Its 10 00 eastern, im ana cabrera, and thanks for being with us. We begin with the Breaking News dominating washington and the country this morning, California Democratic senator Dianne Feinstein has died at the age of 90. A trailblazer in so many ways. Feinstein was the longest serving woman in the senate, first elected in 1992. On capitol hill where she served california for decades, senators are just convening this morning. Heres majority leader Chuck Schumer. Peter schumer, do you have any reaction to Senator Feinsteins death. Very, very sad day for all of us, and ill be speaking on the floor shortly. We will be watching for those remarks on the senate floor any moment now. First nbcs Andrea Mitchell looks back at Dianne Feinsteins life and legacy. Reporter Dianne Feinstein, a leading woman senator for generations whose political career in california was launched by tragedy. November 1978, San Francisco mayor George Musconi and Board Of Supervisors member harvey milk were assassinated in city hall, then Board Of Supervisors president Dianne Feinstein tried desperately to save milks life. Both mayor masconi and supervisor harvey milk have been shot and killed. The event cementing her passion for gun reform. She was elected mayor and became a National Figure on democratic are nominee walter mondales short list for running mate. Ive had an opportunity now to be the first woman and the first mayor to be asked to go through an interview process, and i view that as a major opening of a door and something thats very important to do. Reporter it was the Clarence Thomas hearings in 1991 that Got Feinstein to the senate, as she recalled in 2018. And what did i see but an all male Senate Judiciary committee grilling anita hill, and it was not nice, and it was not what one would like to see, and that was my incentive to run in 1992. Reporter after her decisive senate win, then senator joe biden made her the first woman on the judiciary committee. In congress she quickly made an impact leading the charge for an Assault Weapons ban in 1994, as Senate Intelligence chair, she took on the cias Water Boarding of prisoners Holding Hearings into the bush administrations harsh interrogation techniques, but in later years colleagues faltered her performance during Supreme Court confirmations, praising republican Lindsey Graham for getting Trump Nominee Amy Coney Barrett confirmed weeks before the 2020 election. This has been one of the best set of hearings that ive participated in. Reporter but through political and personal trials, Dianne Feinsteins legacy as a trailblazer endures. Andrea mitchell, nbc news, washington. Now lets go live to the senate floor and majority leader Chuck Schumer. Okay. We see flowers there and i understand the majority leader Chuck Schumer just spoke moments ago. We also heard from the Senate Chaplain saying a prayer on the senate floor and mentioning senator Dianne Feinsteins death this morning. Well try to turn the comments we just heard from Chuck Schumer, in the meantime, i want to wring in nbc news president ial historian Michael Beschloss who knew feinstein for two decades, and also with us nbcs Julie Tsirkin there on capitol hill and nbcs allie raffa at the white house for us. You knew the senator personally. Whats going through your mind on this news . Well, aside from great sadness, if i can step back as an historian as well as a friend of hers, this is someone, you know, we know snapshots of this career, and andrea did so well on that video that we just saw, but this is someone who had a major career, major American Public figure for really half a century beginning with that terrible scene michael, im so sorry to interrupt, please hold your thought. Were now hearing from Senator Schumer, lets listen. She had so many amazing, wonderful qualities wrapped up in one incredible human being. She was smart. She was strong. She was brave. She was compassionate, but maybe the trait that stood out most of all was her amazing integrity. Her integrity was a diamond. Her integrity shone like a beacon across the senate and across the country for all to see and hopefully emulate. Dianne feinstein would typically say when you asked her how was she voting on something, let me study this issue before taking a position. Let me go home and read on it, and when she came back, if she believed the cause or the vote was right and vital to many issues she cared about, she not only voted for it, there was no stopping her in getting it done. She would take on any force, any special interest, any opponent with relentless integrity and would wear those opponents down until she succeeded. Again, her integrity just shone through them, and she won, and she won, and she won, and each time made the country a better place. I saw this up close when she passed the Assault Weapons ban, a passion of hers after what happened to her in california. The nra was a relentless, often meanspirited and chauvinistic foe. They oozed vitriol against her, but they didnt scare her. They didnt stop her, and they failed against her, like most of her opponents, they failed against her. Her perseverance, her strength, and most of all her integrity shone through. I was privileged to carry the bill in the house after she had passed it in the senate. She guided me every step of the way, and her strength and her integrity strengthened all of us who were fighting that uphill fight. And as we went through that bill, it became clear to me Dianne Feinstein is not like the others. Shes in a class of her own. Of course it wasnt just the Assault Weapons ban she fought for. Her accomplishments also included championing the violence against women act, protecting Oversight Authority during the investigation into u. S. Torture, fighting for climate justice, fighting for marriage equality, fighting for reproductive justice. The list goes on and on. As chair of the Intelligence Committee, diane fought for what was right even if it was hard and difficult and took months and years to dig in and find out what actually went wrong. She never stopped. She took on the cia and asserted congresss Oversight Authority during the investigation into United States use of torture. And through all of her accomplishments, this one and all the others, she always displayed the quintessential grace and strength. None of these sons of guns against her ever rattled her. I remember a few years back when a particularly nasty senator tried to put Senator Feinstein down in a condescending, many would say chauvinistic way. She reacted not defensively but with strength and poise and integrity, and within three minutes she put this colleague in her place in his place, and by the end of it everyone in the room on both sides of the aisle were smiling. That was dianne to a t. Powerful, prepared, unflappable. She had to be. Whenever she did something, she was often the first to do it. She was elected as the first woman president to the San Francisco Board Of Supervisors, the first woman to serve as mayor of San Francisco, the first woman to serve as u. S. Senator for california, the first woman to chair both the senate rules and Intelligence Committees, the first woman member of the Senate Judiciary committee, and the list goes on and on and on and on. Our nation will be forever thankful to Senator Feinstein for the accomplishments she fought for. I too am personally indebted to dianne, not just as a colleague, which of course i am in so many ways as a colleague, but as a friend and as a father of two daughters. Her work extended far beyond the United States senate floor as she gave a voice, a platform, and a leader to women throughout the country for decades. Dianne didnt just push down doors that were closed for women, she held them open for generations of women after her to follow her. She gave a voice, a platform, a model for women across the country who aspire to roles in leadership, in Public Service who want to leave their own mark on the world, who want to make this country a better place for others. Today there are 25 women serving in this chamber, and every one of them would admit they stand on diannes shoulders. So diannes impact extended far beyond the senate floor and far beyond politics itself, so today we grieve. We look at that desk and we know what we have lost. But we also give thanks, thanks to someone so rarefied, so brave, so graceful a presence served in this chamber that someone like that served in this chamber for so many years. In closing, let me just say this,ed sign of a leader is someone who dedicates the whole of their spirit for a cause greater than themselves. The sign of a hero is someone who fights for others, who endures for others no matter the cost, no matter the odds, and the sign of a friend is someone who stands by your side to fight the good fight on the good days and on the bad. Dianne feinstein was all of this and more, a friend, a hero for so many, a leader who changed the nation sorry, a leader who changed the nature of the senate and who changed the fabric of the nation, america for the better. As the nation mourns this tremendous loss, were comforted in knowing how many mountains dianne moved, how many lives she impacted, how many glass ceilings she shattered along the way. America, america is a better place because of senator Dianne Feinstein. Today i join with my colleagues in mourning our beloved friend and colleague. Yield the floor. Just wanted to give it a beat there. That was obviously majority leader Chuck Schumer. Guys, lets listen in to what had Mitch Mcconnell has to say. Frequently thats not true. But elaine and i were actual friends of dick and dianne. Elaine served on a Corporate Board with dick for a number of years when they were in town together, we would frequently have dinner together. Elaine and i got married shortly after the 92 election and i remember dianne gave us a small depiction of the capitol. I looked at it this morning because its still on the wall and remembered our Dear Colleague as truly remarkable individual as the majority leader has pointed out. She was an incredibly effective person at every line, at every level, and she was at all of those levels on the way to the senate. Those of us who were fortunate to call dianne our colleague can say we served alongside the Longest Serving Female senator in american history. Dianne was a trailblazer in her beloved home state of california and our entire nation are better for the her dogged advocacy and diligent service. Over the past three decades, the senior senator from california was also the steady hand leading sensitive and consequential work as head of the Intelligence Committee and the judiciary committee. Her name became synonymous with advocacy for women and with issues of Water Infrastructure to counter drug efforts. Of course the first woman to lead her hometowns Board Of Supervisors and then govern as mayor was making history and making a difference long before she came to the senate. And as much as this institution and the American People will remember diannes devoted Public Service, as i indicated earlier, elaine and i will also remember and cherish a friendship of 30 years we were fortunate to share with dianne and dick. So today i know the entire Senate Family is gathering around Senator Feinsteins loyal staff, our thoughts and prayers are with diannes Daughter Katherine, her granddaughter ilene, the entire feinstein family, and with all who mourn our Dear Colleague and friend. Senate pro tem president , id like to acknowledge okay, we are looking right now at senator Dianne Feinsteins desk, that is drape instead a black cloth with those beautiful white roses on top as we heard from the majority and Minority Leaders paying tribute to Dianne Feinstein. They both talked about their personal relationship with her. Mitch mcconnell calling her a true friend to both him and his wife. We heard from Senator Schumer about some of the traits he admired most about her. He called her strong and brave and compassionate, but he said most of all he thinks of her integrity. We bring back our panel right now and also joining us is nbcs Andrea Mitchell. Michael, since i had to interrupt you to go there, let me pick up where you left off. She has such a long list of accomplishments in her three decades serving in the senate from the Assault Weapons ban to speaking out against harsh interrogation tactics, her efforts on gay rights and environmental issues. What will Senator Feinstein most be remembered for, do you think . Well, you know, ana, theres a wall more than one wall in the capitol with great senators painted on them, great senators in american history, and Dianne Feinstein belongs there someday when they decide to add to that number. Two moments, the moment when in November Of 1978 she was the president of the county Board Of Supervisors in San Francisco. She told me the story many times, i bet she also told the story to andrea, and she walked into the room where the now iconic gay activist harvey milk was. He had been murdered by their colleague dan white, and it was Dianne Feinstein who tried to find a pulse. She said she smelled blood and gun powder and never forgot it. And not only was she an empathetic person beneath this strong exterior that we saw, but it affected her for her life. She wasnt just going to remember the experience. She was going to translate that into public policy. Fought Assault Weapons, did everything she could for gun safety. One other moment, and then ill stop here, 2008, there was a race, as we all know between Hillary Clinton and barack obama to become the president ial nominee of the Democratic Party. It was very tight almost all the way. Finally obama won, and there was a lot of ill will between those two entourages. It was Dianne Feinstein as this highly respected National Figure and figure in that party who said to Hillary Clinton, barack obama, why not come over to my house in washington and lets have a talk. And as she described it, they began to talk, and she began to talk, and then she said ill leave the two of you to yourselves, and they talked themselves she was the one who brought them together. Very few other National Figures could have done that. And andrea, feinsteins impact, her influence in washington, and in her home state really cant be overstated. Again, ill go through somef her firsts. She became the first woman elected president of San Franciscos Board Of Supervisors, the first Woman Elevated to be mayor of San Francisco, and when she made her way to washington, she became the first woman to serve as senator fifornia two weeks before her colleague Barbara Boxer was also sworn into the Senate Making it the the first state in the nation to be represented by two women. What do you think of when you consider all of these firsts . She really was a trailblazer. Let me add a few to that and pick up also where Michael Beschloss left off because i know and he knew her very, very well. That Dinner Meeting brokering peace between newly elected barack obama and Hillary Clinton, who had lost in a very bitter primary battle, that led to her being secretary of state. I dont think theres any way that she would have accepted the offer to be secretary of state, which arguably was the most important, you know, significant achievement of Hillary Clintons career, Really Path Breaking Achievement in so many ways. If not for Dianne Feinstein bringing them together. She was also the first woman on the judiciary committee. That came after the bitter fight over Clarence Thomas and anita hill, and you remember how damaging it was to the Democratic Party and to the senate as a whole to have that all male panel deciding against anita hill in a very in a brutal confirmation hearing, the most difficult one in confirmation history up until that point, and it was then that joe biden came to her and asked her to be on the judiciary committee, and she said she told me later, well, im not a lawyer. He said, no, but you have other credentials. Basically they needed a woman on that judiciary committee. That was the committee of Strom Thurman and Teddy Kennedy and all of the men, you know, Arlen Specter and others, many of whom had really behaved badly during the interrogation of anita hill, who was that key witness. So there were so many ways, but as Michael Beschloss was saying, it was the killing, you know, of musconi and harvey milk and of succeeding, you know, just because of what had happened then, she rose to power politically there, and later mass killings, the mcdonalds killing i believe in san diego that led her to the Assault Weapons ban, which was one of her greatest achievements in 1994, a freshman getting it through. A lot of other men took credit for it. It was a freshman woman that paved the way for the ban. That was so significant, and then the abuse she took when she went up against the cia. That was an enormous report. You know, clock and she took a lot of heat as the first woman chair of the Senate Intelligence committee. So ana, you know, there were so many firsts. She was always hosting people at her house or in restaurants around washington. She had legions of friends. So these last difficult months and years, especially since her husband dick died last winter, you know, should not define the career of this truly remarkable woman. She is such a Public Servant serving for all of those decades. Clearly so passionate about being representative of her state and having an impact on this country, andrea, thank you for sharing all of that, great background and insight with us. I know you have to go as you prepare for your show coming up here, and i do want to note that feinsteins daughter, we are told, is in the gallery alongside Speaker Emerita Pelosi, and theyre watching speeches together as colleagues of feinstein continue to honor her life and legacy. Our Julie Tsirkin is also there on capitol hill. We saw the senate convene and the majority, Minority Leader speaking at the capitol. What else are we hearing as far as reaction this morning, and how are lawmakers taking this news . Ana, what youre seeing on your screen right now is actually susan collins, the senator showing a painting, a Water Color Painting that Senator Feinstein has made for her. It has hung in Collins Office all of this time. We heard from senator patty murray, the pro tem of the senate, the president of the senate, she has shared that she wished she was able to give her a hug, give Senator Feinstein a hug yesterday because she was here voting in the morning on a procedural vote to proceed through the stopgap Government Funding Bill before of course she missed votes later in the day. All senators are just emotional on the floor, but we also are hearing from House Speaker Kevin Mccarthy who said that he has ordered the flags in the capitol to be lowered to halfstaff. Heres a little bit of what he had to share just a couple of minutes ago. Moments ago the flags over the capitol were lowered in memory of senator Dianne Feinstein. As californias longest serving senator, Senator Feinstein broke barriers and blazed a trail for women. Her career was by any standards historic. Speaking personally, i worked with the senator for quite some time. Together on many different bills, but the one that i think stands out was our water legislation. It was historic. It was the first time in california history in more than 25 years that we were able to pass water. It was the win act, and i remember the hours and the nights that we would have to work to try to work through and the challenges. We come from different parties. We have different philosophies, but we put our state first. At the same time, Barbara Boxer opposed it. It was one of the last votes of the senate, had more than 70 votes at the time. And i believe at the end of the day the trail blazing of the first woman elected mayor, even coming from a different party, inspired women from both sides of the aisle to seek elected office and to have their voices heard. My deepest condolences to her family, her colleagues, and to her staff. Will. Reporter so you heard, of course, mccarthy touch on the legacy that Senator Feinstein had left, of course especially for women being a trailblazer. You heard andrea run through her list of accomplishments. Every senator taking to the Floor Sharing how many firsts she had, of course as mayor, one of the first women elected to the senate from california, first to serve on the intel and rules committees here in the senate. She was one who reached across the aisle often. Weve heard her legacy cemented by some of our other great guests, but just to bring you into this room, into this moment, you have senators talking around her desk, which is now draped with a black cloth with the flowers in front of it. You mentioned Speaker Emerita Pelosi sitting in the gallery watching down as these speeches take place from colleagues who have Known Feinstein for years, who have served with her here for decades. Even Minority Leader mcconnell sharing how close and personal his relationship was. You heard from him not only with her but their spouses were close. He shared that he had a model of the capitol that feinstein had given him still hanging in his office, so really just a sad and emotional day as all of these lawmakers remember her legacy here, no matter what side of the aisle they sit on. And i want to bring in now on the phone with us former california congresswoman jane harman who i understand was with senator Dianne Feinstein just last night. Thank you so much, congresswoman for joining us. I imagine today is an emotional day for you. How are you doing . Well, hows the country doing . Hows the senate doing . Its a huge, huge loss, and i was the lucky one. I saw her at 5 00 p. M. Yesterday at her home. We had a onehour private meeting. I came by to say hi and to talk about what we could be doing next together, and we did talk about that. I got the hug and the kiss that so many sadly on the senate floor have missed, and theres a beautiful picture that her housekeeper took as i was leaving. But dianne seemed in good health for as ill as she has been for a while, but acute talking about how she wanted to start doing with me some dinners for women in washington. What a cool idea. Im going to do anyway, and theyre going to be the difi dinners. I met her when she was mayor of San Francisco, i think if i could single out one person who has been a touch stone in my political career and my life in politics, it would be dianne. And i loved her dearly. I love that picture and those sentiments that you just shared and what a fun idea to do the difi dinners and just learning that speaks to her mission, her sense of purpose and her desire to have an impact. She obviously literally worked to her dying day to have such an impact on this country. One of the things weve talked about is the impact that she had in the Senate Intelligence committee as the first woman to chair that committee. I know you were on the house Intelligence Committee and a Ground Breaker in your own right in that part of congress. Do you feel like what do you see, i guess, as the significance of the work she did on that committee . Well, let me talk about that. I was on the house Intelligence Committee before she was on the Senate Intelligence committee, and when she began her role, we had lunch it was a Summertime Lunch in aspen, colorado, where we both had homes, and she said what should i be thinking about . I was so honored that as a house member she would ask me that. I was never chair of house intelligence. I was ranking member, but i was looking the issues that she cared about too, and she lapped me. I mean she was magically brave on that committee. There was a report that she did, and she released it with democrats only, which was controversial, but i actually have it in front of me. She autographed it to me. It was on dissension and interrogation of those the afghan war, and she pointed out correctly that congress had not been consulted. I was in on the committee, and that a number of the practices were outside the scope of the Foreign Intelligence Surveillance Act and the Geneva Conventions and she was brave enough to put it out and our practices have changed. And you know, rest in peace dianne, you were a Ground Breaker on assaults weapons, a Ground Breaker on intelligence, a Ground Breaker on women in politics, a Ground Breaker on friendships among women. One of my dearest friends ever. And im just shocked by the news. Just shocked. Former congresswoman jane harman, im so sorry for your personal loss, thank you very much for sharing some of your memories and honoring your dear friend, senator Dianne Feinstein as we just learned of her passing today at age 90. Thank you for joining us. Lets go back to washington now, our ali raffa is at the white house. I understand we have some new reaction from President Biden . Reporter yeah, ana, senator Dianne Feinsteins legacy being remembered on capitol hill but also across Pennsylvania Avenue at the white house. We have a new statement coming from President Biden this morning. He says in part, quote, senator Dianne Feinstein was a pioneering american, a true trailblazer and for jill and me a cherished friend. He goes on to talk about the decades that they spent together serving in the senate. He says they served together in the senate for more than 15 years. I had a Front Row Seat to when dianne was set to accomplish. Thats why i recruited her. I knew what she was made of and i wanted her on our team. He goes on to talk about the legacies of the legislation they worked on together saying, quote, theres no better example of her skillful legislating and sheer force of will than when she turned passion into purpose and led the fight to ban Assault Weapons. Dianne made her mark on everything from National Security to the environment to protecting civil liberties. Shes made history in so many ways and our country will benefit from her legacy for generations. He goes on to say often the only woman in the room, dianne was a role model for so many americans, a job she took seriously by mentoring countless Public Servants, many of whom now serve in my administration. She had an immense impact on younger female leaders for whom she generously opened doors. Dianne was tough, sharp, always prepared and never pulled a punch, but she was also a kind and loyal friend. And thats what jill and i will miss the most. He finishes by saying as we mourn with her Daughter Katherine and the feinstein family, her team yaps in the senate and the people of california, we take comfort that dianne is reunited again with her beloved richard, may god bless Dianne Feinstein. Its important to mention in these moments that these leaders who have worked together in their professions also share these deep, personal relationships, and we know his friendship with Dianne Feinstein goes back very far, and you think of just yesterday his remarks that he made about senator john mccain, the friendship that he had with that senator across party lines, so you can imagine how deeply and painfully the president is feeling this personal loss, not just with feinstein being a former colleague, but also a personal friend to him and his family. So we have this new statement from the president. We also expect to see him very shortly delivering remarks at a Farewell Ceremony for his departing chairman of the joint chiefs of staff mark milley, and so well be monitoring that event to see if we also hear him mention remarks about Senator Feinstein at that event also, ana. Allie raffa, thank you, Michael Beschloss thank you for joining us and Julie Tsirkin please stay close. Up next, the other big story on capitol hill, were following. Less than 48 hours left until a Government Shutdown. What will be impacted first if time does run out . D first if time does run out . When the murrays discovered gain scent beads, they fell in love with the irresistible scent. Huh, huh, so did their dog roger. Gain scent beads keep even the stinkiest Stuff Smelling fresh. Cmon, were right there. Cmon baby. Its the only we need. Go, go, go, go ah Touchdown Baby touchdown are your neighbors watching the same game . Yeah, my 5g Home Internet delays the game a bit. But you get used to it. Try these. Theyre noise cancelling earmuffs. I stole them from an airport. Its always something with you, man. Great solid greek salad . Exactly dont delay the game with verizon or tmobile 5g Home Internet. Catch it on the xfinity 10g network. Last night the house did something none of you sitting here thought we can do. The number of questions i could take from the number of weeks about doing Appropriation Bills. I told you dont give up on us because were not giving up on the American People. That was House Speaker Kevin Mccarthy just moments ago on the progress in the house, the other Breaking News were following there on capitol hill this morning as we are just one day left to avert a Government Shutdown. And today the house will vote on this shortterm spending bill, but its not clear if mccarthy does have the votes to pass it as he has struggled to contain the rebellion in his own ranks. Millions of federal workers will not get paid including military, Food Assistance like wic and snap would be cut off, any air travel could slow way down. Those are just some of the impacts if there is a shutdown. Lets bring in nbc news capitol hill correspondent ryan nobles, nbcs tom costello whos covering the complications for air travel, and Symone Sanders townsend, host of msnbcs symone and who served as Chief Spokesperson for vp kamala harris. Ryan, bring us up to speed on where things stand in the house and senate. Reporter lets talk about what Kevin Mccarthy was saying a few minutes ago there in the sound that you played, ana. Hes trying to present it as though the house has made a lot of progress. They only passed three Spending Bills last night. You need 12 to keep the government funded. One of the bills they put on the floor last night actually failed, and the bills that they did pass have no hope of passing the senate, so he may sound optimistic, but the reality is we are barrelling towards a Government Shutdown with no real exit ramp in the offing. You point out that today the house is going to vote on their own version of a shortterm spending bill. Its loaded with Conservative Handouts that Kevin Mccarthy is offering to that right wing of his base in the hopes that theyll vote yes. Theres no guarantee they will. In fact, there are a number of members in his conference, enough to topple a bill like this that said they would never vote for a continuing resolution because they fundamentally disagree with the concept. There are just roadblock after roadblock that theyre facing here on capitol hill to try and prevent that shutdown from happening saturday night. And really, ana, the conversation is not if theres going to be a Government Shutdown, but how long it will be. Because in addition to there being no possibility right now of trying to prevent it from happening, theres also no guide path as to how they get out of it. Things are bleak right now. Ryan, we have had shutdowns before, but remind us what exactly closes down and who all is impacted. Reporter yeah, you know, ana, in the part there have been partial shutdowns where theyve been able to pass certain Appropriation Bills that would allow for members of the military to get paid or to have key essential Services Remain funded. Theres nothing like that this time around. Theres basically no mechanism to keep any part of the government open. There are kind of Emergency Contingency Plans that would allow some Essential Services to remain in place. There are some federal government workers that are considered essential so that means they have to come into the office, but theyre not guaranteed that well be paid. That means National Parks will be shut down, federal monuments will also not be open. If youre trying to get your passport renewed, its unlikely youre going to be able to do that. There will be a slow roll of federal benefits, for instance, the Nutrition Program wic, head start, the Education Program will seehe benefits delayed. Things that the federal t o government ps that americans are just not going t be able to have access to, not to mention the fact that 4 million or more federal Government Employees will just go without a paycheck, which will be an enormous hardship. A lot of federnmt workers, its not like theyre getting rich. Many of them are forced to live paycheck to paycheck. This will be an incredible burden for so many americans. Thats right, this could have a huge ripple effect, and tom, if we go into a shutdown, we do know tsa agents and air Traffic Controllers would still work, but without pay. So how could this all affect air travel . Well, to ryans point, listen, do you know a tsa officer whos rich, who has a lot of Money In The Bank . No, the vast majority are living paycheck to paycheck, just rise yan suggested. Air Traffic Controllers the same way. We just checked, tsa officers are supposed to get their paychecks, their most recent one this weekend or the money deposited into their accounts, and the faa, that money for their most recent paycheck should come on tuesday. That money is in the pipeline. After that, though, thats when we start to potentially experience problems, right . If in two weeks, in four weeks they havent been paid, then the concern is we could see a repeat of what happened in 2019. Remember 2019 . Thats when tsa officers after missing a month of pay, a lot of them said im out of here. They went to work at a Grocery Store or a restaurant to put food on their table. We saw air Traffic Controllers after they missed paychecks, they started calling out sick, and that is what caused air traffic in this country to grind to a halt, specifically at Laguardia Airport and that forced the hand of President Trump at the time. Were not talking about an immediate impact. If you are flying this week or next week, chances are no impact yet, but if this goes on for a couple of weeks, a couple of months, then we could see, in fact, tsa officers who simply have to be able to come up with the money to buy the food for the family, some of them may decide theyre out just like they did last time, and air Traffic Controllers, they suddenly may get sick as they did last time. They are professionals. They are dedicated to keeping the air space safe, theyve also got to feed their families. Can we just make this point again and again and again, ana . Congress will still get paid. Thats a really good point. And i hadnt even thought about the air Traffic Controllers. We know theres already a Staffing Shortage in that area, which has been a problem at times with air travel even before this. Tom costello. Reporter one point quickly. Weve had a lot of close calls in the air. A lot of othem because of the air Traffic Control Staffing Shortage. Weve got a whole class in the academy right now. That class, the academy will shut down if, in fact, the shutdown goes forward. And you will keep us posted, tom costello, thank you. Symone, yesterday we heard from Senate Minority leader Chuck Schumer, majority leader i should say. He had this message on the senate floor. As ive said for months, congress has only one option, one option to avoid a shutdown, bipartisanship. It was true yesterday. It is true today. It will be true tomorrow. So symone, if this can only get done through bipartisanship, how optimistic are you . I am not optimistic at all, frankly. And im not optimistic because this is a republicandriven crisis, a House Republican driven crisis because republicans in the United States senate have gotten on board for bipartisanship. Theyre doing their jobs. Its Kevin Mccarthy that yet again, ana, has failed to corral his caucus and leave. Ive spoken to a number of democratic members of congress, i had a number of them on my show last week weekend, and they all said democratic leadership is ready work with republicans to fund the government, to do their jobs. Yet democratic leadership has not heard from the Republican Leadership noting that theyre willing to do so. So this week the American People are really going to be facing a triple whammy of crises. The Government Shutdown, the same day that Government Funding runs out, Student Loan Payments are expected to resume. Credit karma recently did a survey actually, and more than half of borrowers said this if the government shuts down, theyre going to be forced to choose between whether making that Student Loan Payment or putting food on the table and going to the store and buying groceries and necessities. That on top of the autoworkers strike a lot happening. Its not fair to people to have to make those types of choices. Thats interesting that youre hearing from members of congress saying on the democrat side that republicans arent reaching out to them, arent trying to come up with some kind of a compromise, but we have heard and weve played the sound on our air from Speaker Mccarthy trying to put blame on President Bidens desk and and suggesting the president should be and i laughed. Talking to him. President biden is intentionally taking a hands off approach here. Is that the right call . Yes, ana, you have to laugh to keep from crying because its absolutely ridiculous. We all sat here and reported on months ago the Debt Ceiling Negotiations where President Biden and Speaker Mccarthy had many meetings, and the president did negotiate with the speaker on the debt ceiling, and that negotiation was about the budget, was about funding the government. They came to a consensus months ago. So when i heard that sound of Speaker Mccarthy saying basically i need a meeting with the president to get this done, i laughed. This is a speaker that is in peril. The country is facing a crisis and the speaker himself, his speakership is in peril, when he is literally going to the cameras begging for a meeting with the president looking to put the blame on anyone other than himself for the situation that the American People now find themselves in, you got to laugh to keep from crying, but the president should not and democrats, frankly, should not bail out Kevin Mccarthy in this. This is a my mother used to say you make your bed, you got to lie in it. Speaker mccarthy has made his bed. At any given time he can get up. He is the speaker of the house. He can pick up that phone and call the Minority Leader jeffries and make a deal. Hes unwilling to do so. Symone sanders townsend, thank you. Ryan nobles keep us posted if theres any movement. Lets go back to whats happening on capitol hill. We have been watching that Click Ticking down to a Government Shutdown in just over 37 hours now. I want to bring in democratic connecticut. Mes of thank you for spending some time with us. In your state, theres over 8,000 federal ees who could be impacted by a Government Shutdown. Over 45,000 people who depend on the Nutrition Program, wic, which provides food and aid to low income women and children, a few hundred Airport Workers who have to work without pay. Do you have any insight into if there is a chance for a last minute deal . I dont think so, ana. I dont have a ton of insight. This is one of those ive been through a few shutdowns here. This is one of those weird shutdowns where there is no clear policy ask. I remember the shutdown when ted cruz wanted to repeal the federal appeal act. This time there is no ask. You have a situation where the senate has passed a solution, the house could pass it right now, but there is 20 or so republicans, matt gaetz, Marjorie Taylor greene, the usual crew, telling the speaker, if you do that, well try to take away your job. Thats why were shutting down. Is stunning. Congressman, i want to quote something you said. When the most powerful government in the world, the clowns itself, and demonstrates to the world that it is being run by kindergartners, there is also a huge effect in terms of Risk Perception and confidence and stability. What did you mean by Risk Perception there . What i mean by that is and well talk more about this, the tragedy is visited on federal workers and people who rely on federal programs. Thats most of us. At the end of the day, thats people trying to renew a passport, sign up for medicare or social security. But what i was referring to in that thing is, you know, it is a dangerous world out there. I spent a lot of my time on National Security. There is a competition for the worlds confidence between china and the United States, russia, iran, north korea. When we deliberately hurt ourselves for no good reason, in fact, for a stupid reason, which is why it felt like this was all being engineered by kindergartners, the world takes notice. Those people who believe president xi of china may be right, democracy doesnt work, they look at us be clowning ourselves as were about to do and say president xi has a point, democracy doesnt really seem to work. Thats a dangerous signal to send to the world. Congressman, stay with us. I want to bring into this conversation jason jackovosky. He serves people in Congressman Himes district and across the state. Thank you for taking the time. What are you expecting if there is a shutdown . I appreciate it. Were in preemergency mode here now at the food bank. Unfortunately we have a little practice with this, with the partial Government Shutdown in 2019. Were expecting increased lines at panties in the congressmans district and across the state of connecticut. Were also anticipating, we have an airport here in connecticut, well probably be doing a popup Mobile Pantry for the tsa agents up there. We have the Coast Guard Academy at the state of connecticut. Well likely have to do a popup food pantry down there in new london. So it is really widespread across the state of connecticut. If we get to the point where Snap Benefits come into jeopardy, there i not enough fo at all the food banks in the country to make up the difference if people arent able to get their Snap Benefits. That is a scary thought, jason. Heart breaking thought. What is your message to congress right now, speak to Congressman Himes and others who can make a difference, who dont it doesnt have to be this way, right . Absolutely. We speak to Congressman Himes often. Our delegation is wonderful here in connecticut. What i would say is Just Congress needs to do its job. Most often you see the situations, sometimes the house is fighting with the senate, democrats fighting with republicans, the president fighting with congress. This is just a situation in which those congressmen who are holding out, particularly in the house of representatives, remember your constituents. I am telling you, call your local food bank, go down to one of your local food distributions and you will see the lines increase over the next couple of weeks. This has a real effect on real americans. Congressman, your reaction, your response . Well, jason is exactly right. Im so glad you featured connecticut. Connecticut is known nationally as a wealthy state. And we are, on average. But Every Single Day i wake up knowing i represent some of the wealthiest people in the country, who will be okay. But especially in a high cost state, jason will tell you, in communities like bridge port or norwalk or stanford, there is serious poverty. It will be those people who, because of the absurdity on capitol hill are wondering whether theyre going to be able to feed their children. And so, you really made the point well, for no good reason, in fact, for stupid reasons, were putting at risk not just people who are profoundly disadvantaged in communities like bridge port or norwalk or stanford, but were going to hurt the middle class, the tsa agents, the Passport Workers who Every Single Day go to work to serve the American Public and for no good reason theyre now going to wonder whether they need to line up at a food bank because theyre not getting paid. Congressman, we have 20 seconds. Talk to jason for a moment, what is your message to him . Well, my message is, thank you for doing what you do. And i see jason and his people a lot and they do wonderful under very difficult circumstances. And all i can say is thank you for what youre doing. You know whats not happening . Were not doing our job. In particular, the republican majority, not even the whole republican majority, but a small number of them are creating huge problems for people like jason and the people he serves. Jim himes and jason, thank you both for the conversation this morning. Thats going to do it for us today. Hope you have a wonderful weekend. Well see you back here on monday. Same time, same place.
