Alex Paul Monteagudo, director general of the National Intelligence Coordinating Agency (NICA), asked voters in a press briefing here Thursday not to allow the Makabayan bloc in Congress to sabotage the government's legislative process to advance their propaganda. "Our strategy is to reveal the truth by letting the voters know about these party-lists. All decisions of people are based on information," said Monteagudo, also the chair of NTF-ELCAC's situational awareness and knowledge management cluster. The official said there are five NPA-affiliated groups running in this year's elections. These are Kabataan, Bayan Muna, Anakpawis, Alliance of Concerned Teachers, and Gabriela Women's Party. Alma Gabin, a former NPA member captured in 2021, said these party-lists have been getting huge funds from the government through the priority development assistance funds of the House of Representatives. "The orientation of their party-list representative is not serious on passing laws for the welfare of the marginalized sector. Their intention is to get funding from the government. They have been doing that through realignment of funds and overpricing of projects," Gabin said. Gabin was one of the nominees of Kabataan Party-list and was personally acquainted with some nominees of the other four party-lists affiliated with the communist terrorist group. "Nominees of Makabayan bloc are key officials of the NPA. Their level of awareness of armed struggle is very high," she added. The former rebel said the NPA needs party-list representations to sustain their armed struggle against the government. The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines. The Anti-Terrorism Council also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as "an integral and inseparable part" of the CPP-NPA that was created in April 1973.
