families and pay for the childrens education. Officials insist that anyone can climb nepals mountains, the only problem there are no sherpas to guide them up. Today is World Penguin day which marks the annual migration of an Arctic Antarctic penguins. Reporter i have been making trips to antarctica over the past 40 years to conduct research on penguins. Penguins have a twophase personality. When they go off to sea where its possible they might get eaten, then they are very friendly to one another and dont want to go anywhere alone. When they come to the land to make their nests and raise their young, they become fiercely territorial. Penguins are not cuddly, they look pretty benign, but they are actually i dont want to call them fierce, but they are extremely strong. They are totally bone and muscle. We have been doing this Research Project funded by the National Science foundation to understand why or how penguins are responding to their changing climate. We have been marking penguin chicks every year for 18 years. We are also interested in their lives at sea, so we temporarily put satellite tracking devices so we know how far away they are going and where they are going, and how deem they are diving. Antarctica is the big ice cube that sits at the bottom of the earth. Research givings us an idea of how animals cope with their changing environment. S. Backed the south. The war never officially ended. Instead an uneasy ceasefire has held for 60 years. That uneasiness continues today. The north Korean Leader kim jung un has often expressed nuclear ambitions. Before leaving south korea tonight, president obama spoke to american troops stationed in seoul and tried to reassure that country that the u. S. Will not accept a nuclear north korea. North koreas continued pursuit of Nuclear Weapons is a path that leads to more isolation. Anybody can make threats. Anyone can move an army. Anyone can show off a missile. That doesnt make you strong. It does not lead to security or opportunity or respect. Those things dont come through force. They have to be earned. Mike viqueira has the latest from seoul. John, an extraordinary situation on the Korean Peninsula even as president obama visits south korea, the close ally, north korea and its newly installed young leader, kim jung un making operations for a Fourth Nuclear test. The president yesterday with his south korean counterpart says this cycle of provocation and rewards and concessions for north korea has got to stop. This has been the policy of his administration for the past two or three years. He has come under criticism. But the president say he is not going to try to engage north korea. President pack said if they went forward with this test it could trigger a nuclear arms race. Thank you, mike. And north Koreas Nuclear program is under constant international scrutiny. Most of what we see comes from governmentreleased videos. North korea is believed to have between four and eight Nuclear Weapons. The country has care rid out at least three Nuclear Tests since 2006. And while it has developed and tested a rage of shortand mediumranged missiles, it has yet to successfully test a longranged missile. Paul has visited the country on two occasions. Welcome. Thank you, john. The give me your thoughts on the potential of another nuclear test for north korea. Is this something the United States expects to happen soon . I think the potential for it is a question of when and not if. The recent satellite imagery indicates a pattern we have seen before. Does that mean they are going to test in the next few days . Its likely. Its also very likely they wont. But i think their track record is such that we can expect there will be another test, the question is when. When he came to power there was suggestion that he might be a reformer. What happened with that . Well, i think the world suggestion is exactly the right one. The problem the fundamental problem we have with respect to the u. S. Approach and actually more the international approach to north korea is our engagement with them has been very sporadic. We know very little about kim jung un. The little that we do know, we we fill in the blank with speculation and educated guesses. So the suggestion or the story line that, oh, he was going to be a reformer, or he was western educated so this will happen, was really just speculation. These fundamental problem is until we talk with them and engage with them in a consistent manner, were really just all guessing. And why has there been such a refusal by the United States to have a dialogue there . I think your correspondent mike put his finger on this. There has been a feeling that we have been burned before. I think this narrative is a bit of a myth. Because we had an approach to north korea that i would argue worked for a period of time. But domestic politics in the u. S. And elsewhere lead to criticism of it, scepticism and a narrative that lead to political costs. And really what the president is saying, when he says im not going to reward the north for bad behavior is frankly he is worried about the political liabilities of doing so. You visited north korea twice. What struck you most . Well, what struck me most about the people is how human they really are. The North Koreans are human being, not monsters with horns. Unfortunately they are living under a system of a totalitarian regime that is truly the problem. Not the people. So the problem is we dont have access to those people and they dont have access to us. Its a caricature of a nation in most americans eyes. Will Technology Change that in any way .
